After a market decline, do not sell everything or buy simply because prices fell. First compare your portfolio’s current asset mix with the target mix that still fits your retirement goal, time horizon, risk tolerance and financial circumstances. If market movements have pushed the portfolio outside a tolerance you selected in advance, move it back toward that plan using new contributions, sales and purchases, or changed contribution instructions. Review fees, taxes, plan rules and near-term withdrawals before trading.
This is general educational guidance, not a personalized allocation or trade recommendation. The right target depends on facts such as your retirement date, account types, cash needs and ability to tolerate losses.

What rebalancing does after a decline
Rebalancing restores a portfolio to its intended asset mix. It is a maintenance decision, not a prediction that markets will recover on a particular timetable. A decline can reduce the value of stocks, bonds or other holdings by different amounts, so the percentages of the portfolio can change even when you make no trades. A subsequent rally can create another drift in the opposite direction.

The SEC’s Investor.gov guide describes the discipline this way: “By cutting back on the current ‘winners’ and adding more of the current so-called ‘losers,’ rebalancing forces you to buy low and sell high.” That describes the mechanical effect of restoring weights; it is not a promise about future returns.

Investor.gov frames the question “Is it time to rebalance your investment portfolio?” with “It depends.” For someone asking what to do with a 401(k) after the market drops, the same answer applies: check the plan against an appropriate target before deciding whether any transaction is needed.
Step 1: Pause and assemble the facts
Volatility can make a large change feel urgent. Start by collecting information rather than placing a panic-driven trade.
- Gather current statements. Record each retirement account’s balance, holdings, share values and expense information. Include workplace plans, individual retirement accounts and other accounts that are part of the retirement strategy.
- Calculate the overall mix. Combine accounts when the plan treats them as one portfolio. Classify holdings by the asset categories used in your target, such as stocks, bonds and cash. A fund that contains several asset classes should be broken out according to its current allocation if the provider supplies that information.
- List account restrictions. Note the investment menu, exchange rules, trading windows, transfer limits and any fees shown by the employer plan or provider.
- Mark upcoming cash needs. Identify withdrawals, planned large expenses and required distributions that could affect how much volatility you can accept.
Investor.gov cautions against rash changes and market timing during volatile periods. A decline is a reason to review the plan, not evidence by itself that the plan has failed.

Step 2: Decide whether the target still fits
Separate two decisions that are often confused:
- Rebalance: restore the existing target because market performance has moved the holdings away from it.
- Revise the target: choose a different mix because your circumstances, objective or capacity for risk has changed.
Before changing the target, consider:
- How many years remain until withdrawals begin and how long the money may need to last.
- Whether your expected withdrawal amount or timing has changed.
- Whether income, emergency savings, debt, health or other financial circumstances have changed.
- Whether you can financially withstand a loss as well as whether you are emotionally willing to do so.
- Whether your retirement goal or spending plan is different from when the target was set.
Ordinary relative performance is normally an occasion to restore a still-suitable target, not an automatic reason to redesign it. Conversely, a target that no longer matches your time horizon or withdrawal needs should be reconsidered even if the market has been calm. Do not infer a suitable stock-and-bond percentage from age alone. Investor.gov presents age-related percentages and mixes only as examples and says each investor must determine what strategy works for them.

Step 3: Measure drift against your target
Write down the target percentage for every category and the current percentage after the decline. For each category, calculate:
drift = current percentage − target percentage
A positive result means that category is overweight relative to the plan; a negative result means it is underweight. Decide in advance how much drift you will tolerate. The sources do not establish a universal percentage or a universally correct allocation, so use the tolerance documented in your investment policy or plan process rather than copying a number from another investor.
| What the comparison shows | Typical plan response |
|---|---|
| All categories remain inside your chosen tolerance | Continue the plan and review at the next scheduled date; no trade is automatically required. |
| One or more categories exceed the tolerance | Direct money to underweight categories, exchange holdings, or use both methods to move toward the target. |
| The target no longer reflects your goal or circumstances | Revisit the investment plan first, then implement the new allocation deliberately rather than treating the market decline as the sole reason. |
Use percentages for the whole retirement strategy, not just the account that happens to show the largest loss. A workplace plan may hold one portion of the desired stock exposure while an IRA holds another; judging either account in isolation can misstate the total mix.

| Method | How it works | When it can fit | Issues to check |

| Redirect new contributions | Send future deposits toward categories that are below target until the overall percentages move closer to plan. | You are still contributing and the plan lets you change the investment elections. | Contributions may be too small or too slow to correct a large drift; confirm the change applies to future deposits, not existing balances. |
| Sell overweight holdings and buy underweight holdings | Exchange enough of the overweight category for the underweight category to restore the selected percentages. | You need a direct correction or have little new cash available. | Review transaction charges, exchange restrictions, tax treatment and any plan blackout or processing period. |
| Change ongoing contribution percentages | Adjust the split of each paycheck or automatic deposit, then monitor the resulting mix. | Your payroll or account system supports percentage elections and you want a gradual correction. | Check whether the change affects only future contributions and whether automatic escalation will alter it later. |
Using contributions first can avoid selling in some circumstances, but it is not automatically superior. A direct sale and purchase may be necessary when the drift is large, contributions are limited or the plan’s menu makes a contribution-only correction impractical. The least costly practical method is the one that reaches the target while respecting the account’s rules and your tax and cash-flow constraints.
Fees and tax treatment to check before selling
Retirement-account tax rules
The IRS explains that, generally, an investor cannot claim a capital loss for a retirement account receiving favorable tax treatment merely because the account declined in value. A lower statement balance is not the same as a deductible loss. Tax treatment can differ by account type and transaction, so check the applicable IRS rules before moving money or taking a distribution.
Trading and plan costs
Review commissions, short-term trading fees, fund exchange charges, account fees and bid-ask effects where they apply. Employer plans often provide a limited menu and may impose processing rules that differ from an IRA. A cost that looks small on one trade can matter when repeated frequently, which is one reason Investor.gov says rebalancing generally works best relatively infrequently.
Taxable money outside retirement accounts
If your overall retirement strategy includes a taxable account, a sale there can create a capital gain or loss even though a similar exchange inside a retirement account may not. Keep the account’s tax status attached to the decision; do not assume that a retirement-plan rule applies to every account you own.

