How to Prepare Your Finances Before a Hurricane

By TheFinanceBase Team 11 min read

The most useful financial preparation happens before a warning is issued: gather the records that prove who you are and what you own, protect originals while keeping separate copies, verify insurance and flood coverage, create a property record, and keep accessible cash for an outage. No government source sets one correct cash balance or savings target, so your plan should reflect your household’s expenses, medications, transportation, housing, and ability to save.

1. Build a financial-record inventory

Start with one organized file—paper, digital, or both—that lets you identify accounts, prove ownership, contact institutions, and apply for assistance. FEMA/Ready.gov’s Emergency Financial First Aid Kit (EFFAK) and the Consumer Financial Protection Bureau (CFPB) checklist are useful guides for deciding what belongs in it. The CFPB explains the purpose plainly: “Collecting, copying, and storing your financial information now could help you avoid problems and recover faster after a disaster.”

As an Amazon Associate I earn from qualifying purchases.

Insurance and property records

  • Current homeowners, renters, auto, health, life, and other relevant insurance policies.
  • Declarations pages, policy numbers, insurer telephone numbers, agent details, deductibles, and renewal information.
  • Mortgage, lease, vehicle-loan, and other documents that establish your obligations or interest in property.
  • A home inventory and photographs of valuable belongings, with receipts or appraisals when you have them.

Banking, investments, income, and taxes

  • Bank and credit-union names, account types, customer-service numbers, and the information needed to identify each account.
  • Investment-account records and retirement-plan contacts.
  • Recent income-tax information, pay stubs, and employer-benefit records.
  • Employer contact information, payroll details, and documentation of recurring income.

Keep account identifiers private. A record that helps you contact a bank does not need to contain an online password, personal-identification number, or full authentication details. Use the institution’s official contact method if you need to recover access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Identity, household, and legal documents

  • Identification and household information, including names, dates of birth, addresses, and phone numbers.
  • Contact details for family members, employers, banks, insurers, utilities, landlords, and other essential organizations.
  • Wills, living wills, trusts, and financial or medical powers of attorney.
  • Medical information that a caregiver, doctor, or insurer may need if you are displaced.

Include documents that may be requested for disaster assistance. The EFFAK identifies identity and address information, a reachable telephone number, insurance information, and annual household income as useful records. Keep the version of each document that is current, and note when you last checked it.

2. Protect originals and create separated copies

One damaged folder should not erase your ability to file a claim or prove your identity. The CFPB recommends keeping originals in a water-tight container, fire safe, or bank safe-deposit box, then storing copies somewhere else, such as at work or with a trusted relative or friend.

A practical two-location system

  1. Sort originals by function: identity and vital records, insurance and property, banking and taxes, employment and benefits, and estate documents.
  2. Place the originals in a container or location selected for the hazards you face. A container marketed as water-tight is not automatically fire-rated, and a fire safe is not automatically floodproof.
  3. Make legible paper copies and scan the same records.
  4. Keep the copies in a separate secure location far enough away that the same storm damage is unlikely to affect both sets.
  5. Give a trusted person instructions for locating the copies, without giving that person unnecessary passwords or unrestricted access to your accounts.
  6. Review the file after a move, marriage, divorce, new child, job change, policy renewal, major purchase, or change in financial authority.

Digital copies: useful but not self-protecting

The CFPB checklist discusses scans stored on a flash drive or secure online storage. A flash drive can be available when internet service is down, while online storage can be reached from another device if you can authenticate and connect. Either method can fail: a drive can be lost or damaged, and an online account may be unreachable during a power, connectivity, or login problem. Keep more than one copy, protect devices and accounts with strong security practices, and do not treat duplication as a guarantee against identity theft or loss.

