How to rebalance a portfolio after a technology-stock selloff

Do not sell technology stocks simply because they fell. First compare your portfolio’s current weights with the target mix that fits your time horizon, goals and ability to tolerate losses. If technology has become overweight, rebalance toward the target using the least-taxable, lowest-cost method available; if it is still within your written tolerance range, staying invested may be the disciplined choice.

The Securities and Exchange Commission (SEC) defines rebalancing as bringing a portfolio back to its intended asset-allocation mix. That can mean selling overweight assets, buying underweight assets or directing new contributions to areas that have fallen below target. A selloff changes prices, but it does not automatically change the allocation that your plan requires.

What a technology selloff changes—and what it does not

A sharp decline in technology shares can make the portfolio look very different from the one you built. The value of technology holdings falls, the sector’s percentage of your stock allocation may shrink, and other assets may become relatively larger. If technology had been above its target before the decline, the selloff may have moved it closer to balance. Selling more solely because prices are down can therefore push you below your intended exposure.

Rebalancing is a risk-management process, not a forecast about the next move in technology. Vanguard describes rebalancing as staying aligned with long-term goals rather than market-timing. The decision should follow a rule written before the headline appeared: a tolerance band, a calendar review, or both.

There is no authoritative universal percentage for “too much” technology exposure after a selloff. The appropriate level depends on the role the money plays, the years until it is needed, your emergency reserves and your ability to continue holding through further losses.

Step 1: Inventory the entire portfolio

Start with a complete picture rather than the account that shows the largest technology position. Include taxable brokerage accounts, workplace retirement plans, individual retirement accounts, bank and cash holdings, and any concentrated employer stock. Record each holding as a percentage of total investable assets.

Look through funds, not just fund names

A broad stock fund can still have a large technology allocation because its holdings are weighted by market value. A separate technology fund or a group of individual technology companies may add another layer of concentration. Review the underlying holdings or sector breakdown for every mutual fund and exchange-traded fund, then combine overlapping positions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record the dimensions that affect the decision

  • Asset class: stocks, bonds, cash or another category used in your plan.
  • Sector: technology and any other sector concentration.
  • Geography: domestic, international developed and emerging markets where applicable.
  • Market capitalization: large, mid and small companies if your allocation distinguishes them.
  • Tax location: taxable, tax-deferred or tax-free account.
  • Cost basis and unrealized gain or loss: especially for taxable positions and concentrated lots.
  • Liquidity needs: money required for near-term spending should not be treated like long-term capital.

Write the result as percentages of the whole portfolio, not as dollar amounts in isolated accounts. A technology position that looks modest in one account can be substantial when a workplace plan and a brokerage account are viewed together.

Step 2: Reconfirm the target allocation

Your target allocation is the mix you intend to hold across the full portfolio. Revisit it using the facts that should drive the plan: when the money will be needed, the goal for it, emergency-reserve needs and how much loss you can tolerate without abandoning the strategy.

When a target should change

Change the target when your circumstances change—for example, a shorter time horizon, a new spending need or a materially different ability to withstand volatility. Do not change it merely because technology recently rose or fell. A temporary sector decline is not evidence that your long-term risk capacity has changed.

Separate allocation decisions from security decisions

First decide how much of the portfolio belongs in stocks, bonds and cash, and how broadly those assets should be diversified. Only then decide which holdings can implement those targets. Replacing one technology company with another does not reduce sector concentration, and buying a narrow fund does not automatically diversify a portfolio.

Step 3: Set a rule for when to rebalance

A written rule prevents a dramatic news day from becoming an unplanned trading strategy. You can use a tolerance band, a calendar schedule or a combination.

Tolerance-band example

Vanguard illustrates a portfolio targeted at 70% stocks and 30% bonds that is rebalanced when an allocation is at least 5 percentage points away from its target. In that example, the stock allocation would be reviewed for action at 75% or 65%. The 5-point trigger and 70/30 mix are educational examples, not a universal prescription or a forecast.

Calendar review

Another approach is to evaluate on a set schedule and trade only when the allocation has strayed by the amount you selected. Fidelity describes this scheduled-review method as a way to avoid constant trading. A calendar alone does not require a trade; the current weight must still be compared with the rule.

Choose one rule you can follow

  • Use a tolerance band when controlling drift is more important than trading on a fixed date.
  • Use a calendar when you want a simple, predictable review routine.
  • Combine them when you want regular checks but only want to trade after a meaningful deviation.

