Wait for a written offer when you can, verify what the job is worth in its specific location and industry, and make one clear, evidence-based request before you accept. Your first negotiation is not a test of bravado. It is a structured conversation about the role, the complete compensation package and the conditions under which you can do the work well.
Use market data to set a realistic salary range, keep a separate personal minimum for your own budget, and compare the entire offer rather than just the headline number. Employers vary widely: some expect negotiation, while public-sector scales, union rules and structured graduate programs may leave little room. The process below helps you identify which situation you are in and respond professionally.

Should you negotiate your first salary?
Yes, it is reasonable to ask, provided you do it after an employer has shown serious interest and you support the request with information relevant to the job. A negotiation can clarify the employer’s pay structure even when the base salary cannot change. It also gives you a chance to resolve ambiguities about benefits, start dates, reviews and working arrangements before you commit.

Harvard FAS Mignone Center for Career Success puts the timing this way: “Best case: Wait until you receive an offer. You’ll have the most negotiating power when an employer has decided you’re the best candidate.” That does not mean you should ignore an earlier salary question; it means you should avoid making an uninformed commitment before you know the employer wants to hire you.

There is no reliable universal statistic for how many graduates negotiate or how much a negotiation raises pay. Outcomes depend on occupation, location, employer policy, qualifications and the value of the rest of the package. Treat negotiation as a decision process, not a promise of a particular increase.
Build a defensible salary range
Match the benchmark to the actual job
Start with the closest occupation, then narrow the comparison by industry, geographic area and level of responsibility. A generic national average can combine jobs with very different duties and living costs. Compare an entry-level role in the same kind of organization and labor market whenever possible.
The U.S. Bureau of Labor Statistics (BLS) Occupational Employment and Wage Statistics program publishes hourly and annual estimates for about 830 occupations using May 2024 data. Occupational profiles show wage distributions and breakouts by state or area and by industry. BLS explains why this matters: “Understanding how wages and wage distributions vary by occupation, industry, and location is invaluable information when negotiating a starting salary or requesting a raise at your current job.” Check the release date of any figures you use; May 2024 estimates are not automatically the newest release forever.

Use the occupation profile as a range-setting tool, not a formula that dictates your offer. A new entrant may reasonably fall closer to the 10th or 25th percentile than to the median, while directly relevant experience, specialized skills and an advanced degree can support a higher position in the distribution. The profile itself cannot account for every difference between two employers.
Set a market range and a private floor
Write down a low-to-high range you can defend with comparable wage data. The range should reflect the role’s scope and the market, not an arbitrary percentage above the employer’s number. Then set a separate personal floor: the lowest total value you could accept without creating an unsustainable budget.
Your floor is for your decision-making. Calculate it using rent, debt payments, healthcare costs, transportation, taxes and other recurring obligations. Do not present your monthly bills as proof that the employer should pay more; explain your request with the job’s market value and your relevant qualifications. Cost of living can inform your private baseline and your location comparison, but it does not by itself establish what a role pays.

| Input | How to use it | What it cannot tell you |
|---|---|---|
| Occupation and duties | Choose the BLS profile that most closely matches the work you will actually perform. | It does not guarantee that a particular employer uses the same job classification. |
| Location | Use state or area wage data and account privately for local living costs. | A national figure is not a personal target for every city. |
| Industry | Compare the industry breakout when the same occupation pays differently across sectors. | It cannot predict an employer’s internal pay band. |
| Experience and education | Use directly relevant internships, projects, certifications and degrees to explain where you fit in the range. | A credential that is unrelated to the job may not justify a higher placement. |
| Personal budget | Set a private minimum and decide which noncash terms could offset a lower base. | Personal expenses are not market evidence. |
Handle salary questions before an offer
Ask for the employer’s range first
If a recruiter asks for expectations during an initial call, ask what has been budgeted: “Can you share what you are allocating for this position?” This can reveal whether you and the employer are operating in the same market before you anchor the conversation.
If the employer will not provide a number, defer a precise answer while you learn about duties, level and total compensation: “I’d like to understand the scope and complete package before naming a figure. Could we revisit compensation if we move forward?” That is different from refusing to discuss pay; it keeps the number tied to information you do not yet have.
If you must give a number
Give a researched range rather than a single figure: “Based on comparable roles in this location and industry, I’m seeing a range of [researched range], depending on the complete compensation package. I’d be glad to revisit this if we move forward.” Replace the bracketed text with your actual range; do not invent a national average or claim that your personal expenses prove your value.
Some applications require a salary field. If the field can be skipped, Harvard College career guidance suggests leaving out a salary requirement. If it cannot be skipped, enter a market-based range and remember that an early expectation does not prevent a later discussion after an offer.
Review the written offer before you respond
Thank the employer, reaffirm your interest and ask when a decision is due. Request the full offer and compensation details in writing before negotiating. A verbal summary can omit a bonus formula, a vesting condition or a benefit waiting period.

