Use deliverable forwards for fixed, highly probable USD amounts, purchased options when amount or timing is uncertain, and FX swaps or cross-currency swaps when funding principal and interest must be transformed between RMB and USD. Confirm whether each payment is onshore CNY or offshore CNH, reserve liquidity for collateral and margin, and set counterparty limits before signing.
A China AI project can borrow dollars and repay from renminbi receipts, but the loan is not automatically “currency neutral.” Without a hedge, a weaker RMB increases the RMB cost of every USD debt-service payment. A hedge reduces that mismatch; it does not eliminate basis, liquidity, documentation, counterparty or early-termination risk.

Why AI financing creates an unusually large RMB/USD mismatch
AI infrastructure combines long-lived assets with contracts that can be priced in different currencies. Accelerators, networking equipment, software licences, imported power systems and some construction packages may be invoiced in USD, while data-center rent, electricity, payroll and customer receipts are often in RMB. A project can therefore have a USD liability, RMB operating costs and a revenue stream whose currency changes as customers and contracts change.
The mismatch is becoming more material as financings get larger and longer. The Bank for International Settlements reported that hyperscaler gross bond issuance exceeded USD 100 billion in 2025 (reported in 2026), while off-balance-sheet arrangements with private-credit firms are increasingly used for AI infrastructure. A multi-year loan paired with equipment, power and cloud contracts can leave a project exposed through several refinancing and budget cycles, not just on one payment date.

The right objective is not to speculate on the RMB. It is to make the project’s debt service and committed procurement costs predictable in the currency in which the project earns cash. The Asian Infrastructure Investment Bank’s audited policy is a useful benchmark: it matches assets in each currency with borrowing obligations in that currency after derivatives, using cross-currency swaps to transform currency characteristics. That principle can be adapted to a private AI project, subject to its legal entities, lenders and permitted China flows.
Start with an exposure map, not an instrument
1. Identify the functional currency and each legal entity
For every borrower, guarantor, operating company and treasury centre, document the functional currency used for management reporting and accounting. Do not net exposures across entities merely because they share an owner. An onshore operating company may not be able to use an offshore entity’s hedge or move funds across the border on the date required by a lender.
List where the cash is received and paid, the governing contract, the settlement account, and whether the amount is legally permitted to move cross-border. Record whether a payment is onshore CNY, offshore CNH, USD or another currency. CNY and CNH can trade at different prices and may have different settlement access, documentation and liquidity.
2. Build a dated cash-flow inventory
Use a 13-week liquidity forecast for near-term cash and extend the schedule across the full tenor of debt, equipment orders, electricity and capacity commitments, maintenance, tax, leases and cloud contracts. Each line should show:
- legal entity and bank account;
- currency and whether it is CNY, CNH or USD;
- contractual date or payment window;
- notional amount and whether it is fixed, indexed or subject to a price reset;
- counterparty, termination rights and conditions precedent; and
- the confidence that the cash flow will occur.
Separate committed cash flows from highly probable forecasts and optional or contingent projects. A signed USD equipment invoice due on a known date is different from a possible second data hall whose construction start has not been approved.
3. Calculate the net exposure by period
For each future date, add USD receipts and subtract USD payments, then translate the resulting net amount into the project’s functional currency for planning. A net USD payable is an exposure to RMB depreciation; a net USD receivable is an exposure to RMB appreciation. Include existing hedges, deposits and natural offsets before deciding what remains to hedge.
Set the hedge ratio by certainty. Many treasuries hedge a higher percentage of fixed obligations and a lower percentage of forecasts so that a cancelled project does not leave an over-hedged derivative. The exact ratio is project-specific and cannot be determined without the notional, dates, legal entities and lender terms.

