Fix salary compression in a sequence: bring every rate up to the legal minimum, map pay by job level, restore meaningful differentials for responsibility and skills, document the budget and rationale, then monitor the structure after each wage-floor change. Do not automatically give every employee the same percentage increase; a blanket adjustment can be a temporary bridge, but targeted corrections usually do more to preserve promotion incentives and internal equity.
What salary compression is—and why a minimum-wage increase exposes it
Salary or wage compression exists when pay differences between employees or job levels become too small to reflect differences in experience, knowledge, skills, responsibility or performance. The U.S. General Services Administration describes it as situations in which one or more employees are paid very close to more-experienced colleagues, or lower-level employees earn almost as much as higher-level colleagues.

A statutory wage increase raises the bottom of an employer’s pay structure immediately. Rates for experienced employees, team leads and supervisors may remain unchanged until the next review cycle. The result can be a new hire at the legal floor earning nearly as much as an incumbent who has years of service, or a frontline employee earning almost as much as the person who trains and supervises the team.
The UK Low Pay Commission identifies this as a predictable consequence of moving the National Living Wage toward median earnings. In its 2024 evidence, the median-wage premium above the National Living Wage in low-paying industries fell by 5.8 percentage points in relative terms and by 45 pence in absolute terms. The gap between the 20th and 40th percentiles narrowed from £1.11 to £0.69. Those figures describe the UK labor market, not a universal target for every employer, but they show how quickly progression gaps can shrink.

Compression matters because employees may stop seeing a financial reason to gain skills, accept difficult assignments or pursue promotion. Employers can also face higher turnover among experienced staff, harder hiring for supervisory roles, disputes over fairness and unexplained differences that create equal-pay risk.
Start with a compression map, not an across-the-board raise
Before changing pay, create one current view of the jobs and people affected. A spreadsheet or compensation-system report should show, for every employee and job level:
- Job title, level and department.
- Current hourly rate or annual salary.
- The proposed rate after the minimum-wage change.
- Range minimum, midpoint and maximum, if a formal range exists.
- Hire date, relevant tenure in the role and documented experience.
- Required skills, certifications, scarce capabilities and working conditions.
- Supervisory scope, decision authority and responsibility for safety, cash or compliance.
- Performance or proficiency designation under the employer’s existing policy.
- A defensible market reference, such as a salary survey percentile or recent hiring rate.
Calculate adjacent-level gaps
For each neighboring level, calculate both the dollar and percentage difference. For hourly jobs, use:
Dollar gap = rate at the higher level − rate at the lower level
Percentage gap = dollar gap ÷ rate at the lower level × 100
Run the calculation twice where relevant: once using range minimums and once using actual employee pay. A range can look well designed while individual incumbents are compressed at the top of one grade and the bottom of the next.

- A lower-level rate that equals or exceeds a higher-level rate.
- A newly hired employee whose rate is close to a trained incumbent’s rate.
- A lead or supervisor paid almost the same as the people they direct.
- Employees with materially different skills, certifications or working conditions receiving indistinguishable pay.
- Employees below the new legal minimum, which is a compliance correction rather than a discretionary equity adjustment.
- Outliers created by hiring premiums, retention arrangements or legacy contracts.
Keep the underlying data and the calculation date. If an employee challenges an outcome, you should be able to show which job facts and pay rules produced the decision.
Set the legal wage floor first
Confirm the minimum wage that applies to each worksite and pay period. Depending on the employee and location, the controlling rule may be national, state, provincial, local or contained in an industry award. Check the effective date, covered categories, youth or trainee rules, tip-credit provisions and any government-contract wage determination before approving rates.
Raise any rate that would otherwise fall below the applicable floor. This statutory correction is not a reward for performance and should be recorded separately from discretionary changes intended to restore internal equity.
For employers operating under the U.S. Department of Labor’s Section 14(c) framework, late adjustments can create back-wage liability. The timing and calculation rules for that program require particular care; payroll and legal advisers should review affected certificates and records before processing.

