How to Protect Your Tax and Financial Accounts After Identity Theft

By TheFinanceBase Team 10 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If someone may have used your Social Security number, ITIN, bank details, card information, or other identity data, contain the damage first: stop communicating with the suspected thief, send no more money or information, call the affected financial institution, secure your IRS Online Account, and report the incident through IdentityTheft.gov. Keep filing tax returns and paying what you owe unless a specific, genuine IRS instruction tells you to use a different process.

Take these steps in the first 24 hours

1. End contact with the suspected thief

Do not reply to calls, texts, emails, social-media messages, or pop-ups from the person who stole or solicited your information. Do not send additional money, passwords, account numbers, one-time codes, tax documents, or identification images. Avoid links, attachments, and URLs in unexpected messages. If you opened a suspicious attachment or link, the Internal Revenue Service advises running antivirus software; it does not endorse a particular vendor.

2. Call the affected financial institution

Contact the bank, card issuer, lender, payment service, brokerage, or other institution connected to the compromised account using a phone number from a statement, the institution’s official website, or the back of your card—not a number in the suspicious message. Tell the institution that identity theft or unauthorized access is suspected. Follow its fraud-reporting and account-security process, which may include blocking transactions, replacing account numbers or cards, changing online credentials, and reviewing recent activity.

3. Secure online access

Change the password for the affected financial account and for any other account that reused it. Use a long, unique password and turn on multifactor authentication where available. Change your email password as well if the thief could have accessed password-reset messages. Sign out of unfamiliar sessions and remove unrecognized devices or recovery methods.

4. Start the official recovery plan

Report the identity theft and follow the tailored recovery steps at IdentityTheft.gov. The Internal Revenue Service directs victims there for recovery planning, including non-tax identity theft. Consider contacting your state tax agency for state-specific filing or account instructions.

5. Preserve evidence

Keep copies of notices, letters, tax-return rejection messages, account statements, screenshots, police or agency reports, and every call or email record. For each contact, record the date, department, representative name or reference number, what was reported, and the promised next step. These records help when institutions ask you to prove when and how the compromise occurred.

Choose the correct response track

The right action depends on what was misused. A fraudulent federal tax return requires IRS procedures; a stolen card or bank login generally starts with the financial institution and IdentityTheft.gov. Do not automatically submit tax forms for a problem that is not tax-related.

Situation Primary actions What not to assume
Someone used your SSN or ITIN to file a federal return or claim a refund Verify any IRS notice, use the notice’s instructions or the Identity and Tax Return Verification Service, secure your IRS Online Account, consider an IP PIN, and follow IRS filing instructions. Form 14039 is not automatically required.
A bank, card, loan, payment, or investment account was accessed or opened Contact the institution, block or replace compromised access, dispute unauthorized activity through its process, report through IdentityTheft.gov, and monitor accounts and credit reports. An IRS identity-theft affidavit is not a general bank-fraud report.
Your SSN may have been used for employment Review Social Security earnings records, watch for unfamiliar W-2 or 1099 forms, contact the Social Security Administration when appropriate, and follow IRS directions. Do not add an unfamiliar wage document to your return merely because it arrived.
You received an unexpected IRS message or notice Verify that it is genuine through official IRS channels, then follow its specific instructions. Do not use a link, phone number, or attachment supplied by a suspicious message.

Protect your IRS tax account

Secure the IRS Online Account

Sign in through the IRS website using your existing credentials, not a link in an email or text. Change the password to a complex, unique password that you do not use elsewhere. Review account information, notices, payment activity, tax records, and authorized access for anything unfamiliar. Remove or report access you did not approve and follow any security instruction in a genuine IRS notice or from an IRS representative.

An unrecognized account, password-reset alert, verification request, or notice can be a warning sign, but it is not by itself proof that tax identity theft occurred. Verify the event and use the agency’s stated route rather than filing multiple forms on your own.

