A shortfall is a planning problem to measure and work through, not a signal to chase a hot investment. Recheck the projection, identify the assumptions creating the gap, then compare affordable changes to saving, taxes, investments, spending, retirement timing and benefits. The right combination depends on your age, income, balances, plan rules, health, household needs, tax situation and tolerance for market losses.

This is educational information, not an individualized financial plan. Use current IRS and Social Security information before acting, and obtain personal tax or investment advice when the decision depends on facts a general guide cannot evaluate.

Start by measuring the shortfall

Do not change your contribution rate or investment mix until you know what “not enough” means. A projection can show a large gap because of an unrealistic spending target, an early retirement date, missing pension income, an overly cautious return assumption, omitted taxes or healthcare costs, or a simple data-entry error.

Build a one-page inventory

Record the figures below using the same dollars and retirement date throughout. Separate amounts that are known from amounts that are estimates.

Input What to record Why it matters
Desired retirement spending Annual housing, food, transportation, healthcare, insurance, taxes, debt payments, travel and discretionary spending A spending target drives the income requirement; mortgage payoff, downsizing or caregiving can change it.
Current savings Balances in workplace plans, IRAs, taxable accounts and cash earmarked for retirement Include account type and whether a balance is invested or held in cash.
Future contributions Your planned payroll and IRA contributions, plus any employer contribution under the actual matching formula A match is not universal, and vesting or plan limits can affect its value.
Other income Pension, annuity, rental income and estimated Social Security for each household member Use benefit estimates rather than a generic replacement-rate assumption.
Timing Target retirement date, expected claiming dates and years until each goal Time affects how long you can save, invest and defer benefits.
Assumptions Inflation, investment return, longevity, fees, taxes and future spending changes Small changes in assumptions can create a large difference over decades.

The SEC’s two-page Ballpark E$timate is a practical starting worksheet. Investor.gov also lists a savings-goal calculator and a Social Security Retirement Planner. These tools produce estimates, not guaranteed income. Run at least a conservative, middle and favorable scenario instead of treating one number as a promise.

Locate the assumption causing the gap

Change one input at a time. If the result changes dramatically when you move the retirement date by one year, timing is the main lever. If spending produces the biggest swing, your target lifestyle needs a closer review. If the projection depends on unusually high returns, the portfolio assumption may be masking the problem. If expected benefits are missing, obtain current estimates before deciding how much additional saving is required.

Repair the savings engine without breaking your cash flow

Free money and expensive debt come first

Read the summary plan description or ask human resources for the employer’s matching formula, vesting schedule, contribution limits and investment expenses. Contribute enough to capture an available match when doing so does not leave essential bills unpaid or eliminate your emergency reserve. A plan may offer no match, a partial match or a match subject to a vesting rule.

List credit-card, payday and other high-interest debt separately. Paying an unusually high interest rate can be a more reliable improvement to your household balance sheet than taking additional investment risk. Keep a cash reserve appropriate to your income stability and obligations; raiding retirement accounts for the next emergency can create taxes, penalties or a permanent loss of compounding.

Automate an amount you can sustain

  1. Review one month of take-home pay and several months of irregular expenses.
  2. Set a payroll or automatic transfer contribution that fits after necessities, debt payments and emergency savings.
  3. Schedule an annual increase, or raise the percentage when you receive a pay increase, bonus or debt payoff.
  4. Direct part of a recurring expense reduction—such as a paid-off loan—into retirement rather than allowing all of it to disappear into lifestyle spending.
  5. Recheck the amount after a job change, marriage, divorce, child-care change or major medical expense.

An affordable contribution made consistently is more useful than an aggressive rate that forces repeated withdrawals or pauses. There is no universal savings percentage that can account for every age, income, benefit and spending pattern.

Audit plan fees and investment expenses

Compare the administrative fee, expense ratio and any transaction or advisory charge for each option in the workplace plan. Fees reduce the balance available to compound. A lower-cost option is not automatically suitable if it lacks diversification or does not fit your risk and time horizon, so evaluate cost and role together.

Choose accounts and tax treatment deliberately

Traditional and Roth workplace contributions

A traditional 401(k) generally gives a tax deduction or exclusion for contributions and defers tax on contributions and earnings until withdrawal. Roth 401(k) contributions are made with after-tax dollars; qualified withdrawals and earnings are generally tax-free under applicable rules. The choice is a tradeoff between a tax benefit now and the possibility of tax-free qualified withdrawals later.

Your current marginal tax rate, expected retirement tax rate, other income, required withdrawals, state taxes and need for current cash flow all matter. You do not need to make every contribution type the same; a mix can diversify future tax exposure, but the appropriate split is personal.

IRAs require current-rule checks

An IRA can add a savings channel when you are eligible, but eligibility, deductibility, contribution limits and tax treatment depend on income, filing status, workplace-plan coverage and the tax year. Check current IRS guidance or ask a qualified tax professional before contributing or converting. Do not carry forward an old limit from a prior year.

For context only, an SEC Investor.gov article reported 2025 IRS examples of a $23,500 annual workplace-plan limit; an $11,250 catch-up for eligible ages 60–63; a $7,500 catch-up for ages 50–59 and 64 or older; and a $7,000 IRA limit plus a $1,000 additional contribution for people over 50. Those are historical 2025 figures, not 2026 guidance. Verify the applicable limit, catch-up rule and plan administration for the current tax year.

Keep account type separate from investment choice

A 401(k) or IRA is a tax wrapper, not an investment. Review what each account actually holds, its fees, tax location and beneficiary designation. A low-cost diversified option in a workplace plan may be useful even if another account offers a broader menu; the comparison should include total household exposure rather than one account in isolation.

