It is useful when you make an offer, but it is not final underwriting, a guaranteed loan or proof that the quoted rate is secured. To make a sound choice, obtain preapprovals from at least three lenders, then request matching Loan Estimates and compare the complete cost, payment risks and rate-lock terms.
What mortgage preapproval actually means
The Consumer Financial Protection Bureau (CFPB) defines a preapproval letter as “a statement from a lender that they are tentatively willing to lend money to you, up to a certain loan amount.” Read the full guidance at Get a preapproval letter.

“Tentatively” matters. The lender has based the letter on assumptions and information available at that point. It may still verify employment, income, assets, debts, credit history, the property and the appraisal. A letter is therefore not final underwriting, a commitment to lend, or a promise that the lender will close your loan on those terms.

It does not, however, tell you which lender will ultimately offer the best price or the most suitable loan. You decide what payment fits your budget after accounting for property taxes, homeowners insurance, maintenance, other debts, savings goals and your tolerance for financial risk. The maximum in a letter is not a recommended spending limit.

Prepare before you contact lenders
Gather the information lenders evaluate
Lenders commonly review your income, assets, debts and credit record. The exact checklist differs by lender and loan program, so ask each lender what it requires before you apply. Assemble clear, current records so that a missing page does not delay the review.
- Income records that document your employment or other qualifying income.
- Statements showing funds available for the down payment, closing costs and required reserves.
- Information about recurring debts, including housing payments, installment loans, credit cards and support obligations.
- Identification and authorization for the lender’s credit review.
- Explanations and supporting records for unusual deposits, recent job changes or other items the underwriter may need to verify.
Do not assume that a document used by one lender will satisfy another. Ask how the lender wants files delivered, whether statements must be complete, and how recently they must be dated.
Ask process questions up front
Before submitting an application, ask:
- Which income, asset, debt and credit information will be reviewed?
- Which documents are required for this loan type and for my circumstances?
- Will you run a credit check, and which type of inquiry will it be?
- How long will the preapproval letter remain valid?
- Are there application, credit-report or other fees, and are they refundable?
- How quickly can you issue the letter and respond to questions?
- Will the letter state conditions or assumptions that I must understand?
CFPB guidance says preapproval letters often expire after 30 to 60 days. Because a letter can become stale while you are still searching, time the request for when you expect to shop seriously, while leaving enough time to fix documentation or credit problems.
Get more than one preapproval
The CFPB recommends asking at least three lenders for preapproval. Contact a mix of banks, credit unions and mortgage lenders that can serve your location and circumstances. A preapproval is a shopping tool, not a commitment to use that lender.
Ask every lender to evaluate the same basic scenario: the expected purchase price, down payment, loan amount, property use, loan term and fixed- or adjustable-rate structure. Keeping those assumptions aligned makes the letters easier to understand. Even then, a letter alone does not reveal the full closing costs, lender credits, points or payment risks.

Potential programs include conventional loans (including loans eligible for purchase by the government-sponsored enterprises), FHA-insured loans, VA-guaranteed loans, USDA-sponsored loans and state housing-finance-agency programs. Eligibility can depend on down payment, veteran status, property location, income, first-time-buyer rules and other requirements. Ask the agency or lender for current rules rather than treating a category as an automatic qualification.
Does a preapproval lock your mortgage rate?
Usually, no. A preapproval letter and a rate quote are separate from a rate lock. Unless the lender confirms that your rate is locked, the rate can change as market pricing changes.
Ask whether the quote is “floating” or locked, the date and time the lock begins, its expiration date, and the fee or pricing adjustment for the lock. CFPB guidance says locks are commonly available for 30, 45 or 60 days, sometimes longer, but the actual choices and costs are lender-specific.
A lock generally holds the interest rate through the stated period if you close on time and the application does not change in a way that affects pricing. A revised loan amount, different down payment, change in verified income or credit, a different loan type, or an appraisal that changes the transaction can trigger new pricing. Ask the lender to identify the changes that would invalidate or reprice your lock.
An expired lock may require a paid extension, and an extension can be expensive. Ask how many days are available, the daily or fixed extension charge, who pays if a delay is caused by the lender or another party, and what happens if rates fall after you lock. A lock can prevent you from receiving a lower market rate unless the lender offers a float-down or other written alternative.
Move from a preapproval to formal Loan Estimates
After you have a defined property and loan scenario, request a formal Loan Estimate from each lender. The CFPB describes this standardized form as “the official government form that tells you important details about the costs and risks of your loan offer.” See Questions about your Loan Estimate? and the agency’s Loan estimate explainer.

