Use manual audience targeting when a defined audience is a hard boundary. Selected audience segments in a Demand Gen ad group can otherwise become optimization signals rather than limits: with optimized targeting enabled, Google may serve ads to people outside those selections when its systems predict a better chance of conversion. Before launch, combine manual targeting with appropriate first-party-data exclusions, check whether your product falls into a sensitive-interest category, and review account-level content-suitability controls.
The controls do not all live in the same place. Audience and some delivery settings are configured in the campaign or ad group, while core inventory suitability and excluded content keywords are account-level settings. The final configuration should be checked in the live Google Ads interface because labels, eligibility and policy treatment can change by product, location and campaign setup.

The boundary decision: manual targeting or optimized expansion?
Demand Gen gives you two materially different approaches to audience delivery. Manual targeting is the appropriate choice when ads must stay within a defined audience. Optimized targeting is an automation option for pursuing conversions beyond the people represented by your selected signals.
| Setup | What your audience selections do | Boundary strength | When it fits |
|---|---|---|---|
| Manual targeting | Serves the specified audience you selected for the ad group. | Strongest available audience boundary in this setup. | Eligibility rules, contractual limits, regulated offers, or any campaign where going outside the intended audience is unacceptable. |
| Optimized targeting | Uses your selections as signals and can find people outside them who appear likely to convert. It may reduce or stop serving on supplied signals if other traffic performs better. | Not a strict boundary. | Situations where additional reach is acceptable and conversion efficiency is the primary objective. |
Google’s Audience builder documentation distinguishes manual targeting from optimized targeting in this way. A segment, demographic choice or other audience input can inform the system without limiting eligibility when optimization is active. Do not describe a selected signal as an exclusionary rule unless the campaign is actually using manual targeting and the relevant policy permits that audience.

What optimized targeting can and cannot promise
Optimized targeting is not simply a larger version of your selected audience. Its purpose is to explore additional users who may convert. As a result, a campaign can show impressions from people who do not belong to the segments you entered. This behavior is expected, not necessarily a setup error.
Google states that optimized targeting honors specified exclusions and brand-safety settings. That does not turn the selected positive audience into a hard fence. If your requirement is “only this audience,” turn off the expansion option and use manual targeting. If your requirement is “start with this audience but find more converters,” optimized targeting may be appropriate, subject to policy and inventory eligibility.
Build the audience at the correct level
Demand Gen ad groups can include one audience at a time, and that audience can contain several segments. This structure matters for both control and reporting: materially different audience strategies should be placed in separate ad groups rather than mixed into one broad audience.

Pick the symptom - the matching free tool is one click away.
Assemble one audience from the permitted components
Google’s Audience builder can combine audience segments, demographic targeting and exclusions. Select only the segments that the offer and policy allow. If you need several permitted segments to receive the same creative and bid treatment, they can live inside the one audience assigned to that ad group.
- Create or edit the Demand Gen campaign and open the relevant ad group’s audience settings.
- Choose manual targeting if the selected audience is a boundary rather than a starting signal.
- Use Audience builder to add the permitted segments and demographic criteria.
- Add any applicable exclusions in the audience definition, then review the resulting audience before saving.
- Keep a materially different strategy in another ad group with its own named audience so delivery and reporting remain interpretable.
The exact labels and layout can vary as Google updates the interface. The key check is that the ad group has one deliberately defined audience and that optimized expansion is not enabled when expansion would violate your restriction.
Separate audiences when the decision rules differ
Suppose one ad group is intended for recent site visitors and another is intended for a prospecting segment. Combining them into one audience obscures which rule drove delivery and makes later exclusions harder to reason about. Separate ad groups let you apply different creative, budgets, observation windows and exclusions without changing the other strategy.