Which instrument fits the cash flow?
| Instrument | Best fit | What it does | Main trade-offs |
|---|---|---|---|
| Deliverable RMB/USD forward | Known USD equipment payment, contracted USD revenue or scheduled debt service | Locks a specified exchange rate for a future settlement date | Removes participation in a favourable move; creates settlement and counterparty obligations; rolling a missed payment can generate break costs |
| Purchased FX option | Amount or timing is uncertain, but an adverse move must be capped | Provides the right, not the obligation, to buy or sell currency at a strike while retaining favourable participation | Requires an upfront premium and may require collateral or liquidity; pricing depends on tenor, strike and volatility |
| FX swap | Temporary funding or a near-term liquidity bridge | Exchanges currencies now and reverses the exchange on a later date | Useful for short-term liquidity, but it does not by itself transform a multi-year stream of principal and interest; rollover and counterparty exposure remain |
| Cross-currency swap | Loan principal and periodic interest are in USD while project cash flow is in RMB, or the reverse | Exchanges agreed RMB and foreign-currency principal and interest over an agreed period | Longer-term basis, collateral, credit, break-cost and documentation risks; cash-flow dates and amortisation must match the financing |
Forwards for fixed commitments
A deliverable forward is usually the cleanest hedge for a committed USD amount. For example, if an onshore project must pay a USD equipment invoice in six months and expects RMB receipts, it can agree today to deliver RMB and receive USD on the invoice date. The forward fixes the budgeted RMB cost, but the project must have the RMB available and must settle even if the equipment shipment is delayed unless the contract permits an adjustment.
Options for uncertain amounts or timing
A purchased option is appropriate when management wants protection but cannot reliably predict the final amount or date. A project facing a possible USD equipment order can buy the right to purchase USD at a predetermined strike. If the order is cancelled, the option can expire unused; if the RMB weakens, the option limits the adverse rate. The premium is a known cost, while collateral and liquidity terms still need to be checked. An option is not free insurance, and a zero-cost structure can embed a sold option that gives up protection in another range.
FX swaps for bridging liquidity
An FX swap exchanges currencies on one date and reverses the exchange later. It can bridge a short gap between a USD drawdown and a RMB receipt or cover a temporary mismatch while a permanent hedge is arranged. It should not be mistaken for a hedge of a five-year loan unless each rollover and its pricing risk is explicitly managed.
Cross-currency swaps for multi-year debt
A cross-currency swap can transform a USD loan into RMB obligations by exchanging principal at inception and maturity and exchanging periodic interest during the term. The People’s Bank of China’s official description states that parties exchange agreed RMB and foreign-currency principal and interest over an agreed period. Match the swap’s notional, amortisation, interest-reset dates and maturity to the loan; otherwise residual exposure can arise when the debt and derivative amortise differently.

Before requesting quotes, determine whether each flow is onshore CNY, offshore CNH or a permitted cross-border current-account payment. A hedge that settles offshore may not deliver funds to an onshore account on the required date. CNY/CNH basis can move independently of the headline USD/RMB rate, so the quote should state the settlement centre, fixing source, holiday calendar and payment instructions.
The People’s Bank of China has explained that its foreign-exchange-forward risk reserve is deposited by financial institutions and “does not impose limits on the volume of enterprises’ FX forward, option, or swap trading.” That statement concerns the reserve mechanism; it does not guarantee that every enterprise, bank or transaction is eligible. The bank still has to complete know-your-customer, documentation, credit and suitability checks.
For RMB/foreign-currency swaps, eligible institutions may conduct transactions after State Administration of Foreign Exchange registration under the relevant PBOC notice. Registration, underlying-trade evidence and bank execution requirements should be confirmed for the actual borrower and payment route.

