Short answer: an analyst rating is a broker’s relative risk-and-reward opinion for a stated time horizon, while a price target is the output of a valuation model for a specified date. Neither is a promise. For Siam Cement Public Company Limited (SET ticker SCC), read the report date, price used, target horizon, forecast assumptions and valuation method together before deciding whether the apparent upside is investable.

The same discipline explains why one broker can rate SCC Buy at Baht 252 while another rates it Neutral at Baht 227 or Sell at Baht 140. Those calls were made on different dates, with different forecasts, thresholds and segment valuations. The examples below show how to compare them without treating a headline target as a prediction.

First identify exactly what SCC represents

The Stock Exchange of Thailand identifies The Siam Cement Public Company Limited as SCC, in the Property & Construction / Construction Materials sector. SET describes SCC as a holding company with investments spanning SCG Cement and Green Solutions, SCG Smart Living, SCG Distribution and Retail, SCG Decor, SCG Chemicals and SCGP. That portfolio matters because a single share price reflects several businesses with different cycles, margins and valuation conventions.

A SET factsheet current on 15 October 2026 showed SCC at Baht 276, a 52-week high of Baht 277, a 52-week low of Baht 163, a P/E ratio of 24.72x and a P/BV ratio of 0.91x. These are dated market snapshots, not permanent reference values. Use a live SET quote when making a current calculation, and label the date and time of the price you use.

What a Buy, Hold, Neutral or Sell rating actually says

A rating is normally a relative call on expected return and risk over the broker’s chosen horizon. It is not a score for management quality, a guarantee that the company will prosper, or a statement that every investor should own or avoid the shares.

Buy

A Buy generally means the analyst expects sufficient total return—price appreciation, and dividends if included in the broker’s framework—to compensate for the risks over the stated horizon. The return threshold is broker-specific. One firm’s Buy may require 10% expected upside; another may require a different hurdle or a catalyst that has not yet appeared in the market price.

Hold, Neutral or equivalent

Hold and Neutral usually indicate that the analyst sees a more balanced risk-and-reward profile at the current quote. The label does not mean the business is weak. It can mean the share price already reflects the analyst’s base case, or that positive and negative scenarios are too evenly matched.

Sell

A Sell generally means the analyst expects the shares to underperform the relevant benchmark or fall toward a lower target over the stated period. The call can also reflect a risk-adjusted hurdle rather than a forecast of an imminent collapse.

Questions to ask about any label

  • What is the report date and the forecast horizon?
  • Which price was used as the starting point?
  • What benchmark or expected-return threshold separates Buy, Neutral and Sell?
  • What changed from the previous report—earnings, commodity prices, project assumptions, leverage or valuation?
  • Does the analyst include dividends in the expected return?

A rating can change after an earnings release, a movement in petrochemical spreads, a currency swing, an asset sale or a change in interest rates. Record the date beside the label rather than treating it as a timeless characteristic of SCC.

What a price target is—and what it is not

A target price is a model output for a specified horizon. It is usually a base-case estimate, not a statistically guaranteed future price. The report should identify whether the target is for 12 months, mid-year, year-end or another date. A target without its horizon is incomplete information.

Always capture four items together:

  1. The report date.
  2. The target date or horizon.
  3. The current share price used in the report.
  4. The valuation method and key assumptions.

Upside (%) = (target price − current price used) ÷ current price used × 100

Do not combine a target from January with a live price from October and call the result the broker’s original upside. That is a new calculation and should be labelled as such. If the price base and target date are mismatched, say so explicitly.

Three dated SCC reports side by side

The following examples illustrate how ratings and targets should be read. They are historical snapshots from the named report dates, not a current consensus or a forecast of where SCC will trade next.

