The move does not restart your holding period or create a new purchase price. Preserve the original acquisition lots, document any network or withdrawal fee, and reconcile the sending and receiving ledgers. A later sale, swap, or other disposition—not the internal transfer itself—generally belongs on Form 8949 and Schedule D.
The important exception is a fee paid or withheld in digital assets. Treat that amount as a separate fee event, record its U.S.-dollar value and timing, and include it in your tax workpapers. This guide covers U.S. federal rules and records; state, local, and non-U.S. treatment can differ.

What the IRS considers a stablecoin transfer
For federal tax purposes, the key question is ownership before and after the transaction. When the source and destination wallets, addresses, or exchange accounts belong to you, moving the same digital asset between them is generally an internal transfer rather than a sale or exchange. The IRS Virtual Currency Transactions FAQ, answer A38, states that such a transfer is non-taxable even when an exchange or platform issues an information return for it.

That rule applies to a transfer of stablecoins between two accounts you control. It does not mean every transaction involving a stablecoin is tax-free. Selling stablecoins for dollars, swapping one digital asset for another, using stablecoins to buy goods or services, or sending them to somebody else can be a disposition. Those transactions require their own basis and proceeds analysis.

An exchange’s label is not decisive. A deposit that appears as a new incoming transaction may still be an internal transfer if you can show that you initiated the withdrawal from your account and sent it to another account you own. Keep enough evidence for a reviewer to connect the two records.
Records to create before you click Withdraw
Export the source exchange’s ledger before sending. Do not rely on a screen that may later change or on a monthly statement that omits lot detail. Save the original file in an unaltered format and make a working copy for reconciliation.
Capture the transfer’s identity
- Asset and token network selected for the withdrawal.
- Destination exchange and the account or subaccount that owns it.
- Quantity requested, quantity shown as the withdrawal amount, and any fee quoted by the exchange.
- Withdrawal request timestamp, destination address, and exchange reference or withdrawal ID.
- The ownership relationship: both accounts should be demonstrably yours, not an account held by a friend, employer, customer, or unrelated entity.
Capture the lots being moved
Before the transfer, export or construct a lot schedule showing which units are in the sending account. For each lot, retain the acquisition date and time, number of units, cost basis, and fair-market value at acquisition. Include the holding period information that will be needed if those units are later sold. If you use specific identification, the records must be detailed enough to identify the units at the time of a later disposition.

- Download CSV or other ledger exports, account statements, and transaction confirmations.
- Store the files with the download date and account name in the filename.
- Keep a read-only copy and a separate reconciliation copy; never overwrite the original export.
- Record the exchange’s time zone if it is shown, because timestamps from two platforms may use different zones.
Step-by-step transfer and reconciliation workflow
- Confirm ownership and destination. Sign in to the receiving exchange and copy the deposit address for the exact stablecoin and network. Verify the account is yours and that the network is supported on both sides.
- Record the source position. Export the source ledger and note the lots, total units, aggregate basis, and holding periods that will leave the account. If you select particular lots, document the selection method before submitting the withdrawal.
- Check network compatibility. The token name alone is not enough. A stablecoin issued or represented on more than one network can have different deposit addresses and processing rules. A wrong-network transfer can be delayed, unrecoverable, or subject to a recovery fee; tax treatment does not cure an operational mistake.
- Submit a small test transfer when practical. A test is an operational safeguard, not a tax requirement. Use it when the exchange or network is unfamiliar, and wait for the receiving exchange to credit it before sending the larger amount.
- Save the withdrawal request. Immediately download or screenshot the confirmation showing the requested quantity, fee, destination address, timestamp, and reference ID. Keep the confirmation with the source ledger.
- Wait for on-chain confirmation. After the exchange broadcasts the transaction, record the transaction hash, network, sent quantity, fee asset and fee quantity, and confirmation time. If the exchange uses an internal ledger transfer rather than a blockchain transaction, save the platform’s internal transfer ID and both account statements.
- Reconcile the quantities. For an on-chain transfer, verify that sent quantity = received quantity + fee, allowing for exchange-specific display rounding. If the fee is charged separately, document that structure instead of forcing the equation to balance.
- Export the receiving record. Download the deposit entry from the destination exchange and map it to the same transaction hash or internal reference. Record the credited quantity and timestamp shown by the recipient.
- Label the event as an internal transfer. In your own ledger, link the withdrawal and deposit and carry the original lots forward. Do not create a fictional purchase at the deposit timestamp.
- Save an exception note. If the destination exchange displays zero, blank, or unavailable basis, retain the exchange statement and attach your lot schedule explaining the carried basis. The display limitation is not evidence that the basis is zero.
Same-network and cross-network transfers
Network choice changes operational risk and fee mechanics, but it does not by itself turn a transfer between your own accounts into a sale. The tax record must still identify exactly what left, what arrived, and what was paid to the network or exchange.
| Issue | Same-network transfer | Cross-network transfer |
|---|---|---|
| Address compatibility | Usually simpler when both exchanges support the same token and network; verify the deposit screen anyway. | Requires an explicit bridge, conversion, or network-specific deposit path. A token with the same ticker may be a different representation on another network. |
| Quantity reconciliation | Compare sent units with received units and the stated fee. | Reconcile the outgoing transaction, any bridge or conversion step, and the final deposit. Each step can have its own fee or timing. |
| Operational failure | A wrong address or unsupported network can still delay or lose funds. | Unsupported networks, bridge contracts, and mismatched representations create additional recovery and counterparty risks. |
| Tax record | Carry the same acquisition lots to the receiving account; isolate any fee asset. | Keep records for every leg. If the process includes an actual swap or disposal rather than a pure transfer, analyze that leg separately. |
Do not call a bridge or conversion a “transfer” merely because the economic value is intended to remain stable. A movement that exchanges one digital asset for another can be a disposition. Your records should show whether the asset itself remained the same or whether a conversion occurred.
How to treat withdrawal and network fees
The no-taxable-transfer rule has an important exception: digital assets withheld or spent to pay for transfer services. A stablecoin deducted from the amount sent, or another digital asset used to pay a network or service fee, is a separate event that needs its own entry.