A practical implementation sequence
- Assemble the forecast. Combine the 13-week liquidity model with the complete debt, equipment, power, lease and cloud-contract schedule. Reconcile it to approved budgets and lender drawdown conditions.
- Classify certainty. Tag each line committed, highly probable, forecast or optional. Set a documented hedge ratio for each category rather than applying one percentage to the entire model.
- Define the settlement route. Mark every line as onshore CNY, offshore CNH, USD or a permitted cross-border flow. Confirm account ownership, registration and supporting documents with the executing bank.
- Choose the instrument. Use forwards for fixed dates and amounts, options where the amount or timing is uncertain, FX swaps for temporary bridges, and cross-currency swaps for a multi-period principal-and-interest mismatch.
- Obtain comparable quotes. Ask at least the same set of questions of each eligible bank: spot rate, forward points, option premium and volatility assumptions, cross-currency basis, initial and variation collateral, settlement convention, early-termination value, credit-line usage and documentation.
- Match dates and notionals. Align maturities with debt-service and supplier-payment dates. Stagger forecast hedges rather than placing the entire expected volume on one date, reducing rollover concentration.
- Approve legal and accounting terms. Check netting, close-out, collateral, governing law, events of default, payment disruption and fallback currency. Obtain accounting advice on hedge designation, documentation and effectiveness testing before execution.
- Set limits. Approve counterparty limits by bank and tenor, maximum uncollateralised exposure, minimum liquidity buffer and authority for amendments or early termination.
- Monitor and rebalance. Reforecast at least monthly and after every material contract change. Reduce or extend a hedge only when the underlying exposure changes; do not add positions to profit from a currency view.
How to compare bank quotes
A quoted forward rate is not enough to compare alternatives. Request a term sheet that separates each economic component and states the assumptions.
| Quote item | Why it matters | Question to ask |
|---|---|---|
| Spot and forward points | Forward points reflect interest-rate differentials and market liquidity, not a free prediction of the future spot rate | What fixing, value date, holiday calendar and day-count conventions apply? |
| Option premium | The premium is the certain cash cost of retaining upside participation | Is the premium paid upfront, financed or embedded, and what happens if the option is exercised or expires? |
| Cross-currency basis | Basis can make the swap’s all-in cost differ from the simple interest-rate differential | Which reference rates, reset dates, spreads and collateral terms determine the basis? |
| Collateral and margin | Market moves can create a cash call before the underlying project receives revenue | What are thresholds, eligible collateral, haircuts, call timing and dispute procedures? |
| Break costs | Cancellation, novation or early repayment can make a hedge valuable or costly to terminate | How is the close-out amount calculated, and can the hedge be partially reduced? |
| Settlement access | CNY and CNH delivery, account location and documentation affect whether the hedge can settle | Which entity pays, which account receives, and what evidence is required? |
| Credit usage | A derivative can consume the same bank limit needed for a loan or letter of credit | How is potential future exposure measured and netted? |
Accounting, liquidity and counterparty controls
Accounting alignment
Document the hedged item, risk being hedged, hedge ratio and effectiveness method at inception. Effectiveness should be assessed against the underlying exposure and its cash-flow certainty, not simply against the derivative’s maturity spot rate. A forecast USD purchase that is cancelled may fail the conditions for the original designation even if the derivative itself made money.
Collateral liquidity
A hedge can reduce economic FX risk while creating a liquidity call. A forward or swap that is out of the money may require collateral or consume a credit line before the project receives the RMB or USD that will fund the payment. Model stressed margin calls in the 13-week forecast and identify a fallback funding currency.
Counterparty concentration
Set limits by legal counterparty, parent guarantee, tenor and collateral status. Diversifying among banks can reduce concentration, but it also adds documentation, settlement and operational complexity. Confirm close-out netting enforceability for each relevant jurisdiction and entity.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesBasis and rollover risk
A hedge can leave residual risk when the derivative references a different fixing, settlement centre or tenor than the invoice or loan. CNY/CNH basis, payment-date changes, floating-rate resets and delayed equipment delivery can all create slippage. Staggering forecast hedges helps, but it does not remove the need to update the underlying schedule.
Illustrative decisions for common AI-project exposures
Fixed USD accelerator invoice
Assume an onshore operating company has a signed USD invoice due in six months and predictable RMB receipts before that date. A deliverable RMB/USD forward can lock the RMB budget. The treasury team should confirm the supplier’s exact value date, whether partial shipments change the amount, and whether the company can obtain and deliver USD through its permitted account.