Give every lender matching assumptions: the same loan program, purchase price, loan amount, down payment, term, property type and occupancy. A lower rate on a different loan amount or term is not a meaningful comparison. Check your name, property address and other details on each form for errors before comparing prices.
Read the key sections of each estimate
- Interest rate and annual percentage rate: Note the quoted rate, whether it is fixed or adjustable, and the annual percentage rate shown on the form.
- Monthly payment: Separate principal and interest from mortgage insurance, estimated taxes and homeowners insurance. Confirm whether taxes and insurance are included in escrow and whether the payment can change.
- Origination charges: Review lender fees, underwriting or processing charges, points and other charges imposed to make the loan.
- Services you can and cannot shop for: Compare third-party service charges and ask which providers you may select.
- Lender credits: A credit can reduce cash due at closing, but it may come with a higher interest rate. Compare the trade-off rather than treating a credit as free money.
- Cash to close: Compare the amount you must bring, while checking which items are prepaid taxes, insurance or interest rather than lender compensation.
- Mortgage insurance: Identify its upfront and ongoing cost, cancellation conditions and whether it changes the payment.
- Payment changes and penalties: Look for adjustable-rate features, payment caps, balloon payments, prepayment penalties and other terms that affect future flexibility.
The CFPB’s Review loan estimates guide explains how to work through the form. Do not judge offers by the headline rate alone: points, lender credits and other charges can make a lower rate more expensive over the period you expect to keep the loan.
Compare offers on the same basis
| Comparison area | What to hold constant or examine |
|---|---|
| Loan structure | Fixed or adjustable type, loan program, term, loan amount and down-payment assumption. |
| Rate and lock | Interest rate, discount points, lender credits, locked or floating status, expiration and extension terms. |
| Payment | Principal and interest, mortgage insurance, taxes and insurance if escrowed, and any possible payment changes. |
| Upfront and ongoing costs | Origination charges, third-party services, prepaid items, cash to close and costs built into a “no-closing-cost” offer. |
| Risk and flexibility | Adjustable-rate changes and caps, balloon payment, prepayment penalty and ability to repay early. |
| Fit and service | Program eligibility, documentation demands, closing timeline, responsiveness and communication process. |
If one offer has a lower rate but more points or fees, estimate the total cost for the period you expect to keep the loan. A simple break-even calculation divides the extra upfront cost by the monthly payment savings. For example, if a lower-rate option costs $3,000 more and saves $100 per month, the break-even point is 30 months; staying longer than that may make the upfront cost worthwhile, while selling or refinancing sooner may not. Use the actual figures on your estimates, and include the possibility that payments or rates can change on an adjustable loan.
Ask each lender whether it can improve the terms. If a lender reduces one fee, reread the entire estimate to make sure another charge or the rate did not increase. Keep written versions of all quotes and note the time, lock status and assumptions attached to each one.

Understand why advertised rates differ from your quote
Mortgage pricing depends on your credit profile, down payment, loan type and term, points, lock duration and the lender’s own pricing. A rate shown in an online tool is a scenario, not a promise. The CFPB’s Explore interest rates tool, for example, describes scenarios based on a $400,000 single-family primary residence, generally 10% down, a 700 credit score, a conventional 30-year fixed loan, −0.5 to 0.5 discount points and a 60-day lock unless a different assumption is stated. Your property, credit, equity, loan size and lock choice may produce a different quote.

