Start by identifying the parcel or account number and tax year, then check the assessed value, each tax rate or charge, exemptions, installments, due dates and the office that handles payment. If the property description or value appears wrong, first determine whether the problem belongs with the assessor, the tax collector or an assessment-appeal board. A value appeal needs evidence tied to the legally relevant valuation date, and filing an appeal may not suspend your tax payment.
Property-tax bills and appeal rules are local. California and Fairfax County, Virginia, provide useful examples below, but their deadlines, rates, fees and evidence rules are not nationwide. Confirm every date and procedure with your assessor, tax collector and appeal clerk before acting.

What a property tax bill shows
There is no single national bill design. Use the labels on your own statement, but look for these elements in roughly this order.

Parcel or account identifier
Find the parcel number, account number or other property identifier first. In San Diego County, the Assessor’s Parcel Number appears on the bill. Match it to the correct street address and legal description before reviewing any dollar amount.

Tax year and type of notice
Confirm the tax year and whether the document is a regular bill, a notice of assessed value or a supplemental bill. A notice of assessed value is not itself a tax bill in Fairfax County; it explains the value that will be used for a later bill. Supplemental bills can follow a change in ownership, new construction or another reassessment and may have a separate appeal window.
Assessed value
The assessed value is the taxable value used to calculate property tax under local law. It may differ from a recent purchase price or an independent market appraisal. Check whether the bill lists land and improvements separately, and compare the figures with the assessor’s property record.
Rates, levies and itemized charges
Look for the base tax rate and any voter-approved, municipal, school, special-district or other charges. More than one rate can apply. A bill may show these as separate lines rather than one percentage.

Identify any exemption, circuit-breaker benefit, senior or disability reduction, veterans’ benefit or other credit shown on the statement. If an expected benefit is missing, that is usually an exemption or account-maintenance question for the assessor or another designated office, not an argument about market value.
Installments, due dates and payment instructions
Note every installment amount, the date it becomes due, the last date to pay without penalty and the accepted payment methods. Some jurisdictions use two installments; others use a different schedule. The tax collector’s current instructions control, even while an appeal is pending.
Contacts
Use the phone number or web address printed on the bill to identify the office responsible for each question. In San Diego County, the Assessor sets value, the Auditor and Controller calculates the bill, the Treasurer-Tax Collector sends bills and collects payments, and the Clerk of the Board receives assessment-appeal applications and schedules hearings. Other counties divide these functions differently.

Check the arithmetic without assuming the rate
A useful conceptual check is:
(Assessed value ÷ 100) × tax rate = tax amount
Fairfax County illustrates the calculation with a $500,000 assessed value and a proposed 2026 base rate of 1.1225: ($500,000 ÷ 100) × 1.1225 = $5,613. That is Fairfax’s 2026 example, not a rate or estimate for another county. Additional rates may apply, so reconcile the calculation with every line on your own bill rather than multiplying by a single assumed national rate.
Decide what kind of problem you have
The property record is wrong
Errors such as the wrong square footage, bedroom count, lot size, construction date, ownership information or recorded improvement should be reported to the assessor. Ask what documentation is required to correct the record and whether a correction can be made without a formal appeal.
The assessed value is too high
This is the usual assessment appeal issue. Assemble evidence showing what the property was worth on the applicable valuation date. Contact the assessor first; California’s Board of Equalization specifically recommends that step before applying to the county assessment appeals board.
The tax rate or levy is disputed
An assessment board generally does not set tax rates. In California, the board may lower, raise or leave the assessed value unchanged, but it cannot grant or deny exemptions or decide tax-rate disputes. Questions about a levy, special charge or calculation belong with the tax authority identified on the bill.
The payment or posting is wrong
A missing payment, duplicate charge, penalty or misapplied account credit is a collection or billing problem. Contact the treasurer-tax collector and keep payment confirmations. Filing a value appeal does not automatically correct a payment record.
Build evidence for a value appeal
Use the correct valuation date
Begin with the valuation date stated in the notice or local rules. Evidence from the wrong period can be less persuasive even when the sale price is genuine. Fairfax County asks owners to consider whether the property could have sold for its assessed value as of January 1; that January 1 reference is Fairfax-specific.

Choose relevant comparable sales
For residential property, California BOE identifies comparable-property sales as the best supporting documentation. Select homes with similar location, size, condition, age, lot, view, amenities and improvements. The closest-in-time sales are generally the strongest indicators under that guidance.
California’s guidance says an appeals board may not consider comparable sales occurring more than 90 days after the assessor’s valuation date. That is a California procedural rule. Elsewhere, follow the local valuation date and admissibility rules.
Verify the assessor’s facts
Compare the assessment record with plans, permits, photographs, closing documents and other reliable records. Note each material difference: finished versus unfinished space, an addition, deferred maintenance, functional obsolescence, flood or access issues, and the condition of nearby comparable properties.
Organize documents for the hearing
Prepare a short index and a separate explanation for each comparable sale. Include the source, sale date, price, distance, physical similarities and adjustments. Add an appraisal or other written analysis when appropriate for the property and permitted by local rules.
Do not assume that material previously sent to the assessor or attached to an application automatically becomes hearing evidence. California BOE cautions that the board considers evidence presented at the hearing. Bring the documents in the format and number of copies required by the local clerk, and be ready to explain how each item supports your proposed value.
Choose the right review route
| Route | Best for | Typical office | Important qualification |
|---|---|---|---|
| Informal assessor review | Correcting property facts or asking whether the value should be reconsidered | County or municipal assessor | California BOE advises contacting the assessor first; local programs and deadlines vary. |
| Administrative review | Challenging an assessment through a local review program | Assessment office named by the jurisdiction | Fairfax County describes an administrative appeal and says it is not a prerequisite for a Board of Equalization appeal; do not generalize that arrangement. |
| Formal assessment appeal | Seeking a legally binding change to assessed value within the board’s jurisdiction | County assessment appeals board or its clerk | The board may lower, raise or leave the value unchanged. It cannot decide every tax, exemption or billing issue. |
Ask the clerk whether an informal review is optional, whether it changes the formal deadline, what form is mandatory, whether a fee applies and what evidence must be submitted in advance.