Be careful with saved audiences. Editing a saved audience can affect every campaign or ad group that uses it. If a change should apply only to a new campaign, create a separate, clearly named audience instead of modifying the shared one. A useful naming convention records the intended boundary, geography, date and whether expansion is allowed.
Apply first-party-data exclusions deliberately
Exclusions are useful when a campaign should not reach a known first-party group, such as existing customers, recent purchasers or people who already completed the intended action. Add them to the relevant campaign or audience after confirming that the list and purpose match the restriction you are enforcing.
Understand the scope
Google’s exclusions guidance says keyword and audience exclusions apply to first-party data. They are not a universal mechanism for excluding every possible audience category on the internet. A list-based exclusion depends on the data available to Google and on the user’s eligibility for ads personalization.
Google also warns that exclusions may not apply to people who have opted out of ads personalization. Therefore, an exclusion list should be treated as a qualified control, not a guarantee that every member of a real-world group will be removed from delivery.
Add exclusions without destroying delivery
Google recommends observing performance before adding exclusions. In practice, document the business reason for each exclusion, confirm that the list is populated and current, then monitor reach and conversion volume after applying it. Removing a large portion of the eligible pool can make an otherwise valid ad group too small to serve efficiently.
Recommended Free Tools
- Exclude customers when the campaign is strictly for acquisition and the customer list is maintained.
- Exclude recent converters when another campaign owns retention or post-conversion messaging.
- Do not assume an exclusion removes users who cannot be matched or who have opted out of personalization.
- Record the list name, refresh date and intended scope so a later editor can distinguish a deliberate restriction from an accidental delivery loss.
When optimized targeting is active, Google says it honors specified exclusions. That means an exclusion can remain a boundary even while positive audience signals are expanded, subject to the qualification that first-party exclusions do not cover every user and may not apply to opted-out users.

Check sensitive-interest policy before you build around a restricted audience
Audience controls cannot override personalized-advertising policy. A product or service in a sensitive-interest category may have limits on which audiences can be used and where ads can appear. Those limits can reduce eligible inventory, remove some audience options or restrict advertiser-curated audiences.
Google’s policy update posted June 3, 2026, clarified potential serving implications for Demand Gen and Discovery campaigns promoting products or services that fall within sensitive-interest categories. The treatment is category-specific; there is no single rule that applies to every sensitive product.
Use the exact policy category, not a general assumption
- Identify the product or service actually promoted in the ad and landing page.
- Check Google’s current restricted-targeting policy for that category and the campaign’s location.
- Confirm whether the intended audience type is eligible. A category may treat first-party lists, custom or advertiser-curated audiences, demographics and contextual options differently.
- Check which Demand Gen inventory remains available under that category.
- Only then finalize the audience and forecast delivery.
Do not infer that a standard campaign’s audience options will work in Demand Gen. Campaign guidance and restricted-personalization policy can impose additional category-dependent limits on both audiences and inventory. If the policy status is unclear, pause the launch rather than presenting an unavailable audience as a configuration problem.

- An audience option is absent or cannot be selected.
- The campaign is eligible only on a narrower set of surfaces.
- Reach is materially smaller than the same audience in a non-sensitive campaign.
- A previously available advertiser-curated audience is not eligible for the product or location.
- Serving changes after a policy review even though the targeting settings did not change.
These outcomes can be policy behavior rather than a technical fault. Recheck the current category wording, product classification and geographic scope whenever eligibility changes.
Set content suitability where Demand Gen actually stores it
Demand Gen’s core content-suitability controls are account-level. Google’s Demand Gen FAQ says inventory type, content types and labels are not available at campaign level. Excluded content keywords are also managed under account-level Content Suitability.
Review account-level controls before launch
- Open the Google Ads account’s Content Suitability settings.
- Review the selected inventory type, excluded content types and content labels.
- Review excluded content keywords and confirm they reflect the current brand-safety requirement.
- Check whether another user or campaign has changed these account-wide settings.
- Save the account-level configuration, then return to the Demand Gen campaign and verify the resulting eligible inventory.
Because these controls apply at the account level, changing them for one campaign can affect other Demand Gen activity. Coordinate changes with anyone managing the account and keep a dated record of the approved settings.

Separate content suitability from audience restriction
Audience targeting answers “who should be eligible.” Content suitability answers “which environments and content are acceptable.” Both affect where an ad can serve, but they are not substitutes. A tightly defined audience can still receive ads in unsuitable inventory if account-level suitability is not configured, while strict suitability settings cannot turn optimized audience signals into a hard audience boundary.

Location and language settings also influence delivery. Google says these can be set at campaign or ad-group level, but not both. Decide which level owns the rule and check that the other level is not being used in a conflicting way.
Location
Set the geographic locations that the offer can legally and operationally serve. Confirm that the campaign’s location setting matches the policy category, landing-page availability and fulfilment area. A permitted audience in the wrong location is still outside the intended restriction.
Language
Choose the campaign or ad-group language setting appropriate to the creative and landing page. If language is managed at campaign level, do not expect a second, conflicting language rule at ad-group level; Google does not provide both levels simultaneously for this control.
Device
Device targeting is available as a campaign-level audience control. Use it only when the product experience or policy requires a device limitation, and check that the restriction does not remove the inventory needed to deliver the campaign.
Contextual signals are hints, not hard eligibility filters
For YouTube inventory, contextual targeting signals are described as hints. They can help the system understand the type of content or context you prefer, but they should not be presented as a guarantee that every impression comes from a particular audience or that users outside the context are excluded.

