After a market decline, first compare your portfolio with the allocation you deliberately chose for your goals, time horizon and risk tolerance. If market movements have pushed the portfolio away from that target, rebalancing restores the intended mix; it is not a prediction about which investment will recover first. You can redirect new contributions, buy underweight categories, or sell overweight holdings and buy the categories that are below target. Check transaction costs and tax consequences before selling, and use a calendar or preset drift rule instead of reacting to every headline.
What rebalancing means after a market decline
Rebalancing is the process of bringing a portfolio back toward its chosen asset allocation. An allocation is the percentage assigned to broad categories such as stocks, bonds and cash, along with any sub-allocations the investor has defined. The purpose is to restore the portfolio’s intended risk level, not to redesign the plan because recent performance was disappointing.

A decline can change percentages even when you make no trades. If one category falls more than another, its weight shrinks; if another category falls less or rises, its weight grows relative to the rest. That arithmetic drift can leave the portfolio taking either more or less risk than the plan specified. Rebalancing addresses that mismatch.

It does not answer whether your original allocation is still suitable. A market drop alone does not establish that you should become more conservative, more aggressive or move into a particular asset. Suitability depends on your objective, time horizon, financial circumstances and ability and willingness to tolerate losses. A change in those factors can justify revisiting the plan, but that is a separate decision from restoring it.

The U.S. Securities and Exchange Commission describes rebalancing as cutting back on current “winners” and adding to current “so-called losers,” which can make an investor buy low and sell high as a mechanical consequence of returning to a target. That description explains the discipline involved; it is not a promise that an underweight category will recover soon or outperform.
Check the plan before looking at individual holdings
Write down the allocation you intended to maintain before deciding what to trade. If you cannot state the target in percentages, pause and clarify the plan rather than using the market decline to improvise one.
Confirm the objective and time horizon
Identify what the money is for and when withdrawals are expected. A long-term retirement account and a reserve needed in the next few years have different constraints. A change in the date of a major goal, a new spending need or a decision to retire earlier can alter the allocation that makes sense. The fact that prices have fallen does not, by itself, change the date your money is needed.

Risk tolerance is how much volatility you can live with without abandoning the plan. Risk capacity is how much loss your finances can withstand while still meeting obligations. Consider job stability, emergency savings, debt, insurance, expected income and the effect of a further decline on your goal. If the drop revealed that you would be unable or unwilling to stay invested at the current risk level, document that conclusion as a plan change rather than labeling it a routine rebalance.
Look for material life or financial changes
- A major change in income, expenses or debt payments.
- A new or delayed goal, such as education funding, a home purchase or retirement.
- A change in the date or size of expected withdrawals.
- A change in tax status, account ownership or access to emergency cash.
- A lasting change in your ability to tolerate investment losses.
If one of these applies, review the entire investment policy or financial plan. Do not force an outdated target back onto the portfolio simply because it was once written down.
Measure how far the portfolio has drifted
Use current market values, not the amounts originally deposited, to calculate each category’s weight:
current weight = current value of category ÷ current value of entire portfolio
Then compare each current weight with its target. The difference is the drift. For example, the SEC uses an illustrative portfolio that began with stocks at 60 percent. If stock gains later make stocks 80 percent of the portfolio, the example shows why the mix may need attention. Those percentages illustrate drift; they are not a recommended allocation for every investor.