Uncertain second-phase build
Assume a second data hall is approved in principle but the equipment order may be delayed or reduced. A purchased USD call option can cap the RMB cost while preserving the ability not to exercise if the project is cancelled. The investment committee should compare the premium with the cost of a forward and test whether the option’s expiry covers the full decision window.
USD loan serviced from RMB revenue
Assume a five-year USD loan has scheduled principal and interest while the facility earns primarily RMB. A cross-currency swap can exchange the USD principal and payment stream into RMB, subject to lender consent and bank capacity. The swap schedule must mirror amortisation and interest resets; otherwise the project retains a residual USD amount at each mismatch date.

SAFE reported USD 1.1 trillion of enterprise FX derivatives used for hedging during the first three quarters of 2024 and said more than 32,000 enterprises tried exchange-rate hedging for the first time. SAFE also reported an enterprise FX-hedging coverage rate of 27% since the beginning of 2024 and said more than 120 banks could provide forwards, swaps and options for cross-border settlement currencies.

Failure modes and fixes
The hedge is larger than the project
Symptom: equipment is cancelled or revenue forecasts fall, leaving a derivative with no underlying exposure. Fix: hedge committed and highly probable amounts separately, use options for genuinely uncertain volumes, and include partial-termination rights where available.

The payment cannot settle in the chosen currency
Symptom: a contract requires onshore CNY delivery but the hedge pays offshore CNH, or the account cannot receive USD. Fix: verify the entity, account, registration and settlement centre before trade confirmation; amend the hedge only after the bank confirms the replacement route.

Margin arrives before operating cash
Symptom: a favourable underlying business result is offset by an immediate collateral call. Fix: reserve a liquidity buffer, negotiate thresholds and eligible collateral, and maintain a documented fallback funding line.
Debt and swap dates drift apart
Symptom: amortisation, interest resets or a loan prepayment no longer match the cross-currency swap. Fix: reconcile the debt schedule and derivative confirmations monthly and obtain a current close-out quote before changing the loan.
The team treats the hedge as a market bet
Symptom: new positions are added because the RMB moved, not because the underlying forecast changed. Fix: require an exposure change, documented approval and a revised hedge ratio for every rebalance.
Decision framework
- Known amount and date: start with a deliverable forward.
- Uncertain amount or date, but downside protection is required: price a purchased option and budget its premium.
- Short-lived funding gap: evaluate an FX swap with a defined maximum tenor.
- Multi-year principal and interest mismatch: evaluate a cross-currency swap that mirrors the loan.
- Any structure involving China flows: confirm CNY/CNH settlement, SAFE registration, pilot eligibility and bank execution before relying on the hedge.
Bottom line for a term sheet
A defensible RMB/USD hedge for AI financing starts with a dated, entity-level exposure map and a certainty-based hedge policy. Forwards make fixed payments predictable; options preserve flexibility at a premium; FX swaps bridge temporary liquidity needs; and cross-currency swaps can align a long-term loan with project cash flow. The term sheet should show the all-in price, basis, collateral, break costs, settlement route, counterparty limits and accounting treatment. No transaction-specific hedge ratio, price or tax conclusion can be set without the project’s currencies, dates, notionals, legal entities and lender terms.
Frequently Asked Questions
Can a China AI project borrow in USD and repay in RMB without any FX risk?
Not without a matching hedge or a natural USD cash flow. The project remains exposed to changes in the RMB value of USD principal and interest; a forward or cross-currency swap can reduce that exposure, subject to residual basis and liquidity risks.
When is CNH preferable to CNY for a hedge?
The choice follows the actual settlement account and permitted payment route, not a universal preference. Confirm whether the contract settles onshore or offshore, which fixing applies and whether the borrower can legally receive and deliver the chosen currency.
What information must a bank have to quote a hedge?
Provide legal entity, currency, notional, payment dates, certainty, settlement location, debt terms, collateral capacity and any required SAFE or lender documentation. Without these details, a quote may not be executable or comparable.
Recommended Free Tools
How often should an AI project update its hedge forecast?
Reforecast at least monthly and after material changes to equipment orders, debt drawdowns, power contracts, customer receipts or construction timing. Rebalance only when the underlying exposure changes.
