Usually, yes—if your goal is long term, your contributions remain affordable, and your portfolio still matches your risk tolerance and time horizon. Continuing a diversified investing routine can keep a temporary decline from turning into an emotional timing decision. It cannot guarantee a recovery or profit, and it is not a personalized recommendation. Before adding money, make sure you can cover near-term expenses and that you are not taking more investment risk than your circumstances allow.
What a falling market does—and does not—mean
A market decline changes the current value of investments; it does not by itself prove that a long-term plan is wrong. The SEC Office of Investor Education and Assistance and co-issuing regulators said in their October 5, 2026 World Investor Week bulletin that short-term trading and attempts to time the market can lead to buying high or selling as prices fall. Their guidance favors patient, periodic investing when it fits an investor’s plan.

A downturn can still reveal a problem that existed before prices fell. A portfolio may be too concentrated, too risky for its time horizon, or funded with money needed for rent, tuition, medical bills, or other near-term obligations. The right response is therefore a plan check, not an automatic decision to buy more or sell everything.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsConditions that support continuing
- Your objective is years away rather than an expense due soon.
- You have enough cash-flow capacity to make contributions without missing essential bills or high-priority debt payments.
- Your mix of stocks, bonds, cash, and other holdings remains suitable for your risk tolerance and time horizon.
- You can tolerate further declines without being forced to sell.
- The account’s investment choices, fees, and contribution rules are understood.
Conditions that call for a review first
- You are approaching retirement, already withdrawing money, or have a large expense scheduled soon.
- You would need to sell investments to cover an emergency because your cash reserve is inadequate.
- A single company, sector, or asset class dominates the portfolio.
- The recent decline is making you realize that the portfolio’s volatility is beyond what you can remain invested through.
- Your income, debt, family responsibilities, or time horizon has materially changed.
The cited investor-education material does not prescribe a universal emergency-fund amount or a standard stock percentage. Those decisions depend on cash needs, goals, account rules, and personal circumstances.

How dollar-cost averaging works in a downturn
Investor.gov defines dollar-cost averaging (DCA) as investing equal portions at regular intervals regardless of price movements. When the price is lower, a fixed contribution buys more shares; when the price is higher, it buys fewer. The process can reduce the temptation to decide whether a particular day is the market bottom.
DCA is a method for deploying money, not a promise of a positive result. Prices can keep falling after a purchase, and an investment can lose value. Regular buying neither guarantees a profit nor prevents losses. It works differently depending on the source of the money:
- Recurring income: A workplace retirement contribution or monthly transfer invests money as it is earned. There is no large cash balance being deliberately held back while waiting for a better entry point.
- An existing lump sum: Splitting cash into installments leaves part of that money outside the market during the schedule. That can soften the effect of an immediate decline, but it also leaves cash unable to participate if prices rise.
Regular contributions versus investing an available lump sum
The choice is not simply “safe” versus “risky.” It is a trade-off among exposure, opportunity cost, behavior, and transaction costs. FINRA’s May 19, 2026 explanation describes the relevant differences as follows.
| Decision axis | Regular contributions or gradual deployment | Investing an available lump sum |
|---|---|---|
| Cash-flow source | Money is invested as recurring income arrives, or an existing balance is divided into scheduled purchases. | Cash already available is invested at once. |
| Near-term downside exposure | For a lump sum, the uninvested portion is outside a market decline during the waiting period; money already invested is not protected. | The full amount is exposed immediately to market movements. |
| Opportunity cost | If prices rise during the schedule, waiting cash misses some gains. FINRA notes that gradual investing often produces lower long-term returns than investing a lump sum, although the path of prices determines the result. | The entire balance participates from the start if the market rises, but it also experiences an immediate fall. |
| Behavior | A preset schedule can reduce the urge to guess a bottom or react to headlines. | A single decision avoids repeated timing choices but may feel harder emotionally during a volatile period. |
| Costs | More transactions can increase commissions or other account charges where they apply. | Fewer trades may reduce per-transaction costs, subject to the account’s fee schedule. |
| Suitability | Must be considered alongside goals, risk tolerance, time horizon, liquidity needs, and account terms. | Must be considered using the same factors; no source establishes one universally correct choice. |
Holding cash while gradually investing can reduce exposure to a near-term decline, but it can also reduce returns if prices rise. That cash-drag concern applies to an existing lump sum, not to contributions invested as each paycheck is received.
A practical plan for investing through a decline
1. Define the money’s job and date
Write down what the account is intended to fund and when withdrawals might begin. Retirement decades away can tolerate more short-term fluctuation than a home purchase next year. A college account with a known enrollment date has a different horizon from a general wealth-building account. The SEC’s investor guidance on time horizon, risk tolerance, and asset allocation emphasizes matching investments to the purpose and schedule of the money.

2. Protect near-term liquidity
List essential monthly spending, irregular bills, insurance deductibles, and debts that must be paid. Keep money for those obligations in an accessible form rather than relying on stocks that could be down when you need them. The guidance does not specify a one-size-fits-all reserve; the appropriate amount depends on income stability, dependents, job prospects, and upcoming commitments.
3. Check risk tolerance under real conditions
Risk tolerance is not an abstract questionnaire result. Ask whether you could remain invested if the account fell further and how a forced sale would affect your plan. If the answer is no, a lower-risk allocation may be appropriate even if changing it after a decline feels uncomfortable. Do not increase stock exposure solely because prices have fallen.
4. Review diversification
Diversification spreads money across investments and asset classes so that one holding or segment has less power to determine the outcome. It reduces concentration risk; it does not eliminate losses, market-wide declines, credit risk, or inflation risk. Check overlap among funds, employer stock, individual shares, and sector bets. The October 2026 bulletin and the SEC’s college-student bulletin both connect diversification and allocation to goals, horizon, and risk tolerance.
5. Set contribution rules before the next headline
Choose an amount and frequency that your budget can sustain. Automating a workplace contribution or bank transfer can keep the process from depending on daily sentiment. If you are deploying a lump sum gradually, write the schedule, end date, and investment selection in advance. A schedule that is abandoned at the first additional decline is not a reliable process.
6. Rebalance only for a reason
Compare the current allocation with the target you selected for your goal. Rebalancing may restore the intended mix when market movements push it away from target, but it can create taxes or trading costs in taxable accounts. Use the account’s rules and consider whether new contributions can correct the mix without selling. A market fall is not itself a signal to make an unplanned allocation change.

