Negotiate the complete package—not just the advertised rate—because a lower rate can be offset by discount points, lender fees, or another charge. Compare the interest rate, payment, upfront cash, lock terms, and total costs before choosing.
This guide follows Consumer Financial Protection Bureau (CFPB) mortgage-shopping guidance. It is general information for U.S. borrowers, not individualized financial advice; borrowers in other countries should use their local disclosure and consumer-protection rules.

What you can realistically negotiate
A lender may be able to improve one or more parts of an offer:

“Negotiation is common, and there’s no harm in asking.” — Consumer Financial Protection Bureau, Shopping for a Mortgage
The practical objective is not the lowest headline rate in isolation. It is the combination of rate, payment, cash needed at closing, fees, lock protection, and loan features that best fits how long you expect to keep the mortgage.
Start with comparable Loan Estimates
Ask more than one lender for a Loan Estimate (LE). To make the offers negotiable, request the same:
Recommended Free Tools
- loan type;
- loan term;
- loan amount;
- down-payment assumption;
- fixed or adjustable-rate structure; and
- other material features, such as whether the rate can change.
Then compare the documents line by line. An LE is a standardized disclosure for evaluating an offer; it is not, by itself, a guarantee that an unlocked rate will remain available. A quoted rate can change with market conditions or if your application changes.
What to record from each estimate
| Comparison item | What to check |
|---|---|
| Interest rate | Nominal rate, and whether it is fixed or adjustable |
| Monthly payment | Principal and interest plus the components shown on the estimate, such as mortgage insurance or escrowed amounts |
| Points | Upfront discount points paid in exchange for a lower rate |
| Lender credits | Upfront-cost credits received in exchange for accepting a higher rate |
| Origination costs | Lender-controlled charges and other fees listed on the LE |
| Cash to close | How much money the transaction requires at closing |
| Loan features | Features that affect payment changes, penalties, or flexibility |
| Rate-lock status | Whether the rate is locked, for how long, and under what conditions |
Do not compare a zero-point offer with a heavily discounted rate without accounting for the different upfront cash. Similarly, do not treat a lender-credit offer as free money: the credit generally comes with a higher interest rate.
Turn a competing offer into bargaining evidence
CFPB describes having multiple Loan Estimates as a useful bargaining tool. Select the strongest competing offer on equivalent terms and return to the lender you prefer. A clear request is more effective than a vague demand for a “better rate.”
A practical negotiation script
You can say:
“I prefer working with you. I have a Loan Estimate from another lender for the same loan amount, term, down payment, and rate structure. Its rate is ___, with ___ points, ___ lender credits, and estimated cash to close of ___. Can you improve the rate, points, or lender fees? Please send me a revised Loan Estimate showing the exact changes.”

Provide the competing estimate rather than relying on an advertisement or verbal quote. Ask the lender to identify which terms it can change and which are fixed by third parties or by the loan program.
Ask for a written, itemized response
Request a revised estimate that makes the trade-offs visible. A verbal promise to “take care of the fees” is difficult to evaluate if the rate, points, or another charge changes later. Compare the new document with the competing LE and the lender’s original estimate.
Negotiate the whole price, not just the rate
A lower rate can be paired with higher points. A reduced origination fee can be offset by a different fee. Ask the lender to price several versions of the same loan so you can see the exchange clearly:
- the best available rate with no discount points;
- the lower-rate version with points;
- a version with lender credits and a higher rate; and
- the lender’s proposed match to the competing estimate.
Keep the loan amount, term, down payment, and rate structure constant while comparing these versions. If those assumptions change, the apparent savings may not be real.
Discount points
Discount points are upfront charges paid to obtain a lower interest rate. CFPB defines one point as one percent of the loan amount. In CFPB’s illustration, one point on a $100,000 loan equals $1,000. That arithmetic is a definition and example, not a current quote or a typical savings amount.
The rate reduction obtained for a point is not fixed. CFPB notes that pricing varies by lender, loan type, and market. Ask the lender to state both the dollar cost of the points and the exact rate reduction in writing.
Lender credits
Lender credits reduce upfront costs in exchange for a higher rate. They may help when preserving cash for closing is more important than minimizing long-term interest, but the higher rate can cost more over a longer holding period.

Use a holding-period test
Compare how long it would take the monthly-payment difference to recover the extra upfront cost of points. A simple calculation is:
break-even months = extra upfront cost ÷ monthly payment savings
Use the payment difference for otherwise identical offers and consider how long you expect to keep the loan. The calculation does not predict future refinancing, sale, tax treatment, or rate changes; it is a way to expose the trade-off. If you may move or refinance before the break-even point, paying points may not suit your plans. If you expect to hold the mortgage substantially longer, the lower-rate option may deserve closer consideration.
Understand the rate lock before accepting a “lower” rate
A rate lock generally holds the agreed rate for a stated period if you close on time and your application does not change in a relevant way. CFPB says locks are typically available for 30, 45, or 60 days, although availability and policies vary by lender.
Questions to ask about the lock
- Is the rate currently locked or merely quoted?
- What is the lock’s start date and expiration date?
- What is the charge to extend it if closing is delayed?
- What events or application changes can alter the locked terms?
- Is the lock one-time, or can it be reworked if the rate falls?
- If market rates fall after locking, can you receive a float-down or reprice, and under what conditions?
- What happens if the lender cannot close before expiration?
Page 1 of the Loan Estimate shows lock information. Check that page and obtain the lender’s explanation of any conditions. A lock removes some rate uncertainty; it does not eliminate the risk of expiration, extension costs, or changes caused by a materially different application.

