You can pay the federal income tax on a Roth conversion with money outside the retirement account by increasing paycheck withholding, adjusting withholding from another eligible payment, sending estimated tax payments from a bank account, or paying the balance electronically or by mail. The conversion itself generally creates taxable income in the calendar year it occurs, so the payment plan must cover that year’s liability rather than waiting automatically until you file.
The amount to fund depends on the taxable part of the conversion, your IRA basis, filing status, other income, deductions, credits, and withholding already taken. Use current IRS guidance and Form 1040-ES or the IRS withholding tools to estimate the shortfall, then choose a payment method that preserves the assets you converted.

What tax a Roth conversion creates
A conversion from a traditional IRA to a Roth IRA is generally included in gross income for the year the conversion occurs. A conversion completed in 2026 is generally reported on your 2026 federal return, even though that return is filed later. Internal Revenue Service (IRS) Publication 590-A (2025) explains that only the taxable portion is included: a return of nondeductible basis is not gross income to that extent.
Your conversion is therefore not a separate flat tax bill. It is added to your other income and taxed under the rules that apply to your filing situation. Existing wage withholding, withholding from other eligible payments, credits and estimated payments all reduce the amount still due.

Publication 590-A states: “If you must include any amount in your gross income, you may have to increase your withholding or make estimated tax payments.” That is the basic answer to paying without surrendering part of the converted account: arrange additional payments from non-retirement cash during the year.
Compare the outside-funding choices
| Method | How it works | Timing and cost considerations |
|---|---|---|
| Increase wage withholding | Submit a new Form W-4 to your employer requesting additional federal withholding from future paychecks. | Payments are spread across pay periods. Recalculate the amount against all income and withholding for the year. |
| Increase withholding from an eligible payment | Ask a payer that permits withholding changes to take additional federal tax from future payments. | Availability depends on the payer and payment type; confirm its procedure and effective date. |
| Estimated tax installments | Calculate the expected shortfall with Form 1040-ES and send payments from a checking or savings account or another outside source. | The IRS divides estimated tax into four payment periods. A payment can be late or insufficient even if you later expect a refund. |
| Direct Pay, IRS online account or EFTPS | Initiate an electronic payment from a bank account through an IRS payment channel. | Direct Pay from checking or savings is free under Publication 505 (2026). Confirm the selected service’s enrollment and transaction limits. |
| Card or digital wallet | Use an IRS-listed payment provider to charge a card or use a digital wallet. | The provider charges a fee. Compare that cost with the convenience and your cash-flow needs. |
| Check or money order | Mail a payment with the current Form 1040-ES voucher or other instructions that apply. | Use the current-year form, allow mailing time and retain proof of delivery and payment. |
| Monthly installment agreement | Apply online to pay an unpaid balance over time when you cannot pay in full by the return due date. | The IRS publication describes a user fee. Eligibility, payment amount and current fees should be confirmed with the IRS. |
Estimate how much outside cash you need
Do not base the payment solely on the amount moved from the IRA. Estimate your full-year federal tax and subtract payments already scheduled or withheld.
- Identify the conversion year. Use the year in which the traditional IRA assets were converted to the Roth IRA. A conversion is generally taxable in that year.
- Separate taxable and nontaxable amounts. Include the taxable part of the conversion in projected income. Nondeductible basis can reduce the amount included in gross income; use your IRA records and the applicable IRS instructions to establish the basis.
- Add all other expected income. Include wages, interest, dividends, business income, pensions and other amounts that affect your federal return. The conversion can change your marginal tax rate and the amount of tax due on other income.
- Subtract expected withholding and credits. Include withholding already taken from paychecks or eligible payments and credits you reasonably expect to claim.
- Check prior-year information. Your prior-year tax and current-year estimate are both relevant to the IRS penalty-safe-harbor rules. Keep the return available when completing Form 1040-ES or reviewing withholding.
- Revisit the estimate after major changes. A second conversion, bonus, job change, investment gain or change in deductions can make an earlier payment too low. Update future withholding or installments rather than assuming the first estimate remains accurate.
The IRS Tax Withholding Estimator, identified by the IRS as “Income & tax payments” and accessed October 13, 2026, can help evaluate withholding and estimated payments. Publication 505 (2026) provides the more detailed worksheets and rules when your income is uneven or your situation is complex.