When a lender quotes a rate, ask which assumptions produced it. Clarify the exact points or credits, whether mortgage insurance is included in the payment, the lock period, and whether the quote is available for your property type and occupancy. Record the date because rates and lender pricing change.
Will comparing lenders hurt your credit?
Lenders generally check credit before issuing a preapproval. The CFPB says mortgage credit checks made within a 45-day window are recorded as a single inquiry on a credit report for scoring purposes. Keep the comparison period concentrated and ask lenders when they will pull your report. The 45-day treatment is CFPB guidance for mortgage shopping; do not generalize it to every type of credit inquiry or assume that every scoring context works identically. See Request and review multiple Loan Estimates.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Know when a Loan Estimate is—and is not—an approval
A Loan Estimate describes the costs and risks of a particular proposed loan. It does not mean the lender has completed underwriting or guaranteed the loan. Approval and final terms remain subject to verification, property review, appraisal and the rest of the lender’s process.
Recommended Free Tools
Once you choose an offer, tell the lender which application you intend to pursue. The lender must wait for your intent to proceed before charging application or appraisal fees under the disclosure process described by the CFPB. Those fees may be nonrefundable. A Loan Estimate can expire if you do not express intent to proceed within 10 business days, so check the date on the form and ask what action preserves the quoted terms.
You are not committed to the lender merely by receiving or reviewing an estimate. CFPB guidance states that the borrower is not committed until signing final closing documents. Switching lenders later can require repeating parts of the process and may jeopardize your closing timeline, so compare carefully before proceeding.

Practical timeline from preparation to closing
- Set your own budget. Decide the payment and cash reserve you can live with after taxes, insurance, maintenance and existing obligations; do not simply adopt the preapproval maximum.
- Prepare records. Gather income, asset, debt and identification documents, and resolve unexplained deposits or credit-report errors.
- Contact at least three lenders. Give each the same scenario and ask about requirements, fees, expiration and credit checks.
- Review the letters. Confirm the loan amount, assumptions, conditions and expiration date. Treat each as tentative.
- Shop for a home. Use the letter to demonstrate financing readiness, but keep your budget below the maximum if that is what your finances require.
- Request matching Loan Estimates. After you have a defined transaction, provide identical details to each lender and check every form for accuracy.
- Compare total economics. Evaluate rate, payment, points, credits, origination and other costs, cash to close, risks and service—not just one number.
- Confirm the lock. Ask whether the rate is locked, the expiration and extension cost, the effect of application changes, and the options if market rates fall.
- Choose and proceed. Tell the selected lender your intent within the estimate’s deadline, then supply requested documentation promptly.
- Monitor changes. Keep finances and the application stable, respond to verification requests and confirm the final terms before signing closing documents.
Common mistakes and how to avoid them
Confusing the maximum with affordability
A lender’s calculation may not include every priority in your household budget. Build your own payment limit using taxes, insurance, maintenance, utilities, other debts, emergency savings and expected life changes.
Comparing rates with different assumptions
A quote with more points, a shorter lock, a different term or a different down payment is not directly comparable. Reissue the scenario so the lenders are pricing the same loan.
Assuming “locked” means unchangeable
Read the lock conditions. A changed loan amount, verified income, credit profile, down payment, loan type or appraisal can affect pricing, and a missed lock expiration may require an extension.
Ignoring adjustable-loan risk
Check when the rate can adjust, how much it can change, whether payments can rise, and whether a balloon payment or prepayment penalty applies. A lower initial rate can carry greater future uncertainty.
Waiting too long to compare
Preapproval letters expire, and Loan Estimates have an intent-to-proceed deadline. Keep a calendar of both dates and allow time for a second review if a document is corrected.
Paying attention only to the lender’s fee reduction
Ask for the complete revised estimate. A lower origination charge may be offset by a higher rate, additional points or another fee.
Questions to ask before choosing a lender
- What is the rate, and is it fixed or adjustable?
- How many points or lender credits are included?
- Is the rate locked now? If so, when does the lock expire and what does an extension cost?
- What events can reprice the loan despite a lock?
- What is the total estimated payment, including mortgage insurance, taxes and insurance?
- How much cash is required to close, and which charges are prepaid items?
- Are there adjustable-rate caps, a balloon payment or a prepayment penalty?
- What documentation is still outstanding, and who will be my contact?
- When must I provide intent to proceed, and which fees become payable then?
- What closing date can your process realistically support?
Bottom line
Use preapproval to establish that you are a credible buyer and to understand a tentative borrowing range—not to select a lender or set your personal budget. Obtain at least three letters, keep your credit shopping within the CFPB’s 45-day mortgage-inquiry window, and wait for matching Loan Estimates before deciding. Compare the complete payment and cost structure, verify whether each rate is locked and for how long, and proceed only after you understand the conditions that could change the final loan.