| Fee arrangement | Records to keep | Tax handling to evaluate |
|---|---|---|
| Stablecoin deducted from the withdrawal | Fee quantity, asset, transaction hash, USD value at the fee timestamp, and the sent and received quantities. | Treat the fee amount as a separate digital-asset disposition; preserve the lot and value information. |
| Separate gas token charged by the network | Gas-token quantity, network, hash, timestamp, and USD value when spent. | The spent digital asset is the fee event; it is not part of the stablecoin deposit. |
| Fiat fee charged outside the asset transfer | Fiat amount, invoice or exchange statement, and date. | Keep it as a transaction expense record. It does not change the stablecoin units received, but your tax treatment can depend on the broader transaction and applicable rules. |
| Fee shown only as a rounded display amount | Original exchange confirmation, on-chain explorer record if available, and a note describing the rounding. | Use the most precise quantity supported by the records; do not manufacture extra units to make a report balance. |
For every digital-asset fee, record the fair-market value in U.S. dollars at the fee timestamp. Keep the fee asset’s acquisition lot as well, because disposing of it can produce a gain or loss separate from the stablecoin transfer.
What to do when the receiving exchange shows zero or blank basis
Incoming basis fields are often incomplete when assets originated at another platform. A receiving exchange may know the quantity it credited but not the original acquisition dates, lots, or costs. Do not replace your historical basis with zero, the current market value, or the deposit-time price merely because an interface displays one of those values.
Build a linked transfer entry
Create one record that contains the source withdrawal ID, destination deposit ID, transaction hash, asset, network, units sent, units received, fee units, and timestamps. Link that record to the lots in your master schedule. The destination account should show the same carried lots, adjusted only for units actually removed as a fee or otherwise disposed of.
Keep an independent master ledger
Your master ledger should remain authoritative when an exchange’s import is incomplete. Reconcile the exchange statement to the ledger rather than editing the ledger to match a deficient statement. Keep both records so you can explain why the exchange’s displayed basis differs from the basis used for a later tax calculation.
Resolve discrepancies before a sale
- Compare the source withdrawal quantity with the recipient’s credited quantity.
- Check whether the difference is an explicit fee, a network fee, or a rounding convention.
- Verify that the transaction hash belongs to the intended asset and network.
- Confirm that no portion was sold, swapped, or transferred to a third party during the same sequence.
- Document any unresolved difference and obtain corrected statements when the exchange can provide them.
Lot records and specific identification
The IRS identifies the information needed to substantiate specific identification. Maintain the following fields for every lot and every later disposition:

|---|---|---|
| Acquisition date and time | When the units were acquired, with the source statement or trade ID. | Establishes the lot and holding period. |
| Units | Number of stablecoin units in the lot, carried through transfers and fee reductions. | Prevents a transfer from being mistaken for a new purchase. |
| Basis | Cost allocated to the units, including the method used for allocation. | Supports gain or loss when units are disposed of. |
| Fair-market value at acquisition | USD value when acquired, where required by your records. | Provides contemporaneous valuation evidence. |
| Disposition date and time | When units are sold, swapped, spent, or used for a fee. | Separates a later taxable event from the earlier internal transfer. |
| Fair-market value at disposition | USD value of the units disposed of at that time. | Supports proceeds or the value of property received. |
| Proceeds | Cash or property received, net of amounts treated as applicable transaction costs under your filing method. | Completes the gain-or-loss calculation. |
Specific identification works only when your records identify the units and the exchange or custodian can support the identification at the time of the disposition. Preserve the transfer chain so the lot can be traced from the original acquisition account to the account where it was sold.