For someone receiving wages, the simplest outside-funding method is often a new Form W-4. You request an additional dollar amount of federal withholding from each paycheck, and the employer sends that money to the IRS along with ordinary payroll withholding.

- Project the additional federal tax caused by the conversion after considering basis, other income, deductions, credits and existing withholding.
- Decide how many paychecks remain in the conversion year. Divide the amount you want withheld among those pay periods, allowing a margin for changes in income.
- Submit a new Form W-4 through your employer’s payroll process. Use the form’s additional-withholding field rather than reducing your retirement contribution or taking money from the converted account.
- Check the next pay statement to verify that the new amount is being withheld and confirm the effective date with payroll.
- Recheck the projection if your pay, filing status or other income changes. Replace the form if the remaining withholding no longer matches the expected liability.
Withholding has a timing advantage: amounts withheld from wages are generally treated as paid throughout the year for estimated-tax purposes, while an estimated installment must meet the period-specific deadline. That does not make an arbitrary withholding amount safe; it still needs to be large enough when measured against your overall tax and the applicable IRS rules.
Adjust withholding from another eligible payment
Some pension, annuity or other payment sources allow you to change federal withholding. If a payer offers that option, request additional withholding and ask when the change will take effect. Publication 590-A specifically identifies increased withholding as an alternative to estimated payments when a conversion creates income that must be included in your return.
Do not assume every payer can withhold an amount on demand. Confirm the available election, minimums, processing deadline and whether the payer uses a form or an online request. Include the added withholding in your full-year estimate; it is not a substitute for checking whether your total payments satisfy the IRS rules.
Pay estimated tax from a bank account or other outside funds
Estimated tax is the direct way to send money during the year when withholding cannot be increased enough. Form 1040-ES provides the calculation and vouchers. The IRS divides the year into four payment periods, each with its own due date; use the current-year Form 1040-ES instructions for those dates.

Set the installment amount
Start with your projected annual tax, subtract expected withholding and credits, and allocate the remaining amount to the four periods. If your income arrives unevenly, the IRS permits an annualized-income approach in appropriate cases. That method can produce unequal installments that better match when the income, including a conversion, actually occurs. Publication 505 (2026) explains the worksheets and limitations.
Choose a payment channel
- Direct Pay: transfer from checking or savings without a payment-provider fee. Save the confirmation number.
- IRS online account: use the account’s payment function if you have access and the payment type is supported.
- EFTPS: use the federal electronic payment system when its enrollment and scheduling features fit your needs.
- Card or digital wallet: pay through an IRS-listed provider and review the provider fee before submitting.
- Mail: send a check or money order with the appropriate current-year Form 1040-ES voucher. Keep a copy and evidence of mailing.
Apply the payment to the correct tax year and payment type shown in the IRS instructions. A payment sent for the wrong year can fail to reduce the liability you intended to cover, even though money left your bank account.
Understand the underpayment-penalty rules
The IRS generally expects estimated payments from individuals who expect to owe at least $1,000 when they file, after subtracting withholding and refundable credits. The $1,000 figure is a general threshold, not a personalized tax calculation, and special rules apply to some taxpayers.
For many taxpayers, an underpayment penalty can generally be avoided by meeting the applicable safe harbor: paying at least 90% of current-year tax or 100% of prior-year tax, whichever rule produces the smaller required amount under the IRS instructions. Higher-income taxpayers and other circumstances can have different requirements, so use the current Form 1040-ES and Publication 505 guidance rather than treating those percentages as universal.

