Make one specific request, support it with inspection or appraisal evidence, and have your lender calculate the effect before you sign. A lower price changes the contract amount and loan calculations; a seller concession shifts eligible closing or repair costs to the seller. Neither is automatically better, and a seller can refuse either one. Your signed purchase agreement, loan program, state law and local market determine what you can ask for and what happens if negotiations fail.
Decide what you need the negotiation to accomplish
“Lower the price” and “pay my closing costs” solve different problems. Identify the result you need before you contact the seller. That lets you make a request the seller, lender and closing agent can evaluate without guessing.

A lower purchase price
A price reduction lowers the amount stated in the purchase agreement. It can help when the contract price is not supported by the home’s condition or appraised value, or when a lower principal balance is your priority. Your lender must recalculate the loan amount, down payment and other figures under the revised contract.
Cash available for closing
A concession is a seller-paid amount credited toward costs that the lender and loan program permit. The National Association of REALTORS® (NAR) lists title search, loan origination, inspection, homeowners’ association charges, real estate taxes, repairs and updates, and professional fees as examples that may be covered. A concession does not put cash in your pocket beyond eligible costs and your lender’s limits.

A documented repair or safety fix
If an inspection identifies a defect, you may want the seller to complete a defined repair, pay a contractor, or provide a credit that can be applied at closing. A repair request is about the property’s condition; a general price cut is about the contract amount. Describe the work and evidence rather than using a broad demand to “fix everything.”
A lower monthly payment
A lower price may reduce the financed balance, while a concession generally does not change the price or principal. Ask the lender to model the payment, cash to close and total loan costs for both options. There is no universal rule that makes one strategy cheaper for every buyer.
Check your contract and financing before asking
Your negotiating leverage comes from the written agreement and credible evidence, not from a general right to demand a discount. Read the offer and purchase agreement with the agent and, when needed, a qualified attorney familiar with the property’s state and locality.
- Mark the inspection-contingency deadline, appraisal terms, financing contingency, earnest-money provisions and closing date.
- Confirm whether the contract allows you to request repairs, credits, a price change or cancellation, and what notice method is required.
- Ask the lender which costs a concession may cover, the maximum allowed for your loan type and occupancy, and how the credit must appear on the closing disclosure.
- Check whether a proposed repair must be completed before closing or whether the loan program permits money to be set aside for work afterward.
- Keep every negotiation inside the contract’s deadlines. An informal promise does not extend a contingency or protect your earnest money.
NAR says allowable concessions depend on the buyer’s lender terms and state law. Limits can also vary with loan type, occupancy and down payment. Do not rely on a percentage quoted for another buyer or another program.
Build an evidence-based request
A focused request gives the seller a reason, a remedy and a way to document acceptance. Assemble the relevant pages before sending it.
For inspection findings
- Identify the inspection report section, defect and safety or functional consequence.
- Obtain a written estimate when the cost is material or the scope is uncertain.
- Separate urgent, lender-required work from cosmetic preferences.
- State whether you seek a completed repair, a credit toward eligible costs, or a price reduction.
For a low appraisal
- Obtain the appraisal copy from the lender and review the comparable sales, condition descriptions and factual errors.
- Ask the lender whether a reconsideration of value or another underwriting step is available under its procedures.
- Use the appraised value as evidence in a request to change the price; do not present it as an automatic right to a new price.
For closing-cost pressure
- Use the lender’s current loan estimate and cash-to-close figures to identify eligible costs.
- Request a defined credit toward those costs rather than an unrestricted payment.
- Ask the lender how an unused credit would be treated; a credit generally cannot exceed eligible costs or the applicable program limit.
Keep the request proportional to the documented issue. A seller is more likely to evaluate a specific repair or credit than an unsupported round number.
How to present the request
Send the proposal through the channel required by the purchase agreement, usually through the real-estate professionals handling the transaction. Include four elements:
- The change: state the exact price, credit, repair scope or combination you are requesting.
- The basis: cite the inspection finding, written estimate, appraisal or lender cost worksheet.
- The deadline: identify the response date allowed by the contract or amendment process.
- The documentation: say that any agreement will be written into the purchase agreement or a properly executed amendment.
For example, an inspection request can identify a failed system, attach the report page and estimate, and ask the seller either to complete the specified repair before the final walkthrough or to provide a lender-approved closing credit. A low-appraisal request can attach the appraisal and ask for a revised purchase price that matches the evidence. Let the lender and agent confirm that the proposed wording is usable for the loan and contract.

