Only then can you tell where money comes from, what lawmakers authorized, and what the state actually spent.
This guide applies to U.S. state budgets generally. Each state uses its own calendar, account names, legal rules and reporting conventions, so use the state’s current budget office and enacted tables for final answers.

Start by identifying the budget document
A budget number has no dependable meaning until you know what document produced it. State budget processes differ in timing, participants and legal effect; the National Association of State Budget Officers (NASBO) compares those differences in Budget Processes in the States & Territories.
- State and fiscal year: Write down the state, the fiscal-year start and end dates, and whether the table uses a state fiscal year or calendar year.
- Publication date: A document issued before a legislative vote can be superseded by later amendments, supplements or an enacted budget.
- Stage: Mark the document as one of the following before reading any totals.

Keep the original budget, amendments and final financial report together. A proposal is not an enacted appropriation, and a final summary may report actual results that differ substantially from both.

Define what the headline total includes
“The state budget” can mean the general fund, all state funds, or an even broader total that includes federal grants and bond proceeds. Read the scope statement, fund table and footnotes before comparing a headline figure with another source.

NASBO’s Fiscal Survey of States: Spring 2026 focuses on general-fund revenues, expenditures and balances, while its State Expenditure Report: 2025 presents spending by fund source and program area. Those are different scopes, not contradictory totals. California’s Reading the Budget Act similarly connects an appropriation to a specific fund; California’s terminology is an example, not a nationwide legal definition.
Where does my state’s money come from?
Read the revenue section as a set of distinct resource streams rather than one large income number. Record each source, its forecast status and whether it is recurring.
Taxes
Common lines include individual and corporate income taxes, sales and use taxes, property-related taxes, severance taxes, insurance taxes and motor-fuel taxes. The labels and allocation rules vary by state. A tax shown in a special fund may not be available for general-fund programs.
Fees and other own-source revenue
Licensing fees, tuition, lottery proceeds, fines, investment income and charges for services can appear alongside taxes. Check whether the document classifies them as general-fund revenue, dedicated revenue or an agency-specific receipt.

Intergovernmental and federal resources
Federal grants and reimbursements can be large, especially in health and human services. They often carry eligibility, matching or spending conditions. A state’s federal-fund total is not the same as federal money available for unrestricted state priorities.
Beginning balances
A budget may use an opening balance from the prior year. This is accumulated cash or fund balance, not current-year tax growth. Determine whether the balance is certified, estimated or dependent on a prior-year closeout.

How to interpret transfers
A transfer moves resources between funds or accounts. It can make one fund’s receipts rise while reducing another fund’s balance, without creating new money for the state as a whole.
- Internal transfer: Money moved from one state account to another. Count it once when calculating statewide resources, unless the table is intentionally showing each fund’s gross activity.
- Transfer from a reserve: A drawdown that supports current spending but reduces future cushion.
- One-time transfer: A nonrecurring action, such as moving surplus cash or a settlement into a program fund.
- Recurring transfer: A regularly scheduled allocation established by law or policy. It may still be restricted to a particular purpose.
Read the transfer note, source and destination accounts, and recurrence language together. Do not describe a transfer as new tax revenue unless the state’s definitions explicitly do so.
What is the difference between an appropriation and actual spending?
An appropriation is legal spending authority, not proof that the authorized amount left the treasury. California’s Department of Finance describes an appropriation as “an authorization from a specific fund to a specific agency to make expenditures/incur obligations for a specified purpose and period of time.” The Department also states that “The Budget Act is the predominant method by which appropriations are made.” Both statements describe California’s framework; other states can use different laws and terms.

An appropriation normally identifies:
- the fund supplying the money;
- the agency or institution receiving authority;
- the purpose, program or object of spending; and
- the period during which authority is available.
Actual expenditures are payments or recognized obligations reported under the state’s accounting rules. They can be lower than appropriations because positions remain vacant, projects are delayed, grants are not fully claimed, or authority lapses. They can also differ from an agency’s original estimate after a supplemental appropriation or reallocation.
Label every number as actual, estimated, proposed or enacted
Budget tables often place several fiscal years in adjacent columns. Mark the status of each column before calculating a change.