Consider an Identity Protection PIN

An IRS Identity Protection Personal Identification Number, or IP PIN, is a six-digit number used to help prevent another person from filing a federal income tax return with your SSN or ITIN. People who are eligible and can verify their identity may enroll. The IRS generates a new PIN each year, so an old number should not be reused for a later calendar year.

Use the current IP PIN on the covered federal tax forms for the relevant year, exactly as the IRS instructs. An IP PIN is not a universal password, is not a substitute for securing your bank account, and should not be described as applying automatically to state returns or every IRS form. Retrieve the current number through your IRS Online Account when needed and protect it like other tax credentials.

Understand when Form 14039 applies

Form 14039, Identity Theft Affidavit, is limited to tax-related identity theft. The IRS says, “Most people don’t need to file this form.” Filing it when another IRS process already applies can delay or duplicate your case.

Do not file Form 14039 when File or consider it when
An IRS notice or the Identity and Tax Return Verification Service directs you to use that process instead. The IRS specifically directs you to file it.
The theft concerns only a bank, card, credit, employment, or other non-tax account. You cannot use the verification service and the current IRS instructions say the affidavit is the applicable route.
You already submitted the affidavit, including through IdentityTheft.gov. You need to alert the IRS to possible tax-related identity theft that it does not have on file, such as after a data breach, and the current instructions tell you to do so.
The IRS has already sent a notice about the matter and gives different filing instructions. You follow the current form instructions for your specific facts.

Check the current form instructions before sending anything. If the IRS has asked you to use the Identity and Tax Return Verification Service, do not also file Form 14039 for the same matter unless the IRS tells you to.

Keep filing and paying normally

The IRS identity-theft guide states, “File returns and pay tax as usual.” Continue submitting required returns and making required payments unless a specific, genuine IRS instruction says otherwise. If an otherwise legitimate e-filed return is rejected because another person already filed using your SSN or ITIN, report the rejection to the IRS and follow its instructions for filing the return. Do not omit income, invent a different SSN, or wait indefinitely for a case to close before meeting a filing or payment deadline.

How to handle an IRS notice or warning sign

Verify before responding

Unexpected tax messages are common in impersonation scams. Verify a notice through official IRS channels and compare the notice number, tax year, requested action, and contact method with the information in your IRS Online Account. Do not click an unexpected link, open an unsolicited attachment, or call a number supplied by a suspicious message. Once authenticity is established, follow that notice exactly; different notices can require different responses.

Recognize possible indicators

  • Your federal return is rejected because a return was already filed with your SSN or ITIN.
  • You receive a W-2 or 1099 from an employer or payer you do not recognize.
  • Unemployment benefits appear that you did not request.
  • An employer identification number appears in your records even though you did not request one.
  • An IRS Online Account exists, or someone accessed it, without your authorization.
  • You receive an unexpected password-reset, verification, or account-access alert.
  • Your Social Security earnings record shows unfamiliar wages.

Each sign can have an innocent explanation, such as a clerical error or a mismatched record. Verify it with the relevant agency or payer instead of assuming theft or ignoring it.

Handle an unfamiliar W-2 or 1099 correctly

If an unfamiliar employer’s W-2 or 1099 appears, the IRS guide says not to add that income to your return and not to amend a filed return solely because of the document. Contact the Social Security Administration when employment misuse is suspected and follow the IRS’s directions for correcting the tax record. Keep the document and your communications as evidence.

Protect bank, card, credit, and other financial accounts

Work through each institution’s fraud process

Ask the institution what happened, which transactions or data were exposed, and which credentials or account numbers must be replaced. Review pending as well as posted transactions. Request written confirmation of disputes, freezes, replacements, and any deadline for submitting an affidavit or supporting documents. If several institutions are affected, contact each one separately; securing one account does not secure the others.

