How to Manage Employee Cards and Spending Limits on a Business Credit Card

Give an employee a business card only for a documented purchasing need, set a limit from that person’s expected spend, and manage the account with a written policy, issuer controls, and scheduled reconciliation. A displayed limit is not always an absolute decline threshold, so the business must still review transactions and remains responsible under its card agreement.

Start with a policy, not a card

Employee cards make routine purchasing easier, but they also give another person access to company credit. Before issuing any card, write a short policy that answers exactly what cardholders may buy, what requires approval, how receipts are submitted, who reviews transactions, and what happens when the rules are broken.

As an Amazon Associate I earn from qualifying purchases.

The U.S. Department of Justice Office of Justice Programs, in its Organization Credit Cards Guide Sheet, recommends that organizations communicate card rules clearly, keep the policy accessible, and train both cardholders and the people who oversee the program. A policy that exists only in a finance folder will not control day-to-day spending; employees and reviewers need to know where to find it and how to apply it.

Include these policy decisions

  • Approved purchases: List the goods and services the card may cover, such as supplies, travel, subscriptions, or client-related costs.
  • Prohibited purchases: State whether personal expenses, cash advances, gift cards, alcohol, entertainment, or purchases for another organization are forbidden.
  • Approval thresholds: Set a per-purchase amount above which a manager must approve the purchase before it is made.
  • Emergency purchases: Define what qualifies as an emergency and how the employee documents it afterward.
  • Receipt deadline: Specify when itemized receipts and the business purpose must be submitted.
  • Expense coding: Identify the project, department, client, or general-ledger code employees must use.
  • Review ownership: Name the manager responsible for the card and the finance person responsible for reconciliation.
  • Lost, stolen, or questionable cards: Give employees a reporting channel and require immediate notification.
  • Consequences: Explain the process for correcting an error, repaying an unauthorized charge, completing retraining, or applying discipline.

Have each cardholder acknowledge the policy, and train reviewers as well as employees. The policy should also state how access is removed when someone changes roles or leaves the company.

Choose cardholders by operational need

Card access should follow the employee’s purchasing responsibilities, not seniority or job title. The DOJ guide sheet says access should reflect operational need. An employee who regularly buys materials for a field team may need a card even if a more senior employee does not.

Document the business purpose

For every card, record the employee’s role, the types of purchases expected, the responsible manager, and the proposed limit. This record gives finance a basis for reviewing unusual activity and makes reassignment easier when duties change.

Review access after personnel changes

Make card access review part of your transfer, leave, and termination checklists. When an employee changes roles, ask whether the original purchasing need still exists. When employment ends, freeze or cancel the card promptly, collect any physical card if practical, and confirm that pending receipts and transactions have been submitted.

Set each spending limit from a budget

Estimate the employee’s normal purchases for the relevant billing period, then set the individual limit close to that expected amount. The DOJ guide sheet states: “Credit card limits should align with the employee’s actual spending rather than an arbitrary amount.” A limit that is far higher than expected spend increases exposure; one that is too low can push employees toward workarounds or repeated emergency requests.

Use a repeatable calculation

  1. List the employee’s recurring purchases and their usual timing.
  2. Estimate the highest normal billing-period total, including seasonal variation.
  3. Add only a documented operational buffer for predictable fluctuations.
  4. Record the assumptions and the person authorized to approve changes.
  5. Review actual spending after several cycles and adjust the limit to evidence rather than guesswork.

Issuers implement limits differently. Confirm whether the setting applies per billing period, whether existing charges count against it, when the limit resets, and whether a temporary increase expires automatically. If an unusual purchase is foreseeable, approve a temporary increase case by case and write down its end date.

Separate limits from approval rules

A card limit is a credit-control setting, not a substitute for procurement approval. An employee may be allowed to spend up to a card limit but still need manager approval for a particular vendor, category, or dollar amount. Put both controls in the policy so employees do not interpret available credit as permission to buy anything.

Use the issuer dashboard to control cards

Business-card dashboards commonly provide a card list, transaction detail, individual limits, and controls for locking or freezing cards. The exact labels and eligibility depend on the issuer and product. At onboarding, identify which administrator can make changes and whether another person may be given delegated access.

