If large-cap funds have declined less than your mid- and small-cap funds, do not automatically sell large-cap holdings or buy the bigger decliners. First compare your current portfolio weights with your intended target allocation. Rebalance only when your plan’s calendar or drift rule calls for it, and choose the least disruptive method after checking taxes, trading costs and account rules.
This is general education, not individualized investment or tax advice. A decision for a specific portfolio requires its holdings, target mix, account type, tax basis, time horizon and risk tolerance.

What unequal declines can do to your portfolio
When market-cap segments fall by different amounts, their percentages of the total portfolio change even if you never trade. A category that falls less becomes a larger percentage of what remains. Categories that fall more become smaller percentages.

The U.S. Securities and Exchange Commission’s Investor.gov guidance cautions against changing an allocation merely because asset categories have performed differently. Its example warns against increasing the stock proportion simply because the stock market is hot. The same principle applies when one equity segment has fallen less than another: relative performance alone does not establish that your long-term target should change.
Step 1: Write down the target you are trying to restore
Use the allocation in your investment plan, policy statement or account settings. List the intended percentage for each relevant category, such as large-cap, mid-cap and small-cap funds, plus any bond or cash allocation. If your plan has only a broad-stock target, do not invent separate large-, mid- and small-cap targets just because the recent declines were different.
- Target weight: the percentage you deliberately chose for the category.
- Current weight: the category’s present value divided by the value of the portfolio you are measuring.
- Drift: current weight minus target weight, expressed in percentage points.
Measure the whole portfolio covered by the plan. A fund may look underweight inside one account while the same exposure is overweight elsewhere. Include cash, employer-plan holdings and other investments if they are part of the allocation you intend to manage.

Step 2: Calculate current weights and drift
For each category, divide its current market value by the total value of the portfolio and multiply by 100. Then subtract the target percentage. Keep the unit as percentage points: a move from a 20% target to 25% is a five-percentage-point drift, not a 5% return.
The following is an illustration, not a market result or a recommended allocation. Assume a $100,000 portfolio was targeted at 50% large-cap, 30% mid-cap and 20% small-cap. Suppose, solely for the example, large-cap declined 5%, mid-cap 20% and small-cap 30%:

| Category | Starting value | Illustrative decline | Value after decline | Current weight | Drift from target |
|---|---|---|---|---|---|
| Large-cap | $50,000 | −5% | $47,500 | 55.6% | +5.6 percentage points |
| Mid-cap | $30,000 | −20% | $24,000 | 28.1% | −1.9 percentage points |
| Small-cap | $20,000 | −30% | $14,000 | 16.4% | −3.6 percentage points |
| Total | $100,000 | — | $85,500 | 100% | — |
In this illustration, the large-cap position is more than five percentage points above target, while the other two categories are below target. A five-point trigger would call for review under the investor’s chosen rule. The calculation does not say that large-cap is overvalued or that small-cap is due to rebound; it only shows that the portfolio no longer matches the stated mix.
Step 3: Apply a review rule you chose in advance
Calendar-based review
Investor.gov describes reviewing at regular intervals such as every six or twelve months. A calendar review gives you a repeatable date and can prevent constant trading in response to headlines. Its guidance also says rebalancing tends to work best when it is relatively infrequent.

Threshold-based review
With a threshold rule, you act when a category moves beyond a preset number of percentage points from target. The threshold can be measured for each category or for the overall stock-and-bond mix, depending on your plan. Set the rule before seeing the next market move so that it does not become a justification for a discretionary market call.
Combined review
Vanguard describes calendar, threshold and combined approaches. A combined method checks on a schedule and trades only when the drift threshold is reached. Its educational page illustrates a five-percentage-point rule with a 70/30 stock-and-bond portfolio. That example is an illustration, not a universally suitable threshold. Your target, tax position, costs and tolerance for deviation determine whether any particular trigger fits.
Vanguard also says its research finds an annual rebalance optimal for many investors. The reviewed page extract does not identify the underlying study, sample or publication year, so treat that statement as Vanguard’s educational view rather than an independently verified statistic or a universal instruction.

Choose the least disruptive way to restore the mix
| Method | How it works | When it can help | Points to check |
|---|---|---|---|
| Direct contributions to underweights | Send new money toward categories below target. | Useful when you are still contributing and the cash is large enough to reduce the drift. | It may restore the mix gradually rather than immediately. |
| Dividends, interest or other cash flows | Direct incoming distributions to underweighted categories. When taking withdrawals, Vanguard suggests starting with overweight categories. | Can reduce or avoid selling. | Available cash flow may be too small to correct substantial drift. |
| Sell overweight and buy underweight | Trade existing holdings to move the portfolio back toward target. | Provides the fastest reset when the plan requires one. | Check transaction fees, spreads, taxes and any account restrictions first. |
| Partial rebalance | Correct only part of the drift, often starting with the largest overweights and underweights. | Can limit the amount sold in a taxable account or reduce trading costs. | It may leave the portfolio outside the target range and does not guarantee a particular tax result. |
Compare these methods by the size of the drift, how quickly your rule calls for correction, the tax impact, transaction costs and whether cash flows can do enough of the work. Do not compare them by an assumed ability to predict returns.

