How to Fix a GST Registration Application Rejected for Invalid Address Proof (India, 2026)

If your GST registration application has an address-proof problem, first identify the communication you received. A FORM GST REG-03 is a clarification notice; answer it electronically in FORM GST REG-04 within seven working days of receipt. A FORM GST REG-05 is a rejection communication, so read its recorded reasons before deciding what to do next. The correct evidence depends on whether the premises are owned, rented, shared, provided by consent, or located in a special economic zone (SEZ).

CBIC Instruction No. 03/2025-GST, dated 17 April 2025, is the principal current guidance for these disputes. It superseded the earlier 2023 instruction. Your documents must show a complete, unambiguous business address and be legible, complete, relevant and consistent with the address entered in the application.

First determine whether you have REG-03 or REG-05

The remedy and timing depend on the form number, not merely on the fact that an application has an address issue. Download and save the communication from the GST portal so you can quote its wording accurately in your response or obtain advice on a rejection.

FORM GST REG-03: clarification is still possible

REG-03 asks for additional information, clarification or documents. The reply is filed electronically in REG-04. Under the 2025 CBIC instruction, the reply is due within seven working days after you receive REG-03. A satisfactory reply can lead to approval; do not wait for a paper letter or assume that uploading documents without the electronic reply is enough.

Count the deadline from actual receipt shown in the portal or notice record, and set an earlier internal deadline for scanning, checking and uploading. Keep the acknowledgement reference number (ARN), submission timestamp and the final files exactly as submitted. Those records help establish what was filed if a further query arises.

FORM GST REG-05: a rejection has already been recorded

REG-05 communicates rejection and must state reasons. CBIC says the officer may issue it when the response is unsatisfactory, within seven working days after the reply, or within seven working days after the reply period expires when no reply was filed. The sources do not establish one universal appeal route, remedy or deadline for every address-proof rejection. Read the exact reasons in your order and obtain case-specific advice before filing the same application or documents again.

A REG-05 should not be treated as an informal request for one more attachment. It is the recorded decision on that application. First identify whether the decision refers to a missed REG-04, a reply that did not answer the query, a mismatch, an illegible file, or an occupancy relationship that was not proved. The appropriate next step depends on that reason and the facts of the premises.

What the officer is checking

CBIC’s test is practical: does the application identify a real, complete business location, and does the uploaded record prove that location for the particular occupancy arrangement? A query may be raised where:

  • the uploaded copy is blurred, cut off, incomplete or otherwise illegible;
  • the address on the document does not match the address in the application;
  • the document does not appear to prove that particular premises;
  • the entered address is incomplete or vague; or
  • the evidence does not establish the ownership, possession or consent relationship relevant to the premises.

Look beyond the first line of an address. The comparison may involve a building or flat number, floor, street, locality, district, state and PIN. A genuine electricity bill for the correct building can still be unhelpful if the application names a different unit or if the copy omits the address section. Conversely, an address abbreviation may be explainable when the document and application clearly identify the same place.

The 2025 instruction cautions officers against presumptive queries and requests for documents outside the prescribed list without the specified approval. That does not remove your obligation to answer a specific deficiency: it means your reply should target the stated issue and use the evidence branch that fits your facts. Avoid sending a large unrelated bundle. A focused set makes it easier to verify the address and the legal relationship to the premises.

Choose evidence for your premises arrangement

Use the following matrix to assemble the smallest complete set. A document that proves only a utility connection may not, by itself, prove a landlord relationship; conversely, a qualifying ownership document can be sufficient where the instruction says one document should suffice. Compare each option on five questions: what relationship does it establish, whose name appears, does the address match, is every page legible and complete, and does the REG-03 specifically ask for something that this branch permits?

