How to Identify Indian Companies With Strong Capital-Expenditure Plans

The strongest Indian capex stories are not the companies announcing the biggest rupee figure. They are the companies that connect spending to named assets, secure funding, obtain approvals, execute on schedule and convert new capacity or productivity into higher cash flow. Use a layered screen: compare current spending with history, test forward guidance against specific projects, classify what the money buys, examine leverage and liquidity, verify construction milestones, and check whether earlier promises became operating assets and returns.

What makes a capital-expenditure plan strong?

Capital expenditure (capex) is money invested in long-lived assets such as factories, refineries, mines, transmission lines, warehouses, data infrastructure, equipment and software. It is different from routine operating expense and from depreciation, which is the accounting charge that spreads an asset’s cost over its useful life.

A credible plan answers five questions:

  • What will be built or upgraded? The company names the site, asset, capacity and purpose.
  • How much will it cost? Management provides a budget, spending schedule and contingencies.
  • How will it be funded? Internal cash, debt, equity or a joint venture are identified.
  • When will it operate? Land, permits, equipment orders, construction and commissioning have observable milestones.
  • What economic result is expected? Management explains utilisation, pricing, margins, savings, returns and cash generation.

A large announcement without those details is only an intention. Even a fully specified project can destroy value if demand weakens, costs overrun or debt becomes excessive.

Read the Indian capex cycle without confusing plans with results

India’s investment backdrop is supportive, but aggregate intentions are not proof of company-level returns. The Ministry of Statistics and Programme Implementation reported provisional aggregate capex on new assets of ₹11,43,879 crore for 2025–26. Respondents reported ₹9,55,281 crore of intentions for 2026–27. In the 2026 survey, 4,203 of 5,366 enterprises, or 78.3%, reported plans to invest in the following year.

The same release found that internal accruals financed 65.35% of private-sector capex in 2025–26. That indicates a relatively important role for operating cash, but it does not establish that every project earns an adequate return. A fixed panel of 3,819 enterprises showed only a 1.9% increase in aggregate unweighted capex from 2024–25 actuals to 2026–27 intentions. MoSPI cautions that “Enterprises generally tend to adopt a conservative approach in reporting such estimates for a future year.” Treat every forward number as a forecast that must be checked against later filings.

Government spending can create demand for suppliers and infrastructure users. The Union Budget for FY2026–27 proposed ₹12.2 lakh crore of public capital expenditure. Government capital outlay rose 4.2 times from ₹2.63 lakh crore in FY2018 to ₹11.21 lakh crore in FY2026 budget estimates. Capital goods output in the Index of Industrial Production was up 8.1% year on year in December 2025. These figures describe the environment; they do not tell you which individual company will execute profitably.

The six-layer screen for finding investable capex plans

1. Measure scale and trajectory

Start with at least five years of actual capex from annual reports and cash-flow statements. Compare the latest figure with the prior year, the average of earlier years, revenue and depreciation. A sudden spike may indicate a genuine expansion, an acquisition, a large maintenance cycle or a one-time payment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Useful ratios include:

  • Capex growth: (current capex − prior-year capex) ÷ prior-year capex.
  • Capex-to-sales: capital expenditure ÷ revenue, useful for comparing intensity within a sector.
  • Capex-to-depreciation: capital expenditure ÷ depreciation. A ratio persistently above 1 usually indicates asset growth or modernisation; a ratio below 1 may indicate harvesting existing assets, divestment or underinvestment.
  • Free-cash-flow burden: capital expenditure minus operating cash flow. A large negative result requires a funding plan.

Do not compare these ratios mechanically across sectors. A refinery, steel mill, retailer and software company have different asset lives and maintenance needs.

2. Identify exactly what the money buys

Split the plan into maintenance, replacement, capacity expansion, downstream value addition, logistics, digital systems, productivity, safety and energy-transition projects. Maintenance keeps current output running but may not increase earnings. Expansion adds tonnes, units or customers. Productivity projects can lower cost without adding much capacity. Energy-transition assets may reduce future fuel or carbon exposure but often have longer payback periods.

Ask for the capacity added, expected utilisation, unit cost and commissioning date. A named 5-million-tonne plant with a budget and site is more assessable than “investment in future growth.”

3. Test specificity and approvals

Look for a project register in the annual report, investor presentation or exchange filing. Strong disclosures identify the location, capacity, expected completion, amount spent to date, balance to be spent, approval status and contractor or equipment stage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate approved projects from aspirational pipelines. Board approval, environmental clearance, land acquisition, financing closure and equipment orders each reduce uncertainty. A project still awaiting basic approvals should not be valued as if it were operating.