Match the investment mix to the goal

Investor.gov describes asset allocation as a function of time horizon, risk tolerance, financial circumstances and goals. As a goal approaches, some investors reduce stock exposure and hold more bonds or cash equivalents, but there is no universal near-retirement allocation. A household with a pension and flexible spending has different capacity for volatility from one relying almost entirely on investments.

Use a written allocation test

  • Time: Identify when withdrawals begin and how long the money may need to last.
  • Capacity: Estimate how a large decline would affect essential spending, not just your emotional comfort.
  • Tolerance: Decide whether you could stay invested through a severe downturn without selling in panic.
  • Diversification: Spread exposure across appropriate asset classes and avoid concentrating retirement security in one company, sector or speculative asset.
  • Costs: Compare expense ratios and account fees before selecting otherwise similar options.

Do not assume that taking more risk will repair a gap. A portfolio that is too aggressive can force damaging sales during a downturn; one that is too conservative for a long horizon can reduce growth potential and increase the savings required. Rebalance according to a documented policy rather than reacting to headlines.

The SEC’s Investor.gov page on lifetime income warns that, in defined-contribution plans, employees bear investment risk and there is no guarantee that the account balance will be adequate for retirement. That is why a projection should be revisited as markets, contributions and spending change.

Compare retirement-date and benefit levers

Working longer

Extending employment can provide additional contributions, more years for existing savings to compound and continued employer health coverage. It may also shorten the period that assets must support spending. The SEC’s former Office of Investor Education and Assistance Director Lori Schock wrote, “While it may not be your first choice, another thing you can consider is to work longer, which will increase your contributions to your 401(k) and/or IRAs.”

Model this as a scenario, not an assumption. Health, caregiving, disability, layoffs, age discrimination, job availability and the physical demands of work can make a later date impractical. Test part-time work or a phased retirement only if the income, benefits and schedule are realistic.

Delaying Social Security

Delaying a Social Security claim can increase the monthly benefit compared with claiming earlier, but the best claiming age depends on health, life expectancy, marital and survivor considerations, employment income, taxes and near-term cash needs. Obtain each worker’s current estimate from the Social Security Administration and compare claiming dates in a household cash-flow projection.

Do not treat a larger monthly check as automatically superior. A household may value earlier income, have a shorter life expectancy or need benefits to cover essential expenses. Conversely, a healthy person with other resources may value a larger inflation-adjusted lifetime stream. The decision should be coordinated with withdrawals and taxes.

Lower the target or stage the transition

Separate essential spending from discretionary spending. A smaller housing cost, a paid-off debt, lower transportation costs or a more modest travel budget can close a gap without relying on higher returns. Consider a staged retirement in which discretionary spending is higher in the first years and lower later, but include healthcare and long-term-care uncertainty rather than assuming every category declines.

Use a decision framework for the main choices

Choice Evaluate Questions to answer
Increase contributions Budget capacity, debt interest, emergency reserve and years remaining Can the increase continue through a job change or emergency?
Reduce future spending Housing, debt, healthcare, taxes and quality-of-life priorities Which costs are essential, and which can change without an unacceptable lifestyle reduction?
Traditional versus Roth Current and expected tax rates, cash-flow needs and future taxable income Which tax timing reduces uncertainty for this household under current rules?
Retire later versus claim benefits earlier Health, employment, caregiving, insurance and bridge income Can work continue, and can savings cover the period before claiming?
Change allocation Horizon, volatility capacity, diversification and fees Could you maintain the allocation through a major decline?
DIY tools versus professional help Case complexity, cost, credentials and conflicts Do pensions, stock compensation, tax strategies or benefit coordination require individualized advice?

Build a withdrawal plan before leaving work

A retirement-income projection should show which accounts fund which years, not only a final balance. Map guaranteed income, taxable accounts, traditional accounts and Roth accounts across your expected retirement years. Include taxes, healthcare premiums, debt payments and a reserve for irregular expenses. Then test a market decline early in retirement, higher inflation and a longer life span.

A withdrawal plan is not a fixed promise. Revisit the spending amount, tax brackets, benefit decisions and portfolio after major market moves or household changes. Avoid a rigid rule that ignores required distributions, charitable gifts, survivor needs or changing expenses.

Avoid panic moves and fraud

Do not sell solely because the market fell

A decline does not by itself prove that your retirement plan is broken. Compare the event with your written allocation, time horizon, cash reserve and spending needs. If the allocation no longer matches your circumstances, make a deliberate change; do not make an all-or-nothing trade based on a headline.

Check anyone offering help

Investor.gov says, “If you plan to work with an investment professional, like a broker or investment adviser, look them up on Investor.gov.” Check registration, disciplinary history, services, fees and conflicts. Promises of high or guaranteed returns with little risk are a fraud warning. A planner who gives tax, investment or insurance advice should clearly explain credentials, compensation and the scope of the engagement.

A 30-day reset plan

  1. Days 1–7: Gather account statements, contribution rates, plan fees, beneficiary forms, debts, benefits and a realistic spending ledger.
  2. Days 8–14: Run the Ballpark E$timate or another reputable worksheet with three scenarios. Obtain current Social Security estimates and identify the assumption with the largest effect.
  3. Days 15–21: Confirm the employer match, automate an affordable increase, address high-interest debt and verify current IRS limits and account eligibility.
  4. Days 22–30: Compare allocation, spending, retirement-date and claiming-date scenarios. Write down the action you will take, the tradeoff, and the date you will review it.

Repeat the review at least annually and after a major change in income, employment, health, household composition, debt or market conditions. If the outcome depends on pension elections, Roth conversions, business income, concentrated stock, disability, long-term care or complex tax rules, individualized advice can prevent an expensive mistake.
