You cannot make a bear market loss-free. You can, however, reduce avoidable damage by matching investments to your time horizon, keeping enough liquid savings, diversifying deliberately, rebalancing to a plan, and avoiding leverage or fraud. The right response depends on when you need the money, how much loss you can financially and emotionally withstand, and whether your current portfolio still fits those facts.

The steps below are general, U.S.-focused guidance from the Securities and Exchange Commission (SEC), Investor.gov, the Financial Industry Regulatory Authority (FINRA) and other U.S. regulators. They are not a promise of protection or a personal allocation recommendation.

What “protecting” your investments really means

Protection in a bear market does not mean finding a holding that cannot decline. Diversification can reduce the effect of a poor result in one investment, but it cannot eliminate losses when broad markets fall. A portfolio that stays entirely in cash avoids market-price declines but faces inflation risk and may not keep pace with long-term goals.

The practical objective is to keep a temporary market decline from becoming a permanent failure of your financial plan. That usually means avoiding forced selling, avoiding decisions made solely from headlines, and making changes only when your goals, capacity for risk or intended asset mix have changed. FINRA Staff states, “Stock market fluctuations are outside the control of any single investor.” Your controllable decisions are the plan, the costs you accept, the liquidity you maintain and the risks you choose not to take.

Start with your plan, not the market headline

Before selling or buying, write down the job each account must perform. The SEC’s Investor.gov explains that an appropriate asset allocation depends primarily on time horizon and risk tolerance. Both matter: willingness to tolerate a loss is different from the financial ability to tolerate one.

Identify each goal and its deadline

  • Near-term spending: Money needed for rent, tuition, a planned home purchase, taxes or a withdrawal in the next few years has little time to recover from a large decline.
  • Intermediate goals: A goal several years away may tolerate some market exposure, but the required withdrawal date should influence how much volatility you accept.
  • Long-term retirement: A saver with decades before withdrawals may have more time to recover, while someone already taking distributions may need a larger liquidity reserve and a withdrawal plan.

For every goal, record the amount required, the date it is needed and the account intended to fund it. Then compare those facts with the current holdings rather than with an index level or a prediction about when the market will bottom.

Test both financial capacity and emotional tolerance

Ask how a large decline would affect your bills, debt payments, emergency fund and ability to keep contributing. A household that would have to sell after a job loss has less capacity for risk than a household with stable income and ample liquid savings, even if both describe themselves as aggressive investors.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also ask whether you could stay invested through a decline without abandoning the plan. If the answer is no, the allocation may be too risky for your behavior, regardless of what a questionnaire previously suggested. The SEC advises against rapid decisions detached from long-term goals; a written decision rule can help separate a planned adjustment from a panic reaction.

List constraints before changing holdings

Include account type, tax status, withdrawal rules, employer-stock restrictions, debt interest rates, upcoming expenses and any transaction or advisory fees. A sale in a taxable account can create a capital gain or loss, while a sale inside a retirement account may have different consequences. The regulators cited here do not provide one tax-lot strategy or one allocation suitable for every investor, so treat individualized tax and investment choices as questions for a qualified professional.

Should you sell your investments during a bear market?

There is no universal yes-or-no answer. Selling can be reasonable when the money is needed soon, the original allocation no longer matches your capacity for risk, a holding is dangerously concentrated, or a goal or retirement date has materially changed. Selling solely because prices have fallen, in the hope of buying back at the perfect bottom, is market timing; neither the SEC nor FINRA presents it as a reliable method.

Situation Question to answer Possible planning response
Money needed soon Could a decline force a sale before recovery? Move the amount needed for the near-term goal toward an appropriate liquid reserve, while considering taxes and fees.
Allocation drift Has one asset class become materially above its target? Rebalance by selling an overweight, directing new contributions to underweights, or changing future contributions.
Changed circumstances Have income, debt, health, dependents or retirement timing changed? Recalculate capacity for loss and revise the plan deliberately.
Fear without a changed fact Is the only trigger a headline or recent price move? Pause, review the written plan and avoid an all-or-nothing decision.

If you do sell, decide in advance what the proceeds are for and when they will be reinvested or spent. An unplanned move to cash can become an indefinite timing bet: you must make two correct decisions, when to leave and when to return. The SEC Office of Investor Education and Advocacy says, “While we can’t tell you how to manage your investment portfolio during a volatile market, we are issuing this Investor Alert to give you the tools to make an informed decision.”

