How to Read the U.S. CPI Report and Understand Its Effect on Markets

The Consumer Price Index (CPI) report answers a narrow question: how did prices for a defined basket of goods and services bought by urban consumers change? To read it well, identify the release month and CPI measure, separate the monthly change from the 12-month change, note whether each figure is seasonally adjusted, and then examine category weights and contributions. Markets react not to the headline alone but to how the figures compare with expectations and what they imply for future inflation and Federal Reserve policy.

This guide uses the August 2026 CPI release as its worked example. The Bureau of Labor Statistics (BLS) scheduled the September 2026 release for October 14, 2026, but the figures discussed here are the August vintage available in the underlying publication materials. Always check the release date and vintage before comparing a new report with this example.

What the CPI measures—and what it does not

BLS defines CPI as the average change over time in prices paid by urban consumers for a market basket of consumer goods and services. The commonly reported CPI-U covers all urban consumers and uses a U.S. city average. It is an index, not a personal inflation calculator and not a direct account of every household’s spending.

Your household may experience a different rate because its budget has different shares of rent, fuel, food, medical care, education, vehicles or other items. CPI also measures prices of a specified basket rather than the quality, product mix and purchasing choices of one individual. Treat it as a broad economic indicator, not a promise that your expenses rose by the same percentage.

Start by identifying the release you are reading

Confirm the month, population and index

Before looking at a number, read the release title and table heading. Confirm the reference month, whether the series is CPI-U, and whether the figure is for the U.S. city average. A number without its month and index can be misleading when several releases are being discussed.

In the August 2026 example, the report covers CPI-U for August. The all-items index rose 0.4 percent on a seasonally adjusted basis during the month. Over the 12 months ending in August, the all-items index rose 3.4 percent before seasonal adjustment.

Preserve the publication vintage

Seasonally adjusted CPI factors are recalculated each year after the January release. BLS can revise the previous five years of seasonally adjusted indexes when those factors are updated. When you compare historical monthly changes, record the release date or vintage so that you are not mixing a revised series with an earlier version.

Separate the two headline horizons

Monthly change

The monthly percentage change compares the index with its level in the previous month. It is a short-horizon measure and is usually seasonally adjusted in the release summary. Analysts use it to assess recent momentum, but one month can be noisy, especially when energy or other volatile categories move sharply.

12-month change

The 12-month percentage change compares the index with the same month one year earlier. The all-items year-over-year figure in the release summary is generally before seasonal adjustment. It describes the cumulative change over a year, not what happened in the latest month.

Do not compare a 0.4 percent monthly increase directly with a 3.4 percent 12-month increase as though they were alternative readings of the same interval. They answer different questions and, in the standard summary, use different adjustment bases.

Read the adjustment columns correctly

Why seasonal adjustment exists

Prices often follow recurring patterns caused by weather, production cycles, model changeovers, holidays and sales. Seasonal adjustment removes the part of those regular patterns that normally occurs at roughly the same time and magnitude each year. BLS states that seasonally adjusted changes are usually preferred for analyzing short-term price trends because they eliminate those recurring effects.

When unadjusted data matter

Unadjusted data show the prices consumers actually paid in the period and are important for many escalation clauses, contracts and applications tied to observed price levels. BLS Table 1 includes unadjusted index levels and changes alongside seasonally adjusted monthly changes. Use the column that matches your question rather than assuming one adjustment basis is always superior.

Expect revisions to adjusted history

Because seasonal factors are recalculated, a previously published seasonally adjusted monthly change may not match the current historical table. That is a normal feature of the series, not necessarily an error. Quote the vintage when a comparison depends on small month-to-month differences.

Use the table below the headline

August 2026 figures at a glance

Measure August 2026 result Adjustment or horizon How to interpret it
All items CPI-U +0.4% Monthly, seasonally adjusted Average short-term movement in the CPI-U basket
All items CPI-U +3.4% 12 months ending August, before seasonal adjustment Year-over-year change from August of the prior year
Gasoline +3.9% August monthly change reported by BLS Accounted for more than one third of the monthly all-items increase
Energy index +2.1% Monthly, seasonally adjusted Broad energy-category movement
Shelter +0.3% August monthly change Movement in the shelter component
Food +0.1% August monthly change Movement in the food component

BLS reported that gasoline’s 3.9 percent increase supplied more than one third of the August monthly all-items increase. That statement concerns contribution to the headline change; it does not mean gasoline represents one third of household spending or that every category rose by 3.9 percent.