Document the target percentages, the trigger, the review date and the accounts covered. Record why an exception is allowed, such as an imminent cash need, rather than making exceptions in response to market emotion.

Step 4: Choose the least-cost way to restore the mix

The SEC cautions that the implementation method can create transaction fees or tax consequences. Compare the methods before placing an order.

Method How it works Main cost or risk to check When it can help
Redirect new contributions Send future deposits to assets below target instead of adding to the overweight area. It may correct the mix slowly if contributions are small relative to the portfolio. When you have regular savings and want to avoid selling.
Redirect dividends and interest Allow cash distributions to accumulate in underweight assets rather than automatically reinvesting in the same holding. The correction depends on the size and timing of distributions. When distributions are available and your account permits a different destination.
Partial rebalancing Sell only enough of an overweight position to move it back toward the target. A taxable sale can realize gains; small trades can also incur commissions or bid-ask spreads where applicable. When the drift is meaningful but a full sale is unnecessary.
Full trade back to target Sell overweight assets and buy underweight assets until the stated percentages are restored. It can create larger taxable gains and trading costs in a taxable account. When the allocation is outside the rule by a substantial amount.

Vanguard notes that partial rebalancing, directing cash flows and using higher-cost-basis lots can help limit taxes and transaction costs. The best method is the one that restores the plan without creating avoidable expenses or a new concentration.

Use a two-stage decision

  1. First, use cash flows. Redirect contributions, dividends and interest to underweight assets.
  2. Second, trade only the remaining gap. If cash flows cannot restore the allocation within your rule, sell enough of the overweight position and buy the underweight asset.

Keep a record of the target, the pre-trade percentages, the lots selected and the post-trade percentages. That record makes the next review objective.

Step 5: Handle taxable and tax-advantaged accounts deliberately

Taxable brokerage accounts

In a taxable brokerage account, selling a position for more than its tax basis generally creates a capital gain. Selling below basis generally creates a capital loss, but the amount and use of any loss depend on your tax situation and the rules for the relevant tax year. Before trading, identify each lot’s basis and holding period, estimate the gain or loss, and consider whether available loss offsets change the tax cost. Do not assume that a low account balance means a tax-free sale; the tax result is tied to the individual lots.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Tax treatment varies by jurisdiction and account details. Confirm the result with a qualified tax professional, particularly when you have many lots, concentrated employer stock, or a large unrealized gain.

Tax-advantaged accounts

Fidelity explains that rebalancing inside tax-advantaged accounts generally does not create current tax consequences in the way a profitable sale in a taxable brokerage account can. The account’s withdrawal, distribution and contribution rules still apply, and treatment differs by account type and tax year. Verify the specific rules before moving money or taking a distribution.

Lot selection and order timing

When a taxable sale is necessary, compare lots rather than selling indiscriminately. A higher-cost-basis lot may realize a smaller gain than a lower-cost-basis lot. Check the broker’s default lot-selection setting, the expected settlement and the bid-ask spread. A market order can execute at a price different from the last quoted price; a limit order can control the minimum sale price but may not execute.

Step 6: Check diversification after the trade

Investor.gov warns that a narrowly focused mutual fund or ETF may not provide diversification by itself. After rebalancing, review the portfolio at several levels:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Across asset classes: confirm that the stock, bond and cash percentages still match the plan.
  • Across sectors: make sure technology has not been replaced by another unintended concentration.
  • Across geographies: check domestic and international exposure rather than assuming one broad label covers both.
  • Across company sizes: inspect large-, mid- and small-cap exposure where those categories matter to your target.
  • Across individual issuers: identify overlapping holdings in separate funds and employer stock.

Diversification reduces dependence on one company, sector or market, but it cannot eliminate losses. A broad fund can decline during a market-wide fall, and a portfolio that includes bonds can still lose value when bond prices move.

Should you sell technology stocks after the drop?

Sell when the position is above your written target or when your personal circumstances require a different allocation—not simply because the price has fallen. The following questions help distinguish an allocation problem from a fear response.

Questions that support a rebalance

  • Is technology outside the tolerance band you chose before the selloff?
  • Did overlapping funds or employer shares leave you more concentrated than your plan allows?
  • Has your time horizon, spending need or loss tolerance changed?
  • Can you reduce the position using new contributions or distributions before selling?
  • What tax and trading costs would each available method create?

Questions that argue against an immediate trade

  • Has the selloff already brought technology back to, or below, its target?
  • Are you changing the allocation solely because of a recent headline?
  • Would selling create a large taxable gain or leave you without needed liquidity?
  • Would the proposed replacement still leave the portfolio concentrated through another fund?

