How to Fix an Incorrect Wildfire Risk Rating on Your Home Insurance Policy

By TheFinanceBase Team 12 min read

If your home insurer assigned an incorrect wildfire score, classification, surcharge, or eligibility decision, challenge it in writing. First request the exact score or class, the model or data source, every property characteristic used, the possible score range, and the resulting premium or coverage effect. Then compare those inputs with official records and dated evidence, submit a field-by-field correction, keep proof of delivery, and request a written reconsideration. If the insurer does not explain or correct the decision, complain to your state insurance department while protecting your coverage and renewal deadlines.

What a wildfire risk rating is—and what you can challenge

Insurers use wildfire models and rating plans to estimate the relative risk of a property and decide pricing, underwriting, renewal, or eligibility. A score may be numerical, a category such as low or high risk, or another wildfire risk factor used in the insurer’s plan. The result can affect a premium, a surcharge, whether the insurer offers a policy, or whether it renews an existing policy.

As an Amazon Associate I earn from qualifying purchases.

There are two different disputes. A data error means the insurer or its model has the wrong address, parcel, roof information, vegetation condition, access detail, fire-protection attribute, or other input. A model-treatment dispute means the facts are accurate but you believe the model weighs them unfairly or puts the property in the wrong class. Correcting documented data is usually the most direct route. A regulator can also require an insurer to follow disclosure, appeal, mitigation-review, or notice rules, but a complaint does not guarantee a particular score or premium.

Save the renewal offer, surcharge notice, underwriting letter, nonrenewal notice, inspection report, and every message from the insurer or agent. Ask the insurer in writing for all of the following:

  • Your numerical wildfire score or exact classification, including the date it was assigned.
  • The name or description of the wildfire model, rating plan, or other source that produced the score.
  • The possible score range and the threshold or factors that placed the property in its current class.
  • Each property, parcel, community, and fire-protection characteristic used.
  • The premium increase, surcharge, eligibility change, nonrenewal, or other underwriting consequence tied to the rating.
  • The procedure, address, email, or portal for an appeal and the deadline that applies.

California reporting rules identify the wildfire score and its source as reportable data, and California rules require insurers using a wildfire model or rating factor to provide specified information. Other states may provide fewer disclosures, so ask for the equivalent information even when your jurisdiction uses different terminology.

Protect your policy while the dispute is pending

An appeal does not automatically extend a policy or stop a nonrenewal. Pay undisputed premiums, comply with the current policy, and meet every renewal, inspection, and notice deadline. Ask the insurer in writing whether coverage remains in force during review and what happens if the decision is not made before the policy expires. Keep a separate calendar for the insurer’s response deadline and your own deadline to obtain replacement coverage.

Do not cancel an existing policy until replacement coverage is active and confirmed in writing. If a notice threatens nonrenewal, contact an independent licensed insurance professional early enough to explore other options; do not wait for the appeal result if a statutory notice period is running.

Step-by-step: audit and appeal the rating

1. Identify the exact action and dates

Write down whether the decision is a new-business price, renewal increase, wildfire surcharge, inspection requirement, cancellation, or nonrenewal. Record the effective date, the date you received the notice, the policy number, the property address, and the stated reason. A vague statement such as “wildfire score increased” is not enough to identify what must be corrected.

2. Request the score, source, range, and consequence

Send a short written request to the insurer’s underwriting or customer-service department and copy your agent or broker. Request the items listed above and ask the insurer to identify which factors changed since the prior rating. Keep the original notice and your request together. If a representative responds by phone, send a follow-up email summarizing the conversation and asking the representative to correct any misunderstanding.

3. Check the address, parcel, and map location

Confirm the street address, unit number, ZIP code, latitude or longitude if supplied, assessor parcel number, and the parcel boundary used by the insurer. A neighboring parcel, a geocoding error, or an outdated subdivision map can place a home in the wrong fuel, slope, fire-district, or evacuation area. Obtain the county assessor’s property record, a parcel map, a recent tax statement, and any address-correction confirmation from the local authority.

4. Audit the structure and roof fields

Compare the insurer’s entries with permits, contractor invoices, inspection reports, and photographs. Check roof installation year, roof material, roof condition, siding, attached structures, building area, number of stories, and whether a remodel or replacement was recorded. If you replaced a roof or upgraded siding, provide the completion date and paid invoice rather than only stating that the work was done.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Audit vegetation, defensible space, and terrain

Review the distance from structures to trees, brush, ornamental vegetation, wood piles, and other combustible materials. Check whether the model used an outdated vegetation image, an incorrect slope, or a fuels classification that does not match the parcel. Dated photographs, a defensible-space assessment, vegetation-management invoices, inspection reports, and fire-department or CAL FIRE documentation can establish the condition on a particular date. Describe what was removed, trimmed, or relocated and when; do not claim mitigation that is planned but incomplete.