Compare storage choices by the risk you are solving

Storage approach Water protection Fire protection Off-site separation Evacuation access Important limitation
Water-tight container at home Designed for water resistance when properly used; product performance varies. Not established unless the container is also fire-rated. No Usually convenient before evacuation A home may be inaccessible or exposed to more than one hazard.
Fire safe at home Do not assume flood protection. Depends on the safe’s specifications. No Usually convenient before evacuation Heavy or fixed storage may not travel with you.
Bank safe-deposit box Protection depends on the facility and event. Protection depends on the facility and event. Usually yes May be unavailable during closures or evacuation Confirm access rules and keep a separate working copy of critical contacts.
Trusted person or workplace Depends on the location and container. Depends on the location and container. Yes, if geographically separate Access depends on the person or workplace Share only what is necessary and update the copy when records change.
Flash drive Not stated; use protective storage. Not stated. Yes, if stored elsewhere Easy to carry Can be lost, damaged, encrypted without recovery access, or unreadable without a compatible device.
Secure online storage Physical separation from your home may help Physical separation from your home may help Yes Accessible only when device, account, and connection work Service availability, authentication, and internet access are not guaranteed.

These are decision criteria, not test results or guarantees about any particular product. Use at least two storage locations and make sure one copy remains usable if you evacuate.

3. Review insurance before a storm is approaching

Read the current policy documents rather than relying on a remembered conversation or a coverage label. Ready.gov advises households to check insurance for hurricane and flood risks. Ask the insurer or agent to explain the provisions that apply to your home, belongings, vehicle, and temporary living arrangements.

Questions to answer from the policy

  • What property and types of damage are covered?
  • What deductible applies to hurricane or wind damage, and is it different from the ordinary deductible?
  • Are there exclusions, limits, sublimits, or conditions that affect roofs, belongings, additional living expenses, or debris removal?
  • Does the policy cover temporary lodging or other additional living expenses, and what documentation is required?
  • What claim-reporting deadline and evidence requirements apply?
  • Is flood insurance separate, and what waiting period, limits, and exclusions apply to that policy?

Do not assume a standard homeowners policy covers flood losses. Flood definitions, policy availability, deductibles, waiting periods, exclusions, and claim procedures vary by policy and location. The official preparedness guidance establishes the need to review coverage; it does not determine whether your individual loss would be covered.

Make insurer contact possible when you are displaced

Save the insurer’s claims number, policy numbers, agent details, and a copy of the declarations page in your off-site and digital files. Record how the company wants you to report damage and whether it offers a mobile application or online claim channel. Those channels can be useful, but keep a telephone number and paper record in case a device, battery, or connection fails.

4. Create a recoverable record of your property

Photograph or video rooms, major systems, vehicles, and high-value belongings while they are in normal condition. Include serial numbers, model information, receipts, appraisals, and purchase dates when available. Store the images with the financial file and label them with the date and location.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make the record readable to someone who was not present when you created it. A photograph of a cabinet may show that it existed but not identify each item inside. Open drawers and closets, photograph labels, and keep an inventory list that connects an item to its image. Do not delay the rest of your preparation while trying to document every possession perfectly; start with expensive, essential, or difficult-to-replace property.

5. Plan for immediate expenses and keep cash accessible

List the expenses your household might face during the first days after an evacuation or extended outage. Ready.gov’s hurricane guidance points to lodging, food, and fuel as examples. Add expenses specific to your situation, such as transportation, pet care, childcare, prescription replacement, or temporary work arrangements.

Keep some cash in your emergency supplies. Ready.gov states: “During an extended power outage, ATMs and credit card machines may not work.” That is a reason to maintain accessible liquidity, not a recommendation for a particular dollar amount. The official materials do not establish a universal cash figure, and the amount that is practical depends on household size, local prices, transportation, medical needs, and how long you may be without functioning payment systems.

Choose a realistic amount without creating a new risk

  • Estimate essential costs for the first several days using your own bills and likely local prices.
  • Keep only an amount you can secure safely and account for. Cash is useful during an outage but cannot be replaced as easily as a card if stolen.
  • Store it separately from documents and emergency food so one damaged container does not remove every resource.
  • Replenish the amount after using it and check it when you review the rest of your kit.

Do not empty a checking account, skip a required bill, or take expensive debt merely to reach an arbitrary emergency-cash number.

6. Build emergency savings gradually when possible

Ready.gov encourages emergency savings, but the official guidance reviewed here does not set a universal balance, income multiple, or deadline. Start with an amount that fits your budget and automate small contributions if your bank and income make that practical. A separate, accessible savings balance can help with a deductible, temporary lodging, fuel, food, or a missed workday, but it is not a substitute for insurance or a guarantee that every disaster cost will be covered.