Broker and report date Rating Target and horizon Price used Stated return Valuation or forecast detail
Globlex, 12 January 2026 Buy Baht 252, 12 months Baht 199 +26.6% 2026 revenue Baht 592,461 million; net profit Baht 14,835 million; EPS Baht 12.36; P/E 16.10x; P/BV 0.65x
InnovestX, 12 January 2026 Neutral Baht 227, mid-2026 Baht 199 (last close) Not stated SOTP using 8x EV/EBITDA for chemical and packaging, 9x for cement and 1.5x PBV for associates
DAOL, 9 June 2025 Sell, downgraded from Hold Baht 140 Baht 162.50 14% implied downside Bloomberg consensus target Baht 165.43; 3 Buy, 18 Hold and 5 Sell

For InnovestX, the arithmetic from Baht 199 to Baht 227 is about 14.1%, but the report’s mid-2026 horizon and Neutral label are the important context. For DAOL, (140 − 162.50) ÷ 162.50 is about −13.8%, shown in the report as 14% downside. The 2026 SET reference price of Baht 276 should not be substituted into either historical calculation without describing the date mismatch.

Why analysts can reach different SCC targets

Different targets do not automatically mean that one analyst made an error. They can be internally consistent when the inputs, timing and required return differ.

Different dates and horizons

Globlex and InnovestX published on the same day but used different horizons: 12 months versus mid-2026. DAOL’s call was dated 9 June 2025. Earnings, chemical spreads, foreign exchange and interest rates can move materially between those dates. A year-end target and a 12-month target are not interchangeable even if both are labelled “target price.”

Different starting prices

The report’s percentage upside is anchored to its own price. Globlex and InnovestX used Baht 199; DAOL used Baht 162.50. A target can look attractive or unattractive solely because the share price moved after the report. Recalculate with today’s price only as a fresh, clearly dated scenario.

Different earnings forecasts

Compare revenue, EBITDA, net profit, core profit and EPS forecasts rather than focusing only on the target. Globlex’s 2026 estimates were revenue of Baht 592,461 million, net profit of Baht 14,835 million and EPS of Baht 12.36. Another analyst may assume weaker margins, a slower recovery or higher finance costs, producing a lower value even with the same share count.

Different segment assumptions

SCC combines cement, chemicals, packaging and other investments. A broker that expects a rapid recovery in petrochemical spreads may assign more value to chemicals; one focused on oversupply may apply a lower multiple. Cement demand, pricing and volumes can point in a different direction from packaging margins or distribution growth.

Different valuation methods

Analysts can use a sum-of-the-parts (SOTP), P/E, EV/EBITDA, P/BV, discounted cash flow (DCF) or a blended approach. The selected method changes which assumptions drive the result and how debt, associates and cyclical earnings are handled.

Different risk discounts and thresholds

Two analysts may use the same operating forecast but require different returns for leverage, project execution or commodity volatility. DAOL’s Sell call, despite citing a Bloomberg consensus target of Baht 165.43—above DAOL’s Baht 140 target—shows that an individual broker’s threshold and assumptions can differ from the aggregate view.

How the main valuation methods work for SCC

Sum-of-the-parts valuation

SOTP values major businesses separately, then adds the pieces and adjusts for net debt, investments and other claims. It is useful for a diversified holding company because cement, chemicals, packaging and associates may deserve different multiples. InnovestX explicitly used 8x EV/EBITDA for chemical and packaging, 9x for cement and 1.5x PBV for associates in its 12 January 2026 analysis.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When reading an SOTP, check whether the analyst has applied a holding-company discount, how debt is allocated, whether associates are valued at market or book value, and whether the EBITDA is a normalised mid-cycle figure or a depressed current-year number. A high multiple on an optimistic segment forecast can dominate the entire target.

P/E valuation

P/E multiplies forecast earnings per share by an assumed earnings multiple. Globlex displayed a 2026 forecast EPS of Baht 12.36 and a P/E of 16.10x in its report. The implied value is sensitive to both numbers: a lower EPS or a lower multiple reduces the target even if the business outlook is unchanged.

For a cyclical group, ask whether forecast earnings are near a peak, trough or normalised level. Comparing SCC’s multiple with a peer or its own history is meaningful only when the earnings cycle and accounting basis are comparable.

