Use the SEBI Credit Risk-o-Meter as a visual summary of the credit rating and credit risk of the specific debt issue you are considering. It is not a repayment promise, a suitability assessment, or a complete risk report. Before investing, identify the exact issue, read its current rating and rationale, verify whether it is secured, and examine its coupon, maturity, payment priority and sale conditions in the offer document. Also confirm the latest regulatory requirements: SEBI’s record shows a new circular titled “Introduction of Credit Risk-o-Meter as an additional disclosure mechanism for debt securities” was published on 7 October 2026, but the detailed attachment and implementation provisions should be checked directly before relying on them.
What the Credit Risk-o-Meter actually tells you
The meter is intended to make a debt security’s credit-risk level easier to notice. Credit risk is the possibility that the issuer does not pay interest (the coupon), principal at maturity, or both. The underlying credit rating is an opinion about the issuer’s ability and willingness to meet its obligations and the relative likelihood that the particular debt issue will default.

That distinction matters. A rating agency’s opinion is not a guarantee from the agency, SEBI or the issuer. Even a high-rated bond can be affected by a deterioration in the issuer’s finances, a restructuring, a delayed payment or a change in market expectations. The meter therefore answers a narrow question: how does the issue’s assessed credit risk compare with other rated debt? It does not answer whether the bond is suitable for you, whether its price is attractive, or whether you will be able to sell it when you need the money.

A bond prospectus, information memorandum or exchange disclosure can contain several securities from the same issuer. Their ratings, security, maturity, covenants and payment priority may differ. A meter shown next to an issuer’s name is not enough; match it to the exact ISIN or issue description you would buy.

1. Confirm the exact debt security
- Record the issuer’s legal name and the issue name.
- Check the ISIN or other unique security identifier on the order screen and in the offer document.
- Confirm whether you are looking at a secured or unsecured bond, a senior or subordinated instrument, and a fresh issue or a secondary-market trade.
- Match the maturity date and coupon schedule to the same issue. Two bonds from one issuer are not interchangeable merely because the issuer is the same.
This first check prevents a common error: reading the risk display for one series while placing an order for another.
2. Note the rating and its date
Write down the rating symbol, the rating agency and the date of the latest rating action. A rating can be upgraded, downgraded, placed on watch, or revised with a different outlook. The meter may be updated after a rating action, so an old screenshot or sales document may no longer describe the issue.
Look for a statement that the rating applies to the specific debt instrument. An issuer-level opinion is not automatically the same as an issue-level rating: security, seniority, guarantees and structural features can change the expected recovery and therefore the rating.
3. Read the agency’s rationale
The rating symbol compresses a large amount of analysis into a short label. The rationale explains what supports the opinion and what could weaken it. Pay attention to the issuer’s cash flow, leverage, refinancing needs, business concentration, guarantees, collateral and any factors the agency identifies as rating sensitivities.
Do not treat a familiar symbol as self-explanatory. Read the definitions published by the rating agency and the full rationale for the issue. The 2017 SEBI consultation paper proposed showing rating explanations in a table alongside the meter; that proposal is useful historical context, but it should not be treated as confirmation of the rules that apply after the 7 October 2026 circular.

4. Verify security and claim priority
“Secured” means the documents identify collateral and the conditions under which it can be enforced; it does not mean the collateral will always cover the principal or can be sold quickly. “Unsecured” means the holder does not have that specific collateral claim. Senior and subordinated claims can also stand in different positions if the issuer defaults.
Inspect the security description, trustee arrangements, charge registration, guarantees and ranking clauses. The 2017 SEBI consultation notes that secured and unsecured non-convertible debentures can have different claim priority. That is why the issue’s legal terms, rather than the issuer’s name alone, must guide your assessment.
5. Map the payment terms
- Coupon: Is it fixed, floating, stepped or linked to another reference? When are payments due?
- Principal: Is it repaid in one amount at maturity or through instalments?
- Call or put options: Can the issuer redeem early, or can the investor require an early repayment, and under what conditions?
- Default and acceleration: What happens after a missed payment, and who can declare a default?
- Covenants: Are there restrictions on additional borrowing, asset sales or distributions that are intended to protect holders?
Credit risk covers the possibility of missed coupon or principal payments. A high coupon does not remove that possibility; it is compensation offered under the bond’s terms, not evidence that repayment is certain.
How credit risk can affect the price before maturity
You may plan to hold a bond until maturity, but your circumstances can change. If investors expect the issuer’s rating to fall, the bond’s market price can decline even before any payment is missed. SEBI’s consolidated circular text describes this relationship: a bond’s price may change with expected changes in its rating.
The reverse is also possible. An improved outlook or upgrade can support the price, although interest-rate movements, liquidity and broader market conditions may push the price in the opposite direction. The meter is therefore not a price forecast. It is one input into understanding why the price may move and how difficult it could be to exit.

Credit risk is only one part of a bond decision
| Question | What the meter can contribute | What you must check elsewhere |
|---|---|---|
| Could the issuer miss a coupon or principal payment? | It summarizes the issue’s assessed credit-risk level through the rating. | Read the rating rationale, financial disclosures, payment schedule and default provisions. |
| What happens if the issuer defaults? | It may point you toward the importance of the issue’s structure. | Check collateral, guarantees, seniority, trustee powers and recovery terms in the offer document. |
| Can I sell when I need cash? | It does not establish liquidity or a guaranteed buyer. | Review the trading venue, recent activity, quoted spreads and the possibility that you may have to accept a lower price. |
| Is today’s price attractive? | It provides context for the credit component of the required return. | Compare the price, yield, accrued interest, maturity, coupons and prevailing interest rates. |
| Does it fit my circumstances? | It does not assess your objectives or tolerance for loss. | Consider your time horizon, cash needs, concentration, tax position and ability to withstand a loss. |
Keeping these questions separate stops the meter from being mistaken for a complete investment score.

