How to Open an NPS Account and Choose Between Tier I and Tier II

Under India’s National Pension System (NPS) All Citizen Model, you open Tier I through the NPS Trust’s eNPS platform or a PFRDA-registered Point of Presence (PoP). Tier I is the core, retirement-focused account. Tier II is optional, requires an active Tier I account, and offers easier access to money but no Tier II tax benefits. Start by confirming eligibility and the correct subscriber route, then use the current PFRDA form and document list rather than older FAQ figures.

Confirm that the All Citizen Model is the right route

The instructions below apply to people enrolling under NPS’s All Citizen Model. If you are joining through a government department, employer-sponsored arrangement, or another sector-specific channel, identify that status first: the enrollment path and service process may differ from an individual application.

Current eligibility

PFRDA’s current NPS All Citizen Model page says Indian citizens, whether resident or non-resident, and Overseas Citizens of India (OCIs) aged 18 to 85 may subscribe if they satisfy the applicable KYC requirements. The same page says Hindu Undivided Families (HUFs) and Persons of Indian Origin (PIOs) are not eligible under this model.

NPS is an individual account. PFRDA states: “NPS is strictly an individual pension account and cannot be opened on behalf of another person.” That means a parent, spouse, employer, or adviser cannot create the account as the subscriber for you; the application and KYC belong to the individual who will hold the account.

Why the age figure matters

Some older PFRDA FAQ material still displays an 18-to-70 age range. For a current All Citizen Model application, use the 18-to-85 range on the current scheme page and confirm the live eligibility statement before submitting. Do not combine the older FAQ table with current scheme guidance when the figures conflict.

Choose where to apply: eNPS or a registered PoP

There are two official opening channels:

  • NPS Trust eNPS: an online route for completing subscriber registration and submitting the required information and documents.
  • A PFRDA-registered Point of Presence (PoP): you may apply online or physically. A PoP can assist with registration and KYC and provides related subscriber services after opening.

PFRDA’s All Citizen Model FAQ describes these choices and says you should retain the acknowledgement number issued with the application. Use that number to track the application status online. The exact screens, accepted file formats, appointment procedures, and charges can vary by the provider, so verify those operational details directly with the official eNPS service or the PoP you select.

Which route is more practical?

  • Use eNPS when you can complete digital KYC and document uploads yourself and want to submit without visiting an office.
  • Use a PoP when you want help checking the form, identity documents, or KYC process, or when a physical submission is more convenient.
  • Check your sector first when your employer or government department already operates an NPS enrollment channel. An employer-linked process may have its own instructions even though the underlying account is still governed by NPS rules.

Prepare the documents for your category

The current PFRDA scheme page gives broad document categories and directs applicants to the current subscriber registration form for the accepted proof types and complete requirements. Have clear, current documents ready before starting; a mismatch between your application details and KYC proof is a common reason for delays.

Resident individual

For a resident individual, the current list includes:

  • A recent photograph.
  • PAN.
  • Proof of address.

Use the current form’s list of acceptable address-proof documents and any format, validity, or self-attestation rules shown there. Do not assume that a document accepted by one financial service will automatically be accepted for your NPS application.

Non-resident Indian or OCI applicant

The NRI/OCI list includes:

  • PAN.
  • The relevant Indian passport or OCI card.
  • Proof of address.
  • Proof of an NRE or NRO bank account.

Check the current registration form for the exact document combinations and upload or physical-copy specifications. Eligibility to open Tier I does not mean an NRI or OCI can use every NPS account feature: PFRDA says NRIs and OCIs with Tier I are not permitted to activate Tier II.

Before you upload or submit

  • Make sure your name, date of birth, and address are consistent across the application and identity documents.
  • Use a recent photograph that meets the current provider’s size and file requirements.
  • Keep the original documents available if a PoP asks to inspect them.
  • For NRI/OCI applications, confirm that the bank-account proof identifies the NRE or NRO account required by the form.
  • Do not send documents or money to an unverified intermediary. Use eNPS or a PoP that is currently registered with PFRDA.

