Move business data from a US cloud to an EU-hosted provider as a controlled, testable change—not a one-time copy. Inventory and classify every dataset, confirm the destination’s legal and technical boundaries, encrypt the transfer, run both environments in parallel, verify the final delta, and keep a documented rollback until the new system is accepted. EU location can help with residency goals, but it does not by itself make a service GDPR-compliant or eliminate foreign ownership, support access, subprocessors, backup, or government-access questions.
What an EU-hosted migration actually changes
Cloud migration changes the location and operating model of your data, not the obligations attached to it. Personal data remains protected by the GDPR after the move. A destination in an EU country may reduce some transfer and residency concerns, but you still need to establish who owns the provider, where administrators and support teams can access systems, where replicas and backups are stored, which subprocessors are involved, and which law governs the contract.
As an Amazon Associate I earn from qualifying purchases.
The safest objective is therefore specific: place each workload in an identified EU region, restrict and document access, preserve confidentiality and integrity during transfer, maintain equivalent application behavior, and retain evidence that supports your accountability obligations.

Separate residency from jurisdiction
Residency is a technical and contractual property. Ask the provider to identify the country and region for primary storage, replicas, snapshots, backups, logs, monitoring data, support tooling and disaster-recovery copies. A marketing statement such as “European cloud” is not a substitute for those details.

Jurisdiction is broader. Review the provider’s ownership, parent companies, support locations, subprocessor contracts, law-enforcement process and terms for remote administrative access. Determine whether staff outside the EU can view plaintext, metadata, tickets or logs. If the provider offers a sovereignty or trusted-zone option, verify exactly which products and regions it covers and what the contract promises.
GDPR follows personal data
Your Europe guidance explains that GDPR protection travels with personal data transferred outside the EU and recognises data portability as a right. Moving data into the EU does not remove the need for a lawful basis, processor terms, records of processing, retention controls, data-subject rights procedures, breach response and appropriate security measures.
Classify mixed datasets carefully. If personal and non-personal records are inseparable, treat the entire inseparable set as subject to GDPR rules. Do not assume that a database labelled “internal” or “analytics” is non-personal; identifiers, device data, employee records, support tickets and pseudonymous keys can still relate to people.

EU policy supports switching between cloud providers. Your Europe guidance says providers should make switching possible, offer data in a common machine-readable format, avoid obstacles and provide comparable outcomes for shared IaaS features. The European Commission’s Data Act explainer likewise describes seamless switching, open interfaces and export in a commonly used, machine-readable format.
Switching and egress charges are limited to the provider’s own costs during the transition period and are scheduled to be removed entirely on 12 January 2027. Until that date, request a written estimate of all transfer, API, support and professional-service charges. The rule does not make a proprietary application automatically portable: you still need to test schemas, identity models, queues, networking, observability and managed-service dependencies.

Read the exit terms before choosing a destination
Collect the current US provider’s data-processing agreement, subprocessor list, region commitments, export formats, API quotas, egress schedule, support-access terms, backup-retention rules and termination procedure. Check whether exports include object metadata, version history, database indexes, permissions, timestamps, encryption settings and audit logs, or only the underlying files and rows.
Ask how long the provider retains primary and backup copies after termination, when deletion clocks start, and what evidence it supplies. Require a deletion certificate or equivalent written confirmation that covers replicas, snapshots, disaster-recovery media and support copies, not just the active account.
Build a complete inventory and classification
Migration failures often begin with an incomplete inventory. Create one register for services and another for the data each service creates, stores, copies or exposes. Include systems that do not appear in the main production account.
Inventory checklist
- Relational and non-relational databases, caches and search indexes.
- Object stores, file shares, collaboration folders and user-upload areas.
- Production, staging, development and test environments.
- Backups, snapshots, archives, replicas and disaster-recovery sites.
- Application logs, access logs, traces, security events and monitoring exports.
- Analytics warehouses, data lakes, reporting extracts and machine-learning copies.
- SaaS exports, integration queues, message brokers and webhook payloads.
- Secrets, certificates, API tokens, encryption keys and machine identities.
Classify by sensitivity and obligation
Give every dataset labels for personal data, sensitive or special-category data, regulated records, confidential business information and non-personal content. Record the controller and processor roles, purpose, lawful basis where relevant, retention period, deletion trigger, legal hold status and business owner. Note dependencies such as an application that stores files in one service but keeps search indexes or thumbnails in another.
| Dataset example | Questions to answer | Migration treatment |
|---|---|---|
| Customer database | Which fields identify people? What is the retention and deletion rule? | Replicate with encryption, preserve constraints and test subject-access and deletion workflows. |
| Object storage | Are versions, metadata, ACLs and legal holds required? | Export objects plus metadata and verify permissions and version behavior. |
| Logs and traces | Do IP addresses, user IDs or tokens appear? How long are they retained? | Filter or redact where appropriate, then migrate retention and access policies. |
| Backups and snapshots | Where are copies located and when do they expire? | Copy, restore-test and document expiry; include offline or immutable copies. |
| Secrets and keys | Who can decrypt data and how are keys recovered? | Reissue or import keys under a documented custody and rotation plan. |
Design and vet the EU target
Choose a country and region based on your legal, latency, resilience and customer requirements. Then map every service that will touch the data, including management planes and support tools. A workload is not EU-resident if its primary database is in the EU but its backups, logs or support exports are elsewhere.