Prioritize stability over a headline target. Paying essential bills on time, preserving access to medication and transportation, and avoiding high-cost borrowing may matter more for your household than pursuing a savings figure that is impossible to maintain.

7. Prepare information for disaster assistance

The EFFAK is designed to help households assemble records needed for recovery and a disaster-assistance application. Its indexed material identifies the following information as potentially useful:

  • Your identity and address information.
  • A telephone number where you can be reached.
  • Insurance information.
  • Annual household income.
  • Bank routing and account numbers if you request direct deposit of assistance funds.

Keep these details in the protected file, not in a public post, unsecured message, or document shared more widely than necessary. Routing and account numbers can be needed for a legitimate application, but they are still sensitive financial information. Application rules, eligibility, deadlines, and contact methods can change after a disaster, so consult current official FEMA information when you are ready to apply.

8. Make the plan usable during an evacuation or outage

A complete file is not useful if nobody can find it. Tell the adults who may manage the household where the records are stored and who is authorized to speak with insurers, banks, employers, or medical providers. Write the plan in plain language and include a way to reach the person holding off-site copies.

Before leaving home

  • Take the portable copy of identification, insurance contacts, prescriptions, bank contacts, and emergency instructions.
  • Charge phones and backup batteries while power is available.
  • Confirm that your digital copy can be opened on a device you will actually take.
  • Check that the person holding your off-site copy knows how to reach you.

During an extended outage

  • Use the cash and payment methods reserved for essential purchases.
  • Keep receipts for lodging, food, fuel, repairs, and other potentially claim-related costs.
  • Write down claim numbers, dates, names, and instructions from insurers, landlords, employers, and assistance agencies.
  • Protect documents from rain, flooding, heat, and unauthorized access while you are moving between locations.

9. Common preparation mistakes and how to correct them

Assuming homeowners insurance covers every hurricane loss

Fix: Read the policy, ask specifically about wind, hurricane deductibles, flood, and additional living expenses, and obtain explanations before conditions deteriorate.

Keeping every original in one home drawer

Fix: Use a protected container or safe for originals and place a separate copy with a trusted person, at work, in a safe-deposit box, or in secure digital storage.

Saving scans but not testing access

Fix: Open a sample file periodically, keep recovery information available, and maintain a paper or offline copy of essential telephone numbers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Waiting until a warning to discover missing records

Fix: Inventory policies, account contacts, income records, legal documents, and identity information during calm conditions. Policy changes or new coverage may not be available immediately before a storm.

Putting sensitive account information in an unsecured file

Fix: Limit the file to information needed for identification and contact, protect digital copies, and never include passwords or authentication codes in a document that could be accessed by someone else.

10. A maintenance schedule that keeps the file current

Financial preparation is a maintenance task, not a one-time purchase. Set a recurring reminder to check the file at least when policies renew and whenever your household changes. During the review:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Replace expired identification, policies, contact numbers, and income records.
  • Update the property inventory after major purchases, renovations, or sales.
  • Confirm that legal documents still reflect your wishes and current decision-makers.
  • Check that off-site copies are still with the intended person or location.
  • Verify that digital files open and that you can recover access without relying on a damaged device.
  • Replenish emergency cash and savings after using them.

Local evacuation orders, insurer instructions, disaster-assistance processes, and contact details are situation-specific and can change. Follow current local emergency management guidance during an actual event, and use current official FEMA and Ready.gov information for post-storm applications and safety decisions.

Final checklist

  • Insurance policies, declarations pages, deductibles, and claims contacts are identified.
  • Flood coverage has been checked separately rather than assumed.
  • Bank, investment, tax, income, pay, and employer-benefit records are organized.
  • Wills, trusts, living wills, and powers of attorney are included.
  • Identity, household contact, address, phone, and annual-income information is available.
  • Originals are protected, and copies are stored in a separate location.
  • Digital copies have been tested and are protected from unauthorized access.
  • Property photographs and an inventory are current enough to support a claim.
  • Cash is accessible for an outage, with an amount chosen for your household rather than a generic target.
  • A realistic savings contribution is underway if your budget allows.
  • Receipts, claim numbers, and assistance information can be recorded after the storm.
