How to Keep GST Returns and Records to Reduce Compliance Risks

Keep a complete, readable trail from each sale or purchase to the GST figure on your filed return, then retain it for the period required in your jurisdiction. GST is not administered through one worldwide rule: Canada, Australia, Singapore and New Zealand use different retention clocks and impose different conditions on storage, access and destruction. This guide explains the evidence to keep, a practical filing-period workflow, and the jurisdiction-specific rules illustrated by current official guidance. If your business is elsewhere, use the same control principles but confirm the local statute and tax-authority instructions before setting a retention schedule.

What a defensible GST record system must prove

A tax authority should be able to follow a reported amount back to the underlying transaction and see why you treated it as taxable, zero-rated, exempt, deductible or subject to an adjustment. The record set therefore needs more than a folder of invoices. It needs links between source documents, your calculation and the return that was filed.

As an Amazon Associate I earn from qualifying purchases.

  • What happened: the sale, purchase, import, export, payment, refund or other event, with its date, parties and amount.
  • How GST was treated: the tax charged or paid, the applicable rate or treatment, and the reason for any special treatment.
  • How the return was calculated: the period totals, reconciliations, adjustments and judgments that produced each reported figure.
  • What was filed: the submitted return, confirmation or receipt, and the working copy used to prepare it.
  • How the evidence can be retrieved: readable files, consistent indexing and access for the required retention period.

Authorities describe the purpose in similar terms. Canada Revenue Agency (CRA) guidance says records must support amounts reported and claims made; Australian Taxation Office (ATO) guidance requires documents recording GST adjustments, decisions and calculations; Singapore’s Inland Revenue Authority (IRAS) says records must support GST declarations and input-tax claims. A document that cannot be connected to a return line or transaction leaves that line difficult to substantiate.

Records to capture continuously

Sales and output-tax evidence

Retain sales invoices and receipts, including credit notes and other documents that change the amount originally charged. Keep cash-register tapes or equivalent point-of-sale records where they are part of your sales process. For exports, retain the export documentation needed to support the treatment you used. Your sales ledger should identify the document number, transaction date, customer or counterparty, taxable amount, GST amount and return period.

Do not rely on a monthly total alone. A total without the underlying invoices, receipts or system report cannot show which transactions were included, omitted or classified differently.

Purchases and input-tax evidence

Keep purchase invoices, receipts and payment vouchers, together with bank or card records that help establish payment. IRAS guidance specifically lists tax invoices, receipts, cash-register tapes, credit notes, export documents, bank statements, purchase invoices and payment vouchers among relevant records. Organize the documents so an input-tax amount can be traced to the supplier document and the accounting entry.

Where a purchase is partly private, exempt or otherwise restricted, retain the allocation calculation and the basis for the portion claimed. The invoice establishes the transaction; the allocation worksheet explains why only part of its GST entered the return.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Filed returns and working papers

For every filing period, retain the filed GST return and evidence that it was submitted. Keep the working copy or equivalent calculation, especially where you file electronically. CRA guidance says electronic filers should keep working copies. Save the reconciliation between your transaction records and each return box, plus a list of source-document references used for unusual or high-value items.

Adjustments, corrections and judgments

Keep documents recording GST adjustments, decisions and calculations. Examples include bad-debt relief, credit-note corrections, changes in use, apportionment, imports, exports, reverse-charge calculations and prior-period errors. Record the date, amount, return affected, reason, approving person and supporting documents. If a treatment depends on a judgment rather than a standard system rule, preserve the explanation that a reviewer would need to understand it later.

Payments, refunds and account reconciliations

Retain evidence of GST payments, refunds and correspondence that changes an account balance. Reconcile the GST control account or equivalent ledger to the return before filing and investigate differences rather than carrying them forward without explanation.