Compare total compensation and working conditions
When you have two or more offers, put them in one worksheet and weight the factors according to your priorities. A higher base salary may be outweighed by costly health coverage, a long commute or a role with little development opportunity.
| Comparison axis | Questions to answer |
|---|---|
| Cash compensation | What is guaranteed base pay? Which bonuses or commissions are variable, and what conditions apply? |
| Benefits and retirement | What do insurance premiums and deductibles cost? Is there an employer retirement contribution, and when does it vest? |
| Location and cost | What will housing, transportation and taxes cost in the actual work location? Is relocation support one-time or repayable? |
| Schedule and flexibility | How many days are on site? Are hours fixed, and can the arrangement change after hiring? |
| Start date and time off | Can the start date accommodate existing commitments? How is leave earned, and are there office closures? |
| Development | Are training, tuition assistance, mentoring and advancement paths documented? |
| Role and team fit | Will the work build the skills you want? Who is the manager, and how is performance measured? |
| Decision timing | When does each offer expire, and can you obtain an extension without losing the offer? |
Write a short explanation for the weighting you choose. That record keeps you from treating the largest salary number as the automatic winner and helps you identify which term is worth discussing with an employer.
Prepare a focused negotiation
Choose the evidence that belongs in the conversation
Prepare the occupation, location and industry benchmark you used, then connect your request to job-related qualifications: a relevant internship, a portfolio that matches the employer’s work, a technical certification, language ability or experience with a required tool. Explain the contribution you can make, not the size of your student-loan payment.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsPractice saying the range and the request aloud. Berkeley Career Engagement summarizes the tone to aim for: “A successful negotiation involves being assertive, but cooperative, and positive in overall tone.” A real-time conversation is often clearer than a long email, although email is useful for documenting the final terms.
Use one clear ask
After thanking the employer and reaffirming interest, cite the benchmark and one or two qualifications, then make a specific request. For example:
“I’m very excited about joining the team. Comparable entry-level roles in this area and industry are clustering around [researched range], and my internship in [directly relevant work] means I can contribute to [job-related result] immediately. Is there flexibility to bring the base salary to [target]?”

Pause and let the employer respond. If base salary is the most important item, lead with it. If the base is fixed, identify your next priority rather than presenting a long list of demands. You can ask, “If the base is set, which parts of the package can be adjusted?”
Negotiate before accepting
Raise the issue early enough for the employer to obtain approvals, and do it before a verbal or written acceptance. Keep the number of negotiation points limited and prioritized. Once the employer responds, request a revised written offer that records every agreed change, including dates, amounts and conditions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to request when the base salary is fixed
Some employers use a standard new-hire package, a collective agreement or a public pay scale. First ask whether the salary is genuinely fixed for this level. Repeating the same request will not create flexibility that policy does not allow.
Depending on policy and the role, possible alternatives include:
- An earlier performance or salary review with written criteria and a specific date.
- A signing bonus or performance bonus, with the payment date and repayment conditions documented.
- Additional paid leave or a start date that preserves a previously scheduled commitment.
- Professional-development funding, conference attendance or education assistance.
- Relocation reimbursement, flex time or a defined hybrid/remote schedule.
- Employer retirement contributions, equity or profit sharing where the organization already offers them.
These items are possibilities, not entitlements. Ask which options are available under the employer’s policy and whether accepting one changes another part of the package. A review promise is useful only when you know who decides, when the review occurs and what performance evidence will be considered.

Ask for enough decision time
You do not have to accept on the spot. Harvard College guidance describes two weeks as generally reasonable in the context it addresses. UC Berkeley’s student offer guidelines encourage employers recruiting Berkeley students to allow at least three weeks, preferably more. Those campus recommendations are not a universal legal deadline or entitlement; the employer, sector and circumstances control.

Ask courteously for the time you need and give a clear date: “Thank you for the offer. I’m considering the complete package and would like until [date] to respond. Would that work for you?” If you are waiting on another employer, tell that employer promptly that you have a deadline and ask whether its process can be accelerated. Do not imply that another offer exists if it does not.
Stay honest and protect your reputation
Do not bluff about a competing offer, inflate credentials or claim a market figure you cannot support. An employer may verify the information, and dishonesty can end the current negotiation and damage future relationships. Keep interviewing only while you are genuinely undecided; do not accept an offer while planning to continue shopping for a better one.
Harvard and Berkeley career guidance treats acceptance as a commitment and warns that reneging can harm professional relationships and reputation. If you are uncertain, request more time or ask questions before accepting. If circumstances force a change after acceptance, contact the employer immediately, explain the situation plainly and understand that the employer may withdraw the opportunity.

The offer is below your researched range
Verify that you matched the correct occupation, location, industry and level. Then state the evidence and make one target request. If the employer cannot move, decide against your private floor and the value of the rest of the package; do not argue that your rent alone establishes the role’s market rate.
The employer asks for expectations before explaining the job
Ask for the budgeted range and request details about duties, level and total compensation. If pressed, provide a researched range with the qualification that it depends on the complete package.
You have another interview but no competing offer
Say that you are still evaluating opportunities without calling it an offer. If a real deadline arrives, inform the other employer and ask for an update. Never manufacture urgency.
The employer says everyone starts at the same salary
Ask whether the policy applies to all terms or only base pay. A review date, leave, development support or relocation assistance may be governed separately. Request the policy or written terms so you know what is actually negotiable.
The offer expires while you still have questions
Send a concise extension request before the deadline, identify the date you are requesting and explain that you are reviewing the complete package. Get any extension in writing. If the employer refuses, make the decision using your floor and priorities rather than accepting solely to avoid an uncomfortable conversation.
A first-offer negotiation checklist
- Identify the closest occupation and collect current wage data for the relevant area and industry.
- Write a defensible low-to-high market range and a separate private minimum.
- List the job-related qualifications that support your position in the range.
- Prepare a response for early salary questions and ask for the employer’s range first.
- Request the complete written offer, contingencies and response deadline.
- Compare base pay, variable compensation, benefits, retirement, location, schedule, time off, development and role fit.
- Choose one primary request and one or two fallback terms.
- Make the ask before accepting, using a cooperative tone and specific evidence.
- Confirm every agreed change in a revised written offer.
- Accept only when you are ready to treat the decision as a commitment.
The decision rule
Negotiate when you have a genuine offer, a defensible benchmark and a specific term that would materially improve the decision. Keep your personal floor private, use occupation- and location-matched data in the conversation, and judge the result by total compensation and working conditions. If policy fixes the base, shift to realistic alternatives or decline; neither outcome requires bluffing or burning a relationship.