Payment timing matters. Estimated tax is divided into four periods, and a late or insufficient installment can create a penalty for that period even when your final return shows a refund. If income is uneven, annualizing income may permit unequal payments; it does not automatically erase a missed deadline.
Withholding and estimated payments are not interchangeable in every calculation. If you rely on a new W-4, verify that payroll actually began the extra withholding. If you rely on an installment, submit it by the period’s due date and retain the confirmation or mailing evidence.

Card or digital-wallet payment
The IRS uses payment providers for card and digital-wallet transactions. Providers charge fees, so the tax payment is greater than the amount credited to the IRS. Review the fee and refund or dispute terms before authorizing the transaction. This route may be useful when bank-transfer timing or account access is a problem, but it should not be mistaken for a fee-free option.

Check or money order
Use the current-year Form 1040-ES voucher when mailing an estimated payment. Write the requested identifying information exactly as the instructions specify, use the correct payment address for your location and retain a copy of the voucher and payment. Mailing time can affect whether the installment is considered timely.
Electronic funds withdrawal when filing
Publication 505 also describes electronic funds withdrawal arranged through tax software or a tax professional for a balance due with a filed return. This pays from a bank account rather than the retirement account, but waiting until filing can expose you to an earlier estimated-payment obligation or an underpayment penalty. Use it as part of a complete payment plan, not as a reason to ignore the four installment periods.
If you cannot pay the full balance
If the conversion leaves a balance you cannot pay by the return due date, the IRS describes an online monthly installment agreement. A user fee applies. The agreement can address the unpaid balance, but it does not retroactively make an earlier estimated installment timely or necessarily eliminate an underpayment penalty.
- Pay as much as you can by the return due date from non-retirement funds.
- Review the IRS’s current eligibility requirements, user fee and application terms before applying online.
- Continue making required payments under the agreement and keep current on later tax obligations.
- Reassess withholding or estimated payments so a future conversion or other income does not create another avoidable balance.
Choose a method by cash flow and complexity
| Your situation | Practical starting point | Watch for |
|---|---|---|
| Steady wages and several paychecks remain | Additional Form W-4 withholding. | Too little time left in the year can force an unrealistically large per-paycheck amount. |
| No wages or withholding cannot be changed | Form 1040-ES installments from a bank account. | Four period deadlines and the correct tax-year designation. |
| Income arrives in one large or irregular transaction | Annualized-income calculation or a targeted estimated payment. | Publication 505 worksheets and period-specific penalty calculations. |
| Need a no-fee electronic option | Direct Pay from checking or savings. | Account information, payment confirmation and processing date. |
| Need card or digital-wallet convenience | IRS-listed payment provider. | Provider fee and the total amount charged. |
| Cannot pay in full by filing | Pay what you can, then review an online monthly installment agreement. | User fee, eligibility and continuing interest or penalties under applicable rules. |
| Multiple income sources, large basis questions or high income | Publication 505 worksheets and qualified tax advice. | Special estimated-tax rules and the need to coordinate federal and state payments. |
Federal guidance does not settle state taxes
The methods above address federal individual income tax. A state may tax a Roth conversion differently, use different estimated-payment thresholds or deadlines, or have no individual income tax at all. Check the tax authority for every state in which you are liable and make a separate state payment when required.
The federal result also depends on facts this guide cannot calculate: filing status, total income, IRA basis, deductions, credits, withholding, prior-year tax and the conversion date. For a large conversion, a conversion involving several IRAs, uncertain basis or an uneven-income year, a qualified tax professional can help apply the current-year rules.
Remember that a completed conversion generally cannot be undone
Publication 590-A says conversions in tax years beginning after December 31, 2017, generally cannot be recharacterized. Before converting, make sure you can keep enough non-retirement liquidity to pay the resulting tax and any required installments. Paying the tax from outside funds preserves the full amount moved into the Roth IRA, but it requires that cash to be available when payments are due.