A filing-period workflow that creates a traceable audit trail

  1. Capture transactions as they occur. Issue or collect the relevant invoice or receipt, record the GST treatment and attach the source document to the transaction entry. Avoid rebuilding a quarter or month from bank statements at the filing deadline.
  2. Close the transaction period. Lock or date-stamp the ledger export used for the return. List transactions posted after the cut-off so they are not accidentally included or omitted.
  3. Reconcile source records to the ledger. Compare sales invoices with the sales ledger, purchases with the purchase ledger, and tax-control totals with the accounting system. Investigate duplicate numbers, gaps in sequences, missing documents, negative amounts and unexpected tax rates.
  4. Review tax treatment. Examine transactions marked exempt, zero-rated, outside scope, imported, exported or partly recoverable. Require a note and supporting document where the treatment is not the system default.
  5. Prepare the return calculation. Produce a working paper showing how taxable sales, GST collected, eligible purchases, input tax and adjustments flow into each return field. Link exceptional items to their source documents.
  6. Resolve exceptions before submission. Obtain missing invoices, correct duplicate entries, document estimates and investigate unexplained differences. If evidence is still unavailable, record the decision not to claim or to defer the amount rather than silently carrying it into the return.
  7. File and preserve proof. Save the submitted return, filing acknowledgement, payment or refund confirmation and the final working copy in the period folder.
  8. Archive for retrieval. Export the supporting ledger and reports in a readable format, retain the original electronic documents where required and apply your jurisdiction’s retention clock.

This sequence turns record-keeping into a control rather than a year-end search. It also gives a reviewer a fixed package for each period instead of forcing them to reconstruct your process from scattered files.

Organize records so they can be found and read

Use one folder or case for each filing period

A practical digital structure is a top-level GST folder containing a folder for each reporting period. Within it, separate sales, purchases, bank and payment evidence, adjustments, reconciliation, filed return and correspondence. Use a consistent file name such as 2026-Q2_supplier-invoice-1842_1250.00-GST-150.00.pdf. The exact convention is yours; the important features are period, document type, identifier and amount.

Keep an index for exceptions

Maintain a short register for manual journals, estimates, late documents, corrections and transactions with unusual tax treatment. Include the transaction ID, reason, amount, return line, preparer and reviewer. This prevents a material decision from being buried in an email or an unexplained spreadsheet cell.

Preserve electronic readability

CRA says electronically kept records must remain electronically readable for the retention period, and authorities may require access to records. A backup that cannot be opened, searched or exported is not a usable archive. Test a sample of archived files periodically, keep the software or export format needed to read them, and document any migration from one accounting system to another.

Check language and storage-location rules

Storage and language requirements differ. CRA’s memorandum addresses records in Canada and generally in English or French unless otherwise authorized. New Zealand Inland Revenue guidance says offshore storage, including cloud computing, requires approval. Before moving records to an overseas data centre or translating them, confirm the local rule and any approval process. A cloud service can be technically secure yet still fail a location or access requirement.

Control access and continuity

Limit editing rights to staff who prepare or review GST records, but ensure an authorized person can retrieve them when the usual preparer is absent. Use backups that are separate from the working system and test restoration. Record who approved adjustments and who submitted the return. These controls protect the evidence trail without changing the underlying tax rules.

How long to keep GST records: four official examples

Retention is jurisdiction-specific. The following periods come from official CRA, ATO, IRAS and New Zealand Inland Revenue or legislation sources accessed in 2026. They are examples, not a universal GST rule or an exhaustive country survey.

Jurisdiction Rule summarized How to apply it safely
Canada (GST/HST) Generally retain records for six years after the end of the year to which they relate. CRA’s September 2026 Memorandum 15-1 explains that the relevant year can be the last year a record may be required for GST/HST purposes, not necessarily the transaction year. Audits, objections and other statutory situations can affect the period. Early destruction requires a written request and CRA approval.
Australia (GST) Keep GST records for five years, starting from the later of when the records were prepared or obtained, or when the related transaction or act was completed. ATO guidance also says to retain records long enough to cover the period of review for an assessment that uses them. Check for an assessment-related extension before destroying anything.
Singapore (GST) Keep records for at least five years from the end of the accounting period. Use the accounting-period end as the baseline and verify current IRAS obligations and any matter that keeps a record relevant beyond the minimum.
New Zealand (GST) Keep records for at least seven tax years. Section 75 of the Goods and Services Tax Act 1985 specifies at least seven years after the end of the taxable period for relevant records. Check statutory exceptions, extensions and current Inland Revenue instructions before applying a destruction date.

When a record continues to support a later claim, adjustment or assessment, the practical retention period may extend beyond the period in which the transaction first occurred. Put a “do not destroy” flag on records tied to an open audit, objection, assessment, dispute or unresolved correction.