Check diversification and concentration

Review exposure at three levels: broad asset types, economic sectors and individual issuers. Look through mutual funds and exchange-traded funds to see what they actually own. Several funds with different names may hold many of the same companies, creating more concentration than the account list suggests.

Asset-class diversification

Stocks, bonds, cash and other investments react differently to economic conditions, but none is automatically safe. The suitable mix depends on the time horizon and risk tolerance for each goal. Do not treat a particular percentage as a universal answer; the same allocation can be reasonable for one household and unsuitable for another.

Fund and issuer overlap

A broad fund can simplify diversification, but a narrowly focused fund is not diversified merely because it is packaged as a fund. Compare the largest holdings, sector weights, geographic exposure and whether multiple accounts own the same issuer. Pay special attention to employer stock, a single industry, a single company or a highly correlated group of assets.

Concentration warning signs

  • One stock or sector dominates a taxable account, retirement account or both.
  • Employer compensation and retirement savings depend on the same company.
  • Several funds have overlapping top holdings.
  • A recent winner has grown far above its intended portfolio weight.
  • An unfamiliar investment is difficult to value or sell.

Reducing concentration can lower one-company or one-sector risk, but it does not guarantee a gain or prevent losses in a broad decline. Consider tax lots, spreads, commissions and advisory charges before selling.

How to rebalance your portfolio

Rebalancing restores an intended asset mix after market movements change the portfolio’s weights. It is a risk-control process, not a prediction that one asset will outperform next.

Set a target and a trigger

Write the target mix for each goal and specify how you will review it. Investor.gov says some experts use a calendar interval such as six or 12 months and notes that rebalancing tends to work best relatively infrequently. A pre-set threshold is another approach: review when an asset class moves a defined amount or percentage away from target. The threshold must be chosen in advance; changing it after every headline turns the rule into market timing.

Method How it works Trade-offs
Calendar review Check on a schedule, such as every six or 12 months. Simple and predictable, but may review after a large drift or review when no action is needed.
Threshold review Check when an allocation exceeds a pre-set band around its target. Responds to material drift, but requires monitoring and a clearly defined band.
New contributions Send future deposits to underweight assets. Can reduce selling, taxes and fees, but may be too slow to correct a large imbalance.
Sell overweight holdings Sell enough of an overweight and buy underweights. Can restore the target promptly, but may create taxable gains and transaction costs.

Use contributions and withdrawals intelligently

Directing new contributions to underweight holdings can rebalance without selling. In a retirement account, changing future payroll contributions may be the least disruptive first step. For a planned withdrawal, take money from an overweight asset when that fits the tax and liquidity plan. These methods do not remove investment risk; they change how you move toward the target.

Follow an execution checklist

  1. Calculate current percentages using the same valuation date and include all relevant accounts.
  2. Compare each percentage with the written target and trigger.
  3. Check whether the drift reflects a real change in your situation or only market movement.
  4. Estimate taxes, fund expenses, commissions, spreads and any account restrictions before placing an order.
  5. Choose contributions, withdrawals or sales that correct the drift with the fewest unnecessary costs.
  6. Record the transaction, tax lot and new target review date.

For older investors, Investor.gov specifically discusses reviewing statements, fees, disclosures and rebalancing every six to 12 months. That is guidance presented for older investors, not a mandatory schedule for everyone.

How much cash should you keep?

There is no single cash percentage that fits every household. Separate cash for spending and emergencies from cash held as a market-timing position. The first supports your plan; the second is a bet about future prices.

Build an emergency reserve

A joint bulletin from the SEC, Commodity Futures Trading Commission, FINRA, National Futures Association and North American Securities Administrators Association offers a savings goal of three to six months of living expenses as an example. It is not a universal prescription. A household with variable income, dependents, high deductibles or limited access to credit may need a different reserve; a household with unusually stable income may choose another level.

Keep the reserve in an account designed for liquidity and principal stability, and calculate the amount from essential expenses rather than gross income. Include housing, utilities, food, insurance, transportation, minimum debt payments and necessary medical costs. Revisit the amount after a job change, move, new dependent or major recurring expense.

Match cash to the spending schedule

Money needed soon should not depend on a favorable stock-market exit. Create a schedule of expected withdrawals and hold the near-term portion in an appropriate liquid vehicle. Longer-dated money may have more capacity for diversified investments, subject to your risk tolerance and the possibility that the date will move forward.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Account for inflation and opportunity cost

Cash reduces price volatility but can lose purchasing power when its return is below inflation. Holding everything in cash can therefore undermine a long-term retirement goal. The choice is a trade-off among liquidity, stability, inflation exposure and the chance of market loss—not a contest to find one correct cash ratio.

