Most GST Portal errors become manageable once you identify the return form, filing period, and stage at which the workflow stopped. Use the exact message to choose a safe action: edit and resave data, regenerate a summary, wait for a transaction to finish, complete an earlier return, check ledgers before paying again, or escalate with evidence. These are portal-workflow fixes, not individualized tax advice; case-specific liability and credit questions may require a qualified GST practitioner, chartered accountant, or jurisdictional tax officer.
First identify the form, period and failure stage
Before clicking Submit, Pay or File again, write down the GSTIN, financial year, return period, form (usually GSTR-1 or GSTR-3B), exact error text, and the time it appeared. Similar messages can mean different things in different forms. The practical distinction is whether the failure happened while entering or uploading data, while the portal was processing or generating a summary, while saving a return, while offsetting liability, during payment confirmation, or while signing with a Digital Signature Certificate (DSC).

| Area | Typical failure stage | First safe action | Repeat-action risk |
|---|---|---|---|
| GSTR-1 | Upload, record processing, summary generation, filing mode or signing | Edit or retry the affected record, regenerate the summary, or correct the prerequisite | Repeated uploads can create duplicate or conflicting records |
| GSTR-3B | Saving figures, prior-period sequence, OTP or NIL filing request | Verify figures, save again, complete earlier periods, regenerate OTP, or wait | Repeated filing attempts can create duplicate requests |
| Payment and challan | Offset, challan creation, bank confirmation or delayed status | Check cash and credit ledgers and bank transaction status | A second payment can duplicate a successful first payment |
| Adjacent e-invoice process | IRN registration | Check whether an IRN was already returned before resubmitting | Simultaneous retries can produce a duplicate IRN error |
GSTR-1 errors: records, summaries and filing controls
“You have records still under processing”
This message concerns GSTR-1 record or upload processing. The fix depends on how the data was prepared.
Recommended Free Tools
- Online preparation: open the affected error record, edit it, and save it again.
- Offline preparation: retry the upload. If the result is processed with errors, download the error report, correct the listed entries in the offline data, generate the corrected JSON, and upload it.
- Check the processing result before attempting another upload. A successful correction should move the record out of the error state.
If the same record remains stuck, capture the exact message, screenshot and date/time, then raise a GST helpdesk ticket through the current official portal contact or grievance route. Do not keep sending identical files without checking the latest processing status.

“Summary generate” or uploaded invoices missing from the summary
Sometimes invoices appear to have uploaded but are absent when the GSTR-1 summary is generated. The official troubleshooting suggestion is to clear the browser history and cache, generate the summary again, and refresh the portal after 15 minutes. This is a documented troubleshooting step, not proof that browser cache is always the cause.
- Record the upload and the period you were working on.
- Clear the browser history/cache, sign in again and generate the summary.
- Refresh after 15 minutes and verify the updated invoice count and summary.
- Proceed only when the portal reflects the records you expect. If the summary is still wrong, save a screenshot and the occurrence time for a helpdesk ticket.
Invoice number cannot be added again
GSTR-1 does not allow a new invoice number to be added more than once in a financial year. If an existing invoice needs a correction, use the amendment facility in a subsequent period where the law permits it. Do not create a second new record merely to change a value; first determine whether the transaction already exists in your uploaded records.
Pending invoice with an error
Open the pending invoice and inspect the validation message. Correct the data and save it. If the record cannot be repaired, delete the errored record and re-enter it with the corrected details, then confirm that it processes successfully before generating the summary.
Counterparty has already filed the invoice
If the counterparty has filed the same invoice and your taxpayer-uploaded records contain a duplicate, remove the duplicate from your records and refresh or update the summary. Check the invoice number, date, GSTIN and value before deleting anything so that you do not remove a genuinely separate document.

Quarterly filer trying to file monthly
Return access follows the filing frequency selected for the taxpayer. A quarterly filer who attempts a monthly GSTR-1 period can be blocked. Use the period and filing frequency available to that registration instead of trying to force a monthly submission.
DSC signing problem
A DSC filing error can result from a PAN mismatch between the selected authorized signatory and the certificate. Confirm that the authorized signatory selected on the portal is the person whose PAN is associated with the DSC, ensure the certificate is available to the signing utility, and retry only after the match is corrected.
GSTR-3B save and filing errors
“The information provided in the form earlier is not saved properly”
This indicates that the saved GSTR-3B data has expired or was not retained before offset and payment. Treat the message as a prompt to recheck the return, not as permission to proceed with unverified figures.
- Return to the GSTR-3B tiles.
- Review the figures in each relevant section, including tax liability and eligible input-tax-credit amounts.
- Save the sections again.
- Wait for the portal confirmation, “GSTR3B details saved successfully”.
- Open the payment page and select Make Payment to offset the liability and continue filing.
Do not click through solely because a save button responds; verify the amounts before and after resaving. If the success confirmation does not appear, preserve the message and time and avoid creating a second filing request until the portal state is clear.