NASBO’s Spring 2026 survey separates FY2025 actual, FY2026 estimated and FY2027 recommended figures. Its aggregate recommended values are not a forecast for any individual state.
How much of state spending comes from federal funds?
Use the expenditure table’s fund-source columns, not a general-fund revenue table, to answer this question. Divide federal expenditures by the same table’s total expenditures and state the year and accounting scope. A federal share can look different when the denominator is general-fund spending, all state spending, or a program subtotal.
Then inspect the program area. Federal dollars are concentrated unevenly: health and human services, transportation and education may have substantial federal components, while some public-safety or administration functions may rely mainly on state funds. A federal grant can also require a state match, so the federal percentage does not measure the state’s full cost of providing the service.

NASBO’s expenditure report provides national fund-source and program-area presentations, but its categories may not map identically to every state’s chart. Use the state’s own definitions when making a state-specific calculation.
Read spending by program, not only by fund
After identifying the money’s source, follow it to the service or agency receiving it. Typical program groupings include elementary and secondary education, higher education, health and human services, public safety, transportation, economic development and general government.
- Find the program-area table and note whether it reports appropriations, expenditures or both.
- Check whether employee benefits, debt service, capital projects and grants are included in the program total.
- Compare the same program definition across years; a reclassification can create an apparent increase without a comparable change in service levels.
- Trace unusually large changes to the notes for federal relief, capital projects, settlements, supplemental appropriations or accounting changes.
Check ending balances and rainy-day reserves
Budget documents may show an ending balance, an unrestricted balance, a stabilization fund or a rainy-day fund. These are not interchangeable.
- Ending balance: The projected or actual amount remaining in a particular fund at year-end.
- Unrestricted balance: Resources not legally committed to a specific purpose, subject to the state’s rules.
- Rainy-day or stabilization fund: A reserve with statutory deposit, withdrawal or replenishment conditions.
- Restricted balance: Money available only for designated programs, debt, capital work or other legal purposes.
Confirm whether the balance is projected or actual and whether it includes a reserve fund. A budget can show a healthy combined balance while the general fund is under pressure if restricted accounts cannot be used for ordinary operations.

NASBO’s Spring 2026 national snapshot projected aggregate total balances to decline in FY2026 and FY2027 while remaining well above pre-pandemic historical highs. That is a survey finding for states in aggregate, not a conclusion about your state.

Why do state budget totals differ?
When two credible sources show different totals, compare them on the same eight axes before deciding that one is wrong.

Explain the first axis that differs. For example, an enacted all-funds appropriation cannot be compared directly with an estimated general-fund expenditure total, even if both are labeled “FY2026 spending.”

- Record stage: Proposal, passed, signed/enacted, supplemental or final report.
- Define scope: General fund, other state funds, federal funds, bonds and whether totals are gross or net of transfers.
- List resources: Major taxes, fees, federal receipts, beginning balance and each material transfer.
- Mark status: Put actual, estimated, recommended or enacted beside every figure you copy.
- Separate authority from results: Keep appropriations, obligations and actual expenditures in separate columns.
- Follow programs: Compare program-area spending using unchanged definitions or document any reclassification.
- Inspect reserves: Identify ending, unrestricted and rainy-day balances and whether each is projected or actual.
- Read notes: Look for one-time resources, supplemental appropriations, federal conditions, matching requirements and timing.
- Verify against primary records: Use the state budget office, legislative fiscal office, enacted budget or final summary, revenue estimate and spending-transparency portal where available.
What recent national figures can—and cannot—tell you
NASBO’s 2026 survey provides useful context, but its statistics describe survey aggregates rather than every state.

NASBO’s Fiscal Survey is semiannual and uses information from all 50 state budget offices; its spring edition emphasizes proposed budgets and its fall edition enacted budgets. Always retain the edition, fiscal year and status when quoting a figure.
Where to get the authoritative numbers
Start with free official documents rather than a secondary summary:
- Your state budget office’s governor’s proposal, enacted budget and budget-in-brief.
- Your state legislative fiscal office’s bill analyses, conference documents and fiscal notes.
- The official revenue estimate or consensus forecast.
- The state comptroller, auditor or finance department’s annual financial report.
- A state spending-transparency portal, if one is provided.
- NASBO’s comparative process and expenditure resources for context, while retaining the state’s own definitions.