Premises arrangement Evidence identified by CBIC Checks before uploading
Owned premises One listed or similar document clearly establishing ownership, such as a recent property-tax receipt, municipal khata copy, electricity bill, water bill, or a document prescribed under state or local law. Confirm that the record identifies the same building, unit, street, locality, district, state and PIN shown in the application, to the extent those details appear. CBIC indicates that one qualifying ownership document should suffice in the specified circumstances.
Rented or leased, with agreement Valid rent or lease agreement plus one listed or similar document establishing the lessor’s ownership. For an unregistered agreement, include the lessor’s identity proof. If the agreement is registered, the instruction says lessor identity proof should not be sought. Check that the agreement covers the premises used as the principal place of business.
Tenant’s electricity or water connection The document evidencing the connection in the tenant-applicant’s name together with the rent agreement. CBIC says no extra lessor documents should be sought on that basis. Ensure the utility record and agreement identify the same premises and that the applicant’s name is readable.
Shared premises An agreement, where available, plus one ownership document. Registered and unregistered agreements follow the corresponding lessor-identity rules. State clearly which part or address is used for the business and ensure the documents support that declared place. Do not rely on a document for a different unit in the same building.
Consent-based premises, such as a relative’s property Plain-paper consent letter from the owner, the owner’s identity proof, and one listed or similar document establishing the owner’s ownership. The consent, identity record and ownership document should support the same address entered in the application. The consent letter should identify the owner, applicant and premises without ambiguity.
No rent or lease agreement available An affidavit stating that no rent or lease agreement is available, with a prescribed possession document such as an electricity bill in the applicant’s name. The affidavit must be on non-judicial stamp paper of the minimum value and executed before a First-Class Judicial Magistrate, Executive Magistrate or Notary Public. This is a specific alternative in the 2025 instruction. Confirm that it matches your facts and any applicable local requirements before relying on it. Do not substitute an informal explanation for the required affidavit.
SEZ premises The necessary Government of India documents or certificates for the SEZ unit or developer. Make sure the SEZ evidence relates to the premises stated in the application and identifies the relevant unit or developer.

The GST Portal’s normal-taxpayer guide and checklist separately identify property-tax receipts, municipal khata, electricity bills, rent or lease agreements, consent letters and government documents or certificates. Those categories are not a reason to ignore the occupancy-specific combination in the 2025 CBIC instruction. For example, a landlord’s bill alone does not replace the agreement and ownership evidence required for an ordinary rented premises.

Fix the exact mismatch before replying

  1. Download the notice and application details. Record the complete principal-place-of-business address that was submitted, including unit or building, street, locality, district, state and PIN where shown. Copy it into a comparison sheet rather than relying on memory.
  2. Compare every address character by character. Check spelling, door or flat number, floor, survey or plot reference, locality, PIN and state. A document can be genuine yet fail to support the application if it refers to another unit, an old address or only a broad locality.
  3. Classify the deficiency in the notice. Decide whether the officer identified illegibility, incompleteness, mismatch, invalidity for the premises, or a missing relationship document. If several points are listed, make a separate response line for each one.
  4. Correct only what is wrong. Replace a blurred scan with a complete readable copy; correct an incorrectly entered address; or add the ownership, agreement, consent or SEZ document required for your arrangement. Do not upload an unrelated bill merely because it is easier to obtain.
  5. Prepare a short point-by-point explanation. Identify each attachment, explain what it proves, and state how its address matches the application. If a name differs because the applicant is a tenant or consent user, explain that relationship and attach the supporting chain.
  6. Check the occupancy chain. For rented, shared or consent premises, verify that the agreement, ownership record, identity proof or consent letter covers the same place. For a tenant utility connection, verify that the connection is in the applicant’s name and that the agreement identifies the same premises.
  7. File REG-04 electronically. Upload the response and documents through the GST portal within seven working days of receiving REG-03. Keep the acknowledgement reference number (ARN), submission timestamp and exact copies of every file.

Make the files acceptable to the GST portal

The GST Portal’s normal-taxpayer registration guide describes common principal-place-of-business uploads as PDF or JPEG files up to 1 MB. Follow the live portal’s displayed limits because interface requirements can change. A technically accepted file can still be substantively inadequate, so check both format and content.

