How to Pay GST Interest Through the Electronic Cash Ledger

By TheFinanceBase Team 11 min read

GST interest is paid from the Electronic Cash Ledger, not the Electronic Credit Ledger. If the cash balance for the relevant GSTIN is too low, add money by going to Services > Payments > Create Challan, paying the challan through a portal-supported method, and waiting for successful bank confirmation. The confirmed amount is credited to the Electronic Cash Ledger (GST PMT-05).

After the cash is available, discharge the interest in the workflow that created the liability. A delayed return payment, such as GSTR-3B, and a voluntary or demand-related payment through DRC-03 do not share one universal final screen sequence. Identify the form, tax period, tax head and minor head before offsetting the amount.

What paying GST interest through the Electronic Cash Ledger means

The Electronic Cash Ledger (ECL) is the GST Portal account that records cash deposited by a taxpayer and cash used for tax, interest, penalty, fee or other permitted liabilities. GSTN’s payment FAQ identifies this ledger as GST PMT-05. A challan payment is not available for offset until the authorised bank has successfully confirmed it; after confirmation, the amount is credited to the ECL. See the GSTN explanation of online payment crediting at GSTN’s Online Payments Modes.

Interest is a cash-ledger liability. You cannot use an available balance in the Electronic Credit Ledger to pay it, even if that credit ledger has enough input tax credit. The cash must be present under the correct GSTIN and then selected or applied in the applicable return or payment form.

The important distinction is between funding the ECL and discharging the interest. Creating and paying a challan only puts cash into the ledger. It does not, by itself, settle the interest row in a return or DRC-03. Settlement occurs when the relevant liability is offset in that workflow and the portal records the corresponding debit.

Identify the liability before opening a challan

Do not begin by depositing an arbitrary amount. First establish why the interest exists and which form must carry the payment. Use the following checks:

  • Return-based delay: Determine whether the amount arose from a late or short payment in a return such as GSTR-3B, and note the exact tax period and return due date.
  • Separate payment: Determine whether the payment belongs in DRC-03, for example a self-assessed liability or another situation for which that form is prescribed.
  • Tax and minor heads: Record the applicable major head and minor head. Cash deposited under the wrong head may not be usable for the intended interest row without a permitted transfer or correction process.
  • Amount: Separate tax, interest, penalty and fee instead of treating the total as one figure. The payment screen can require each liability category separately.
  • Period and GSTIN: Confirm that the return period, registration number and legal entity match the liability. A payment made under another GSTIN is not a substitute for funding the correct ledger.

These checks matter because the portal’s final offset screen depends on the source of the liability. The challan route is the common way to add cash, but the final debit is made in the return or payment form that generated the obligation.

Check the Electronic Cash Ledger balance

Sign in to the GST Portal for the GSTIN that owes the interest and open the payment or ledger area where the Cash Ledger Balance is displayed. GSTN’s payment guidance describes the ledger balance as available to the taxpayer in the payment context; the exact menu presentation can change as the portal is updated. Check the balance before creating a challan and again after the bank confirms payment.

Compare the usable cash balance with the amount that must be offset. Include any other payments that are about to use the same balance, because a balance shown before another transaction is not necessarily available when the interest is finally offset. Keep a note or export of the opening balance, challan amount and post-payment balance so the debit can be reconciled later.

If the balance is sufficient, do not create a duplicate challan merely because the interest appears on a return screen. Proceed to the applicable return or DRC-03 workflow and use the existing cash. If the balance is insufficient, fund it as described below.

Add cash with a GST challan when the balance is short

GSTN’s FAQ gives the route for adding cash to the ledger: Services > Payments > Create Challan. The FAQ is available at GSTN’s Form GSTR-5A payment FAQ. Although that FAQ discusses a particular return context, the cited route is the portal instruction for creating an additional challan when the cash ledger does not contain enough funds.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Sign in to the correct GSTIN. Check the registration shown in the portal header before starting the payment.
  2. Open the challan page. Select Services > Payments > Create Challan.
  3. Enter the amount to be deposited. Fund the shortfall and any additional cash you deliberately intend to keep available. Do not confuse the deposit amount with the interest amount; the deposit is a credit to the ledger, while the interest is a liability to be offset later.
  4. Review the challan details. Check the GSTIN, amount and relevant head allocations shown by the portal. Correct an error before generating the challan rather than relying on a later adjustment.
  5. Choose a portal-supported payment method. GSTN’s online-payment guidance describes e-payment through an authorised bank. The available choices can depend on the portal and bank session; the cited FAQ does not establish a permanent, exhaustive list of every method currently displayed.
  6. Complete the bank step. Save the challan reference and payment evidence. A payment is not treated as ledger cash merely because the bank page was opened or a transaction was initiated.
  7. Wait for successful bank confirmation. GSTN states that, after successful confirmation from the bank, the challan amount is credited to the Electronic Cash Ledger, GST PMT-05. Return to the ledger and verify the credit before attempting to offset interest.