EV/EBITDA

Enterprise value to EBITDA is often used when businesses have different debt levels or depreciation profiles. The multiple is applied before interest and taxes, then debt and other claims are deducted to reach equity value. It can be helpful for comparing operating segments, but it can obscure large capital needs or a business whose EBITDA is temporarily inflated by favourable spreads.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

P/BV valuation

Price-to-book compares the share price with book value per share. It can be relevant for asset-heavy operations and associates, but book value may not reflect the current earning power of a plant, an investment or an impairment. Globlex showed a P/BV of 0.65x in its valuation display, while the SET factsheet on 15 October 2026 showed SCC at 0.91x; the dates and contexts differ, so they are not a like-for-like signal by themselves.

Discounted cash flow

A DCF discounts expected future free cash flow using a rate that reflects time value and risk. Small changes in terminal growth, discount rate, working capital or capital expenditure can materially change the result. For SCC, test the DCF against realistic chemical-cycle margins, cement demand, packaging profitability and project spending rather than accepting a precise-looking number as certainty.

Business drivers that should sit behind an SCC target

A target is only as credible as its operating bridge. Read the sensitivity of each segment and ask which variables must improve for the target to work.

  • Petrochemical spreads: olefins and related spreads can move rapidly with global capacity, demand and feedstock prices. A recovery assumption supports a higher chemical valuation; renewed volatility can do the opposite.
  • Cement pricing and volumes: construction activity, infrastructure projects, energy costs and competitive intensity affect revenue and margins.
  • Packaging margins: demand, selling prices, recovered-material costs and operating efficiency influence SCGP-related earnings.
  • Portfolio actions: disposals, acquisitions, impairments or changes in associates can alter both earnings and the value attributed in an SOTP.
  • Leverage and funding: interest expense, refinancing conditions and the balance sheet affect equity value even when operating profit is unchanged.
  • Currency and raw materials: exchange-rate movements and input costs can change reported earnings and the value of imported or export-linked businesses.

Risks specifically flagged in the dated coverage

InnovestX identified weaker chemical spreads, inventory losses, the NocNoc write-off, raw-material costs, interest rates, exchange-rate volatility and oversupply in cement and chemicals. DAOL highlighted renewed olefins-spread volatility and uncertainty around the LSP project. Treat these as variables to investigate in the latest filing and report, not as proof that any one outcome will occur.

For each risk, determine whether it affects revenue, margin, cash flow, asset value or the valuation multiple. A temporary inventory loss may affect one period; persistent oversupply can depress several years of cash flow and justify a lower multiple. A project uncertainty may require a probability discount rather than a simple removal of the project from the model.

How to compare SCC analyst reports step by step

  1. Verify the security. Confirm the issuer is The Siam Cement Public Company Limited and the ticker is SCC on the Stock Exchange of Thailand.
  2. Write down the dates. Record publication date, forecast period, target horizon and the price used. Keep historical and current prices in separate columns.
  3. Normalise the return calculation. Use (target − report-date price) ÷ report-date price for the broker’s stated upside. If you use a live price, label the result “current-price scenario.”
  4. Compare earnings lines. Put revenue, EBITDA, net profit, core profit and EPS forecasts side by side. Note whether numbers are reported, adjusted or normalised.
  5. Identify the valuation bridge. Mark each segment multiple, P/E, EV/EBITDA, P/BV, DCF discount rate and any holding-company discount.
  6. Test operating assumptions. Check petrochemical spreads, cement volumes and prices, packaging margins, raw-material costs, currency, interest rates, leverage and project timing.
  7. Read the rating threshold. Find the broker’s definition of Buy, Neutral or Sell and whether dividends count toward expected return.
  8. Run downside cases. Reduce cyclical margins, delay a project, increase funding costs or apply a lower multiple. Observe which assumption moves the target most.
  9. Check for new information. Replace an old target after material earnings, corporate actions or market moves rather than averaging stale numbers blindly.