- Conduct a prevailing-wage survey and obtain new wage rates.
- Calculate the percentage increase in the minimum wage and raise prevailing wage rates by the same percentage.
If you use the blanket-adjustment-percentage method, the department says the change should be completed by the next full pay period after the minimum-wage increase occurs. That is an implementation rule for the covered context, not a universal instruction that every employer must apply the same percentage to every job. Outside that context, follow the applicable law, contract and payroll calendar.
Decide what a sensible differential should be
There is no single legally required percentage separating every grade. A defensible differential reflects the work performed and the labor market, not an arbitrary formula copied from another company.
- Responsibility: quantify accountability for people, budgets, equipment, safety, cash, customers or regulatory obligations.
- Skills and proficiency: distinguish entry, fully proficient and advanced work, including certifications that take time or money to obtain.
- Experience: consider the time needed to perform independently, while avoiding automatic tenure increases that are not part of your stated policy.
- Working conditions: account for shifts, physical demands, location, travel, on-call expectations and other consistently applied premiums.
- Market evidence: compare credible data for the same geography, occupation, industry and employer size. A market reference should inform the range, not override documented internal equity without explanation.
- Progression design: leave enough room for an employee to gain a meaningful increase when moving to the next level or completing a defined skill step.
Review your existing ranges for logic: the midpoint should represent a fully competent employee under your policy, minimums should be attainable for qualified entrants, and maximums should have a stated reason. If ranges overlap, that is not automatically wrong; overlap can reflect broad job families. It becomes a problem when employees cannot explain what additional contribution earns the next rate.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCompare the main repair options
Evaluate each option against the same decision criteria: restoration of grade differentials, legal compliance, recurring payroll cost, promotion incentives, market competitiveness, ease of explanation and risk of creating a new inequity.
| Approach | How it works | Strength | Trade-off | Best fit |
|---|---|---|---|---|
| Targeted base-pay corrections | Increase compressed incumbents or groups whose responsibilities are no longer reflected in pay. | Directly repairs the affected relationships and preserves recurring earnings. | Requires reliable job and employee data; two employees in the same level may receive different adjustments. | Clear compression between identifiable levels, supervisors and experienced incumbents. |
| Widen the next-level differential | Raise the higher level, the lower level, or both so the step reflects responsibility and skill. | Restores a visible reason to pursue promotion. | Can increase payroll beyond the employees at the legal floor and may require range redesign. | When promotion acceptance or supervisory retention is weakening. |
| Move employees to a range minimum or midpoint | Place employees whose pay is below the intended position in the range at a defined reference point. | Creates a consistent rule that managers can explain. | May spend money on employees who are not the source of the compression and can flatten performance distinctions if applied indiscriminately. | Ranges are sound but individual rates have drifted below policy. |
| Blanket percentage adjustment | Apply the same percentage used for the minimum-wage change to other rates. | Fast, simple and easy to administer; recognized by the U.S. Department of Labor as one method in its prevailing-rate context. | Preserves the old dollar gaps rather than repairing a gap that was already too small; higher-paid employees receive larger dollar increases. | Short-term implementation when data or time is limited, followed by a structured review. |
| Staged correction | Implement part of the required equity adjustment now and the remainder over defined review cycles. | Spreads recurring cost while providing a documented path to the intended structure. | Compression and morale concerns remain until later stages; future budgets must be protected. | Material correction that cannot fit one payroll budget. |
| One-time lump sum | Pay a non-base payment to acknowledge a temporary issue or protect take-home pay without permanently raising base rates. | Controls recurring payroll cost and can avoid immediate range distortion. | Does not repair the hourly or salary relationship used for future raises, overtime calculations or promotion decisions where base pay is controlling. | Temporary relief or a bridge while a permanent structure is being approved. |
WorldatWork reported in 2022 that 52% of organizations addressed minimum-wage compression only as needed, while 15% used incremental pay adjustments over time. Those practices illustrate the range of employer responses; they do not establish a universal best percentage or schedule.
Build and approve a documented adjustment plan
Use one written plan for the affected job family or site. It should distinguish the legal correction from the equity correction and show the cost of each choice.