How to open the account step by step

  1. Confirm the model and your eligibility. Read the current All Citizen Model eligibility statement on PFRDA’s scheme page. Confirm that you are applying as an eligible individual, not as an HUF or PIO, and identify whether an employer or government-sector process applies to you.
  2. Select eNPS or a registered PoP. Decide whether you will complete the process online yourself or use a PoP’s online or physical assistance. Check the provider’s current registration, document format rules, and any displayed service charges before proceeding.
  3. Start the subscriber registration. On eNPS, enter the requested personal, contact, bank, and nominee information in the online fields. At a PoP, complete the current subscriber registration form with the representative’s instructions. The form, rather than an old FAQ table, controls the required fields and acceptable proofs.
  4. Submit category-specific KYC documents. Upload or provide the recent photograph, PAN, and address proof for a resident application. An NRI/OCI applicant must also provide the relevant passport or OCI card and NRE/NRO bank-account proof. Ensure every copy is legible and the details match the registration data.
  5. Review the declarations and submit. Check spelling, date of birth, bank details, nominee information, and communication address before final submission. Save a copy of the completed form or confirmation page where the provider makes one available.
  6. Retain the acknowledgement number. The PFRDA FAQ says this number can be used to track status online. Keep it with the submission date and the provider’s contact details until the account is active.
  7. Receive and record the PRAN. A Permanent Retirement Account Number (PRAN) is allotted to your individual pension account. The PRAN remains with you when you change employment, sector, or location; you do not open a new NPS identity merely because your job or address changes.
  8. Decide whether to activate Tier II. Tier I is the account at the centre of NPS. Activate Tier II only after confirming that Tier I is active and that the optional account’s access, tax treatment, funding rules, and automatic closure on Tier I exit fit your purpose.

Provider screens and workflows change. The official sources establish the routes and broad requirements, not the current layout of every PoP portal. If a screen asks for information that differs from the current form, pause and confirm the requirement with the provider rather than guessing.

Tier I versus Tier II: the practical differences

Tier I and Tier II are linked but serve different jobs. Tier I is the default individual pension account intended for retirement savings, with withdrawals controlled by PFRDA exit and withdrawal rules. Tier II is an optional investment account for a subscriber who already has active Tier I.

Decision point Tier I Tier II
Role Default individual pension account and the core retirement-savings account under NPS. Optional investment account alongside Tier I.
Relationship to the other account Can exist as the main NPS account without Tier II. Requires an active Tier I account before activation.
Access to money Withdrawals are governed by PFRDA exit and withdrawal rules. May be withdrawn at any time under the general Tier II account rules.
Tax treatment PFRDA describes Tier I as eligible for tax benefits under the Income Tax Act, subject to the law and the subscriber’s circumstances. PFRDA says Tier II is not eligible for Tier II tax benefits.
Effect of Tier I exit Its exit is handled under the applicable PFRDA rules. Automatically closes when the subscriber exits Tier I; the balance is paid to the subscriber or the relevant nominee or legal heir under the current withdrawal FAQ.
NRI/OCI availability Eligible NRIs and OCIs may subscribe to Tier I if they meet the current requirements. NRIs and OCIs with Tier I are not permitted to activate Tier II.

The withdrawal and closure point comes from PFRDA’s All Citizen Model exits and withdrawals FAQ updated in March 2026. “Withdrawable at any time” for Tier II does not make it independent of Tier I: the account remains operationally tied to Tier I and closes when Tier I is exited.

Tier II funding and operating conditions

Tier II has an additional funding control that is easy to overlook. PFRDA’s Master Circular on Point of Presence under NPS says PAN is mandatory and third-party contributions are disallowed. In general, contributions must come from the subscriber’s own bank account and legitimate funds.

The circular also describes employer salary deductions for subscribers in specified government or corporate arrangements. That qualification matters: an employer deduction is not a blanket exception for every Tier II subscriber. If you are using payroll deductions, confirm that your employment arrangement and the provider’s process fall within the permitted category.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Use your own bank account for ordinary Tier II contributions.
  • Keep PAN details current and consistent with the NPS record.
  • Do not ask a friend, relative, or unrelated third party to fund the account for you.
  • If contributions are routed through payroll, confirm the eligible government or corporate arrangement with the employer and PoP.

How to decide whether Tier II fits your objective

This is a feature-based framework, not individualized tax or investment advice. The useful question is how much access you need to the money and whether you can accept the account’s linkage to Tier I.