If the answers show that the target is still appropriate and the portfolio remains inside the rule, no trade may be required. Monitoring is an action when it follows a documented plan.

Should you buy bonds after technology falls?

Buy bonds when bonds are part of your target allocation and the portfolio is below that target, not because bonds are guaranteed to rise when technology falls. The purpose of the bond allocation is to provide the role defined in your plan—such as a different risk profile or a source of planned liquidity—not to make a short-term call on relative performance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If stocks have fallen enough that the stock percentage is below target, a rule-based rebalance may direct money toward stocks rather than bonds. If technology was overweight before the decline and stocks overall remain above target, the same process could direct proceeds to bonds or another underweight asset. The correct destination comes from the complete allocation, not from the sector headline.

Should you buy international funds after a technology selloff?

International exposure can be part of a diversified target, but it is not an automatic response to a technology decline. Check whether your existing funds already hold international companies and whether a new purchase would duplicate exposures. Then compare the proposed weight with the geographic target in your investment policy.

Use the same implementation analysis: direct new contributions first, consider the tax location, account for trading costs, and verify the post-trade sector and company overlap. An international fund can contain technology companies too, so changing geography does not necessarily remove technology exposure.

Compare implementation paths before placing an order

When more than one path can restore the target, evaluate each against the same criteria.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Deviation: How far will the portfolio be from target before and after the action?
  2. Tax cost: Which lots would be sold, and would the sale create gains or losses in the relevant account?
  3. Trading cost: What commissions, spreads or other transaction expenses apply?
  4. Account type: Can the action be completed in a tax-advantaged account instead of a taxable one?
  5. Overlap: Will the resulting holdings still concentrate the portfolio in one sector, geography or issuer?
  6. Liquidity: Will the trade leave enough readily available money for planned needs?
  7. Behavior: Is the rule simple enough to follow consistently at the next review?

A plan that is slightly slower but tax-efficient and easy to repeat can be preferable to a one-day trade that creates a large bill or a strategy you will abandon during the next decline.

A worked example using the 70/30 illustration

Suppose an investor has a written target of 70% stocks and 30% bonds and uses a 5-percentage-point tolerance trigger, the illustrative framework described by Vanguard. A review finds stocks at 76% and bonds at 24%. The investor would compare the cost of redirecting new savings, using distributions, or selling enough stock to move back toward the target. The example does not establish that 70/30 is suitable for every investor, nor does it say which stock sectors should be held.

If the technology selloff subsequently lowers stocks to 70%, selling more technology would no longer be required by that rule unless a separate sector limit was part of the written plan. If stocks fell to 64%, the same rule would point toward restoring stock exposure, subject to taxes, liquidity and the investor’s ability to tolerate the risk.

Common mistakes and how to correct them

Trading the headline

Problem: Selling after a fall assumes that a further decline is predictable.
Correction: Use the target and tolerance rule; change the target only when your circumstances change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Counting only visible technology funds

Problem: A broad fund and employer stock can create hidden concentration.
Correction: Look through every fund and aggregate exposure across accounts.

Ignoring tax location

Problem: The same trade can have different current tax consequences in taxable and tax-advantaged accounts.
Correction: Review account type, cost basis and holding period before selecting lots.

Rebalancing everything at once

Problem: A full reset can realize more gains and incur more trading costs than necessary.
Correction: Use contributions and distributions first, then consider partial rebalancing.

Assuming diversification prevents losses

Problem: A broad fund or an international purchase can still fall and may retain technology exposure.
Correction: Check actual holdings and keep expectations consistent with market risk.

When professional help is warranted

Consider qualified investment or tax advice when the portfolio includes complex tax lots, a large concentrated employer position, retirement distributions, multiple account types or uncertainty about your risk tolerance. Ask the professional to explain the target allocation, the trigger for action, the expected tax consequences and the post-trade concentration. Advice should be specific to your accounts and tax year rather than based on a generic sector reaction.

How to maintain the plan after rebalancing

Save the target percentages, tolerance band, review schedule and account inventory in one place. At each review, update market values, inspect fund holdings for overlap and record whether a trade was required. Redirect new money before selling where practical, and revisit the target only after a genuine change in goals, time horizon, liquidity needs or risk tolerance. This turns a technology selloff from a one-time emotional decision into the same repeatable process you can use for any asset that drifts from plan.
