Short answer: An Indian business generally needs a GST registration in each state or union territory from which it makes, or intends to make, outward supplies. It does not automatically need a registration in every state where its customers are located. Each state registration is a separate registered person, so books, invoices, returns, liabilities and input-tax credit (ITC) must be controlled GSTIN by GSTIN.
To stay compliant, map every operating location, decide the place of supply for each transaction before invoicing, keep each registration’s credit separate, reconcile supplier data with legal ITC conditions, and use the Input Service Distributor (ISD) mechanism for common input services. The ISD rules changed for specified inter-state reverse-charge transactions from 1 April 2025; confirm the current consolidated law and notifications for your facts.

1. Start with the distinction that controls the whole analysis
Three locations are often confused:
- The supplier’s registration location: the state or union territory from which the business makes or intends to make outward supplies.
- The place of supply: the location determined under the IGST Act for classifying a particular supply.
- The customer’s location: where the recipient is established, registered or resident, depending on the transaction and the applicable rule.
They can be in different states. Registration is generally linked to the first item, while the second determines whether a supply is inter-state or intra-state and which tax is charged. A customer being in another state does not, by itself, create a registration requirement there. CBIC’s FAQ illustrates this for a service provider supplying from Maharashtra: the provider does not automatically need a registration in every state where customers happen to be located.

2. Decide where the business must register
Map every operating location
Create a location-to-GSTIN register before filing applications or changing your operating model. For each location, record:
- state or union territory;
- principal place of business and every additional place of business;
- what activity occurs there (sale, storage, service delivery, billing, project execution or support);
- whether outward supplies are made or intended from that location;
- the responsible GSTIN and accounting ledger.
A warehouse used only for storage may need to be treated differently from a warehouse from which goods are dispatched as part of the supplier’s outward supply. A service office that actually supplies services can have a different result from a sales contact address. Use the official GST registration application and amendment processes to report the places that belong to the registration.
Use the supplier-location test, not a customer-state list
Suppose a consultancy is registered in Maharashtra and performs and supplies its services from that state to customers in Karnataka, Delhi and Gujarat. The out-of-state customers do not, on those facts alone, require three additional registrations. The consultancy must still apply the correct place-of-supply rule, issue the right tax invoice and report the supply through its Maharashtra registration.
By contrast, if the business establishes a Karnataka office that supplies customers, or a warehouse in another state from which goods are supplied, that operating location may require its own registration. The conclusion depends on what the location actually does and on the statutory exceptions for the particular supply.
When a state registration is not enough
Review the map whenever you:
- open or close a branch, warehouse or project site;
- move inventory and dispatch operations to another state;
- change which office performs or contracts for a service;
- begin supplying from a new location rather than merely selling to new customers;
- change the legal or contractual flow between offices.
Keep a dated memo explaining the conclusion. It should identify the supplying location, the relevant facts, the place-of-supply rule considered and the GSTIN used. That record is valuable if the operating model later changes.
3. Treat every state GSTIN as a separate registered person
Registrations held by the same legal entity in different states are treated as distinct registered persons for GST. Sharing one PAN does not merge their GST accounts.

What must be kept separate
- sales and purchase ledgers;
- tax invoices and credit or debit notes;
- output-tax liability and payments;
- returns and reconciliations;
- electronic credit and cash ledgers;
- supporting contracts and records for transactions between registrations.
Do not plan to offset an electronic credit balance in one state’s registration against a tax liability in another state’s registration merely because both belong to the same company. CBIC’s FAQ expressly explains that ITC cannot simply be cross-utilised between two such distinct registrations.
Budget cash by GSTIN
A group-level cash forecast can hide a state-level shortfall. Prepare a separate monthly view for each GSTIN showing opening credit, eligible additions, reversals, output tax, cash payments and closing balances. A surplus in one registration is not a substitute for funding another registration’s due liability.
Document inter-unit supplies
When one state registration supplies goods or services to another registration of the same legal entity, analyse the transaction under the GST rules instead of treating it as an internal journal entry. The supplying registration should use the appropriate invoice and tax treatment, and the receiving registration should record the document and test its own ITC eligibility.
4. Determine the place of supply before you invoice
Place-of-supply rules are transaction-specific. The applicable rule can depend on whether the supply is goods or services and whether a special provision covers immovable property, an event, transportation, intermediary activity or delivery involving more than one state. Never infer the answer only from the billing address.
Classify the transaction
- Identify the supplier’s GSTIN and the location from which the supply is made.
- Identify the recipient and whether the recipient is registered.
- Classify the supply as goods or services.
- Check the general place-of-supply rule and every specific rule that could override it.
- Decide whether the result is inter-state or intra-state.
- Apply the corresponding tax and invoice fields.
Include the required invoice information
For an inter-state supply, the invoice rules require the place of supply and the name of the state to be stated. The invoice should also clearly identify the GSTIN making the supply, the recipient details, description, taxable value, rate, tax amount and other prescribed particulars. Your accounting system should prevent a user from selecting a place-of-supply state that conflicts with the tax type without an override and documented reason.