A practical worksheet for comparing two bonds
If you are choosing between issues, compare the same dimensions for each one. Do not compare an issuer-level headline for one bond with an issue-level document for another.
| Dimension | Why it changes the decision | Where to verify it |
|---|---|---|
| Current issue-level rating and date | Shows the latest published credit opinion and whether one issue is assessed differently from another. | Rating agency disclosure and the issue document. |
| Rating rationale and outlook | Reveals the assumptions, strengths and downgrade triggers behind the symbol. | Full rating rationale, not only the meter. |
| Secured or unsecured status | Affects the holder’s claim if the issuer fails. | Security, charge and ranking clauses. |
| Seniority and guarantees | Determines where the claim stands relative to other creditors and whether another party has promised payment. | Trust deed, offer document and guarantee terms. |
| Coupon and payment dates | Determines cash-flow timing and the amount at risk if a payment is missed. | Term sheet and payment schedule. |
| Maturity and redemption options | Sets how long your money may be committed and whether the issuer or investor can alter the end date. | Final maturity, call and put provisions. |
| Ability to sell before maturity | Determines whether an emergency exit could require a price concession. | Market quotations, trading history and broker or exchange information. |
The available evidence does not establish current values for any two named example bonds, so a comparison should be completed from the live documents for the issues you are actually considering.
What the meter cannot promise
- No guaranteed repayment: A rating is an opinion about default likelihood, not a promise that every coupon and the principal will be paid.
- No guaranteed return: The coupon and yield can be overwhelmed by a purchase-price loss, a default or taxes and costs.
- No guaranteed liquidity: A bond can be difficult to sell, particularly when market conditions or perceptions of the issuer change.
- No complete risk inventory: Interest-rate, reinvestment, inflation, concentration, legal, operational and market-price risks are outside the meter’s narrow credit focus.
- No personal recommendation: The same credit assessment can be acceptable for one investor and inappropriate for another.
When a rating changes after you invest
Downgrade or negative outlook
Read the rating action and the reasons given, then check the bond’s current market price and yield. A downgrade can increase the return demanded by buyers and reduce the price you would receive if you sold. Recheck the issuer’s next coupon and principal obligations, refinancing timetable, collateral and ranking. Do not assume that selling immediately will be possible at the price shown in an indicative quote.
Upgrade or positive outlook
An upgrade may improve market confidence and price, but it does not eliminate all other risks. Confirm that the issue’s maturity, payment terms and liquidity still suit your objective rather than treating the upgrade as a signal to ignore the documents.

Missed payment or default notice
Use the trustee, exchange and issuer disclosures to identify the formal event, the amount affected and the next procedural step. The security documents determine enforcement and claim priority. A meter category cannot tell you how quickly a recovery will occur or how much holders will ultimately receive.

Assuming the highest category is risk-free
Every rating category represents an assessment, not certainty. The possibility of an adverse business event, refinancing problem or payment failure remains, and market prices can move even without an actual default.
Looking only at the issuer’s name
Different series can have different security, ranking, maturity and guarantees. Always match the rating and meter to the exact issue identifier.
Ignoring the date
A rating is not permanent. Use the latest agency action and the current offer or exchange document. Historical marketing material may show an earlier assessment.

Forgetting the exit decision
Even if you intend to hold to maturity, consider what happens if you need cash early. Credit-related price moves and limited trading can make an exit costly.
SEBI’s 2026 circular: what to verify before relying on the meter
SEBI’s records show that a circular titled “Introduction of Credit Risk-o-Meter as an additional disclosure mechanism for debt securities” was published on 7 October 2026. The publication establishes that SEBI has issued a new circular record, but the detailed attachment and its implementation date were not available in the material used for this explanation.
Before acting on a meter, open the complete circular and confirm:
- which debt securities and issuers are covered;
- the exact categories, colours or labels used;
- how often the display must be updated and what event triggers a change;
- where the meter must appear in offer documents, account statements or trading interfaces; and
- the effective date and any transition period.
Until those provisions are confirmed from the full circular, do not infer a precise scale or implementation deadline from a graphic, an old consultation proposal or a platform’s summary.
A disciplined pre-investment checklist
- Identify: Match the issuer, issue name and identifier to the order you plan to place.
- Check currency and dates: Record the latest rating, agency, outlook and rating-action date.
- Read the rationale: Note the principal strengths, weaknesses and downgrade triggers.
- Inspect legal structure: Confirm secured or unsecured status, seniority, collateral, guarantees and trustee arrangements.
- Map cash flows: Verify coupon type, payment dates, maturity, instalments and any call or put option.
- Test the exit: Consider whether you could hold through maturity and what price risk or liquidity risk would arise if you could not.
- Separate risks: Evaluate interest-rate, market-price, concentration, reinvestment and tax effects in addition to credit risk.
- Verify currency and date of information: Use the latest rating-agency disclosure, issue document and the complete SEBI circular before placing an order.
The right way to use the meter
Start with the meter to locate the issue’s credit-risk signal, then move immediately to the underlying evidence. The rating and rationale tell you how a rating agency views the likelihood of timely payment; the issue documents tell you what you legally own and where your claim stands; market information tells you what an early sale might cost. Only after those checks should you decide whether the bond’s risk, return and time commitment fit your own circumstances. No single visual category can make that decision for you.