A pre-launch workflow for a restricted Demand Gen campaign
Use this sequence when audience boundaries matter more than maximum reach.
- Write the boundary in plain language. Specify who may be reached, who must be excluded, the allowed locations and languages, and whether expansion is forbidden.
- Classify the offer. Determine whether the product or service could fall within a sensitive-interest category, then check the current policy for the relevant location and campaign type.
- Create a dedicated audience. Use Audience builder to combine only eligible segments, demographics and exclusions. Give the audience a name that records its purpose.
- Assign one audience to the ad group. Put materially different strategies in separate ad groups so each has a clear rule and report.
- Choose manual targeting. Leave optimized targeting off when serving outside the selected audience is not acceptable.
- Add first-party exclusions. Apply customer, converter or other permitted lists, and note the limitation for users who have opted out of ads personalization.
- Set geographic, language and device controls. Decide whether location and language belong at campaign or ad-group level, and confirm device settings at campaign level.
- Review account-level Content Suitability. Check inventory type, content types, labels and excluded content keywords before activating the campaign.
- Inspect the final live configuration. Confirm the saved audience, optimization mode, exclusions, policy eligibility and account-level settings in the actual account rather than relying on a planning document.
- Monitor the first delivery. Check where impressions occur, whether the audience remains eligible and whether exclusions or policy limits have reduced reach more than intended.
Troubleshoot common restriction failures
Ads are reaching people outside the selected segments
First check whether optimized targeting is enabled. If it is, the selected segments are signals and expansion is expected. Switch to manual targeting when the audience must be closed. If optimized targeting is already off, review the audience definition, campaign location and reporting window before concluding that delivery is outside the boundary.
The audience is so narrow that the ad group barely serves
Check for overlapping exclusions, an outdated first-party list, restrictive location or language settings, device limitations and sensitive-category policy restrictions. Do not solve a policy-imposed limit by enabling an audience option that the category does not permit. Instead, determine which eligible audience or inventory remains available.

An exclusion appears not to work
Confirm that the exclusion is based on eligible first-party data and that the list is populated and current. Remember that users who have opted out of ads personalization may not be affected. Also check whether the exclusion was added to a different campaign or ad group than the one delivering the impression.
A saved-audience edit changed another campaign
Because edits to a saved audience can affect every campaign or ad group using it, inspect all associations before saving. Restore the shared audience if necessary, then create a separately named audience for the new rule and assign it only where intended.
A targeting option is missing
Missing controls can reflect sensitive-category policy, campaign-type eligibility, location or account configuration. Compare the product and location with the applicable restricted-personalization policy and Demand Gen guidance. Also verify whether the control belongs at account level rather than campaign level.
Inventory does not match the campaign’s expectations
Review account-level Content Suitability and the campaign’s policy eligibility separately. Core suitability settings and excluded content keywords are account-level, while sensitive-category rules may independently narrow inventory. Contextual signals on YouTube are hints and cannot guarantee a particular audience environment.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteMaintain the restriction after launch
Audience restrictions are not a one-time setup. Lists change, saved audiences are reused, policies are updated and account-level suitability settings affect multiple campaigns.
- Review the audience assignment whenever an ad group is edited.
- Check whether optimized targeting was enabled during a later optimization change.
- Refresh first-party exclusions and record their update dates.
- Recheck sensitive-category eligibility when the product, landing page, location or policy wording changes.
- Audit account-level Content Suitability after any user changes the account.
- Keep separate ad groups for materially different audience rules so performance data does not hide a boundary failure.
The most reliable governance practice is to preserve a short configuration record: intended audience, manual or optimized mode, exclusion lists, policy category, locations and languages, device rule, and account-level suitability choices. Compare that record with the live account at launch and during routine reviews.
Quick Recap
Final pre-launch checklist
- Is the intended audience written as a rule rather than a marketing preference?
- Is manual targeting selected when delivery outside the audience is prohibited?
- Are the audience segments and demographics permitted for the product and location?
- Are first-party exclusions current, correctly assigned and understood to have personalization opt-out limits?
- Has the exact sensitive-interest policy category been checked?
- Are location, language and device settings configured at the correct level?
- Has account-level Content Suitability been reviewed, including excluded content keywords?
- Are YouTube contextual signals being treated as hints rather than audience gates?
- Will a saved-audience edit affect other campaigns or ad groups?
- Has the final configuration been verified in the live Google Ads account?