European providers worth investigating
These examples illustrate questions to ask, not blanket endorsements. Confirm the live contract, product documentation and region map for the exact workload.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches| Provider example | Published information to verify | What remains workload-specific |
|---|---|---|
| OVHcloud | Its Public Cloud availability information lists regions in France, Italy, Germany and Poland, with services including object storage and managed Kubernetes. A Trusted Zone option describes stricter access controls and says only local and EU legislation can apply to data hosted there. | Product eligibility, exact region, backup location, support access and contractual scope of the Trusted Zone claim. |
| Scaleway | Its subprocessor information identifies EU processing locations including France, Sweden, Poland, Italy and the Netherlands and lists subprocessors connected with object-storage services. | Current DPA, selected region, subprocessors for each service and whether replicas or support data leave the chosen country. |
| Hetzner | It states that cloud-storage location follows the product location selected by the customer, that its own customer data is processed exclusively in the EU, and that customers remain responsible for encrypting server data. | Your encryption design, backups, administrator access, disaster recovery and application controls. |
The European Commission’s 17 April 2026 sovereign-cloud procurement selected European consortia including OVHcloud, Scaleway and STACKIT after evaluating legal, operational, security, environmental and sovereignty objectives. That decision is a market-recognition signal, not a guarantee that every commercial product, region or workload meets your requirements.
Protect data and keys during transfer
Use authenticated TLS for data in motion and strong encryption at rest. Document cipher and protocol requirements, certificate ownership, endpoint authentication and how failed or interrupted transfers resume without corruption.
Choose a key-custody model
- Provider-managed keys: simplest operationally, but the provider controls the key lifecycle and may be able to decrypt content under its access procedures.
- Customer-managed keys: you control creation, rotation, revocation and approval, while the service receives limited use permissions.
- Client-side or application-level encryption: plaintext is encrypted before upload, so provider personnel cannot decrypt it without customer-held keys; search, indexing and recovery become more complex.
Record key rotation intervals, emergency recovery, separation of duties, break-glass access and what happens if a key is revoked. Never place encryption keys in the same export as the data they protect. Reissue credentials and tokens rather than copying long-lived secrets into the new environment.
Run both environments in parallel
Provision the EU environment with infrastructure as code so networks, identities, policies, storage and monitoring can be recreated and reviewed. Apply least privilege from the first deployment; do not postpone access design until after data arrives.

Start with a representative pilot
Choose a dataset that includes the largest objects, unusual characters, old records, deleted-record markers, permissions, indexes and integration events. Copy it to a non-production target and test the full application path. A successful file copy is not proof that a transactional system, search service or analytics pipeline will behave correctly.
Verify content and behavior
- Compare object counts, byte sizes, database row counts and sampled field values.
- Calculate and compare checksums for files and export packages.
- Confirm metadata, timestamps, versions, ownership, ACLs and retention tags.
- Rebuild or validate indexes, search relevance, foreign keys and constraints.
- Exercise authentication, authorization, integrations, webhooks, scheduled jobs and reporting.
- Restore backups into an isolated environment and measure the documented recovery objectives.
- Run representative load tests and compare latency, error rates and throughput with the source.
For a simple file set, a checksum manifest can provide a repeatable integrity check:
sha256sum export/* > export.sha256
sha256sum --check export.sha256
Use the destination’s documented equivalent for object stores or managed databases when local commands cannot see remote content. Preserve manifests, row-count reports, test results and exceptions in the migration record.
Replicate incrementally
After the pilot, perform a full baseline copy and then replicate changed rows, objects or events. Define how updates, deletes, renames, conflicts and late-arriving events are represented. Monitor replication lag and the size of the remaining difference set. Do not proceed because a dashboard says “healthy” if unprocessed queues or failed object transfers remain.

