No single measure—chip technology, alerts, or a travel notice—guarantees that every transaction will be approved or detected.
Issuer procedures differ, and legal protections depend on the card type and your jurisdiction. The steps below are practical safeguards for international trips, with U.S.-specific liability guidance identified where it applies.

Before you leave: make the account ready for international use
Check the issuer’s travel-notice policy
Ask the issuing bank or card company whether it requires or supports a travel notice, and use the issuer’s own app, website, or verified telephone number to submit it. The U.S. Department of State recommends informing your bank or card company of travel plans, while Visa says questions about whether notice is required belong with the issuer. Do not assume that every issuer uses the same process or that a notice will prevent every decline.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteSave verified ways to reach the issuer
Record the issuer’s international telephone number and make sure you can sign in to its app or website while abroad. Visa directs cardholders to their issuer or bank for account help and emergency support. Store the number somewhere separate from the card—for example, in a secure password manager or offline travel document—so a stolen wallet does not remove your only contact method.

Confirm acceptance, fees, and emergency options
Review whether the card network and card type are accepted at your destination. Check foreign-transaction fees, ATM fees, cash-advance costs, exchange-rate policies, daily limits, and any issuer rules for international transactions. The State Department recommends checking international banking partners and policies; the FDIC also advises checking fees and card acceptance. Ask what emergency replacement or alternate access to funds is available abroad, where it can be delivered, and how long it may take. Availability depends on the issuer and destination.
Read official destination guidance
Before departure, review the State Department’s country-specific information for local crime patterns and financial or ATM scams. Advice can differ substantially between destinations, cities, and transport hubs, so do not rely only on generic travel tips.
Turn on alerts and test your contact method
Enable every useful transaction alert offered by the issuer, then confirm that the registered email address or phone number works. Alerts are an early warning, not proof that all activity is legitimate. Visa says international SMS delivery depends on local carriers, and delivery can also depend on your alert settings and how a transaction is routed.

Take only the cards you are likely to need and keep a separate backup card in a different secure location. Protect receipts and any document that displays a full card number. A small travel wallet or card organizer can help keep cards and receipts together and secured while moving, but it is optional. No evidence in the guidance supports treating an RFID-blocking product as protection against the skimming and account-takeover risks described here.
How to use a card safely while traveling
Keep the card in sight
During a purchase, keep the card in your possession or where you can see it. Do not allow it to disappear behind a counter or be taken to another room. If a merchant needs to use a terminal, ask for the terminal to be brought to you when that is customary and practical. Retrieve the card and receipt before leaving.

Protect the PIN and other credentials
Shield the keypad with your hand or body when entering a PIN, and never disclose the PIN to a merchant, caller, text-message sender, or supposed bank representative. Treat an unexpected request for a card number, security code, password, or one-time code as suspicious. Visa advises using secure official channels and contacting the bank through a number or app obtained independently.
Choose payment settings deliberately
When a terminal offers to charge you in your home currency or the local currency, review the choice carefully and select according to the terms you understand. The fraud-control priority is to keep the transaction on a legitimate terminal, retain your receipt, and verify the amount in the issuer’s account view. If a terminal behaves unexpectedly, displays a different merchant, or requests repeated attempts, stop and ask the merchant to cancel the transaction before trying another method.
Keep receipts and card details secure
Take receipts with you rather than leaving them at the terminal or table. Store them securely until you can reconcile the charges, then destroy them in a way that conceals card information. Avoid photographing the front and back of a card or storing its details in an unprotected note.
How to protect your card at an ATM abroad
Pick the location first
Favor a well-lit indoor ATM, such as one inside a bank or another controlled facility, when possible. Be especially cautious with machines in heavily touristed areas, where criminals may target visitors. If someone is watching closely, offering unsolicited help, or trying to distract you, cancel the transaction and leave.
Inspect the machine before inserting the card
Look at the card slot, keypad, and surrounding faceplate. Do not use the ATM if you see a loose, crooked, damaged, or unfamiliar attachment, mismatched parts, adhesive, or evidence that the housing has been altered. Compare the machine with nearby ATMs if you are unsure. Never force a card into a slot that feels different.

Shield the keypad and end the session completely
Cover the keypad while entering the PIN, even if you do not see anyone nearby. Keep the card and cash out of view as soon as the transaction ends, take the receipt, and make sure the ATM returns to its welcome screen. If the machine retains the card, do not accept help from a stranger; contact the issuer through its verified emergency channel.

Understand what chip cards do—and do not do
Chip cards reduce some counterfeit-card risks, but FBI guidance warns that magnetic-stripe data on chip cards can still be vulnerable. A chip therefore does not make an altered ATM safe. Physical inspection, PIN shielding, choosing a safer location, and monitoring the account remain necessary.
Monitor transactions without relying blindly on alerts
Use alerts as a prompt
Turn on alerts for purchases, cash withdrawals, online transactions, or other categories your issuer offers. Read the merchant name and amount, and compare them with your receipts and itinerary. An alert can help you notice a problem quickly, but it is not a complete fraud-detection system.
Check the issuer account directly
Open the issuer’s app or website regularly and review both pending and posted activity. Do not treat the absence of an alert as proof that every transaction is legitimate: Visa explains that coverage can depend on settings, transaction routing, and delivery availability. Email may work internationally, while SMS availability depends on local carrier permissions for Visa Purchase Alerts.
Separate a delayed posting from an unauthorized charge
Hotels, rental companies, restaurants, and transport providers may place holds or post a final amount later. Compare unfamiliar activity with your receipts and any deposits you authorized, but do not ignore a charge simply because the merchant name is abbreviated or appears after you have moved to another city. If you cannot identify it, ask the issuer whether it is pending, a hold, a recurring payment, or a transaction that should be disputed.