Controls worth enabling

  • Per-card limits: Keep each employee’s exposure separate instead of relying only on a company-wide limit.
  • Transaction visibility: Give reviewers access to itemized activity rather than waiting for a monthly summary.
  • Merchant-category alerts: Use alerts for categories that deserve immediate review.
  • Freeze or lock: Temporarily stop a card reported lost, stolen, or potentially misused.
  • Mobile and online administration: Ensure an authorized administrator can act outside the office when necessary.
  • Delegated administration: Give an account manager only the level of access needed for their role, and review that delegation periodically.

Do not assume that a feature shown in one product is available on every business-card account. Confirm the current business dashboard and cardmember agreement before promising a control in your policy.

Understand the issuer-specific mechanics

The following examples illustrate why a policy should describe your actual account settings rather than generic card behavior. They are U.S.-specific and product-dependent.

Issuer example Documented management features Important qualification
Chase Ink Individual employee limits, online and mobile card management, and the ability to lock or unlock a lost or stolen card. Its disclosure says employees are authorized users with equal charging privileges unless individual limits are established. The business and the Authorizing Officer remain responsible for use and repayment.
American Express Add and view Employee Cards, set spending limits, create merchant-category alerts, freeze and unfreeze cards, and delegate Full Access to an Account Manager. American Express says an Employee Card limit is not a guaranteed ceiling. Its examples of possible exceptions include restaurant tips and hotel stays extended beyond the original reservation. The terms reviewed state that limits typically refresh within 24–48 hours after the account closing date; verify the current terms for the specific card.
U.S. Bank Individual employee limits and itemized purchase details in online statements. Its online and mobile instructions say an eligible limit change is effective immediately and the requested amount must be at least $500 above the current balance, no higher than the company limit, and entered in $100 increments. Eligibility and instructions can depend on account setup.

These examples are not universal rules. A limit may be affected by tips, delayed hotel charges, offline transactions, pending activity, or the issuer’s agreement. Treat the displayed amount as one control in a broader process, not as a promise that every charge above it will decline.

Build a transaction-review and receipt process

Effective control requires two reviews: the employee checks that each charge is theirs and business-related, while finance compares detailed activity with the statement and supporting documentation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Employee review

  1. Open the issuer’s transaction view on the schedule set by your policy.
  2. Confirm the merchant, date, amount, and business purpose for every charge.
  3. Attach the itemized vendor receipt and enter the required project or expense code.
  4. Flag duplicates, unknown merchants, incorrect amounts, and personal or out-of-policy purchases immediately.

Finance review

  1. Compare itemized account activity with the card statement.
  2. Check that each charge has a receipt, business purpose, approval where required, and correct coding.
  3. Follow up on missing or unclear documentation while the transaction is still recent.
  4. Investigate unusual merchants, split transactions, repeated exceptions, and spending near the card limit.
  5. Retain the original vendor documentation according to your organization’s record-retention rules.

U.S. Bank describes itemized purchase details in its online statement as an employee-card feature, which can make this review more precise. The DOJ guide sheet recommends a timely receipt process and original vendor documentation, but any receipt deadline or dollar threshold in your policy should be tailored to your organization; grant-related guidance is not automatically a universal legal rule.

Handle exceptions and misuse consistently

A documented exception is easier to resolve than an unexplained charge. When a transaction is disputed, mistaken, or outside policy, preserve the transaction record and ask the employee for context before deciding what action is appropriate.

For an accidental or incorrect charge

  • Record the date, merchant, amount, and reason the charge is being questioned.
  • Ask for the receipt and a written explanation.
  • Correct the accounting code or seek a credit from the vendor when appropriate.
  • Document the resolution and whether additional training is needed.

For an unauthorized or personal charge

  • Freeze the card if further use presents a risk.
  • Notify the responsible manager and finance owner.
  • Follow the policy’s repayment, correction, and disciplinary process.
  • Preserve relevant records and act promptly; do not allow unresolved exceptions to accumulate.

