How to Get a Refund for a UPI Platform Fee or Failed Payment in India

If your UPI payment failed after your account was debited, the amount should normally be reversed automatically. The Reserve Bank of India (RBI) sets a T+1 day outer limit for a funds transfer in which the beneficiary was not credited and T+5 days for a merchant payment in which the merchant did not receive confirmation. If the reversal is late, RBI’s framework provides ₹100 per day in compensation after the applicable deadline. A separately listed platform fee is different: the failed-payment timetable does not create a blanket right to recover every fee, so you must dispute it with the app, payment provider or merchant that charged it.

First, identify what you are trying to recover

“Refund” can describe three different situations. The correct route depends on whether the payment itself failed, the payment completed but a merchant later owed you money, or a separate fee was added by an app or merchant.

Situation What happened Primary rule or route
UPI funds transfer failed Your account was debited, but the person or account you were sending money to was not credited. RBI’s outer limit is T+1 day for reversal. Request the reversal from the debited bank if it does not arrive.
UPI merchant payment failed Your account was debited, but the merchant did not receive transaction confirmation. RBI’s outer limit is T+5 days for reversal.
Completed purchase later cancelled or rejected The UPI payment completed, but goods or services were returned, rejected or not supplied. Use the merchant’s refund process. NPCI says the merchant asks its bank to refund the charged amount.
Separate platform or convenience fee The app or merchant charged an additional amount shown separately from the payment. Ask the entity that imposed the fee to explain and refund it. The cited failed-transaction rules do not guarantee an automatic fee refund.

The RBI framework discussed here applies to domestic transactions and defines a failed transaction as one that was not fully completed for a reason not attributable to the customer. The circular was issued on September 20, 2019 and became effective October 15, 2019. Its deadlines remain the reference points for the qualifying failed-payment cases described below.

My UPI transaction has failed but my bank account has been debited

A debit entry is not proof that the payment completed. A UPI transaction can show a debit while the receiving bank, beneficiary or merchant has not received the funds. Check the final status in the UPI app and your bank account rather than relying on a push notification, SMS or a screen that stopped loading.

1. Check the transaction status in the app

  1. Open the UPI app used to initiate the payment and go to its transaction history.
  2. Open the specific transaction and record whether it is marked failed, pending or successful. Do not start a second payment until you understand the first transaction’s status, because a delayed transaction can otherwise result in two debits.
  3. Compare the app record with the bank account statement or passbook entry. Save a screenshot or download the receipt showing the amount and status.

NPCI’s UPI FAQ says failed transactions are to be refunded and advises contacting the bank if the refund does not arrive. It also directs users to raise a grievance or check status through the participating bank’s UPI app: NPCI UPI FAQ.

2. Collect the identifiers before complaining

Use the same details in every complaint so the app, bank and NPCI can match the case:

  • UPI transaction reference number or RRN (retrieval reference number), exactly as displayed;
  • transaction date and approximate time;
  • amount debited and the bank account or UPI ID used;
  • name or UPI ID of the beneficiary or merchant;
  • the app’s status and the bank statement entry; and
  • screenshots, receipt, SMS or email confirmation.

Never edit the reference number or submit a different date in a later escalation. A mismatch can delay tracing the transaction.

3. Raise the complaint from the transaction

Use the app’s transaction-details screen and select its help, dispute or report-a-problem option. Choose the failed or pending transaction, explain that the account was debited but the beneficiary or merchant was not credited, and attach the receipt if the app permits uploads. NPCI’s guidance treats the participating bank’s UPI app as a channel for transaction grievances and status checks.

4. Contact the bank that was debited

If the automatic reversal has not arrived, contact the bank holding the debited account, not only the app’s general customer-care channel. Give the bank the RRN, date, amount and app status. State which RBI case applies:

  • Funds transfer: you sent money to a person or account, but the beneficiary was not credited. The applicable outer limit is T+1 day.
  • Merchant payment: you paid a merchant, but confirmation did not reach the merchant. The applicable outer limit is T+5 days.

Ask the bank to trace the transaction, reverse the debit and credit any delay compensation required under the RBI framework. Keep the complaint number and the date submitted.