- Set acceptance criteria. Write measurable conditions for integrity, permissions, application transactions, integrations, latency, backups and monitoring. Name the person authorised to declare success or rollback.
- Announce the window. Notify users, customers, support teams and dependent systems. Explain read-only periods, expected interruption and the rollback decision time.
- Reduce uncertainty. Lower DNS time-to-live before the change where DNS is involved, validate certificates and prepare endpoint or configuration changes in advance.
- Freeze or quiesce writes. Stop background jobs and user writes, or place the application in a controlled maintenance mode. Record the freeze timestamp.
- Run the final delta. Replicate changes created after the last incremental pass, including deletes and permission changes. Confirm that source and destination counts and checksums agree.
- Switch traffic. Change DNS, connection strings, service endpoints or application configuration. Keep the change reversible and record the exact previous values.
- Test live transactions. Check login, read and write operations, critical integrations, queued jobs, reporting, alerts and audit logging from representative user roles.
- Observe before closing. Monitor errors, latency, replication, resource use and security events throughout the agreed acceptance period.
Define rollback before the freeze
A rollback is safe only while the old system can accept a consistent state. Keep the US environment read-only after cutover until acceptance passes and the rollback window expires. If you must roll back, stop new writes, identify transactions created on the destination, reconcile them or preserve them for replay, restore the previous endpoint, and document the decision. Never switch back blindly while both systems are accepting independent writes.

Close the former US environment and preserve evidence
After acceptance, revoke access methodically rather than deleting the account first. Remove replication credentials, API tokens, SSH keys, service principals, temporary firewall rules and support permissions. Export audit logs, configuration snapshots, migration manifests, approvals, test results, incident records and the final data map.
Obtain written confirmation of retention and deletion from the former provider. The confirmation should state what happened to active data, replicas, snapshots, backups, logs, support tickets and disaster-recovery copies, and identify any legal hold or residual retention period. Store the certificate with your processing records and customer-audit evidence.
Post-migration review
- Update records of processing, data-flow diagrams, privacy notices and processor lists.
- Review access quarterly and after staff or supplier changes.
- Schedule restore tests and key-rotation checks.
- Reconfirm region and subprocessor commitments when services or contracts change.
- Measure actual transfer, support and recovery costs against the migration estimate.
- Retire unused exports and temporary storage according to the approved retention schedule.
Common failure modes and fixes
Assuming an EU region guarantees GDPR compliance
Why it fails: support staff, subprocessors, backups or legal control may still be outside the intended boundary.
Fix: obtain named regions, access paths, subprocessor details and contractual commitments for every service that handles the data.
Recommended Free Tools
Copying only the primary database
Why it fails: logs, files, indexes, queues, secrets and backups can contain essential or personal information.
Fix: reconcile the service inventory against network flows, credentials, scheduled jobs and backup catalogs before freezing writes.
Testing only that files exist
Why it fails: permissions, timestamps, metadata, search, integrations and application assumptions may be broken.
Fix: run functional, security, restore and performance tests with representative roles and data.
Ignoring deletes and late updates
Why it fails: the destination can contain records the source deleted, creating accuracy and retention problems.
Fix: replicate tombstones or deletion events, reconcile a final difference set and test deletion workflows explicitly.
Ending the old contract immediately
Why it fails: a hidden dependency or failed restore leaves no recovery path.
Fix: keep the source read-only through the acceptance and rollback period, then obtain deletion evidence before final closure.
Quick Recap
A practical decision checklist
- Every dataset, copy, secret and machine identity has an owner and classification.
- Mixed datasets have been treated as personal data where separation is impossible.
- Controller, processor, retention, deletion and lawful-basis records are current.
- The destination’s ownership, jurisdiction, regions, replicas, backups, support access and subprocessors are documented.
- Export formats, open interfaces, API limits, egress charges and transition dates are understood.
- Encryption in transit and at rest is enabled, with an approved key-custody design.
- A representative pilot passed integrity, permission, application, integration and restore tests.
- Incremental replication is monitored and the final difference set is reconciled.
- Cutover, acceptance, rollback and communications are approved in writing.
- Credentials are rotated, logs and evidence are archived, and deletion of the former provider’s copies is confirmed.