Understand what bonds can and cannot do

Bonds and bond funds are investments, not guaranteed shields against a bear market. FINRA explains that bond prices generally fall when interest rates rise and identifies duration as a measure of sensitivity to rate changes. A fund with longer duration generally has greater price sensitivity to a given rate move than a fund with shorter duration, although credit quality and other factors also affect results.

When comparing fixed-income choices, examine maturity, duration, credit quality, issuer concentration, liquidity, expenses and whether you may need to sell before maturity. A high-quality bond can still lose market value before its maturity date. A bond fund does not promise that your principal will be returned at a particular date simply because it owns bonds.

Use bonds in the context of the whole plan. A retiree funding near-term withdrawals may value liquidity and lower volatility differently from a young saver with a long horizon. Neither the presence of bonds nor a particular bond percentage guarantees that a portfolio will avoid loss.

Keep investing without trying to call the bottom

Dollar-cost averaging means investing equal amounts at regular intervals rather than committing all new money at one time. SEC and FINRA guidance presents periodic investing as a way to reduce the emotional pressure of choosing one entry date. It does not guarantee gains or protect against loss, and it can produce a different result from investing a lump sum immediately.

For a retirement plan, continuing an affordable contribution according to the written strategy can buy more shares when prices are lower and fewer when prices are higher. Do not increase contributions beyond what your emergency reserve, debt obligations and cash-flow plan can support. If you have a lump sum, compare the consequences of investing it according to your target with staging purchases for behavioral reasons; neither approach reliably predicts the market’s next move.

Avoid leverage, complex products and unfamiliar risks

Bear markets expose weaknesses that are easy to overlook during rising prices. Margin can require additional deposits after losses and may force the sale of securities without waiting for your approval. Options and short selling can produce losses beyond the initial amount and, in some strategies, potentially unlimited losses. Do not use a product you cannot explain, price and monitor under a severe decline.

Read the offering documents, understand liquidity and redemption limits, identify every fee and determine whether the investment is registered. A promised way to “protect” your account through an unfamiliar product may simply replace ordinary market risk with leverage, credit risk, lockups or high costs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Recognize investment fraud during volatile markets

Fraudsters often use fear and urgency to sell a supposedly safe escape from losses. A joint regulator bulletin states, “High guaranteed returns are a hallmark of investment fraud.” Treat guarantees of high returns with little or no risk as a warning sign, especially when the promoter demands immediate action, secrecy, payment by an unusual method or access to your account.

  • Verify that an adviser or broker is registered and review disciplinary information using official tools.
  • Ask for a written explanation of services, fees, conflicts and withdrawal restrictions.
  • Read the prospectus or other offering disclosure before investing.
  • Do not rely on testimonials, screenshots of profits or a claim that a strategy cannot lose.
  • Discuss an unsolicited opportunity with an independent, trusted person before sending money.

Volatility does not make an unregistered product legitimate. It also does not justify sharing login credentials or allowing an unknown person to transfer funds.

When to consult a registered investment professional

Professional help may be useful when you face a major withdrawal, a concentrated employer-stock position, a changed retirement date, a complicated tax decision or uncertainty about how accounts fit together. Look for a registered investment professional whose services match the question you need answered. Confirm current registration, disciplinary history, credentials, compensation, conflicts and total fees before engaging.

Bring a complete list of accounts, holdings, cost basis, debts, income, insurance, expected withdrawals and goals. Ask the professional to show how a proposed change affects liquidity, taxes, concentration, duration risk and expenses in both rising and falling markets. A professional can help implement a plan, but no adviser can guarantee that a bear market will not reduce portfolio value.

A practical bear-market review checklist

  • Write the goal, amount and date for every account.
  • Calculate emergency savings and separate near-term spending money from long-term investments.
  • Measure your ability and willingness to absorb a loss.
  • Look through funds for sector, issuer and cross-account overlap.
  • Compare current weights with a written target and a pre-set review rule.
  • Consider directing new contributions before selling, when that can correct drift.
  • Estimate tax consequences, transaction costs, spreads and advisory fees.
  • Review bond duration, credit quality and liquidity instead of assuming all bonds are safe.
  • Do not add margin, options, short positions or unfamiliar products merely to escape volatility.
  • Verify any professional’s registration and be skeptical of guaranteed high returns.