  • Scan the entire page, including headers, seals, dates and address lines.
  • Use sufficient resolution to read names, numbers and the PIN without zooming artifacts.
  • Do not crop away the section that links the document to the premises.
  • Combine pages only when the portal and file-size limit allow it; otherwise upload clearly labelled separate files.
  • Open each final PDF or JPEG before submission to confirm it is not blank, rotated beyond readability or password protected.
  • Use filenames that identify the evidence, such as rent_agreement.pdf or property_tax_receipt.jpg, without inserting misleading dates or descriptions.
  • Keep an offline copy of the exact uploaded file, not merely the original scan, because compression or conversion can change what the officer sees.

The portal checklist separately identifies property-tax receipts, municipal khata, electricity bills, rent or lease agreements, consent letters and government documents or certificates. Those categories do not eliminate the need to follow the occupancy-specific combination in the 2025 CBIC instruction.

How to write the REG-04 explanation

A focused response is easier to verify than a long narrative. Use this order:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Quote the REG-03 issue in plain language, such as “address does not match” or “document is illegible.”
  2. State the correct complete address exactly as it appears in the application and evidence.
  3. Identify the premises arrangement: owned, rented, tenant utility connection, shared, consent-based, no agreement with affidavit, or SEZ.
  4. List each attachment and the fact it establishes: ownership, tenancy, consent, possession or the address itself.
  5. Explain any apparent difference, such as a registered office name, landlord name, abbreviated locality or tenant utility account.
  6. Point to the relevant page where the address, name, date or ownership detail appears.
  7. Ask the officer to consider the clarification and attached records, then submit electronically before the deadline.

Do not assert that a document proves ownership when it proves only a connection or possession. Accurate descriptions reduce the risk that a second query will identify a different inconsistency. If the notice asks for a particular clarification, answer that question first; do not bury it under general statements that the address is correct.

When the application was rejected in REG-05

Start with the order, not with a generic checklist. Save the REG-05 PDF and identify every reason recorded by the officer. Determine whether the rejection followed a missed REG-04 deadline, an incomplete reply, an address mismatch, an occupancy-document gap, or a conclusion that the evidence was not valid for the premises.

The reviewed official material does not establish a single post-rejection process that applies to every applicant. Consequently, do not assume that a fresh application, a reply to the old ARN, an appeal or a particular limitation period is universally available. A GST practitioner or chartered accountant can assess the order, state-specific facts, filing history and the appropriate remedy. If you submit again, first correct the recorded defect and preserve evidence of what changed.

When seeking professional review, provide the complete application, REG-03 if one was issued, your REG-04 response, every attachment, the REG-05 order and the portal acknowledgements. The question is not simply whether a document is genuine; it is whether the evidence combination addresses the reason recorded for that particular premises.

Processing timelines and qualifications

The seven-working-day periods are procedural figures in the 2025 CBIC instruction: seven working days for the applicant’s REG-04 reply after REG-03, and seven working days for approval after a satisfactory reply as stated there. CBIC also describes rejection communication within seven working days after an unsatisfactory reply or after the reply period expires when no reply is filed.

The officer’s processing can interact with risk flags, Aadhaar authentication and physical verification. The 2025 instruction describes different processing treatment for flagged-risk and physical-verification cases. Therefore, treat the periods as the stated procedural framework, not a guarantee that every application will be approved on a fixed calendar date. Monitor the portal after filing and retain any subsequent communication.

Common mistakes that lead to another query

  • Uploading only a landlord’s utility bill for rented premises without the rent or lease agreement.
  • Submitting an unregistered agreement without the lessor’s identity proof when that branch requires it.
  • Providing a registered agreement and then assuming the instruction requires a lessor identity document when it says one should not be sought.
  • Using a consent letter but omitting the owner’s identity proof or ownership record.
  • Providing a document for the building while the application names a different flat, shop or floor.
  • Scanning only the first page of a multi-page agreement or cutting off the address.
  • Replying generally that the address is correct without mapping each attachment to the officer’s question.
  • Missing the seven-working-day REG-04 deadline because the notice was not monitored on the portal.
  • Assuming a REG-05 can be cured by uploading the same files without examining the written reasons.
  • Using an affidavit alternative without confirming that the required execution before a First-Class Judicial Magistrate, Executive Magistrate or Notary Public has occurred.
  • Uploading a file that meets the size limit but is password protected, blank or unreadable.