How T+1 and T+5 deadlines are calculated

In the RBI circular, T is the calendar date of the transaction. The stated turnaround time is an outer limit, not a promise that every reversal will take that long.

Failure type RBI outer limit for auto-reversal Compensation for delay
Payer debited, beneficiary not credited in a UPI funds transfer By T+1 day ₹100 per day after T+1
Payer debited, merchant not given confirmation for a UPI merchant payment By T+5 days ₹100 per day after T+5

For example, if a qualifying person-to-person transfer occurred on 10 June, T+1 is 11 June. If a qualifying merchant payment occurred on 10 June, T+5 is 15 June. The count uses calendar dates under the circular’s definition of T; do not silently substitute business days.

The RBI circular says that where financial compensation is involved, it must be credited to the customer’s account suo moto, without waiting for a complaint or claim. You should still mention the compensation in your bank complaint if the deadline has passed, because doing so gives the bank a clear request to check both the reversal and the compensation.

Read the full RBI framework here: Reserve Bank of India circular on customer liability and failed transactions.

What to do when the reversal misses the deadline

Use a written, transaction-specific request

Send the bank a concise request through its in-app complaint form, email or other recorded channel. Include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • “My UPI account was debited but the beneficiary was not credited” or “the merchant did not receive confirmation”;
  • the transaction date, RRN and amount;
  • the applicable deadline (T+1 or T+5);
  • the date on which you first reported the issue; and
  • a request for reversal plus ₹100 per day for each day after the applicable deadline, where the RBI framework applies.

Keep copies of the submission, automated acknowledgement and any replies. If the bank says the transaction was successful, ask it to provide the trace or settlement information and compare that information with the beneficiary or merchant before accepting that answer.

Escalate through NPCI when necessary

If the app and bank have not resolved the transaction, submit the complaint through NPCI’s complaint portal: NPCI complaint portal. NPCI makes the complaint available to the relevant member institution for action; the member, rather than NPCI itself, is responsible for resolving it. Enter the same RRN, date, amount and bank details used in your earlier complaint.

NPCI’s portal states that fraud, unidentified and unauthorised transaction complaints should be reported to your customer’s bank. Do not use the NPCI form as a substitute for immediately notifying the bank about an unauthorised debit.

Use the RBI Integrated Ombudsman route if the issue remains unresolved

For a qualifying failed-transaction complaint that remains unresolved after the applicable turnaround time and the bank’s complaint process, the RBI circular identifies the RBI Integrated Ombudsman Scheme as an escalation route. RBI’s FAQ says filing is free and that you do not need a third-party agency or paid intermediary. The FAQ is available at RBI Ombudsman FAQ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the bank’s complaint reference and correspondence. An Ombudsman complaint is an escalation after you have approached the regulated entity; it is not a reason to delay reporting the debit to the bank.

How to dispute a separately charged UPI platform fee

A platform fee is a separate charge from the amount you intended to transfer or pay. The RBI T+1 and T+5 rules address the qualifying failed-payment amount; they do not establish that every separately stated app or platform fee must be refunded automatically.

Find out who imposed the fee

Inspect the receipt, payment summary and bank statement. The fee may have been imposed by:

  • the UPI app or payment provider;
  • a merchant that used a separate convenience or service-fee line; or
  • another service provider collecting an amount during checkout.

Address the refund request to the entity that actually charged the fee. If the app collected it on a merchant’s behalf, ask the app to identify the responsible party and the process for obtaining the refund.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask for the disclosure and the refund policy

Request three specific explanations:

  1. What service did the fee pay for?
  2. Where was the fee disclosed before you authorised the payment?
  3. What refund or cancellation term applies when the underlying UPI payment fails?

Attach the transaction reference, fee amount, date, receipt or screenshot, and evidence that the underlying payment was failed or reversed. Explain whether you received the service associated with the fee. A clear request is stronger than a general statement that “UPI failed,” because the provider may treat the payment and fee as separate transactions.