If the bank debits your account but the cash ledger does not update, keep the challan number, bank transaction reference, date, amount and account statement. Check the payment status shown by the portal and bank before paying a second time; duplicate deposits can create a reconciliation problem even though they do not erase the original liability.

Discharge the interest in the correct workflow

Once the cash credit is visible, open the form that contains the liability. The two principal contexts covered by the official material are a return payment such as GSTR-3B and a DRC-03 payment. They share the need for cash in the ECL but differ in how the liability is presented and recorded.

Point to compare Return-based payment, such as GSTR-3B DRC-03 payment
Source of liability Interest calculated for a return period, including delayed payment of the return liability. A separate payment application for the liability selected in DRC-03.
Where cash is used The return’s payment or offset stage uses the ECL to settle the interest shown for that period. The DRC-03 liability table contains an Interest row and an amount to be adjusted from Cash.
Need to fund the ECL first? Yes, when the available cash is less than the amount to be offset. Yes, when the cash required for the DRC-03 rows exceeds the balance.
Additional matching or adjustment issue Check that the period and the return’s liability agree with the payment being made. Adjustment is allowed across major heads for the same minor head, but not across different minor heads, according to GSTN’s process document.
Evidence available here GSTN’s current interest advisory explains the enhanced GSTR-3B computation from the January 2026 tax period. GSTN’s process document supports the liability-row structure and head-adjustment rule, but not a complete current, field-by-field walkthrough for every DRC-03 scenario.

When the interest belongs to GSTR-3B

Open the relevant GSTR-3B for the tax period, review the interest amount presented by the portal, and proceed through the return’s payment and offset screens. Make sure the ECL has enough cash for the interest and any other cash-only amounts being paid at the same time. The portal then records the cash debit when the return payment is successfully offset and filed.

From the January 2026 tax period, GSTN changed the GSTR-3B interest calculation to consider the minimum ECL balance from the return due date until the date on which the tax payment is offset. GSTN says that interest for delayed January 2026 returns is auto-populated in the February 2026 GSTR-3B. The advisory is available as a PDF at GSTN’s Advisory on Interest Collection and Related Enhancements in GSTR-3B.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Auto-population is not a blanket waiver or a final guarantee that the number is complete. GSTN expressly describes the auto-populated amount as the minimum interest required to be paid. Self-assess the liability and increase the value in GSTR-3B if the legal calculation produces a higher amount. Keep the calculation supporting any upward amendment.

When the interest belongs to DRC-03

Use the DRC-03 process rather than trying to force a separate liability into a return that did not generate it. GSTN’s process document shows separate rows for tax, interest, penalty and other amounts, including an Interest row and a cash adjustment field. Enter the amount under the applicable liability and use cash from the ECL for the adjustment.

The DRC-03 document states that adjustment can be made across major heads when the minor head is the same. It does not permit adjustment across different minor heads. Therefore, an apparently adequate total cash balance may still fail to settle a row if the head allocation does not comply with that rule. Review the demand or self-assessment details and the minor head before submitting.

The available official material does not establish one current, field-by-field DRC-03 sequence for every reason a taxpayer may file the form. Follow the labels presented for your specific DRC-03 reason, preserve the acknowledgement and payment references, and verify that the submitted form shows the interest amount as paid from cash.