Practical submission checklist

  • Confirm whether the communication is REG-03 or REG-05.
  • For REG-03, calculate seven working days from receipt and set an earlier internal deadline.
  • Copy the complete application address into a comparison sheet.
  • Classify the premises arrangement and follow its exact evidence combination.
  • Check ownership, possession or consent documents for matching addresses.
  • Make every scan complete, legible and within the portal’s displayed format and size limits.
  • Write a point-by-point REG-04 explanation.
  • Save the ARN, acknowledgement, notice, order and submitted files.
  • Monitor the portal after submission for approval, another communication or a physical-verification step.
  • For REG-05, obtain advice based on the recorded reasons instead of assuming a universal remedy.

Frequently asked questions

Is one ownership document enough for an owned property?

CBIC Instruction No. 03/2025-GST states that one listed or similar document clearly establishing ownership should suffice in the specified circumstances. Examples include a recent property-tax receipt, municipal khata copy, electricity bill, water bill or a document prescribed under state or local law. The document still must identify the same premises and be legible and complete.

What if the rent agreement is unregistered?

Submit the valid rent or lease agreement, a document establishing the lessor’s ownership and the lessor’s identity proof as required for an unregistered agreement under the instruction. Ensure all records point to the same address.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a tenant’s utility bill remove the need for landlord documents?

Where the electricity or water connection is in the tenant applicant’s name, CBIC says the connection document together with the rent agreement should be accepted and no extra lessor documents should be sought on that basis. The agreement and utility record must identify the same premises.

Can a relative’s property be used as the business address?

A consent-based arrangement can be supported by a plain-paper consent letter from the owner, the owner’s identity proof and one listed or similar document establishing the owner’s ownership. All three should support the address entered in the application.

What can be used when no rent or lease agreement exists?

The 2025 instruction describes an affidavit stating that no rent or lease agreement is available, together with a prescribed possession document such as an electricity bill in the applicant’s name. The affidavit must be on non-judicial stamp paper of the minimum value and executed before a First-Class Judicial Magistrate, Executive Magistrate or Notary Public. Confirm that this alternative fits the facts and local requirements.

What is the difference between REG-03 and REG-05?

REG-03 is a clarification notice seeking information, documents or an explanation. It requires an electronic REG-04 reply within seven working days of receipt. REG-05 communicates rejection and records the reasons for it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is there a fixed appeal deadline after REG-05?

The official material identified here does not establish one universal post-rejection remedy or deadline for every address-proof case. Read the order and obtain advice based on its reasons, the filing history and the premises facts rather than assuming that the same remedy applies to all applicants.

Is there a published rejection rate for address-proof problems?

No named official statistic quantifying GST registration rejection rates for address-proof issues was identified in the cited materials. Do not rely on an unsupported percentage when assessing your application.

Frequently Asked Questions

How quickly must I answer a GST REG-03 address-proof notice?

File the electronic FORM GST REG-04 reply within seven working days after receiving REG-03, according to CBIC Instruction No. 03/2025-GST.

What documents are needed for rented premises?

Use a valid rent or lease agreement plus one listed or similar document establishing the lessor’s ownership. For an unregistered agreement, include the lessor’s identity proof; a registered agreement should not require that extra identity document under the instruction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do after receiving REG-05?

Read every recorded reason in the rejection order and obtain case-specific advice. The official material does not establish one universal remedy or deadline for every address-proof rejection.

The Bottom Line

For a REG-03 address-proof notice, match the exact declared address to the evidence required for your premises arrangement and file a complete REG-04 reply within seven working days. If you have REG-05, rely on its written reasons and case-specific advice; the official material does not establish one universal post-rejection remedy.