Index level is not an inflation rate

An index level is a number relative to a reference period. It is not a dollar price and does not, by itself, tell you the inflation rate. To describe inflation, use the percentage change over a stated interval. The index level is useful when calculating a contract adjustment or comparing the same series across time, but the reference base must remain clear.

Relative importance is a weight, not a price change

Table 1 reports each category’s relative importance in the CPI basket. A category with a high weight can have a large effect on the all-items index even when its percentage increase is modest. Conversely, a small category can post a large percentage change and still have a limited effect on the headline.

Contribution differs from category inflation

Contribution combines a category’s price movement with its weight in the basket. Read the table and the release narrative together: one column tells you how much a category’s own prices changed, while the contribution discussion explains how much that movement helped raise or lower the all-items index.

How to read a CPI release step by step

  1. Write down the release date and reference month. This prevents accidental use of an older vintage or a later month that was not actually covered.
  2. Identify the series. Confirm that the headline is CPI-U, all items, U.S. city average, unless the release specifies another index or population.
  3. Record both horizons. Note the monthly percentage and the 12-month percentage in separate lines, including whether each is seasonally adjusted.
  4. Check the adjustment columns in Table 1. Use seasonally adjusted monthly changes for short-term trend work and unadjusted figures when the application concerns observed prices or an escalation formula.
  5. Scan the category narrative. Identify which components drove the monthly move and whether the report describes a reversal, acceleration or broad-based change.
  6. Compare category movement with relative importance. Do not rank categories by percentage change alone; determine which movements had the largest contribution.
  7. Check breadth and volatility. Ask whether the change was concentrated in gasoline or another volatile component, or spread across many categories.
  8. Compare with the relevant expectation. A market reaction depends heavily on the difference between the released number and the expectation that was already priced in. The materials here establish the August outcome but do not provide a current consensus forecast.
  9. Separate observation from interpretation. Label each statement as an observed CPI result, a market-implied expectation or an explanation of possible policy implications.
  10. Record the vintage for future comparisons. This is especially important for seasonally adjusted history that may later be revised.

What “core CPI” means

Readers commonly use “core CPI” to mean the CPI measure that excludes food and energy. The purpose is to look at price movements that are often less volatile than those two categories, not to claim that food and energy are unimportant to households. Core CPI is an analytical lens, while the all-items index remains the broad measure of the full basket.

Do not substitute a core reading for the all-items result. A report can show a sharp energy move and a very different underlying pattern in other categories. When quoting core CPI, specify the exact series, month, horizon and adjustment basis; do not infer a current core value from the August all-items figures above.

Why CPI can move financial markets

The market channel is informational and conditional. Investors use CPI to update their views about inflation, the likely Federal Reserve policy path and the returns required to hold different assets. Prices can adjust when the release changes those expectations, but other news can dominate the same trading session.

Treasury yields and interest-rate expectations

A CPI result that is higher or lower than the expectation can alter the perceived probability, timing or pace of future policy changes. Treasury yields may respond because investors reassess expected short-term rates, inflation compensation and the compensation required for holding longer maturities. A nominal yield also reflects real rates and term-premium factors, so it is not a pure inflation measure.

Equities

Stocks can react through two routes. First, a change in expected interest rates changes the discount rate applied to future cash flows. Second, persistent inflation can affect companies’ wages, input costs, pricing power and demand. The direction is not guaranteed: a lower CPI can be welcomed for rates but interpreted negatively if it signals weakening demand, while a higher CPI can benefit some pricing-power businesses even as it pressures valuations elsewhere.

Foreign-exchange markets

Currency prices can move when CPI changes expectations for U.S. interest rates relative to those in other economies. The response depends on the surprise, the expected policy differential and the broader risk environment. A CPI release is one input among many, not a standalone rule for the dollar.

Inflation-linked securities

TIPS and other inflation-linked instruments respond to realized inflation, expected inflation, real yields and liquidity conditions. Their prices should not be treated as a direct one-for-one forecast of the next CPI print.

Breakeven inflation is useful—but not a pure forecast

Inflation compensation, often called breakeven inflation, is commonly calculated as the difference between comparable nominal Treasury yields and TIPS yields. The Federal Reserve describes it as a gauge of investors’ inflation expectations, while cautioning that risk premiums can also move it.

That limitation matters when interpreting a chart around CPI day. A wider breakeven may reflect changed inflation expectations, a change in the premium investors demand for inflation risk, liquidity differences between markets or several factors at once. State whether you are discussing realized CPI, a survey expectation or market-implied compensation; these are not interchangeable indicators.