Tier I may fit when retirement purpose comes first

  • You want the core NPS pension account rather than a freely accessible investment balance.
  • You accept that withdrawals are governed by PFRDA exit and withdrawal rules.
  • You are evaluating the Tier I tax treatment under the Income Tax Act and will check your own eligibility with current tax guidance.
  • You want one PRAN that remains with you through changes in job, sector, or location.

Tier II may fit when you already have Tier I and value access

  • You already have an active Tier I account.
  • You want an optional NPS investment account whose balance can generally be withdrawn at any time under Tier II rules.
  • You understand that PFRDA does not provide Tier II tax benefits.
  • You accept that Tier II will close automatically when you exit Tier I, with the balance paid as specified in the current withdrawal rules.

Tier II is unavailable to NRI and OCI subscribers

An NRI or OCI may be eligible for Tier I under the All Citizen Model, but PFRDA says a Tier II account cannot be activated for an NRI or OCI who has Tier I. This is a product-eligibility rule, not a preference you can override by choosing a different provider.

Common mistakes and how to avoid them

Relying on an old age limit

Seeing 18 to 70 in an older FAQ table can lead an otherwise eligible applicant to stop. The current scheme page states 18 to 85 for the All Citizen Model. Check the current page and the live registration form on the date you apply.

Using old minimum-contribution figures

The older FAQ includes minimum-contribution rows, but those amounts are not confirmed on the current scheme page used for this guide. Do not treat an old table as current pricing or funding guidance. Ask the selected official provider for the amount and payment rules currently displayed in the registration process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming Tier II is a separate account with no consequences

Tier II requires active Tier I and closes when Tier I is exited. Its liquidity does not remove that linkage. Consider the closure rule before placing money there that you expect to keep accessible for a long period.

Assuming “tax benefits” guarantees a deduction

PFRDA’s description of Tier I tax benefits is a broad statement about eligibility under the Income Tax Act. It is not a promise that every subscriber qualifies for a particular deduction or that a contribution produces a specific tax result. Check the law applicable to your tax year and personal circumstances.

Submitting documents that do not match

A spelling difference, outdated address, unclear scan, or missing NRE/NRO proof can delay KYC. Compare every field with the current form, retain the acknowledgement number, and use the provider’s correction process rather than opening a duplicate application.

Sending Tier II money from another person’s account

The PoP master circular’s third-party restriction means ordinary Tier II contributions should come from the subscriber’s own bank account and legitimate funds. Confirm any payroll arrangement before using it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

After submission: tracking and maintaining the account

Use the acknowledgement number to check application status online, as described in the PFRDA FAQ. Keep the confirmation, PRAN communication, and copies of submitted documents in a secure place. If the provider requests clarification, respond through its official channel and quote the acknowledgement or PRAN so the correction is attached to the existing application.

Your PRAN is portable across employment, sector, and location changes. A job move does not by itself require a new NPS account. Update contact, bank, or nominee information through the official service route when those details change, and keep evidence of each submitted request.

For current withdrawal, exit, and Tier II closure procedures, consult the dated PFRDA FAQ rather than relying on an undated explanation copied elsewhere. Rules and forms can change, while the underlying principle remains: Tier I is governed-access retirement savings, and Tier II is an optional, more liquid account that remains dependent on Tier I.

A final application checklist

  • ☐ Confirm All Citizen Model eligibility: Indian citizen or eligible OCI, age 18–85, and KYC readiness.
  • ☐ Confirm that you are not applying as an HUF or PIO and that the account will be in your own name.
  • ☐ Identify any government or employer-linked enrollment route before using the general individual process.
  • ☐ Choose eNPS or a currently registered PoP.
  • ☐ Gather the current category-specific documents and check the live form for accepted proofs.
  • ☐ Submit the application, save the acknowledgement number, and track status.
  • ☐ Record the PRAN once allotted; it follows you when employment, sector, or location changes.
  • ☐ Activate Tier II only if Tier I is active, you are not an NRI/OCI barred from Tier II, and you accept the no-Tier-II-tax-benefit and Tier-I-closure linkage.
  • ☐ For Tier II contributions, use PAN and your own bank account unless a permitted employer salary-deduction arrangement applies.