Jurisdiction-specific points that change the risk

Canada: connect the retention year to future GST/HST use

CRA’s public GST/HST records guidance uses the six-year rule after the end of the relevant year. Its September 2026 Memorandum 15-1 adds an important qualification: the relevant year can be the last year in which a record may be required for GST/HST purposes. That means a document’s destruction date is not always calculated from the year printed on its invoice. Keep records supporting later adjustments, audits or objections until the applicable matter is closed and any CRA approval for early destruction has been obtained.

CRA also warns that unsupported claims may be disallowed and describes alternate methods for establishing net tax where records are inadequate. An alternate method is not a reason to discard source records; it is a sign that the normal evidence trail is incomplete.

Australia: apply the later-of starting point

For Australian GST records, the five-year period starts from the later of obtaining or preparing the record and completing the related transaction or act. The ATO also expects records to be kept long enough to cover the review period for an assessment that relies on them. Set your destruction schedule from those events, not simply from the end of the financial year, and pause destruction when an assessment or review remains relevant.

Singapore: separate record quality from filing timeliness

IRAS requires at least five years of records from the end of the accounting period and says unsupported input-tax claims may be disallowed. Proper records do not replace the duty to file accurately and on time. IRAS states that an outstanding GST F5 or F8 return incurs a $200 penalty for every completed month it remains outstanding, up to $10,000 for each outstanding return. Because penalties and administrative rules can change, verify the current IRAS page before relying on that figure for a live case.

New Zealand: plan for seven tax years and approved offshore storage

New Zealand Inland Revenue guidance uses at least seven tax years, and section 75 of the Goods and Services Tax Act 1985 states at least seven years after the end of the taxable period for relevant records. Inland Revenue also says offshore storage, including cloud computing, requires approval. Build that approval into any system migration rather than assuming a cloud location is automatically acceptable.

Compliance failures and how to correct them

Missing invoices or receipts

Search the supplier or customer account, payment record and email archive; request a duplicate where appropriate; and document the search. Do not claim input tax merely because a bank statement shows money left the account. If the required evidence cannot be obtained, quantify the unsupported amount and follow the local correction process.

Duplicate or omitted transactions

Compare invoice-number sequences, point-of-sale totals, bank feeds and ledger exports. Reverse duplicates with an auditable journal rather than deleting them. For an omission discovered after filing, document the period, amount and correction route required by the local authority.

Unclear tax treatment

Place the transaction in an exception register, identify the rule or advice used, and have a reviewer approve the treatment. Preserve the analysis with the return working paper. An unexplained “tax code” in software is not enough to demonstrate why a claim was made.

Unreadable or inaccessible archives

Restore a sample from backup, open the files with the available software and export a human-readable copy if necessary. Record the migration date and retain the original where the jurisdiction requires it. If the authority requests records, confirm that the package can be delivered in the required format and language.

Late filing despite complete records

Assign an owner and a backup owner, set internal deadlines before the statutory due date, and track filing and payment separately. IRAS’s penalty example illustrates why a complete archive does not cure an overdue return. Keep the filing confirmation and payment evidence in the same period folder as the return.

When can you destroy records?

  1. Identify the jurisdiction, accounting or taxable period and the rule that starts the clock.
  2. Check whether the record supports a later claim, adjustment, assessment, audit, objection, dispute or review.
  3. Confirm that no statutory hold, authority request or approval requirement applies.
  4. Export or preserve the final return package, including source references and adjustment calculations.
  5. Log the destruction date, scope and approving person; retain the destruction log itself where required by your policy.

Canada’s public guidance says early destruction requires a written request and approval. Other jurisdictions may use different permission or extension rules, so do not treat the Canadian process as universal.

A practical control checklist

  • Every sales and purchase entry has a source document or a documented reason an exception applies.
  • GST treatment is visible at transaction level, not only in a monthly total.
  • Credit notes, refunds, imports, exports and adjustments are linked to the original transaction and calculation.
  • The ledger reconciles to the return, and unexplained differences are resolved before filing.
  • The period folder contains the filed return, working copy, reconciliation, payment or refund proof and exception register.
  • Archived electronic files open, search and export correctly.
  • Storage location, language and cloud arrangements meet the local authority’s rules.
  • The retention date is calculated using the correct local starting point and extended for open matters.
  • Filing and payment responsibilities have named owners and backup owners.

Following this checklist will not guarantee that an authority accepts every tax treatment. It does ensure that the business can show how it reached each return figure, preserve the evidence for the applicable period and respond promptly when records are requested.