4. Examine funding quality and balance-sheet tolerance

Internal accruals reduce refinancing risk, but using cash for capex can leave less available for dividends, working capital or debt repayment. Debt can accelerate growth but exposes the project to interest rates, currency movements and weak commodity prices. Equity avoids scheduled repayment but dilutes existing owners. Joint ventures share funding and execution risk while also sharing returns.

Check net debt/EBITDA, interest coverage, maturity dates, undrawn committed lines, covenant headroom and the sensitivity of cash flow to lower prices or utilisation. Compare planned annual spending with operating cash flow under a normal year and a downside case. A company can have a low current leverage ratio yet become stretched after several large projects start simultaneously.

5. Verify execution, not just announcements

Track a project through a sequence: land and permits, detailed engineering, orders, site work, equipment delivery, mechanical completion, commissioning, commercial production and ramp-up. Delays between these stages reveal execution risk. Compare the original budget and date with every subsequent update; repeated revisions are evidence in themselves.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Link spending to economic payoff

Estimate the incremental revenue, operating margin, tax, working-capital requirement and sustaining capex once the asset is live. For a capacity project, calculate investment cost per unit of annual capacity. For a productivity project, test whether the promised cost saving appears in unit costs. For infrastructure, examine contracted revenue, tariffs, occupancy or throughput rather than headline asset size.

Management’s return-on-capital estimate is an input, not a conclusion. Compare it with the company’s cost of capital and with returns from its existing assets. A project that grows EBITDA but consumes disproportionate working capital may not improve free cash flow.

How to investigate a company in its annual report

  1. Open the cash-flow statement. Record purchases of property, plant and equipment, intangible assets and capital work in progress. Reconcile the total with management’s headline capex number.
  2. Read the property, plant and equipment note. Check additions, disposals, depreciation, assets under construction and impairment charges. A growing construction balance with delayed commissioning can signal slippage.
  3. Find the capital-commitments note. Compare contracted commitments with cash on hand, operating cash flow and available borrowing.
  4. Map each project. Create columns for site, capacity, total cost, spend to date, remaining spend, approval, expected commissioning and business segment.
  5. Classify the spending. Mark each line as maintenance, expansion, downstream, logistics, digital, safety or energy transition. This prevents maintenance spending from being mistaken for growth.
  6. Read debt and liquidity disclosures. Note interest rates, maturity walls, secured borrowing, foreign-currency exposure, covenants and undrawn facilities.
  7. Compare promises with history. Put prior guidance beside actual spending, completion dates, delivered capacity and realised margins. Record delays and cost overruns rather than relying on the latest forecast alone.
  8. Check related-party and joint-venture exposure. Large projects routed through affiliates may have different funding, governance and consolidation implications.
  9. Set follow-up triggers. Use quarterly results and annual reports to update construction progress, commissioning, utilisation, cash flow and leverage.

Illustrative Indian companies and what to verify

The following disclosures show how to apply the screen. They are examples for analysis, not recommendations.

Company Latest disclosed capex Forward plan or pipeline Specific items to verify
Reliance Industries ₹1,44,271 crore in FY2026; ₹6,48,428 crore over the prior five years through FY2026 Continuing investment in a 3-million-tonne PTA facility, carbon-fibre capacity and the Jamnagar green-energy manufacturing complex Commissioning dates, segment cash generation, leverage and returns from each new platform
Adani Portfolio ₹1,52,967 crore in FY2026; nearly 80% allocated to core infrastructure Management described this as the highest annual capex by an Indian corporate Liquidity, debt-service capacity, asset commissioning and conversion of infrastructure into EBITDA and cash flow
IndianOil ₹32,405 crore in FY2025–26 ₹32,700 crore target for FY2026–27 Maintenance versus growth, refinery and marketing returns, and economics of gas, renewables, biofuels and hydrogen projects
Tata Steel ₹14,559 crore in FY2025–26; 60–70% allocated to India Approximately ₹20,000 crore in FY2026–27, with over 60% allocated to India and largely supported by internal accruals Kalinganagar, Gamharia, Ludhiana EAF and NINL timing, cost per tonne, steel demand and cash conversion
JSW Steel ₹15,595 crore in FY2025–26 ₹22,000–24,000 crore planned for FY2026–27 within a ₹1,26,161 crore four-to-five-year approved pipeline ₹31,600 crore 5-MTPA Paradip project, ₹26,000 crore 5-MTPA Vijayanagar expansion, raw-material security and funding

Reliance Industries: test the portfolio, not the total

Reliance’s aggregate spending spans petrochemicals and newer manufacturing platforms. The analytical task is to separate projects at different stages and with different economics. For each facility, identify the remaining spend, expected start-up, product market, offtake and projected return. A large group-wide number can conceal a weak individual project, so segment-level cash flow and asset utilisation matter more than the headline.