Specific identification versus a default method
Tax rules can permit a default ordering method when you do not specifically identify units, but the applicable method depends on the account, broker records, and tax year. Do not assume that an exchange’s internal “first in, first out” setting is automatically the method required for every account or situation.
Choose and document your method before a sale or swap. If you use specific identification, retain the contemporaneous instructions, confirmation, and unit-level records. If you use the permitted default method for the relevant account and year, retain the account statement and the rule or broker documentation supporting that ordering. A transfer between your own accounts does not itself select a new lot or reset an existing method.
2025 basis transition and broker-reporting context
Treasury and IRS final digital-asset regulations became effective September 9, 2024. Their broker information-reporting requirements for covered digital-asset sales and exchanges apply on different dates depending on the provision. Stablecoins remain within the digital-asset framework; excluding them would remove transaction information relevant to compliance.
Revenue Procedure 2024-28 provides a transition method for January 1, 2025. When unused basis must be allocated among wallets or accounts holding the same number of remaining units, the procedure permits an allocation supported by the taxpayer’s records. The transition does not make an internal transfer taxable and does not authorize a taxpayer to discard older lot evidence.
Expect broker information reports to be useful cross-checks, not complete substitutes for your own records. A report can show a sale or transfer-related amount while lacking the original basis that arose at another exchange. Reconcile the report to your master ledger and retain an explanation for any non-taxable internal transfer that appears in the broker’s data.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to report later sales and swaps
When you eventually dispose of the stablecoins, report the actual disposition using the lots and basis carried through the transfer. Sales, swaps, and other dispositions generally go on Form 8949, with the totals summarized on Schedule D. The internal movement between accounts you own is retained in your workpapers to explain why it was not reported as a disposition.

Example: pure internal transfer
You acquired several lots of a stablecoin at an earlier exchange, moved the units to a second exchange that you also own, and paid the network fee in a separate digital asset. The stablecoin units that arrived retain their original lots and basis. The fee asset is recorded separately as a disposition. If you later sell part of the stablecoin position, report that sale using the carried lot information; do not use the deposit date as the acquisition date.

Example: transfer followed by a swap
You move a stablecoin to your own account and then exchange it for another digital asset. The first leg is the internal transfer. The swap is a separate disposition and must use the stablecoin lots and value at the time of the exchange. Keep both transaction records so the tax return distinguishes the non-taxable movement from the taxable event.
Example: payment to another person
You withdraw stablecoins from your exchange and send them to an address controlled by someone else. That is not an internal transfer between accounts you own. Analyze it as a potential disposition or payment under the facts, and do not use the internal-transfer treatment simply because the asset was withdrawn from your account.
Common failure modes and fixes
The receiving account shows a new purchase
Cause: The exchange imported the deposit without source-lot information.
Fix: Reclassify the entry in your own ledger as an internal transfer, link the transaction hash or reference IDs, and carry the source lots forward. Keep the exchange’s original display as supporting evidence of the import limitation.
Recommended Free Tools
The withdrawal and deposit quantities do not match
Cause: A fee was deducted, the exchange rounded the display, or the wrong network record was matched.

Fix: Compare the on-chain sent and received quantities, identify the fee asset and exact quantity, and document any rounding. Do not force a one-for-one match when the network record shows a fee.
A 1099 or other information return lists the transfer
Cause: The platform’s reporting system treated the movement as reportable data.
Fix: Retain the information return, transaction records, and ownership evidence. IRS guidance says an internal transfer remains non-taxable even if an information return is issued, except for the digital asset used or withheld for transfer services.
Old lots are spread across several wallets
Cause: Transfers occurred before a centralized ledger was maintained, leaving basis distributed among accounts.
Fix: Reconstruct the lot schedule from acquisition statements, transfer hashes, and account balances. For the January 1, 2025 transition, use the allocation method allowed by Revenue Procedure 2024-28 and retain the records supporting the allocation.
The exchange cannot export historical data
Cause: The account is closed, the export window is limited, or the platform changed its reporting system.
Fix: Save any available statements, confirmations, email notices, blockchain records, and downloaded screenshots. Record what is missing and the steps taken to obtain it. Do not fill gaps with an invented purchase price.
Annual recordkeeping checklist
- Export each exchange ledger and account statement at least after major transfers and before tax preparation.
- Maintain a transaction-hash index linking every withdrawal to its receiving deposit.
- Keep a lot schedule with acquisition dates, units, basis, holding periods, and later disposition details.
- Separate stablecoin units moved from digital assets spent on fees.
- Reconcile beginning balance, acquisitions, transfers in, transfers out, fees, dispositions, and ending balance for each account.
- Preserve information returns and explain differences between broker-reported data and your own records.
- Document the lot-identification or permitted default method used for each relevant account and year.
- Keep records long enough to substantiate the positions and returns to which they relate, using a retention period appropriate to your tax adviser’s guidance.
When professional help is warranted
Consult a qualified tax professional when a transfer includes a bridge or conversion, multiple owners, lending or staking activity, wrapped or synthetic representations, missing acquisition records, large fee-asset dispositions, or a balance allocation under the 2025 transition. Those facts can change whether a step is a pure transfer and which basis method applies. Bring the raw CSV files, transaction hashes, statements, ownership evidence, and your reconciliation rather than only a summary exported from one exchange.
For a straightforward move between two accounts you own, the durable rule is simple: preserve the original lots, prove the movement, isolate the fee asset, and report the later disposition—not the internal transfer—on the appropriate tax forms.