6. Audit access and fire protection

Check the recorded road width, driveway length, bridge or gate information, turnaround space, emergency access, hydrant location, water supply, fire-station distance, and fire-district boundaries. Ask the relevant fire department, water district, or local authority for written confirmation when an official record is wrong. A clear photograph of a gate does not by itself prove that emergency responders have approved access, so use official documentation where available.

7. Audit community-level attributes

Some models use characteristics beyond the individual lot, such as surrounding fuels, regional fire history, evacuation or hazard zones, and community fire-protection information. Separate a correction to a community record from a disagreement with the model’s treatment of accurate facts. You can ask the insurer to identify the attribute and explain its effect, but you may need the state insurance department to address a dispute about the rating methodology itself.

8. Assemble an evidence packet

Make a dated index. For each disputed field, list the value shown by the insurer, the correct value, the date the correct value became true, and the document proving it. Use clear filenames such as 01_parcel_map.pdf and 04_roof_invoice.pdf. Keep originals, send copies, and redact unrelated personal information. Photographs should show the property and include capture dates or other reliable proof of when they were taken.

9. Submit a written appeal

Address the appeal to the insurer’s underwriting or customer-service contact and copy the agent or broker. California regulations permit a policyholder or applicant to appeal a wildfire score or other wildfire risk factor orally or in writing directly to the insurer; written delivery is preferable because it creates a verifiable record. State the requested correction in a table or numbered list, attach the evidence index, and ask for a revised score or classification and a written explanation of the decision.

10. Preserve proof of delivery

Use the insurer’s designated portal, email address, or mailing address. Save the portal confirmation, sent email with attachments, certified-mail receipt, and a complete copy of what you submitted. If you send a large packet, ask the insurer to confirm that every attachment was received and is legible. The date the insurer receives a complete appeal can matter for a response deadline.

11. Track acknowledgment and reconsideration

Record the date of receipt, the person assigned to the case, requests for additional information, inspections, and the final decision. Respond promptly to a reasonable request, but ask the insurer to identify why the information is needed and whether the response clock is paused. If the insurer gives only a phone answer, request the same result in writing.

Evidence checklist by rating input

Input to verify Useful proof What to request
Street address and parcel Assessor record, tax statement, parcel map, official address confirmation Correction of geocoding, parcel number, boundary, or location
Roof age and material Permits, paid contractor invoice, inspection report, dated photographs Replacement date, material, condition, and documentation standard
Vegetation and defensible space Dated photographs, mitigation invoice, inspection report, CAL FIRE or local fire-department record The image or observation date and the field that was updated
Slope and fuels Parcel or topographic records, agency maps, qualified inspection report The map layer, classification, and parcel location used
Access and structure Site plan, driveway measurements, permits, gate or bridge documentation Road width, turnaround, emergency access, building details
Hydrant and fire protection Fire-district or water-district confirmation, inspection record Hydrant status, distance, district, water supply, and date verified
Community attributes Current agency record or map, written correction from the responsible authority The source, version date, and effect of the attribute on the score

How to write an appeal that can be reviewed

Use a factual, field-by-field format rather than a general objection. Include the policy or application number, property address, decision date, requested outcome, and a list of attachments. For each item, write:

  1. Insurer’s value: quote or describe the field exactly as disclosed.
  2. Correct value: state the replacement fact and the date it became accurate.
  3. Evidence: identify the attached document, issuing authority, and date.
  4. Requested action: ask the insurer to update the field, recalculate the score, and explain any remaining difference.

A concise closing can read: “Please confirm receipt, provide the revised wildfire score or classification, and explain in writing how each correction affects the underwriting or premium decision. If any field cannot be changed, identify the source and the reason.” Do not threaten a regulator or accuse an employee of misconduct; a precise record is more useful than an emotional argument.

Deadlines and state-specific examples

Rules vary by state and by whether the matter concerns an application, renewal, nonrenewal, or mitigation update. California and Colorado provide concrete examples, but they do not automatically govern a property elsewhere.

Rule or event California example Colorado example Practical action
Information timing Information tied to a completed application may be provided within 15 days after completion. Not stated in the cited 2026 consumer notice. Ask for the score and inputs as soon as the decision is received.
Renewal notice timing Wildfire-model information may be provided 45 days before renewal. Not stated in the cited 2026 consumer notice. Do not wait for the renewal date to appeal or seek alternatives.
Nonrenewal notice timing Wildfire-model information may be provided 75 days before nonrenewal. Not stated in the cited 2026 consumer notice. Escalate quickly if the notice leaves little time for replacement coverage.
Appeal acknowledgment Written acknowledgment within 10 calendar days. The 2026 consumer notice describes a 10-day acknowledgment structure for covered appeals. Count calendar days from receipt and follow up after the deadline.
Written reconsideration and decision Within 30 calendar days. The 2026 consumer notice describes a 30-day written decision structure for covered appeals. Ask what date the insurer considers the appeal complete.
Mitigation score update An updated score or classification may be requested within 30 days after a qualifying mitigation request. Not stated in the cited 2026 consumer notice. Submit completion proof and request recalculation promptly.