How to interpret consensus counts

Consensus is an aggregation of several analysts’ opinions. DAOL reported a Bloomberg consensus target of Baht 165.43 with 3 Buy, 18 Hold and 5 Sell recommendations on 9 June 2025. The large Hold count and the spread between individual targets indicate disagreement and caution, not a probability that SCC will reach Baht 165.43.

Consensus can lag a turning point, mix different horizons and include analysts with different update schedules. Examine the distribution of targets, the age of each estimate and the assumptions behind the highest and lowest calls. A narrow cluster suggests agreement about the model inputs; a wide range signals that the outcome is highly sensitive or that analysts disagree about the cycle.

Should you buy SCC when the target is above the current price?

An above-market target is a reason to investigate, not a standalone buy signal. Before acting, require a plausible path from today’s operations to the target and a risk level you can tolerate.

A practical decision test

  • Is the target current? An old target may not reflect today’s price, earnings or corporate events.
  • Is the horizon suitable? A mid-2026 target does not answer a five-year investment question.
  • Can you explain the earnings bridge? Identify the specific improvement in spreads, volumes, pricing, margins or costs that supports the estimate.
  • What is the downside case? Calculate value if spreads remain weak, oversupply persists, rates rise or a project is delayed.
  • Is the valuation already demanding? Compare the multiple with normalised earnings and balance-sheet risk, not just the target’s percentage upside.
  • Does the position fit your portfolio? Consider concentration, volatility, income needs and the possibility that a cyclical holding may take longer than the report horizon to recover.

If you cannot state which assumptions create the upside or what would invalidate them, the target has not yet become an investment thesis. It is merely a number to monitor.

Common mistakes when reading SCC targets

  • Calling the target a forecast guarantee. It is a scenario output with model risk.
  • Mixing dates. A target from one report and a price from another date produce a new calculation, not the broker’s stated upside.
  • Ignoring the horizon. Mid-year, year-end and 12-month targets answer different questions.
  • Comparing multiples without earnings context. A low P/E may reflect peak earnings or high leverage rather than a bargain.
  • Using the average as certainty. Consensus is a collection of estimates, not an implied probability.
  • Overlooking segment concentration. A chemical-cycle assumption can dominate an apparently diversified group valuation.
  • Missing non-operating items. Write-offs, disposals, associate values and project spending can change equity value without an immediate change in sales.
  • Failing to update. Ratings and targets should be rechecked after results, major price moves, new guidance or a material change in spreads, rates or currency.

A simple worksheet for your own comparison

Create one row per report and keep the original figures intact. Useful columns are:

Column What to enter
Broker and report date Exact publication date
Rating Buy, Hold/Neutral or Sell, including any upgrade or downgrade
Target and horizon Currency, target price and target date
Price base The closing or reference price used by the analyst
Original upside/downside The report’s stated percentage
Forecasts Revenue, EBITDA, net profit, core profit and EPS
Valuation SOTP components, P/E, EV/EBITDA, P/BV or DCF inputs
Key catalysts Expected changes in demand, spreads, pricing, costs or portfolio actions
Key risks Oversupply, raw materials, rates, currency, leverage and project uncertainty
What would invalidate it A measurable event or assumption that would require a new valuation

Keeping the original price base prevents hindsight from making an old call look more or less accurate than it was. Add a separate column for a live price only when you deliberately recalculate the return.

When to revisit the analysis

Recheck live SET data and newer analyst work before publication or a transaction because prices, ratings and targets are volatile. Revisit the worksheet after SCC reports earnings, changes guidance, announces a disposal or acquisition, records an impairment, experiences a material move in chemical spreads, or faces a significant change in rates, currency or project timing. The 15 October 2026 SET figures are a useful date-stamped reference, not a substitute for the latest quote and filings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The most useful conclusion is not which broker has the highest target. It is whether you understand the target’s horizon, can reproduce its return calculation, can explain the operating and valuation assumptions, and have a downside case that fits your own risk capacity.