Monitor credit and account activity

Review bank, card, loan, brokerage, and payment-account statements frequently after the incident. Check your credit reports for unfamiliar accounts, inquiries, addresses, and collection activity. Continue monitoring after the immediate problem is closed because stolen information can be reused later.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a fraud alert when it fits your situation

IRS CP01E guidance describes a one-year fraud alert and recommends reporting identity theft through the Federal Trade Commission. A fraud alert can prompt businesses to take additional steps before extending credit. The appropriate protection depends on your circumstances and the rules of the credit-reporting system. Minors, dependents, people who do not file returns, and people without a conventional credit history may not have the same accounts or protections available to them. Do not assume that every victim needs every credit product or monitoring service.

Check Social Security earnings for employment misuse

Review your Social Security earnings record when your SSN may have been used for work. An unfamiliar employer can affect tax records, future Social Security benefits, and your work history. Contact the Social Security Administration about the discrepancy and follow any IRS instructions. The CP01E guidance specifically recommends this review for possible employment-related SSN misuse.

What happens after the IRS confirms tax identity theft

Confirmed tax-related identity-theft cases are assigned to the IRS Identity Theft Victim Assistance organization. The IRS says it works to identify the affected tax years, address fraudulent returns, process legitimate returns, release refunds when due, remove fraudulent returns from tax records, and mark the account with an identity-theft indicator. Confirmed victims are placed in the IP PIN program.

Do not rely on a promised universal completion date. Processing depends on the tax years, returns, documents, and account issues involved. Keep meeting current filing and payment obligations while the case is handled, and respond promptly to every verified IRS request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Scenario-specific checklists

If a fraudulent federal return was filed in your name

  1. Save the rejection message or IRS notice and verify it through an official IRS channel.
  2. Use the Identity and Tax Return Verification Service if the notice directs you there.
  3. Do not also file Form 14039 unless the IRS instructs you to.
  4. Follow the IRS method for filing your legitimate return if e-filing is blocked.
  5. Secure your IRS Online Account and enroll in the IP PIN program if eligible.
  6. Continue paying taxes and filing later returns on schedule.

If a bank or card account was compromised

  1. Call the institution using a trusted contact method.
  2. Block transactions, replace credentials or account numbers as directed, and dispute unauthorized activity promptly.
  3. Change reused passwords and secure the email account connected to the financial account.
  4. Report the identity theft through IdentityTheft.gov.
  5. Review statements, credit reports, and other accounts for related misuse.
  6. Keep written confirmation and case numbers from every institution.

If your SSN was used for employment

  1. Review your Social Security earnings record.
  2. Preserve any unfamiliar W-2, 1099, unemployment notice, or employer communication.
  3. Contact the Social Security Administration and follow its correction process.
  4. Do not add the unfamiliar income to your tax return or amend solely for that reason.
  5. Follow any IRS notice instructions and monitor future tax records.

Common mistakes that make recovery harder

  • Continuing to communicate with the scammer or sending a second payment.
  • Using a phone number or link from an unexpected IRS-looking message.
  • Filing Form 14039 automatically for a bank or credit problem.
  • Filing duplicate affidavits after already using the verification service or submitting the form.
  • Stopping tax filing or payments without an IRS instruction.
  • Adding an unfamiliar W-2 or 1099 to make a return “match.”
  • Changing one password while leaving a reused password on email or other accounts.
  • Failing to record dates, reference numbers, documents, and promised follow-ups.

Maintain protection after the immediate case

Keep the IRS Online Account, email, bank, card, and payment credentials unique and protected with multifactor authentication where available. Review account alerts and statements on a regular schedule. Check credit reports and Social Security earnings records when the type of misuse makes those records relevant. Store tax notices and recovery correspondence securely for as long as they may be needed to explain a disputed return, account, wage record, or refund.

IRS procedures can change. The IRS identity theft guide was last reviewed June 4, 2026; the CP01E notice FAQ was updated February 18, 2026; and the IP PIN FAQ includes updates through May 21, 2026. Before submitting a form, enrolling in an IP PIN, or responding to a notice, read the current IRS instructions for your notice, tax year, and account.