How to handle the emotional pressure to sell
Volatility turns an ordinary plan into a series of urgent-looking decisions. The SEC article “Don’t Panic, Plan It!” says, “If you have the right investment plan, you shouldn’t need to make rash decisions during times of market volatility.” Apply that idea operationally:
- Pause before trading on a headline, social-media post, or price alert.
- Read the written purpose, time horizon, target allocation, and contribution rule for the account.
- Identify whether the proposed trade fixes a documented mismatch or merely relieves anxiety.
- Check taxes, spreads, commissions, redemption fees, and any employer-plan restrictions before acting.
- If the plan no longer fits because your life changed, make a deliberate adjustment and document why.
Short-term trading can also create a cycle of selling after prices fall and buying after they recover. Avoiding that pattern is one reason a periodic process can be useful, but a process should never override a genuine need for cash or a clearly unsuitable risk level.
Adjustments for different life stages
Early career and long horizons
When retirement or another goal is far away, ongoing contributions may buy through multiple market conditions. The key checks are affordability, diversification, and whether the selected allocation is still tolerable. A long horizon does not make an investment risk-free; it simply gives more time before the money is needed.
Mid-career with changing obligations
Recalculate the amount that can be invested after housing costs, childcare, debt payments, and insurance. A contribution that was comfortable before a job or family change may no longer be. Keep the investment schedule aligned with the revised budget rather than borrowing or skipping essential bills to maintain it.
Near retirement
The SEC’s investor education materials specifically flag nearing retirement as a circumstance requiring attention. Review how much of the portfolio must fund early withdrawals, whether cash needs are covered, and whether the risk level matches the shorter time horizon. Avoid assuming that a previous stock allocation remains suitable simply because it worked during accumulation.

Already taking withdrawals
Sequence and liquidity matter when selling is unavoidable. Map expected withdrawals and accessible assets, then examine whether a downturn could force sales of volatile holdings. The cited guidance does not prescribe a universal withdrawal reserve or asset mix; those choices require an individualized assessment of spending, income, taxes, and account terms.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Account and cost checks before you trade
- Contribution limits and eligibility: Confirm the current rules for the specific retirement or taxable account and whether employer matching requires a particular contribution level.
- Fund and platform expenses: Review expense ratios, transaction charges, bid-ask spreads, advisory fees, and any short-term redemption fees. Small recurring costs reduce the amount that remains invested.
- Tax treatment: Selling in a taxable account can realize gains or losses; changing investments inside a retirement account may have different tax consequences. Verify the rules that apply to your account and jurisdiction.
- Settlement and access: Understand when sale proceeds become available and whether withdrawals incur penalties or restrictions.
- Automatic-investing settings: Confirm the transfer date, amount, selected fund, and what happens if the bank balance is insufficient.
FINRA notes that additional transactions can erode the benefit of gradual investing when fees apply. A low-cost schedule is not automatically better if it causes missed bills, overdrafts, or unnecessary trading.
Common mistakes and how to correct them
Stopping every contribution after a decline
Why it fails: It converts a temporary price movement into a permanent change in the plan and may cause the investor to miss later purchases or an employer match.
Correction: Recheck affordability and suitability. If both remain intact, restore the planned contribution rather than trying to identify the perfect restart date.
Investing emergency money because prices look cheaper
Why it fails: A market can fall further, and selling under pressure can lock in a loss.

Assuming DCA guarantees a better entry price
Why it fails: Equal purchases can still lose value, and a rising market can make gradual deployment lag an immediate investment.
Correction: Treat DCA as a behavioral and cash-flow method. For an existing lump sum, explicitly weigh reduced near-term exposure against the opportunity cost of waiting.

Concentrating in a company or fashionable sector
Why it fails: A lower price does not remove business, valuation, or concentration risk.
Correction: Compare the holding with the overall allocation and use diversified exposures where they fit the plan.
Changing risk after the fall without a new objective
Why it fails: Selling because the decline feels intolerable can leave the portfolio mismatched when recovery occurs, while buying more aggressively can create a risk level you cannot maintain.
Correction: Base any allocation change on time horizon, liquidity, and tolerance—not on a forecast of the next market move.
A decision checklist for the next market drop
- What goal is this account funding, and when might withdrawals begin?
- Are essential expenses, high-priority debts, and near-term bills covered without selling investments?
- Is the contribution amount still affordable from dependable cash flow?
- Does the current allocation match my horizon and ability to tolerate another decline?
- Is the portfolio diversified across holdings and asset classes, or dominated by one exposure?
- Am I deciding about recurring income or an already-available lump sum?
- What fees, taxes, restrictions, or employer-plan rules would the proposed transaction trigger?
- Would I make the same change if prices were unchanged and only my personal circumstances had shifted?
If the answers show that the plan remains suitable, continuing the scheduled, diversified approach is a defensible way to avoid emotional market timing. If the answers reveal an affordability, liquidity, horizon, or risk mismatch, correct that mismatch deliberately rather than treating the market’s direction as the sole instruction.