If rates fall after you lock
Do not assume that a locked rate automatically follows the market downward. Ask the lender what its policy is before locking. Any float-down or reprice may have eligibility rules, a fee, or a limited window. Get the answer in writing.
Review revised estimates and the Closing Disclosure
A revised Loan Estimate may reflect a changed rate, points, fees, loan amount, or other application detail. Ask exactly what changed and why. Recalculate:

- monthly payment;
- cash required at closing;
- upfront points or credits;
- origination and settlement charges; and
- the effect of any changed loan feature or lock term.
Before closing, compare the Closing Disclosure with the latest locked terms and the Loan Estimate. If the Closing Disclosure differs, request a specific explanation. CFPB describes exceptions in which changes to the application can affect locked terms, so ask the lender to identify the event that caused each difference rather than accepting a general explanation.
A step-by-step negotiation workflow
- Define the baseline. Write down the desired loan type, term, amount, down payment, and fixed-or-adjustable structure.
- Request multiple LEs. Ask lenders to use the same baseline so the documents can be compared fairly.
- Build a comparison sheet. Enter rate, payment, points, credits, origination costs, other fees, cash to close, loan features, and lock details.
- Identify the best competing offer. Choose the offer with the strongest overall economics on equivalent terms, not simply the lowest nominal rate.
- Approach the preferred lender. Explain that you want to proceed with it if it can improve the documented offer.
- Negotiate specific levers. Ask whether it can reduce the rate, remove or lower points, provide credits, or waive or reduce lender-controlled fees.
- Request a revised LE. Require every proposed change to appear in writing, including the rate, points, credits, fees, payment, and lock status.
- Test the trade-off. Compare upfront cash and monthly payment, and use the break-even calculation for points versus a no-point option.
- Confirm the lock. Verify duration, expiration, extension cost, conditions, and the policy if rates fall.
- Monitor revisions through closing. Question any change in the revised LE or Closing Disclosure and ask for a specific reason.
Common negotiation mistakes and how to correct them
Comparing unlike loans
Problem: One quote has a 15-year term, a different down payment, or an adjustable rate while the other is fixed.
Correction: Re-request estimates using the same loan type, term, amount, down payment, and rate structure.
Chasing the lowest advertised rate
Problem: The rate may assume points, a particular borrower profile, or a rate that is not locked.
Correction: Use the written LE and record points, fees, lock status, and expiration next to the rate.
Ignoring points and credits
Problem: A lower rate with points may require substantially more cash, while a credit may increase the rate.
Correction: Request no-point, points, and lender-credit versions and evaluate them over your expected holding period.

Treating an unlocked LE as a promise
Problem: Market movement or a relevant application change can alter an unlocked quote.
Correction: Confirm whether the rate is locked, the lock period, and the conditions that apply.
Negotiating only the origination fee
Problem: A lower fee can be offset elsewhere.
Correction: Compare the complete cost and cash-to-close figures on the revised LE.

Assuming a lock solves every problem
Problem: A lock can expire, require an extension, or be affected by a material application change.
Correction: Ask about expiration, extension pricing, conditions, and what happens if rates fall before locking.

How to choose between two improved offers
After negotiation, rank the offers using the same assumptions. A useful decision table looks like this:
| Question | Offer A | Offer B |
|---|---|---|
| Is the loan type and term identical? | Record yes or no | Record yes or no |
| Rate and fixed/adjustable structure | Enter the written terms | Enter the written terms |
| Points paid | Enter dollars and points | Enter dollars and points |
| Lender credits | Enter dollars | Enter dollars |
| Monthly payment | Enter the LE amount | Enter the LE amount |
| Cash to close | Enter the LE amount | Enter the LE amount |
| Other lender and settlement costs | Enter each material charge | Enter each material charge |
| Lock period and expiration | Enter the written terms | Enter the written terms |
| Extension cost and lock conditions | Enter the written terms | Enter the written terms |
Choose the offer whose total structure fits your cash position, expected holding period, risk tolerance, and closing timetable. A nominally lower rate is not automatically better if it requires unaffordable upfront cash, carries a short lock with expensive extensions, or comes with materially higher costs.
What this process cannot guarantee
- A lender may decline to match another offer.
- Market rates may move before you lock.
- An application change can alter pricing or eligibility.
- A lock may expire before closing.
- A lower rate may come with points or other charges that increase total cost.
- A lender credit may reduce cash needed now while increasing interest over time.
Use the written disclosures to verify what is actually being offered. If a lender will not explain a changed term or fee, pause and seek clarification before committing.
Quick Recap
Questions to ask your lender verbatim
- “Can you match or improve this competing Loan Estimate on the same loan amount, term, down payment, and rate structure?”
- “What is the rate with zero points, and what is the rate with points? Please show the dollar cost of each.”
- “If you provide a lender credit, what rate applies and how does the credit change my cash to close?”
- “Which fees are you reducing, and are any other fees increasing?”
- “Is this rate locked? What are the expiration date, extension cost, and conditions?”
- “If rates fall after I lock, do you offer a float-down or reprice?”
- “If the Closing Disclosure differs from the locked estimate, what specific event caused the change?”