California’s framework was being expanded over time: the California Department of Insurance reported that insurers covering 7% of the state’s residential market used the framework in 2019, 40% in 2022, with 100% intended when fully implemented. That figure describes market implementation at those dates, not the accuracy of an individual homeowner’s score.

Documenting mitigation for a recalculation

List only completed work, with completion dates and supporting records. Relevant examples include vegetation removal or trimming, defensible-space work, ember-resistant vents, roof or siding improvements, and driveway or access upgrades. Ask the insurer which measures qualify under its plan and whether a particular inspection form is required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

California guidance says an insurer must provide an updated score or classification within 30 days after a qualifying request. If an inspection is required, a free inspection option must be available, and the insurer must accept inspections by CAL FIRE or a local fire department as proof or verification of completed mitigation actions. Keep the inspection report, photographs, invoices, and the insurer’s acknowledgment. A planned project, an estimate, or a product purchase is not proof that the mitigation is complete.

When the insurer says the data is accurate

Ask the insurer to distinguish between a corrected input and the model’s treatment of an accurate input. Request the source and version date for the map or record, the factor’s contribution or threshold where disclosure is available, and the specific reason the score remains unchanged. If the disagreement is about a community map or fire-protection record, seek a correction from the agency that maintains that record and resubmit it.

An insurer may be entitled to use an approved rating plan even when a homeowner dislikes the result. Your strongest case is that the insurer failed to disclose required information, used an incorrect or outdated fact, ignored qualifying mitigation, missed an appeal deadline, or gave no reasoned decision. State law determines what the insurer must reveal and whether a regulator can order a review.

Escalating to the state insurance department

Escalate when the insurer does not disclose the score or source, acknowledge a timely appeal, review your evidence, apply completed mitigation, provide the required written decision, or explain a continuing adverse action. The National Association of Insurance Commissioners maintains a state-by-state directory for finding the appropriate insurance department and filing a complaint.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Attach the policy and notice, your disclosure request, appeal, evidence index, delivery proof, insurer responses, and a timeline. State the remedy you seek: disclosure of the score and inputs, correction of a specific field, reconsideration under the applicable rule, acceptance of qualifying inspection evidence, or a written explanation. The department can investigate compliance with insurance requirements; it generally cannot promise a particular premium, force an insurer to accept an unsupported fact, or replace the insurer’s underwriting judgment.

Colorado’s 2026 consumer notice specifically directs consumers to complain when required notices, mitigation review, or explanations are missing. In any state, read the department’s complaint instructions first and continue meeting policy and replacement-coverage deadlines while the complaint is open.

Common mistakes and how to avoid them

  • Arguing without obtaining the score: A general claim that the rating is wrong does not identify the field to correct. Request the score, source, range, factors, and consequence first.
  • Sending undated photographs: Without a date or corroborating record, an insurer may not know whether the condition existed when the score was assigned. Add inspection, invoice, or agency evidence.
  • Confusing planned work with completed mitigation: Submit completion proof and request an update only after qualifying work is finished.
  • Relying only on an agent’s verbal promise: Copy the agent, but send the formal appeal to the insurer and preserve written confirmation.
  • Missing a nonrenewal deadline: Appeal and seek replacement coverage at the same time; an appeal may not preserve coverage.
  • Assuming one state’s deadlines apply everywhere: Confirm the rules for the state governing the property and the type of decision involved.
  • Sending a disorganized packet: Use a numbered evidence index and match each document to one disputed field.

A practical decision path

  1. If the address, parcel, roof, vegetation, access, or fire-protection fact is wrong, gather official proof and file a field-by-field correction.
  2. If the fact is accurate but mitigation is missing, complete qualifying work, obtain an accepted inspection or other proof, and request a recalculation.
  3. If the facts and mitigation are accurate but the model’s treatment is disputed, request the model source, explanation, and written reconsideration; then ask the insurance department whether the rating plan and appeal process comply with state rules.
  4. If the insurer misses disclosure or response obligations, file a documented complaint while maintaining coverage and replacement-coverage plans.

What a successful resolution looks like

Obtain the insurer’s final written response, the revised score or classification if changed, the effective date, and the resulting premium or eligibility decision. Check that every corrected field appears in the policy record rather than only in an email. If the score does not change, preserve the explanation and evidence; it will make any regulatory complaint or future application more precise. Recheck the information at the next renewal because property records, mitigation status, maps, and model versions can change.