The DOJ guide sheet recommends swift action after misuse is found and says the policy should address consequences. Apply the same process regardless of an employee’s rank, while allowing documented facts and the card agreement to determine the outcome.

Change limits and access safely

Limit changes should be traceable. Require the requester to state the amount, business reason, dates covered, and approving manager. For a temporary increase, record when it should end and verify afterward that the setting returned to normal.

Before approving an increase

  • Check current pending and posted charges.
  • Confirm that the purchase is within policy and that the vendor and category are acceptable.
  • Determine whether the need is one-time, seasonal, or evidence of a permanently outdated limit.
  • Check the issuer’s minimum, maximum, increment, and reset rules.

When reducing or removing access

  1. Freeze the card immediately if the change is urgent or misuse is suspected.
  2. Submit the permanent limit reduction or cancellation through the issuer’s authorized channel.
  3. Collect outstanding receipts and resolve pending transactions.
  4. Remove delegated administrator access and update internal cardholder records.
  5. Confirm completion with the manager and finance owner.

Evaluate a business-card program by control, not headline rewards

When comparing card programs, begin with the controls your policy requires. Fees and rewards matter, but they do not replace visibility or accountability.

Question to compare Why it matters
Can you set a separate limit for each employee? Individual limits let exposure follow actual job requirements.
When does a limit reset? Reset timing affects whether a limit is per billing period and how quickly a temporary change ends.
Can administrators freeze, lock, or unlock a card? Fast control reduces exposure after loss or suspected misuse.
Are transactions visible at item level? Detailed activity supports coding, receipt matching, and prompt investigation.
What alerts are available? Merchant-category or transaction alerts can surface exceptions earlier.
Can duties be delegated safely? Role-based access helps finance staff manage cards without sharing credentials.
How do limit exceptions work? Tips, hotel extensions, pending charges, and issuer-specific rules can affect the practical ceiling.
Who remains liable? The business and any responsible authorizing officer may remain liable even when an employee made the purchase.

Troubleshoot common management problems

An employee says the card was declined unexpectedly

Check the available credit, pending charges, individual limit, merchant category, account status, and whether the purchase is subject to an issuer-specific exception. Do not assume that a displayed limit alone explains the decline. If the purchase is legitimate, document the reason for any approved temporary change.

The employee appears to have exceeded the displayed limit

Review the cardmember agreement and transaction details, including tips, delayed hotel charges, and pending activity. American Express expressly warns that its Employee Card limit is not a guaranteed ceiling, so similar-looking behavior should not be treated as a universal rule across issuers.

Receipts are repeatedly missing

Apply the stated deadline, identify the missing transactions, and require the employee to explain the business purpose. Escalate according to the policy, retrain the cardholder, or suspend access when the pattern continues.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A cardholder changes jobs

Reassess the documented business need, limit, manager, and expense codes before allowing continued use. Freeze or cancel the card if the new role no longer requires purchasing access.

A practical monthly operating cycle

  1. At issuance: Record the business purpose, manager, limit, policy acknowledgment, and reporting instructions.
  2. During the cycle: Monitor alerts and transaction activity; address questionable purchases promptly.
  3. Before close: Have each cardholder submit receipts, business purposes, and coding.
  4. At statement close: Reconcile itemized activity to the statement and investigate missing documentation.
  5. After reconciliation: Review whether the limit still matches actual spending and whether any temporary increase should end.
  6. At personnel changes: Reconfirm or remove access immediately.

This cycle creates an audit trail without requiring finance to wait until year-end to discover a problem.

Key responsibilities to put in writing

  • Cardholder: Use the card only for approved business purposes, protect card credentials, submit receipts promptly, and report loss or questionable activity.
  • Manager: Confirm the operational need, approve purchases and temporary increases, and review the employee’s activity.
  • Finance owner: Maintain card records, reconcile statements, verify documentation, monitor exceptions, and remove access when instructed.
  • Administrator or Authorizing Officer: Apply issuer controls, manage delegated access, and understand the business’s responsibility under the agreement.

Business-card controls are strongest when these duties are assigned to named people rather than left as an informal expectation.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