Check whether your plan is already rebalancing
Target-date or lifecycle funds
A target-date or lifecycle fund generally has managers who make that fund’s allocation, diversification and rebalancing decisions. If your retirement savings are invested in one of these funds, check its current strategy and whether you have added other funds that change the portfolio outside the fund’s design. Placing separate trades can create an unintended allocation or duplicate the fund’s work.
Self-managed workplace accounts
A self-managed 401(k) or similar plan requires you to make allocation decisions within the investment menu. Read the plan’s description of available funds, exchanges, contribution elections and any restrictions. The menu may not contain an exact match for the asset category in your target, so document the approximation you are using rather than assuming two funds have identical exposures.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Account for withdrawals and required distributions
Someone still accumulating assets can often use future contributions as part of the correction. A retiree taking withdrawals must also protect near-term cash needs when deciding which assets to sell or which contributions are available.
FINRA says required minimum distributions generally begin at age 73 for traditional retirement plans and that the applicable age changes to 75 in 2033. The rule has exceptions and personal applicability depends on the account and the taxpayer, so verify the current requirement with IRS guidance. Include scheduled distributions in the broader allocation and cash-flow plan rather than treating them as an emergency response to a decline.

Set a review rule instead of reacting to every move
Choose the review method before the next bout of volatility. Two common approaches are:
| Approach | How it operates | Strength | Trade-off |
|---|---|---|---|
| Calendar review | Check the allocation at a recurring interval, such as every six or twelve months. | Creates a simple reminder and limits constant monitoring. | A portfolio can drift beyond the desired range between reviews. |
| Threshold review | Check when an asset category moves a preset percentage away from its target. | Responds to meaningful drift rather than to a date alone. | Requires tracking and can lead to more reviews during volatile periods. |
Investor.gov describes six- or twelve-month intervals as examples some experts use and also discusses preset percentage drift. It does not prescribe a universal schedule or threshold. Whichever rule you choose, avoid turning it into daily market timing; relatively infrequent, planned reviews are the objective.
A worked process for a 401(k) after a drop
Suppose a 401(k) participant has a written target and discovers that the decline changed the percentages. The sequence below keeps the decision tied to the plan:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Open the latest statement and the plan website. Record balances, current percentages, expense information and the date of the data.
- Combine related retirement accounts. Include an IRA or other account if the target was designed for the household’s total retirement portfolio.
- Check the target’s continuing suitability. Note any change in retirement timing, withdrawals, income, emergency reserves or risk capacity.
- Calculate each category’s drift. Compare current percentages with the written target and tolerance.
- Inspect the investment menu. Identify whether the plan offers the needed categories, automatic rebalancing, target-date options or restrictions on exchanges.
- Estimate costs and taxes. Check plan fees and transaction rules; remember that a decline in a tax-advantaged retirement account generally is not a deductible capital loss.
- Select the least costly workable method. Redirect future contributions when that can correct the drift, or exchange overweight for underweight holdings when a direct correction is needed.
- Confirm the transaction. Save the confirmation, verify the effective date and check that future contribution elections match your intention.
- Put the next review on the calendar or tracking rule. Do not make another change simply because headlines remain negative or prices move again.
Mistakes that can undermine the plan
- Moving to cash solely because the decline feels alarming. That abandons the target without establishing a new plan and can turn a temporary allocation drift into a long-term timing bet.
- Assuming a loss in one holding means the entire portfolio is underweight in that category. Percentages can change in either direction depending on how every category moved.
- Copying an age-based allocation. Age examples on an educational page are not individualized recommendations.
- Ignoring the rest of the household portfolio. A 401(k) can look conservative or aggressive only because another account holds the opposite exposure.
- Overlooking automatic features. A target-date fund, automatic rebalancing instruction or contribution escalation may change the mix after you trade.
- Trading without checking withdrawal timing. Selling an asset needed for near-term spending can create a cash shortfall or force an unfavorable transaction.
- Rebalancing too often. Constant adjustments add complexity and may add costs without improving adherence to the plan.
- Treating a tax-advantaged account like a taxable brokerage account. The tax result of a sale or decline depends on the account type and transaction.
When the answer is to revise the plan instead
Rebalancing is appropriate when the target remains suitable and holdings have drifted. A plan review is more important when your retirement date, spending needs, income security, emergency reserves, health circumstances or willingness and ability to accept risk have materially changed. In that situation, establish the new target first, document why it changed and then implement it using the same fee, tax and account-rule checks.
For complicated tax situations, inherited accounts, unusually large withdrawals or uncertainty about the plan’s rules, consult a qualified tax or financial professional who can evaluate your specific facts. General guidance cannot determine your personal allocation or tell you which trade to place.
The decision in one sentence
After a market decline, compare the portfolio you have with the portfolio you deliberately chose: if the target still fits, rebalance only when your preset tolerance calls for it, using contributions or trades after checking costs, taxes, account mechanics and withdrawal needs; if the target no longer fits, revise the plan rather than reacting to the decline alone.