Once you decide that action is warranted, calculate the dollar value that would bring each category to target using the current total portfolio value. In the illustrative $85,500 portfolio above, a target reset would be:
- Large-cap target: 50% of $85,500 = $42,750. The example has $47,500, so the amount above target is $4,750.
- Mid-cap target: 30% of $85,500 = $25,650. The example has $24,000, so the shortfall is $1,650.
- Small-cap target: 20% of $85,500 = $17,100. The example has $14,000, so the shortfall is $3,100.
A full reset would therefore sell $4,750 of the overweight category and direct $1,650 and $3,100 to the two underweights, before considering fees, taxes, minimums or price movement. In a real account, orders may fill at different prices, so the final percentages can differ slightly. The arithmetic is a way to implement the target, not a prediction that the declining categories will outperform.
Check taxes, costs and account rules before selling
Taxable accounts
Selling can realize a capital gain or loss. Review each lot’s cost basis, holding period and the tax treatment that applies where you live before placing an order. Vanguard describes focusing on higher-cost-basis shares in taxable accounts as one way to limit realized gains, but that is educational guidance, not an individualized tax calculation. A partial rebalance can reduce the amount sold, yet it cannot promise a particular tax outcome.
Retirement and other tax-advantaged accounts
Trades inside a tax-advantaged account may have different immediate tax consequences, but withdrawals, contribution limits, required distributions and plan rules can still matter. Check the specific account agreement and tax rules rather than assuming every account works the same way.

Trading costs and implementation limits
Investor.gov explicitly advises considering transaction fees and tax consequences before rebalancing. Also check bid-ask spreads, fund transaction policies, account minimums, settlement timing and whether your workplace plan permits exchanges among the needed options. If costs are material relative to the drift, directing new money or using a partial correction may better fit the plan.
For a taxable account with concentrated gains, a large withdrawal, uncertain basis or complicated tax status, a qualified financial or tax professional can help evaluate the consequences. That consultation should address your facts; no general article can calculate your liability.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When to reconsider the target instead of merely rebalancing
Rebalancing restores the allocation you selected. Reconsider the target only when the plan itself may no longer fit. Investor.gov points to changes in goals, time horizon, financial circumstances or risk tolerance as reasons to review an allocation.
- Goal or time horizon changed: Money needed sooner may call for a different risk mix than money intended for a distant goal.
- Risk tolerance changed: If the losses you can financially or emotionally withstand are different, evaluate the target deliberately rather than reacting to one market episode.
- Financial circumstances changed: A new job, debt, emergency reserve need or withdrawal plan can alter the role of the portfolio.
- Investment options changed: A fund merger, closure or material change in strategy may require a separate selection decision.
A target change should be documented as a new decision, with new percentages and a review rule. Do not label a permanent change a “rebalance” simply because one segment recently outperformed or declined less.

A practical decision sequence
- Record the intended allocation. Write the target percentages and the accounts and holdings included.
- Value every included holding. Use the same valuation date and include cash and relevant outside accounts.
- Calculate each current weight and drift. Use percentage points and inspect the whole portfolio.
- Apply your calendar, threshold or combined rule. A five-point example from an educational page is not a default for every investor.
- Check account costs and tax consequences. Review basis, fees, spreads, restrictions and withdrawal implications before selling.
- Use cash flows first when practical. Redirect contributions, dividends or interest to underweights if that can correct enough drift.
- Decide between partial and full correction. A partial trade may limit costs or gains but can leave residual drift.
- Place and document the trades. Record the date, amounts, resulting weights and the reason the rule was triggered.
- Return to the scheduled review. Do not keep trading because prices continue to move after the rebalance.
Pitfalls to avoid
Selling the least-declining category automatically
That may be appropriate only if it is overweight relative to your target and your rule calls for action. Otherwise it changes the portfolio based on recent relative performance.

Buying the biggest loser without checking the plan
A large decline does not by itself make a category underweight, suitable for your risk tolerance or guaranteed to recover. Buy only to restore an established target or to implement a separately considered target change.
Using percentage returns as portfolio weights
A category’s loss is not its new portfolio percentage. Recalculate using current dollar values and the new total.
Rebalancing too often
Frequent trades can add costs, taxes and decision noise. Investor.gov’s guidance favors relatively infrequent rebalancing, while still allowing a regular interval or preset threshold that fits your plan.

Cash flows can move the allocation without a market decline. Treat them as part of the rebalancing process, not as separate from it.
Assuming a tax benefit
Losses, gains, holding periods and account type interact with local rules. Do not assume that selling a losing fund, harvesting a loss or choosing a particular lot will automatically reduce your tax bill.
What this decision can and cannot accomplish
A disciplined rebalance can bring risk exposures back toward the mix you selected and impose a repeatable process after uneven market moves. It cannot identify the next winning market-cap segment, eliminate losses or guarantee a return. Vanguard summarizes the principle this way: “Rebalancing isn’t about market-timing; it’s about sticking to Vanguard’s principles for investing success and creating a strategy to stay in sync with your long-term goals.”
The SEC’s Investor.gov guide makes the complementary point that savvy investors typically do not change their allocation based on relative performance alone. Applied to this scenario, the key question is not which funds fell least. It is whether your current weights have drifted beyond the rule attached to your still-appropriate target, and whether the cost of correcting that drift is justified in your account.
Quick Recap
Use a written checklist for the next review
- Have I written the target percentages rather than inferred them from recent returns?
- Did I include all holdings and cash flows that belong in the portfolio?
- What are the current weights and percentage-point drifts?
- Did my calendar, threshold or combined rule actually trigger?
- Can contributions, dividends or interest correct enough of the underweight?
- What fees, spreads, taxes, basis issues or account restrictions apply?
- Would a partial correction satisfy the plan at lower disruption?
- Has a change in goals, horizon, finances or risk tolerance justified revisiting the target itself?
- Have I documented the action and the next review date?