Measure at the level at which your plan is written. If the policy has separate targets for domestic stocks, international stocks, investment-grade bonds and cash, compare each of those categories rather than treating the whole stock allocation as one number. Also check whether a single holding has become an outsized concentration inside a category.
A simple worksheet
| Category | Target weight | Current value | Current weight | Drift |
|---|---|---|---|---|
| Category 1 | Target from your plan | Account statement value | Current value ÷ total value | Current weight − target |
| Category 2 | Target from your plan | Account statement value | Current value ÷ total value | Current weight − target |
| Category 3 | Target from your plan | Account statement value | Current value ÷ total value | Current weight − target |
Use a consistent valuation date and include all accounts that are managed as one household portfolio, if that is how your plan defines the allocation. Record whether percentages are based on pre-tax or after-tax values when that distinction affects your comparison.
Choose among the three rebalancing methods
The SEC identifies three practical approaches. They can be used separately or together; none automatically eliminates taxes, fees or market risk.
| Method | When it fits | Does it require a sale? | Potential trade-off |
|---|---|---|---|
| Redirect new contributions | You are adding money regularly and can change contribution instructions. | No, if new money alone closes the gap. | May take time, especially when contributions are small relative to the drift. |
| Buy underweight categories with available cash | You have uninvested cash and your plan permits immediate purchases. | No sale is needed for the purchase itself. | Cash may be limited, and buying changes exposure at current prices. |
| Sell overweight holdings and buy underweight categories | The drift is material and restoring the mix cannot reasonably wait for contributions or cash. | Yes. | Sales can create transaction fees and tax consequences and require careful order execution. |
Redirect ongoing contributions
Change the percentage of each new deposit going to the underweight categories until the portfolio moves toward target. This can reduce or avoid sales, but it is not a guarantee that taxes or costs disappear; the account’s rules still matter. Confirm that payroll, bank or platform instructions actually changed and check the next statement.
Invest available cash
Cash already sitting in the account can be directed to categories below target. Before doing so, confirm that the cash is not needed for an emergency, a near-term withdrawal, required payment or other purpose in your plan. If your allocation includes a cash target, count the purchase against that target rather than treating all cash as excess.
Sell overweight holdings and buy underweight categories
This is the most direct method when drift is large or there is no meaningful cash flow. Determine the dollar amount needed to move each category toward target, then review the tax lot, account type, fees and trading rules before placing orders. In a taxable account, selling can realize gains or losses. In a retirement or other tax-advantaged account, the tax treatment can differ, but account-specific rules still apply.
Do not sell simply because a category has fallen or buy simply because it looks cheap. The trade should be tied to the target allocation and the amount of drift you have decided in advance to tolerate.
Set a review rule instead of reacting to headlines
Two common triggers are a calendar schedule and a preset allocation threshold. Investor.gov gives six- or twelve-month reviews as examples of intervals some experts recommend; they are examples, not universal rules. Other investors review only when a category moves a specified percentage or percentage-point distance from target.

| Trigger | How it works | Strength | Limitation |
|---|---|---|---|
| Calendar review | Check on a chosen recurring date, such as every six or twelve months. | Simple and easy to schedule. | A review date can arrive when drift is trivial, or miss a large move between dates. |
| Preset drift threshold | Act only when a category exceeds a limit you established in advance. | Connects action to the size of the allocation mismatch. | Requires tracking and a clearly defined measurement method. |
| Combination | Review on a calendar and trade only when a threshold is exceeded. | Balances routine oversight with fewer unnecessary trades. | More record-keeping is required. |
Whatever rule you choose, apply it consistently across comparable accounts and write down the target, trigger, date and action. Rebalancing tends to work best relatively infrequently. Checking prices every day and trading after every fluctuation can create costs, taxes and decision fatigue without improving adherence to the plan.
Review costs and taxes before placing a sale
A sale can involve a commission, spread, platform charge or other transaction expense. The exact cost depends on the account and service, so read the current fee schedule and order preview. A purchase can have costs too, even when no sale is involved.
Tax consequences depend on the account type, the asset, the holding period, the tax lots selected and your jurisdiction. In a taxable account, a sale may realize a gain or loss. In a tax-advantaged account, transactions may receive different treatment, but that does not remove the need to follow account rules. Do not assume that an automated rebalance is tax-free.

