To open an individual National Pension System (NPS) account, use either the official NPS Trust eNPS online platform or a PFRDA-registered Point of Presence (PoP). Complete the current All Citizen Model application, submit the identity, address and category-specific documents requested, and keep the acknowledgement number. That number lets you follow the application. Once the account is opened, the Permanent Retirement Account Number (PRAN) identifies your NPS account for life, even if you change jobs, sectors or locations.
This guide covers voluntary accounts under the All Citizen Model. Central-government employees, other employer-linked subscribers and children applying under NPS Vatsalya have different procedures and should not use these steps as a substitute for their applicable process.

Who can open an All Citizen Model NPS account?
The All Citizen Model is the voluntary route for an individual who is not opening an NPS account through a sector-specific employer or government process. According to the current PFRDA overview, an applicant must meet all of the following conditions:

- Be an Indian citizen, whether resident or non-resident, or an Overseas Citizen of India (OCI).
- Be between 18 and 85 years old.
- Satisfy the applicable know-your-customer (KYC) requirements.
- Be legally competent to enter into a contract.
- Open the account for themselves; the account cannot be opened on another person’s behalf.
Hindu Undivided Families (HUFs) and Persons of Indian Origin (PIOs) are not eligible under the eligibility summary on the PFRDA All Citizen Model page. Eligibility and KYC rules can change, so confirm the live official requirements before submitting an application.

Do not use this route if another NPS process covers you
A central-government employee follows the government-employee model. PFRDA describes online PRAN generation for that group through eNPS or a Centralized Subscriber Registration Form (CSRF), rather than the ordinary voluntary-account sequence. NPS Vatsalya is a separate scheme for eligible minors, and NPS Sanchay is a separate initiative aimed at rural and informal workers. If your employer, department or scheme has given you a prescribed form or channel, follow that instruction instead of opening a second All Citizen Model account.
Choose how to enroll: eNPS or a registered PoP
PFRDA recognizes two broad enrollment routes for an individual All Citizen Model account. Both require the applicant to provide the requested registration information and supporting documents; neither route changes what a PRAN is.
| Enrollment route | How it works | Assistance and follow-up | Suitable when |
|---|---|---|---|
| eNPS online | Use the NPS Trust’s official online platform and enter the current online application data. | Self-service. Retain the acknowledgement number and use the official status facility. | You are comfortable entering your own information and uploading or submitting the required proofs through the live platform. |
| Registered Point of Presence (PoP) | Apply through a PFRDA-registered service point, online or physically depending on that PoP’s service capability. | The PoP is the assisted registration and KYC channel and first point of contact. Keep the receipt or acknowledgement details and use the PoP or its Central Recordkeeping Agency (CRA) instructions for follow-up. | You want help completing the form, checking KYC documents or submitting an application. |
PFRDA’s published material does not establish that one route is faster, cheaper or more likely to be approved. Select based on the assistance you need and the current services offered by the official channel. Use only a PoP shown as registered by PFRDA; do not assume that a bank branch, agent or website is authorized merely because it offers retirement products.

The following is PFRDA’s high-level document summary. It is not an exhaustive proof list. The current subscriber registration form for your category controls which documents and formats are accepted, so read that form and the live channel instructions before uploading copies or visiting a PoP.
| Applicant category | PFRDA-listed document categories |
|---|---|
| Resident individual | Recent photograph, PAN card and proof of address. |
| Non-resident Indian (NRI) | Recent photograph, PAN card, Indian passport, proof of address in India and proof of an NRE or NRO bank account. |
| Overseas Citizen of India (OCI) | Recent photograph, PAN card, OCI card, proof of address in a foreign country and proof of an NRE or NRO bank account. |
How to use the document list safely
- Match the application category to your status. An NRI or OCI should not use a resident-only checklist.
- Check that names, dates of birth and addresses are consistent across the application and proofs. If a document uses a different name or address, resolve the discrepancy or ask the PoP what supporting explanation is accepted.
- Use the current form’s instructions for photograph dimensions, signatures, scans, self-attestation and file formats. Those details are operational requirements and can change.
- Keep the originals or clear copies available if a PoP or KYC review asks to see them.
The NRI/OCI registration form is category-specific. Its instructions about PRAN-card or welcome-kit choices and any charge shown on that form should not be treated as a general resident rule. Check the current version and applicable charges before relying on them.

Step-by-step: opening your account
1. Confirm the correct NPS model and your eligibility
Decide first whether this is a voluntary All Citizen Model application. Confirm your age, citizenship or OCI status, legal capacity and KYC readiness. If you are already covered through a government or employer process, stop and use that sector’s instructions; opening an individual account through the wrong route can create avoidable account and contribution complications.
2. Select the official enrollment channel
For self-service enrollment, start at the official NPS Trust eNPS platform. For assisted enrollment, select a PFRDA-registered PoP and ask whether it accepts online applications, physical forms or both. The live eNPS interface and PoP procedures can be updated, so follow the labels and prompts displayed at the time you apply rather than relying on an old screenshot or third-party walkthrough.
3. Start the current application
Enter the personal, contact, bank and nominee information requested by the current subscriber registration form or online fields. Choose the correct residential category and account options. Read every declaration before accepting it; an application submitted with a wrong category, misspelled name or incorrect contact detail may require correction before the account can be activated.
4. Submit the documents required for your category
Provide the photograph, PAN and address proof required for a resident application, or add the passport, OCI card, foreign or Indian address evidence and NRE/NRO account proof where your category requires them. Submit documents exactly as the current form or channel specifies. Do not substitute a document simply because it worked for someone else; acceptance depends on the current KYC rules and the applicant category.
5. Review the data before final submission
Check the spelling of your name, date of birth, PAN, address, mobile number, email address and bank details. Confirm that the correspondence address is one where you can receive the account-opening kit if you choose that option. Save or print a copy of the completed application and the documents you supplied.