Find the deadline and file correctly
Start with the official notice
The filing period normally appears on the assessment notice or the appeal clerk’s website. Call the clerk to confirm the deadline, time zone, delivery method and whether the date applies to a regular, supplemental, escape or corrected assessment.

California’s 2026 calendar lists July 2 as the opening date. Depending on county notice practices, the regular-roll period can end September 15 or November 30. Those dates apply only to the California jurisdiction and assessment type described by the calendar; do not copy them for another state or county.
California example: supplemental appeals
Some California supplemental-assessment appeals have a 60-day filing period tied to a notice or bill. The triggering document matters, so calculate the period from the date specified by the county rather than from the regular-roll calendar.
Submit the required application
- Download the current application from the local assessment-appeals clerk, not an old template.
- Enter the parcel number, tax year or assessment period, applicant information and the value you are contesting.
- State the factual and valuation reasons clearly; attach an index of comparable sales and other supporting documents.
- Pay any required filing fee or request a hardship waiver if the jurisdiction offers one.
- File by the accepted method, such as online submission, hand delivery or mail, and keep a dated receipt, confirmation number or postmark.
- Save a complete copy of the application and every attachment. Calendar hearing notices and requests for additional information.
Fees differ by county
San Diego County says there is no assessment-appeal fee. Los Angeles County lists a $46 non-refundable fee and allows a hardship waiver; its information page says the fee is effective October 1, 2021: Los Angeles County assessment-appeals information. Fees and waivers can change, so verify the current schedule before filing.

Do not withhold payment unless the tax collector expressly tells you that a stay or alternative arrangement applies. California’s sample application says filing does not relieve the applicant from paying by the bill’s due date. Sacramento County warns that unpaid taxes can incur penalties and interest.

Prepare for the hearing and possible outcomes
Present a focused valuation argument
Explain the requested value, the valuation date, the selected comparables and each adjustment. Lead with the strongest facts rather than a stack of unrelated listings. Bring the original records or certified copies if local rules require them, and answer questions about condition, improvements, ownership and prior sales.
Understand the board’s authority
A California assessment appeals board is not bound by either side’s proposed figure. It may accept the existing value, lower it or raise it. A higher valuation is legally possible, so do not submit an unsupported number merely to obtain a reduction.
Expect delay
Hearings and decisions can take months depending on county workload and case complexity. California guidance allows up to two years to resolve a timely application, subject to applicable exceptions and extensions. Keep paying and preserve evidence throughout the process.
A practical file checklist
- Current bill, assessment notice or supplemental notice, including every page.
- Parcel or account number and the applicable tax year.
- Assessor property record, deed, survey, plans, permits and photographs.
- Comparable sales near the valuation date, with sale dates, prices and property details.
- Independent appraisal or written analysis when appropriate and locally permitted.
- Copies of the application, attachments, fee receipt and proof of timely delivery.
- Payment confirmations and correspondence with the assessor, clerk and tax collector.
Common mistakes and how to avoid them
Using a neighboring jurisdiction’s deadline
County lines can change the filing office, fee and closing date. Use the notice for your parcel and confirm with the local clerk.
Appealing the wrong issue
An assessment board cannot fix every exemption, rate or payment problem. Route each issue to the office with legal authority before spending time on a formal application.
Relying on current listings
Asking prices and sales after the valuation date may not prove the earlier taxable value. Use closed, comparable sales that the local rules allow.
Assuming the board will see your attachments
Bring and present the evidence required for the hearing. In California, material sent earlier is not automatically part of the hearing record.
Stopping payment
A pending appeal does not itself erase the due date. Late charges can accrue even when the value dispute is unresolved.
When professional help may be worthwhile
A local appraiser, tax agent or attorney may help with complex commercial property, unusual valuation issues, large potential liabilities, procedural questions or a hearing that requires expert testimony. Ask what the engagement covers, who will file the application, how deadlines will be monitored and whether fees are contingent or fixed. For a straightforward residential record correction, the assessor’s published process may be sufficient.
Quick Recap
Final decision sequence
- Read the identifier, tax year, value, rates, exemptions, installments and due dates.
- Classify the problem as a record error, value dispute, exemption question, rate dispute or billing issue.
- Contact the correct office and ask about informal review.
- If value remains disputed, gather valuation-date evidence and comparable sales.
- Confirm the local deadline, form, fee, evidence rules and filing office.
- File on time, retain proof and continue paying unless the tax collector authorizes otherwise.
- Present a clear, documented case and be prepared for a decision that can lower, maintain or increase the assessed value.