What historical evidence says about CPI surprises

A Federal Reserve Finance and Economics Discussion Series paper by T. Niklas Kroner, published in March 2025, used intraday data to document a sharp increase in market reaction to CPI releases during the 2021–2023 inflation surge. The paper also found stronger responses in bond yields, market-implied inflation expectations and other asset prices when investor attention around announcements was elevated, compared with an earlier period.

Those findings describe historical relationships, not a mechanical trading signal. The size and direction of a response can change with the inflation regime, the surprise relative to expectations, positioning, liquidity and simultaneous news. A single release cannot establish that one asset must rise or fall.

Why a single-cause market story is risky

The Federal Reserve’s July 10, 2026 Monetary Policy Report illustrates the broader context. It discussed Treasury yields and market-implied policy expectations moving amid energy-price changes, geopolitical conflict and developments in labor-market confidence. That combination shows why it is unsafe to attribute every move in rates or risk assets to CPI alone.

When reviewing a market reaction, ask what else changed during the same window: energy prices, employment information, fiscal news, overseas policy, geopolitical events or shifts in risk appetite. The CPI number may be the catalyst without being the only cause.

A practical framework for reading the market reaction

1. Define the surprise

Compare the released monthly and 12-month figures with the expectation that traders were using immediately before publication. A result can be high in absolute terms but still produce a muted reaction if it was fully anticipated. Conversely, a modest-looking number can move markets if it differs materially from expectations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Examine the composition

Use Table 1 and the release narrative to determine whether the surprise came from gasoline, shelter, food or a broad set of categories. A move concentrated in a volatile component may carry a different implication for persistence than a similar headline move spread across many services and goods.

3. Translate composition into policy implications cautiously

Ask whether the report changes the perceived path of inflation and policy, rather than assuming that any single component dictates the next decision. Policymakers and investors evaluate trends across several releases and other economic data.

4. Check multiple market indicators

Look at nominal Treasury yields, real yields, inflation compensation, equity indexes and the currency together. Each measures a different combination of expectations, risk premiums, growth views and liquidity. Do not treat one chart as a complete explanation.

5. Mark the timestamp

Record the time of the release and the exact market window you are describing. Prices can move before the report, at publication, or later as investors digest revisions and related news.

Common reading mistakes and their fixes

  • Mistake: treating the monthly and annual figures as the same statistic. Fix: state the interval and adjustment basis every time you quote a percentage.
  • Mistake: assuming the biggest percentage increase had the biggest headline effect. Fix: check relative importance and the contribution discussion.
  • Mistake: using an index level as if it were a price or inflation rate. Fix: use percentage changes for inflation and reserve index levels for level comparisons or escalation calculations.
  • Mistake: ignoring seasonal adjustment. Fix: identify whether a figure is adjusted or unadjusted and match it to your purpose.
  • Mistake: treating a revised seasonal factor as a data error. Fix: retain the release vintage and recognize that adjusted history can be recalculated.
  • Mistake: calling breakeven inflation a guaranteed forecast. Fix: describe it as market-implied inflation compensation that also contains risk-premium effects.
  • Mistake: assuming a CPI surprise guarantees an asset-price direction. Fix: compare the surprise with expectations and account for policy, growth, positioning and other news.
  • Mistake: presenting CPI as every household’s personal inflation rate. Fix: explain that it is an average for a defined urban-consumer basket.

How to communicate a CPI number accurately

A precise sentence carries the essential qualifiers: “CPI-U rose 0.4 percent in August 2026 on a seasonally adjusted monthly basis.” A separate sentence can state: “The all-items index was up 3.4 percent over the 12 months ending in August, before seasonal adjustment.” This wording prevents readers from confusing the horizons or adjustment methods.

For a category, distinguish movement from influence: “Gasoline prices increased 3.9 percent in August and accounted for more than one third of the monthly all-items increase.” That statement does not imply that gasoline’s basket weight equals one third or that its price change represents the experience of every consumer.

A compact checklist for release day

  • Release month, index and population confirmed.
  • Monthly and 12-month figures written separately.
  • Seasonally adjusted and unadjusted columns identified.
  • Major category changes and relative importance reviewed.
  • Contribution distinguished from percentage movement.
  • Volatile versus broad-based sources of change assessed.
  • Result compared with the relevant market expectation.
  • Policy interpretation separated from the observed data.
  • Nominal yields, real yields and breakevens not treated as interchangeable.
  • Release vintage and market timestamp recorded.

Used this way, the CPI report is a structured dataset rather than a single market-moving number. The August 2026 example shows why the headline, its adjustment basis, category weights and the surrounding policy context all belong in the same analysis.