6. Obtain and preserve the acknowledgement number
PFRDA says an acknowledgement number is issued after submission. Treat it as your application reference: record it with the submission date, channel used and contact details supplied. A PoP may also provide a receipt or other reference, while eNPS displays its own confirmation. Keep every reference together until the PRAN and account access details are received.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches7. Track the application using the official facility
PFRDA’s FAQ says the acknowledgement number can be used to check application status online. Use the status facility provided by the official channel, entering the reference exactly as issued. If the status remains unchanged, shows a KYC problem or requests a correction, contact the PoP or CRA through the official contact route and quote the acknowledgement number. Do not submit a duplicate application merely because an update is not immediate; first establish whether the original is pending, rejected or awaiting clarification.
8. Receive and secure the account-opening kit
PFRDA’s FAQ says that, if the kit is opted for, it contains the PRAN card and account passwords and is sent to the correspondence address within a fortnight of receipt of the application. This is the FAQ’s stated expectation, not a guaranteed delivery deadline. Confirm the current kit option and delivery process on the service channel you used. When the kit arrives, store the PRAN securely, change or protect passwords as instructed and do not share authentication information with an unverified caller or intermediary.
What PRAN means and why it follows you
PRAN stands for Permanent Retirement Account Number. PFRDA’s All Citizen Model FAQ defines it as “a unique identification number allotted to a subscriber for his/her Individual Pension Account opened under NPS.” The FAQ also states that “The PRAN remains unchanged even though the subscriber shifts employment / sector /location.”
In practical terms, PRAN is the identifier attached to your individual NPS relationship, not a temporary number tied to one employer, branch or city. If you change employment, move between locations or change the sector through which you are covered, the number remains the same. Keep it available when communicating with the CRA, PoP or another authorized NPS service channel. A change of address, mobile number or email is a profile update; it is not a reason to seek a new PRAN.

PRAN is not the same as an acknowledgement number
The acknowledgement number identifies your application while it is being processed. PRAN identifies the NPS account after it is allotted. Keep both records until the application is complete, then retain the acknowledgement as evidence of the original submission and use the PRAN for account-related requests.
Tier I and Tier II: choose the right account structure
Tier I is the individual pension account and the default NPS pension account. It is the account associated with the PRAN and is governed by the applicable NPS exit and withdrawal rules.
Tier II is an optional investment account. PFRDA says it requires an active Tier I account, and withdrawals from Tier II are unrestricted. The PFRDA overview also describes Tier II as not eligible for tax benefits. Tax treatment and withdrawal conditions can depend on current law and the transaction, so do not infer a specific deduction, tax saving or final tax outcome from the account label alone.
| Feature | Tier I | Tier II |
|---|---|---|
| Role | Core individual NPS pension account. | Optional investment account. |
| Availability | Opened under the NPS account application. | Requires an active Tier I account. |
| Withdrawals | Subject to applicable NPS exit and withdrawal rules. | Unrestricted, according to PFRDA’s overview. |
| Tax description in PFRDA overview | Described as eligible for tax benefits, subject to current law and conditions. | Described as not eligible for tax benefits. |
Fees, tax and other details that can change
PFRDA’s overview directs subscribers to the applicable charges of service providers, CRAs, pension funds and custodians. A current route-specific opening-fee schedule was not established in the official material used here, so do not rely on a remembered amount or on a fee printed in an old form. Ask the eNPS checkout or PoP for the current charge before paying, and request a receipt.

Likewise, the overview’s statement that Tier I is tax-benefit eligible and Tier II is not does not by itself establish a deduction amount, eligibility under a particular tax regime or the tax result of a withdrawal. For a tax decision, check the current Income Tax Department rules for your assessment year and circumstances.

Common mistakes and how to recover
Using the wrong category
A resident, NRI and OCI application can require different proofs. If you selected the wrong category, contact the official channel before submitting a second application and ask whether the record can be corrected or must be withdrawn and resubmitted.
Applying through an unverified intermediary
A website, agent or branch may use NPS terminology without being a registered PoP. Verify the PoP’s registration through PFRDA or use the official eNPS platform. Never hand over account passwords or one-time authentication codes to someone who contacts you unexpectedly.
Discarding the acknowledgement
Without the acknowledgement number, status enquiries become harder. Save the confirmation page, email, receipt and submission date in two secure locations.

An acknowledgement confirms submission, not final account creation. Use the official status facility and respond to any KYC clarification. The FAQ’s “within a fortnight” statement applies to delivery of an opted-for kit after receipt of the application and should be treated as an expectation rather than a promise that every application will be completed in that time.
Submitting inconsistent information
Differences in names, dates of birth, addresses or PAN details can lead to a KYC query. Review the form against each proof before final submission and retain evidence of any correction request.
After PRAN is allotted: keep your records usable
- Record the PRAN with the date it was allotted and the channel that handled the application.
- Secure the PRAN card and account passwords separately from ordinary email or messaging accounts.
- Update contact or correspondence details through the authorized CRA or PoP process when they change.
- Use the same PRAN when your employment, sector or location changes; do not apply for another number solely because of a move.
- Keep contribution receipts, statements and status correspondence for your own records and future service requests.
The account-opening task is complete when the application has been accepted, the PRAN has been allotted and you can access the account through the authorized service channel. Future contributions, withdrawals, nominations and tax decisions follow the current NPS rules and service-provider procedures, which should be checked separately when you need them.