- Identify which lots would be sold and whether the platform uses specific-lot, first-in-first-out or another default method.
- Check whether a sale creates a reportable gain or loss and whether any holding-period rule matters.
- Review bid-ask spreads, commissions, account fees and any minimums.
- Consider whether a sale could affect a planned withdrawal, contribution limit or required distribution.
- Ask a qualified tax or financial professional about material or complicated consequences.
Do not use a general article to calculate a current tax bill. Tax law and individual facts change, and the official investor education guidance does not establish a result for your account.
Step-by-step process for a post-decline review
- Gather current information. Download recent statements for every account included in the plan, list current values and note cash balances, fees and account type.
- Write the target allocation. Record the intended percentage for each category and the date the plan was last reviewed.
- Test whether the plan still fits. Revisit goals, time horizon, financial circumstances, risk tolerance and risk capacity. If these changed materially, revise the plan before calculating trades.
- Calculate current weights. Divide each category’s current value by the total portfolio value and record the drift from target.
- Apply your trigger. Use the calendar, threshold or combination rule you selected in advance. Do not invent a new trigger because a news story feels urgent.
- Choose the least disruptive method that can restore the mix. Consider contributions first if they are sufficient, then available cash, then sales and purchases when needed.
- Estimate the transaction and tax impact. Review lots, fees, spreads, account rules and any professional advice needed before authorizing a sale.
- Place orders that match the plan. Enter the intended dollar amounts or percentages, verify the category and account, and check the confirmation before submitting.
- Document the decision. Save the allocation, calculations, date, trigger, orders and reason. This record helps prevent a second, contradictory decision during the next market move.
- Verify completion. After settlement or the next statement, confirm that orders filled and recompute the resulting weights. Update contribution instructions if that was part of the method.
Worked example: separating drift from a plan change
Suppose an investor’s written plan assigns 60 percent to stocks and 40 percent to bonds. After a period in which stocks rise relative to bonds, the account shows 80 percent stocks and 20 percent bonds. The investor’s first question is whether the 60/40 plan still matches the goal and risk tolerance—not whether stocks are about to rise or fall next.
If the plan still fits, the investor can direct new contributions to bonds, use available cash for bonds, or sell enough stock and buy bonds to move toward the chosen percentages. The amount to trade depends on the current total value and the selected target; it is not determined by the fact that stocks recently performed well.
If the investor’s retirement date moved closer or the ability to tolerate losses changed, the appropriate action may be to create a different allocation. That is an allocation review, not a routine rebalance. The distinction matters because a new target should be justified by the investor’s circumstances, not by a short-term performance ranking.

It cannot identify the right replacement asset
Price movement does not establish which category will recover first, whether a decline will continue or whether a particular security belongs in the portfolio. Rebalancing should use the categories and vehicles already authorized by your plan, not a new purchase chosen from a headline.
It can test whether the plan is realistic
If the decline causes panic, a desire to abandon the allocation or an inability to meet near-term obligations, examine the plan’s assumptions. Changing the plan may be appropriate, but make that decision deliberately and document why.

Target-date funds
A target-date fund’s adviser handles allocation and rebalancing for the fund and generally shifts toward a more conservative mix as the target date approaches. Before using one, review the fund’s stated objective, glide path, holdings, fees and the date it uses. A target date is not a guarantee that the fund’s risk level matches your own situation, and funds with similar dates can use different approaches.

A robo-adviser may automate portfolio construction and rebalancing. Investor education guidance recommends understanding how often the service rebalances, what event triggers a change, which fees apply and what tax implications may arise for your account type. Compare those terms with your existing plan and confirm whether the service allows the target allocation and restrictions you need.
Automation can reduce the chance of forgetting a review, but it does not make an unsuitable allocation suitable. A paid service is optional; the important questions are whether the plan fits and whether the service implements it transparently.
Common mistakes and how to correct them
Changing the target because of recent performance
Problem: The investor sells a category after it falls or raises its target after it rises without reconsidering goals and risk.
Correction: Separate the plan review from the drift calculation. Approve a new target only when circumstances or a deliberate policy change support it.
Trading every time prices move
Problem: Frequent reactions create unnecessary orders, costs and tax events.

Assuming tax treatment is identical across accounts
Problem: The investor expects a taxable account, retirement account and automated account to produce the same result.

Using percentages that do not add up
Problem: Overlapping categories or omitted cash make the calculation misleading.

Practical checklist
- Have I written down the allocation I intend to maintain?
- Do my goal, time horizon, income needs and risk tolerance still support it?
- What are the current weights and percentage-point drifts?
- Which review trigger applies today?
- Can contributions or available cash correct the drift?
- If I sell, what fees, spreads, tax lots and tax consequences should I expect?
- Am I restoring the existing plan rather than chasing a forecast?
- Have I recorded the decision and verified the completed transactions?
For investors who cannot determine an appropriate allocation, face complex tax issues or are unsure how a transaction affects a major goal, a qualified financial or tax professional can help evaluate the decision. General U.S. investor education guidance cannot determine a suitable allocation for a particular person, account or tax jurisdiction.