Handle special service rules deliberately
Services connected with immovable property, events or delivery in multiple states can use a specific statutory rule rather than the general recipient-location rule. Build a short place-of-supply worksheet for unusual contracts. Record the property or event location, performance locations, delivery pattern and contractual roles, then have a qualified GST professional review high-value or recurring arrangements.

5. Keep ITC eligible, not merely visible on the portal
GST portal data is an important reconciliation input, but an amount appearing in a statement is not conclusive proof that the credit can be claimed. The portal’s FAQ cautions that other legal provisions can still make credit unavailable.
Reconcile GSTR-2B and supplier filings
- Download the relevant GSTR-2B for each GSTIN and tax period.
- Match each entry to the purchase invoice, receipt of goods or services and the correct registration.
- Follow up with suppliers on missing, duplicate or incorrectly reported invoices.
- Check tax amount, supplier GSTIN, invoice number and place-of-supply details.
- Separately test the statutory conditions, restrictions, reversals and documentation requirements before claiming credit.
- Keep an exception log showing the person responsible, action taken and resolution date.
Do this GSTIN by GSTIN. A supplier’s invoice addressed to one registration should not be moved to another registration simply because the latter has unused credit or incurred the business cost.
Separate direct and common input services
An input service used solely by one registration is normally analysed against that registration’s records. A service used by several state registrations, such as a common audit, advertising or consultancy engagement, requires an allocation decision and may require ISD distribution. The allocation must be supported by the recipient registrations that actually use the service.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →6. Use the ISD mechanism for common input services
Common third-party input services are a frequent source of multi-state errors. Examples include a nationwide audit engagement, a group advertising campaign or consultancy bought by a head office for several branches. A head office cannot simply retain the invoice and let every branch claim a portion without using the applicable statutory mechanism.
Does the head office need ISD registration?
If the head office is acting as an Input Service Distributor to distribute eligible common input-service credit to distinct state registrations, it generally needs the applicable ISD registration and must issue the prescribed ISD documents. If a service is used only by the head-office registration, it is not made a common service merely because the invoice is addressed to headquarters. Confirm the current registration and distribution requirements for the invoice date and the exact legal structure.
Classify each shared service
For every common invoice, mark it as:
- Exclusive: attributable to one registration;
- Shared among identified recipients: used by two or more specified registrations;
- Common to all relevant registrations: no defensible recipient-specific attribution is available.
Retain the supplier invoice, contract, usage evidence, allocation basis, recipient list and ISD document. The allocation basis should be reasonable, consistently applied and capable of being explained; do not invent a percentage after the return has been filed.