Negotiating after the inspection
An inspection evaluates physical condition for you; it is not a valuation and does not guarantee a seller response. The Consumer Financial Protection Bureau (CFPB) says you may negotiate who makes or pays for repairs, but the result depends on the contract and local market conditions.
Use the inspection contingency correctly
If your contract is contingent on a satisfactory inspection, a dissatisfied buyer may have a right to cancel without penalty under that contingency. The exact definition of “satisfactory,” notice procedure and deadline are contract and state-law questions. Follow the written process rather than assuming a conversation with the seller preserves the right.
Choose repair, credit or price change
- Seller-completed repair: specify the work, standard, licensed contractor if required, permits and completion date. Reserve a final walkthrough or receipt review where the contract permits.
- Closing credit: useful when you need cash for eligible costs and the lender permits it. It may not cover work the loan program requires before closing.
- Price reduction: changes the contract amount but leaves you responsible for arranging and paying for the work after closing.
Major defects can affect the loan itself. CFPB guidance notes that some loan programs require repairs before closing or funds set aside for work afterward. Ask the lender before agreeing to a credit or postponing a repair.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhat the seller may consider
The seller can accept, reject or counter. Market conditions, competing offers, the seller’s ability to arrange work and the closing schedule all influence the response. A request tied to a documented defect is stronger than a demand based only on a preferred renovation.
When the appraisal is below your offer
An appraisal is a professional opinion of value commonly required by a mortgage lender. If it is below the contract price, CFPB describes the lower value as strong evidence that the agreed price may exceed market value and says you can often use it to negotiate a reduction in the sales price.
Review before negotiating
Get the appraisal copy from the lender. Check the property facts, comparable sales, square footage, condition and upgrades for errors. Ask the lender what process, if any, it offers to challenge factual mistakes or submit additional comparable information. A review does not guarantee a higher value.
Make the price request
Give the seller the appraised value, explain the financing consequence and request a specific revised price. Keep the appraisal attached to the amendment. Do not describe the appraisal as an automatic cancellation or refund right.

Possible paths include bringing additional cash if your lender and contract permit it, changing other terms, seeking a different financing structure, or using an appraisal or financing contingency to cancel. Cancellation consequences depend on the signed contract and can include costs or loss of earnest money. Have the agent, lender and an appropriate local attorney review the options before you act.

Seller concessions: what they cover and what limits apply
A seller concession shifts certain purchase costs to the seller through a credit or other contractual payment. NAR’s consumer guide says concessions usually are not binding until they are put in a contract such as the purchase agreement.
Potential categories named in that guide include:
- title search and loan-origination charges;
- inspection costs;
- homeowners’ association charges;
- real-estate taxes;
- repairs and updates; and
- professional fees.
Whether a particular item qualifies is controlled by the lender, loan program, closing documents and state law. The lender may cap the total, restrict the purpose or require the credit to be reduced if eligible costs are lower. Ask for written approval before treating a concession as available cash.
Price reduction versus concession: compare the real transaction
| Decision question | Price reduction | Seller concession |
|---|---|---|
| What changes? | The purchase price and related lender calculations change. | The seller pays or credits eligible costs while the contract price generally remains the same. |
| Best fit | A supported value or appraisal gap, or a goal of reducing the financed balance. | Cash needed at closing for lender-approved costs or a documented repair arrangement. |
| What limits it? | The seller’s willingness, appraisal and contract terms. | Loan-program and lender limits, eligible-cost rules and state law. |
| What must be checked? | Revised loan amount, down payment, appraisal and financing contingency. | Which charges qualify, the maximum credit and how it will appear in closing documents. |
| Repair timing | You may still need to arrange and pay for the work after closing. | The lender may require the work before closing or impose a permitted reserve arrangement. |
| Seller’s other concerns | Price is only one term; timing, financing certainty, contingencies and earnest money matter. | The same non-price terms can affect acceptance and the seller’s counteroffer. |
Have the lender run both versions using your actual loan estimate and cash-to-close figures. A concession that exceeds eligible costs may not deliver the cash you expect, while a price reduction may require a different amount of cash or change the loan approval.

Negotiate mortgage and closing costs intelligently
CFPB guidance says mortgage terms can be negotiated until you sign, but the lender or seller may refuse a change. Lender-charged fees are generally easier to negotiate than third-party charges. Government-imposed amounts cannot be negotiated.
Costs that are generally fixed by government
Taxes, city or county stamps and recording fees are imposed by government and are not lender discounts. A seller may agree to provide funds toward an eligible obligation if the contract and loan permit it, but the underlying charge does not change.
Third-party costs
Appraisal, credit-report, tax-service and flood-certification fees are set by outside providers and may be harder to change. Compare lenders before closing rather than relying on a last-minute request.
Ask for a revised disclosure
When a lender agrees to a change, request updated loan documents showing the fee, credit and cash-to-close effect. Do not rely on an email promise that is absent from the closing paperwork.