What to do if the card is lost, stolen, or used without permission
Act as soon as you notice a missing card or an unfamiliar transaction. Use this sequence:
- Contact the issuer immediately. Use the official app, the verified international number you saved, or a number obtained from the issuer’s official website. Report the missing card or unauthorized activity and record the time of your report.
- Lock or block the card if that control is available. A temporary lock can stop new transactions while you investigate; ask the issuer whether a permanent block and replacement are needed.
- Ask for the issuer’s dispute procedure. Follow the required steps, deadlines, and documentation rules. Ask whether the issuer can provide an emergency replacement card or another way to access funds at your destination.
- Secure related accounts. If your phone, wallet, or account credentials were also exposed, change the relevant passwords through official channels and tell the issuer what else may be compromised.
- Review activity again. Check recent and subsequent transactions, including small test charges and cash withdrawals. Continue monitoring after the replacement card arrives because recurring or delayed transactions may appear later.
- Keep a complete record. Save receipts, screenshots, correspondence, case numbers, the date and time the card went missing, and the date and time you reported it. The FTC advises U.S. consumers to report promptly and follow up in writing.
- Report theft locally when appropriate. If the card or wallet was stolen, a local police report may help document the event or support an issuer, insurer, or travel-assistance claim. It does not replace notifying the issuer.
What U.S. law says about liability
Do not apply one country’s rules to every traveler or every card. The FTC’s guidance is for U.S. consumers and distinguishes among credit cards, debit cards, and different kinds of unauthorized use.
For a U.S. credit card that is lost and then used without authorization, the FTC says the maximum possible liability after the card is used is $50 when the loss is reported under the applicable rules. Account-number-only misuse, debit-card losses, commercial cards, prepaid products, and transactions outside the relevant network or legal conditions can follow different rules. Visa also notes that its Zero Liability terms contain exclusions, including some commercial and anonymous prepaid transactions and transactions not processed by Visa. Your cardholder agreement and the law that applies to your account control the outcome.
Prompt reporting still matters even when you expect strong protection. It helps the issuer block further use, investigate the transaction, and apply the correct dispute process.
A practical departure and daily-use checklist
Before departure
- Check the issuer’s travel-notice requirement or process.
- Save a verified international phone number and confirm app or web access.
- Confirm destination acceptance, foreign-transaction fees, ATM fees, limits, and emergency replacement options.
- Read official country-specific crime and ATM guidance.
- Enable alerts and verify whether email or SMS will work abroad.
- Pack only necessary cards and store a backup separately.
At each payment
- Keep the card in sight and retrieve it immediately.
- Shield the PIN and never disclose it or a security code.
- Check the amount and merchant before approving.
- Take the receipt and store it securely.
- Reject unsolicited requests for card information; contact the issuer independently.
At each ATM
- Choose a well-lit indoor machine when possible.
- Inspect the slot and keypad for loose, crooked, damaged, or unfamiliar parts.
- Shield the PIN from cameras and people nearby.
- Cancel and leave if the machine or surroundings feel altered or unsafe.
- Take the card, cash, and receipt, then verify the session has ended.
Common mistakes that undermine otherwise good protection
Assuming a travel notice guarantees approval
A notice may help the issuer understand your location, but it does not override fraud controls, acceptance limits, network outages, or account restrictions. Keep a backup payment method and know the emergency contact process.

Assuming a chip prevents every form of skimming
Chip technology addresses some counterfeit risks, while magnetic-stripe data can still be vulnerable. An altered ATM or terminal remains a hazard.
Trusting an incoming message
A caller, email, or text can imitate a bank. Do not click an unsolicited link or provide card details, PINs, passwords, or one-time codes. Open the official app or type the verified website address yourself.
Waiting for an alert before checking
Alerts can be delayed, unavailable, or limited by settings and routing. Direct account review is the control that catches activity when an alert does not arrive.

Carrying every card together
One stolen wallet should not remove every way to pay. Carry fewer cards and keep the backup separate, while preserving the issuer contact details independently.
How to choose issuer controls before booking the trip
When comparing the cards you already hold, verify these account-specific details with each issuer:
- Whether a travel notice is required, optional, or unavailable.
- Whether lock and unlock controls work from abroad and what transactions they stop.
- Which alert categories are offered and whether delivery is by email, SMS, push notification, or another method.
- How to reach emergency support internationally and whether replacement delivery is available at your destination.
- How disputes must be filed, what deadlines apply, and which documents are required.
- Foreign-transaction, ATM, cash-advance, and replacement fees.
- Where the card is accepted and whether a backup network or payment method is needed.
These details can change by issuer, account, destination, and transaction type. Confirm them directly rather than relying on another cardholder’s experience.