Adani Portfolio: pair infrastructure growth with financing discipline

The portfolio’s reported net debt/EBITDA was 3.3× in FY2026, below its 3.5× guided level. That comparison is useful only if the denominator is sustainable and project debt is properly captured. Review maturity schedules, restricted cash, refinancing assumptions and the time required for new assets to reach stable utilisation. Infrastructure projects should be assessed on contracted or regulated cash flows as well as accounting EBITDA.

IndianOil: distinguish replacement from transition investment

IndianOil’s allocation was led by refineries at 46.8% and marketing at 34.4%, followed by petrochemicals and pipelines, with smaller amounts for gas, research and development, exploration and joint ventures. Its stated mix also includes city gas, renewables, biofuels and hydrogen-related work. Examine each bucket separately: refinery maintenance protects existing cash flow, while transition projects may have different timelines, incentives and return assumptions.

Tata Steel: track cost per tonne and debt through the cycle

Tata Steel reported net debt/EBITDA of about 2.3× at March 31, 2026. For its India projects, follow construction progress, capacity added, cost per tonne and the spread between steel prices and input costs. Internal funding lowers dependence on new borrowing, but a downturn can still weaken cash generation while construction payments continue.

JSW Steel: translate approved capacity into delivered tonnes

JSW Steel’s approved pipeline includes large Paradip and Vijayanagar projects. Compare the planned tonnes with commissioning dates, investment per tonne, captive raw-material access and downstream value addition. A project can be strategically attractive yet produce poor returns if construction inflation, imported equipment or delayed ramp-up raises the final cost.

Test Strong evidence Weak evidence
Scale and trajectory Several years of actual spending, with a clear relationship to sales and depreciation One large number with no history or reconciliation
Purpose Capacity, productivity or logistics benefit quantified by unit Generic “growth” or “transformation” language
Specificity Named site, budget, approvals, capacity and commissioning date Unapproved pipeline with no schedule
Funding Operating cash flow, committed facilities and transparent debt plan Dependence on repeated refinancing or asset sales
Balance-sheet resilience Comfortable covenant headroom and downside liquidity High leverage before the project contributes cash
Execution Construction, equipment and commissioning milestones reported Repeated delays, scope changes or rising work-in-progress
Payoff Utilisation, margins, returns and cash flow tied to the asset EBITDA targets without working-capital or sustaining-capex detail
Track record Earlier guidance broadly matched delivered assets and spending Persistent cost overruns or unfulfilled promises

You can assign zero, one or two points to each row, but do not let the arithmetic replace judgement. A project with excellent specificity and poor funding remains risky.

Common traps that make capex stories look stronger than they are

  • Confusing announced capex with cash spent. A multi-year intention is not an expenditure until it appears in the cash-flow statement or project disclosures.
  • Counting acquisitions as organic expansion. Buying an existing asset may increase the asset base without adding new productive capacity.
  • Ignoring maintenance needs. High capex can simply offset depreciation and keep output flat.
  • Using EBITDA before ramp-up. New plants often incur start-up costs and need time to reach design utilisation.
  • Overlooking working capital. Higher sales can tie up cash in inventory and receivables, reducing the project’s return.
  • Assuming public-sector demand guarantees profit. Government orders can face bidding pressure, payment delays and execution penalties.
  • Comparing leverage without project structure. Consolidated ratios may hide non-recourse debt, guarantees or joint-venture obligations.
  • Valuing distant pipelines today. Projects without land, permits or financing should receive a probability discount.
  • Ignoring commodity cycles. Steel, refining and other capital-intensive businesses can commission capacity near a market peak.

How to monitor a capex thesis after your first review

Refresh the analysis after every quarterly result, earnings call and annual report. Update five fields: cash spent, remaining project cost, expected commissioning, net debt and utilisation. Compare the new information with the original plan rather than with management’s latest wording alone.

Positive evidence includes equipment arriving on schedule, stable or falling cost per unit, permits secured, commissioning achieved, customer contracts signed and operating cash flow rising after ramp-up. Negative evidence includes repeated date changes, unexplained budget increases, rising debt without corresponding asset progress, impairment charges, idle capacity or a widening gap between EBITDA and cash flow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set an explicit decision rule before the story becomes emotional. For example, you might reassess when a project’s cost rises materially above its approved budget, commissioning slips beyond a stated window, leverage breaches your limit or expected utilisation is cut. The rule should apply equally to companies benefiting from favourable sector headlines and those facing temporary bad news.

Bottom line for Indian investors

Find strong capex plans by following the money from announcement to asset and then from asset to cash flow. Start with actual spending, classify its purpose, demand a named and approved project, test funding and leverage, monitor construction, and compare earlier promises with delivered capacity. Internal funding and manageable debt improve resilience but do not guarantee attractive returns. The investment case becomes credible only when the new asset reaches planned utilisation and earns more than its full economic cost.