Account for the seller’s full decision
Sellers compare the whole offer, not just the headline price. NAR’s multiple-offer guidance notes that financing, contingencies, timing and earnest money can influence the response, and a counteroffer can change the proposed terms.

- Explain that your lender has reviewed the requested structure.
- Keep inspection and appraisal evidence organized so the seller can see the reason for the change.
- Offer certainty where you can, such as a realistic closing date or prompt delivery of required documents, without waiving protections you need.
- Read every counteroffer for changes to contingencies, deadlines, earnest money and included items, not only the revised price.
Do not trade away an inspection or financing protection merely to make a request appear stronger. A concession or discount is not useful if the resulting contract leaves you unable to close or repair a serious defect.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Put every agreement in writing
Once the parties agree, record the exact terms in the purchase agreement or a properly executed amendment. Include:
- the revised purchase price, if any;
- the concession amount, purpose and eligible-cost language;
- each repair, materials or standard of completion, responsible party and deadline;
- inspection, receipt or final-walkthrough procedures;
- how funds will be credited or paid at closing; and
- any change to appraisal, financing, contingency or closing deadlines.
NAR advises that agreed concessions should be included in the purchase agreement to avoid confusion. A verbal statement, text message or side agreement may not bind the parties or satisfy the lender. Contract law and real-estate practice vary by state and locality, so have the appropriate professionals review the final language.
A practical negotiation timeline
- Before the offer: ask the lender for your loan-program concession rules, estimated cash to close and payment under a range of prices.
- When writing the offer: include the inspection, appraisal and financing protections you need, with deadlines you can meet.
- Immediately after inspection: read the report, obtain estimates for material defects and decide whether repair, credit, price change or cancellation best fits the contingency.
- When the appraisal arrives: review the report with the lender, identify errors and determine whether a price request or another contract option is available.
- Before accepting a counter: have the lender confirm eligibility and review every changed term.
- After agreement: execute the amendment, send it to the lender and closing agent, and verify that the final disclosure reflects it.
- Before closing: complete any required reinspection or repair documentation and confirm that the credit has not been reduced because eligible costs changed.
Common mistakes and how to recover
Requesting an unsupported amount
Problem: The seller sees a round demand with no connection to the defect or appraisal. Recovery: replace it with the relevant report page, written estimate and a defined remedy.
Assuming the seller must agree after inspection
Problem: An inspection contingency is treated as a guaranteed repair budget. Recovery: check the contingency language, send the required notice on time and negotiate within the contract rather than asserting an automatic credit.
Using a concession that the lender cannot approve
Problem: The agreed credit exceeds the program limit or covers an ineligible charge. Recovery: ask the lender to revise the amount or restructure it as a permitted repair or price amendment before signing.
Leaving terms outside the contract
Problem: A promised repair or credit is absent from the amendment or closing disclosure. Recovery: stop and obtain executed written terms; notify the lender and closing agent before relying on the promise.

Questions to ask your team
- Lender: Which costs can this loan accept as a seller credit, what limit applies to my occupancy and down payment, and what happens if the credit exceeds eligible costs?
- Agent: What does my inspection or appraisal contingency require, and how must I deliver notice?
- Inspector or contractor: Which findings are safety, structural or lender-sensitive issues, and what written scope and estimate support them?
- Attorney or closing professional: Does the amendment clearly state the repair, credit, deadline and payment mechanics under local law?

Frequently Asked Questions
Can I ask the seller to pay all of my closing costs?
You can request a seller concession, but the seller may refuse and your lender and loan program may limit the amount and eligible expenses. Ask the lender for the permitted credit and have the final term written into the purchase agreement.
Do sellers have to negotiate after an inspection?
No. An inspection can support a repair, credit or price request, but agreement depends on the contract, local market and seller. If a valid inspection contingency applies, its cancellation right and notice deadline are controlled by the signed contract.
What should I do if the appraisal is lower than my offer?
Obtain and review the lender-provided appraisal, ask about correcting factual errors, and use the value as evidence for a specific price-reduction request. If the seller refuses, review your appraisal or financing contingency and possible costs with the lender and an appropriate local professional.
Is a price reduction or seller concession better?
It depends on your objective and loan figures. A price reduction changes the contract amount and financing calculations; a concession can reduce eligible cash due at closing but is subject to lender limits. Have the lender model both options.
Are verbal promises about repairs or credits enforceable?
Do not rely on them. NAR says concessions generally are not binding until put in a contract, and agreed terms should be included in the purchase agreement or an executed amendment.
Can a seller concession pay for repairs after closing?
Only if the lender, loan program, contract and closing documents permit that structure. Some programs require repairs before closing or funds set aside for the work, so obtain lender approval before accepting a post-closing arrangement.