Understand the GSTR-3B interest formula used from January 2026

GSTN’s 2026 advisory gives this formula for the enhanced GSTR-3B computation:

Interest = (Net Tax Liability – Minimum Cash Balance in ECL from due date to date of debit) × (No. of days delayed / 365) × Applicable Interest Rate

Each term has a specific meaning in the advisory:

  • Net Tax Liability: The liability to which the delayed-payment calculation applies in the relevant GSTR-3B context.
  • Minimum Cash Balance in ECL: The lowest cash balance maintained during the period beginning on the return due date and ending when the tax payment is debited or offset.
  • No. of days delayed: The delay period used by the calculation for that return.
  • 365: The days-per-year denominator printed in GSTN’s formula; it is not an independently stated statistic.
  • Applicable Interest Rate: The rate legally applicable to the particular liability. The advisory’s formula should not be treated as a universal rate for every GST interest situation.

The minimum-balance element means that cash already sitting in the ECL can affect the amount calculated for the specified period; it is not enough to look only at the balance on the date you finally pay. The change is specifically described for delayed GSTR-3B returns from the January 2026 tax period, with the resulting interest auto-populated in the February 2026 GSTR-3B. Do not extend this formula automatically to DRC-03, older periods or another type of GST interest without checking the rule that governs that liability.

Confirm the debit and keep an audit trail

After offsetting the liability, review the cash-ledger transaction or filed payment record for the correct GSTIN and amount. The GST Portal manual documents viewing debit entries for tax and interest payment, although the cited manual is for the discontinued quarterly GSTR-4 process through financial year 2018-19. It is useful as general context for ledger records, not as a current GSTR-3B click-by-click guide. The manual is at GSTN’s Form GSTR-4 Quarterly Return manual.

  • the return period or DRC-03 reason;
  • the interest calculation and any self-assessment adjustment;
  • the challan number and bank transaction reference used to fund the ECL;
  • the date and amount credited to GST PMT-05;
  • the filed return or DRC-03 acknowledgement;
  • the cash-ledger credit and subsequent debit entries; and
  • any portal or bank correspondence about a delayed status update.

Match the challan credit to the later debit rather than reconciling only the bank statement. The bank statement proves that money left the account; the GST ledger proves that the portal received and applied it to the intended liability.

Troubleshoot common payment failures

The balance is still insufficient after paying the challan

Check whether the bank actually confirmed the transaction and whether the credit appears under the same GSTIN. A generated challan or a pending bank response does not equal a GST PMT-05 credit. If confirmation is complete but the credit is absent, use the saved challan and bank references when contacting the relevant bank or GST support channel instead of creating repeated payments.

The portal shows interest higher than the auto-populated amount

For the affected GSTR-3B periods, treat the auto-populated value as a minimum, not a ceiling. Recalculate using the facts for the return, including the minimum ECL balance during the period specified by GSTN, and amend the interest upward where required. Do not use the GSTR-3B formula as a substitute for the rule governing a different liability type.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The cash exists but cannot be applied to the interest row

Review the tax head and minor head. In DRC-03, GSTN’s stated adjustment rule permits movement across major heads only when the minor head is the same; different minor heads cannot be crossed. Correct the allocation or obtain the appropriate procedural guidance for the liability rather than assuming the total cash balance is freely interchangeable.

The taxpayer tried to use input tax credit

Move back to the cash-payment stage. Interest must be discharged from the ECL; an Electronic Credit Ledger balance cannot settle that cash-only liability.

The payment is being made in the wrong form

Stop before submitting. A return-generated interest amount belongs in the relevant return workflow, while a separate liability may require DRC-03. Confirm the originating notice, self-assessment, return period and payment instructions for the GSTIN.

A concise decision checklist

  1. Identify the GSTIN, tax period, source of liability and applicable minor head.
  2. Open the cash-ledger balance and record the amount currently available.
  3. If the balance is short, use Services > Payments > Create Challan.
  4. Pay through a portal-supported method and wait for successful bank confirmation.
  5. Verify the challan credit in GST PMT-05.
  6. Open the originating GSTR-3B, DRC-03 or other applicable payment workflow.
  7. Review the interest calculation; for the specified post-January-2026 GSTR-3B periods, check the minimum-balance computation and treat auto-population as the minimum.
  8. Apply cash to the interest row, respecting the relevant head and minor-head rules.
  9. Submit or file the payment and save the acknowledgement.
  10. Reconcile the cash-ledger credit, liability debit, bank record and filed form.

The practical sequence is therefore: identify the right liability, fund the Electronic Cash Ledger if necessary, and then offset interest in the form that created the obligation. The challan supplies cash; only the applicable return or payment workflow discharges the interest.