- Freeze the baseline. Save current rates, ranges, employee classifications and the minimum wage in effect before the change.
- Apply the statutory floor. Calculate the post-change rate for every covered employee and identify any rate that must increase to remain lawful.
- Define the intended structure. State the job levels, range architecture, progression steps and the factors that justify movement between them.
- Model alternatives. For targeted, blanket, staged and lump-sum designs, calculate new rates, dollar cost, payroll-tax effects, overtime effects where applicable, and the resulting adjacent-level gaps.
- Test equity. Review the proposed outcomes by gender, race, ethnicity, age, disability status and other legally protected categories where data can be used lawfully. Investigate unexplained differences before implementation.
- Set an effective date. Align the legal correction with the required pay period and state when discretionary corrections or stages begin.
- Assign approval owners. Record who approved the structure, budget, exceptions and employee communications. Keep a decision log for deviations from the normal policy.
- Prepare payroll instructions. Give payroll the old rate, new rate, effective date, earning code and treatment of overtime, premiums, differentials and lump sums.
- Schedule the next review. Put the review date on the calendar before the next statutory increase or normal compensation cycle.
Check legal, contractual and payroll constraints
Have counsel or a qualified compliance specialist review the plan where any of these conditions apply:
Quick wins for a faster PC:

- Collective-bargaining agreements that specify wage steps, notice, bargaining rights or retroactive treatment.
- Equal-pay and anti-discrimination requirements affecting comparisons, exclusions or exceptions.
- Overtime classifications, salary-basis tests, shift premiums, tipped work or other rules tied to the base rate.
- Pay-transparency laws that require ranges in job postings or employee disclosures.
- Government contracts or wage determinations that set rates independently of the ordinary minimum wage.
- Immigration, apprenticeship, trainee or licensing rules that affect the lawful rate for a particular worker.
Do not delay a legally required increase while debating the broader structure. Process the floor correction on time, then implement the documented equity plan as soon as the review is complete.
Communicate the change without promising identical increases
Employees generally need four facts: what changed in law, when their rate changes, how the employer determined additional adjustments and how progression works from here. Explain that the statutory increase establishes a floor, while other changes reflect responsibility, skills, market evidence or an identified internal-equity issue.
Give managers a short written script and a calculation guide. They should be able to answer:
- What is my new rate and effective date?
- Is the change part of the legal minimum, an equity correction, a promotion, a merit decision or a one-time payment?
- What skills or responsibilities are required for the next level?
- When will the structure be reviewed again?
- Where can I report a factual error in my job, rate or classification?
Do not disclose another employee’s compensation to justify a decision. Use the job-level criteria and the employee’s own record. Route disputed data to a named HR or payroll contact, and correct confirmed errors through a controlled process rather than informal manager promises.
Monitor whether the repair worked
Recalculate the compression map after implementation, after every wage-floor change and at least during the normal compensation cycle. Track:

Set thresholds that trigger review, such as an actual lower-level rate reaching a higher-level minimum or a supervisor differential falling below the documented policy. Review exceptions individually; a market premium for a scarce skill may be legitimate, but it should be recorded so it does not become an unexplained precedent.
Common mistakes and how to correct them
Giving everyone the same percentage forever
A uniform percentage is simple, but it preserves the old dollar relationships. If those relationships were already too narrow, the structure remains compressed. Use the percentage only as an interim method when appropriate, then run the level-by-level analysis.
Raising only the legal-minimum employees
This satisfies the floor and can leave trained incumbents, leads and supervisors almost unchanged. Compare the new floor with every adjacent level before closing the payroll project.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteUsing tenure as the only explanation
Length of service is relevant evidence, but it does not replace a job analysis. Explain increases through the factors your policy actually recognizes: proficiency, responsibility, scarce skills, performance, market position or a defined progression step.
Replacing base-pay repair with a bonus
A lump sum can control recurring cost, but it does not change the rate used to judge promotion, calculate many overtime obligations or compare job levels. Label it as temporary relief unless the policy and legal review support a permanent base-rate change.
Ignoring the next wage-floor increase
A correction that barely restores spacing may disappear at the next statutory increase. Model the likely timing of the next change and schedule a review before it takes effect.
A practical decision rule
Use this order when choosing among repairs:
- Pay every worker at least the applicable legal minimum by the required pay period.
- Repair any inversion or near-inversion that contradicts documented job levels, responsibility or skill requirements.
- Protect the differential that makes promotion and hard-to-fill responsibility financially meaningful.
- Use market evidence to correct rates that would otherwise make hiring or retention unrealistic.
- If the full correction cannot be funded, stage the remaining amount with dates, owners and a protected budget rather than leaving the outcome open-ended.
The right answer is therefore rarely “raise everyone” or “raise only the lowest-paid workers.” Raise the legal floor for everyone who is below it, then direct additional base-pay money to the relationships that the new floor has damaged. A documented, level-based plan is easier to defend, explain and maintain than an improvised percentage.