Possible outcomes

The provider may refund the fee, reject the request under its disclosed terms, or refer you to the merchant. The available official material establishes the failed-payment timetable but does not establish a universal platform-fee refund entitlement. Do not assume that a T+1 or T+5 reversal automatically includes the fee, and do not describe a fee as refundable unless the provider’s terms or a written decision supports that result.

When a successful payment needs a merchant refund

If the UPI transaction completed and the merchant received the money, this is not the same as a failed transaction. A later refund for returned goods, rejected orders or services not supplied follows the merchant’s process. NPCI’s FAQ says the merchant asks its bank to refund the charged amount. Start with the merchant’s support channel, give the completed transaction reference and keep its refund acknowledgement.

If the merchant says it has initiated a refund but the amount does not appear, ask the merchant for the refund reference and date, then give those details to the bank. Do not use the T+1 failed-funds-transfer deadline for a merchant-initiated return unless the facts actually fit that failed-transaction category.

What if my account is debited but the transaction does not go through?

Use this decision path:

  1. Status says failed: wait for the appropriate automatic reversal, then contact the debited bank if T+1 or T+5 passes without the credit.
  2. Status says pending: do not pay again immediately. Ask the app or bank to confirm whether the transaction is still being processed, and monitor the statement.
  3. Status says successful but the recipient says no money arrived: ask the bank to trace settlement and give the recipient the RRN. The bank must determine whether this is a delayed credit, a beneficiary-bank issue or a different problem.
  4. Status is unknown and the debit is unfamiliar: notify the bank as an unauthorised or potentially fraudulent transaction immediately.

A notification disappearing, a merchant’s checkout page timing out or a recipient not seeing an SMS does not by itself establish the final status. The transaction record and bank trace are the decisive evidence.

Unauthorised or fraudulent debits need a different response

If you did not authorise the payment, report it to the bank immediately through its official channel and follow its fraud-reporting instructions. NPCI’s complaint portal directs fraud, unidentified and unauthorised transaction complaints to the customer’s bank. Do not share your UPI PIN, one-time password or remote-access control with someone claiming to arrange a refund.

RBI’s Ombudsman FAQ says no fee is payable to file an Ombudsman complaint and no third-party agency is needed. A person promising to obtain a refund for an upfront fee is not required by the official process.

Evidence checklist for any UPI refund request

  • UPI app transaction screen showing status;
  • RRN or transaction reference;
  • date and time, with the calendar date used for T;
  • amount of the payment and any separate fee;
  • bank statement showing the debit;
  • beneficiary or merchant details;
  • screenshots of fee disclosure and checkout terms;
  • app, bank and NPCI complaint numbers; and
  • dates and copies of replies.

Redact your UPI PIN, full card numbers, passwords and one-time passwords. A bank or NPCI complaint does not require those secrets.

Common mistakes that delay a refund

  • Calling a completed purchase “failed”: first establish whether the merchant actually received confirmation.
  • Using the wrong deadline: T+1 applies to a beneficiary-not-credited funds transfer; T+5 applies to a merchant-not-confirmed payment.
  • Assuming a platform fee is part of the payment: list the fee separately and challenge it with the entity that charged it.
  • Submitting inconsistent details: use one exact RRN, date and amount in every channel.
  • Waiting to report an unauthorised debit: contact the bank immediately rather than waiting for an automatic reversal.
  • Paying a “refund agent”: official NPCI and RBI channels do not require a third party to file your complaint.

A concise complaint template

You can adapt this wording for the UPI app or bank:

“On [transaction date], UPI reference/RRN [number] debited ₹[amount] from my account. The transaction is shown as [failed/pending], and [the beneficiary was not credited/the merchant did not receive confirmation]. Please trace and reverse the debit. This is a [funds-transfer T+1/merchant-payment T+5] case under the RBI failed-transaction framework. The applicable deadline was [date]. If that deadline has passed, please credit the prescribed ₹100-per-day delay compensation. A separate fee of ₹[fee] was also charged; please confirm which entity imposed it and process that fee dispute separately.”

For a fee-only request, remove the T+1/T+5 language unless the underlying payment itself qualifies as a failed transaction. Instead, identify the fee disclosure, the service supposedly supplied and the refund term you are relying on.