“GSTR3B is not filed for previous period <Return period>”
GSTR-3B filing is sequential. A later return can be blocked when an earlier applicable period remains unfiled. Open the return list, identify the earliest outstanding period, and complete the periods in order. After each filing status changes to filed, refresh the return list before moving to the next period. Do not attempt to bypass the sequence by repeatedly opening the later period.
“OTP is either expired or incorrect” and “Your OTP is expired please try again”
The GST Portal error guide states that an EVC OTP expires after 10 minutes. Generate a fresh OTP and enter the latest code received by SMS or email, rather than retrying an older code. Check that you are using the OTP for the current GSTIN and filing action; entering a previous message’s code can produce the same error even when the number was typed correctly.
“Your previous GSTR3B filing request is still in progress”
This message commonly appears after a NIL filing request has been submitted but the portal has not finished processing it. Wait at least 10 minutes before retrying the entire NIL filing process. The pause reduces the risk of creating a duplicate filing request. After waiting, refresh the return status and confirm whether the original request completed before starting another one.

GSTR-3B input-tax-credit offset errors
“Offset the CGST credit first before cross utilization SGST credit against IGST tax liability”
“Not a valid cross utilization Scenario”
These messages indicate that the proposed input-tax-credit use does not follow the utilization principles enforced by the portal. The correct result depends on the balances in the IGST, CGST and SGST/UTGST credit ledgers and on the liabilities in that return; one fixed sequence cannot be safely applied to every taxpayer.

- Review the electronic credit ledger and the liability figures for the same return period.
- Compare the proposed offset with the GSTN ITC-utilization guidance referenced in the portal’s known-issues material.
- Re-enter or adjust the credit allocation in the permitted order and validate the revised figures.
- If the portal still rejects a logically compliant allocation, save the error text and ledger view for escalation rather than guessing at a different combination.
Because an incorrect offset can change tax, interest or cash requirements, obtain professional advice for a taxpayer-specific calculation that cannot be resolved by the documented workflow.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Payment, challan and ledger checks
The GSTR-10 manual illustrates a general portal pattern that is also useful when diagnosing payment screens, although every return form can have a different sequence. The portal displays available cash and credit ledger balances, permits available balances to be used where allowed, and requires a challan for any remaining amount when the balance is insufficient. In that workflow, the challan amount is auto-populated. Listed payment routes include e-payment, over the counter, and NEFT/RTGS.
Before creating or paying a challan
- Confirm the GSTIN, financial year and return period shown on the screen.
- Review the draft summary before payment, as the manual recommends.
- Check the displayed cash and credit ledger balances and determine whether a balance can be used for the liability.
- Verify the challan amount and payment route. Do not assume that a screen from one return form has identical labels or steps in another form.
When the bank has been debited but the portal is not updated
Payment status depends on the selected route and the bank’s confirmation reaching the portal. Check the bank transaction status, challan or reference details, and the GST cash ledger before initiating another payment. A delayed return screen is not, by itself, evidence that the first payment failed. If the bank shows success but the portal remains unresolved, keep the transaction proof and raise a support ticket instead of paying twice.
When the portal shows insufficient balance
Reconcile the displayed ledger with your own payment records. If the available balance is genuinely insufficient, create the challan for the remaining amount using the portal’s current payment flow. If the ledger should contain a recent payment but does not, verify the bank confirmation and wait for the status to update before deciding whether another challan is necessary.

Adjacent e-invoice error: “Duplicate IRN”
“Duplicate IRN” is an e-invoicing error, not a GSTR-1 or GSTR-3B filing error. The e-invoice system identifies error code 2150 when a document has already been registered and an Invoice Reference Number (IRN) has been generated.
- Check the response from the earlier request and your stored transaction records for the returned IRN.
- Confirm that the document number, date and supplier GSTIN match the invoice you are trying to send.
- Avoid repeated simultaneous submissions of the same document.
- If the original response cannot be located, use the e-invoice system’s current status or retrieval facility before sending the request again.
Only after establishing that no IRN was generated should you consider a new submission, following the current e-invoice system instructions.
When to stop retrying and escalate
Escalate when the documented edit, resave, refresh, wait or sequential-filing step does not change the status, or when a payment has been debited but the portal ledger remains unresolved. Before contacting support, assemble a concise evidence pack:
- Exact error code and full message, including punctuation where visible.
- GSTIN, return form, financial year and return period.
- Date and time, including time zone if staff work across locations.
- Screenshot showing the error and the relevant status or ledger screen.
- For uploads, the file type and whether the result was processed, processed with errors, or still under processing.
- For payments, challan or transaction reference, selected payment route and bank confirmation status.
Use the current official GST Portal helpdesk or grievance route. Mention whether you already waited, regenerated a summary, resaved the return, generated a fresh OTP, or checked the ledger; this helps support distinguish a pending workflow from a failed one. Do not include unnecessary passwords, OTPs or complete banking credentials in a ticket.
Ask a qualified GST practitioner or chartered accountant for help when the issue requires deciding a taxpayer’s legal liability, credit eligibility, utilization order, amendment treatment or interest exposure. A jurisdictional tax officer may be appropriate where the matter requires an officer-level decision rather than a technical portal correction.