Account for the 1 April 2025 change
The GST Council’s December 2024 press release described amendments to include specified inter-state reverse-charge transactions within the ISD framework, with the amendments to take effect from 1 April 2025. For invoices or reverse-charge arrangements on or after that date, check the consolidated Act, rules and notifications before deciding whether the ISD route applies. The exact treatment depends on the transaction and cannot be settled from the press release alone.
Do not confuse ISD with a normal taxable supply
ISD distribution has prescribed documentation and reporting. It is not a substitute for invoicing a genuine supply of goods or services between registrations. If the head office is itself supplying a service to a branch, analyse that supply separately; if it is distributing eligible third-party input-service credit, follow the current ISD rules.
7. A repeatable multi-state compliance workflow
- Maintain the location register. Link every operating site, activity and supplying location to the correct GSTIN. Review it whenever a site opens, closes or changes function.
- Assign ownership. Name a GSTIN owner, preparer and reviewer for invoices, purchases, returns, payments and reconciliations. Group finance may set policy, but each registration remains accountable for its records.
- Validate master data. Lock GSTIN, state, tax type and place-of-supply fields in customer, vendor and product or service masters. Require approval for overrides.
- Classify before billing. Complete the place-of-supply worksheet for new contract types, unusual services, multi-state delivery and related-registration transactions before issuing the first invoice.
- Capture purchases correctly. Ensure each supplier invoice names the registration that received the supply. Route shared input services to the ISD review queue instead of posting them directly to a random branch.
- Reconcile and test eligibility. Compare purchase records with GSTR-2B, investigate differences and apply statutory ITC tests independently of portal visibility.
- File and pay by GSTIN. Prepare the required returns, payment and liability reconciliation separately for each registration. Do not net one state’s liability against another state’s credit.
- Archive evidence. Keep invoices, contracts, delivery or performance proof, allocation workings, ISD documents, reconciliations, return workings and approval records for the applicable retention period.
8. Practical decision table
| Business fact | Registration question | Compliance treatment |
|---|---|---|
| One Maharashtra service office supplies customers in several states | Are registrations needed in every customer state? | Not automatically. Use the Maharashtra registration if that is the supplying location, then apply the correct place-of-supply rule and invoice fields. |
| A Karnataka branch performs and supplies services to Karnataka customers | Can the Maharashtra GSTIN cover the branch? | Review the branch as a location from which outward supplies are made or intended. A separate Karnataka registration may be required. |
| Goods are dispatched from a warehouse in another state | Is the warehouse merely a customer address? | No. Analyse whether the warehouse is a place from which outward supplies are made and map the dispatch flow to the appropriate registration. |
| Head-office advertising campaign benefits three state registrations | Can each branch claim a share from the head-office invoice? | Identify it as a common input service and use the applicable ISD distribution process with supporting allocation records. |
| Credit balance exists in one state and tax is payable in another | Can the balances be combined because the PAN is the same? | No simple cross-utilisation. Each registration is a distinct registered person with its own credit position. |
| An amount appears in GSTR-2B but the invoice is disputed or restricted | Is portal appearance enough? | No. Reconcile the document and test all legal eligibility conditions before claiming or retaining the credit. |
9. Controls that prevent the most expensive errors
Use GSTIN-level reconciliations
Reconcile three ledgers each period: outward supplies to filed sales data, inward supplies to GSTR-2B and the purchase register, and tax payable or credit claimed to the electronic ledgers. Investigate differences by invoice number and GSTIN, not only by company total.
Control related-registration transactions
Maintain an inter-unit register showing supplying GSTIN, receiving GSTIN, document number, nature of supply, tax treatment, value, place of supply and payment or settlement status. This prevents internal charges from disappearing into consolidated accounts.
Lock the allocation policy
For recurring shared services, approve the allocation method before the financial year or contract starts. If usage changes materially, record the reason, effective date and revised basis. Preserve evidence such as user counts, campaign reach, contract scope or branch consumption where relevant.
Review changes in law and portal forms
GST portal guidance is updated. The GSTR-1 guidance notes a change from the August 2024 return period for a specified category of inter-state consumer supplies. That note is a reminder to check the live portal instructions, current thresholds and tax period before filing rather than using an old checklist. It does not replace the statute or notification governing your transaction.

10. Common failure modes and fixes
Registering wherever customers are located
Failure: opening registrations solely because customers are in those states. Fix: identify the actual supplying locations and document why a customer-state registration is or is not required.
Pooling all ITC at headquarters
Failure: treating one state registration’s credit as a group asset. Fix: track credit by GSTIN and distribute eligible common input-service credit through the current ISD process.
Choosing tax type from the billing address
Failure: charging IGST or CGST/SGST based only on the customer’s address. Fix: determine place of supply under the applicable goods or services rule and retain the analysis.
Claiming every portal match
Failure: assuming GSTR-2B visibility proves eligibility. Fix: perform the separate legal and documentary tests and remove or reverse ineligible amounts as required.
Using an outdated ISD checklist
Failure: ignoring the rules applicable from 1 April 2025 for specified inter-state reverse-charge transactions. Fix: check the consolidated current law, rules and notifications for each relevant invoice.
Consolidating records too early
Failure: preparing one company-level return workbook and allocating errors later. Fix: build source records and reconciliations GSTIN by GSTIN, then consolidate only for management reporting.
11. Choosing systems and advisers
Software is useful when it enforces the legal structure rather than hiding it. For a multi-GSTIN accounting or return system, verify that it can:
What’s actually slowing this PC down?

Use a qualified GST professional for fact-specific questions: whether a new site is a place from which supplies are made, which place-of-supply rule governs a complex service, whether a head office must register as an ISD, or how a common reverse-charge input service should be distributed. Ask the adviser to state the assumptions, effective date and legal provisions used, especially where the transaction falls after 1 April 2025.
