Start with your school district’s official finance or board-document page, then verify the figures through your state education agency and the state or county tax authority. Use the district’s formal legal name, the correct fiscal or tax year, and the document’s status—proposed, adopted, amended, certified, or actual—before treating a number as final. A proposed budget or levy can change after a hearing, and “levy” may combine separate operating, debt-service, or local-option components.
1. Identify the legal school district and the right year
A city name or a school building is not always the name of the public taxing unit. Begin by opening the district’s official website and confirming its formal name, state, and geographic boundaries. Some states have multiple districts serving one city, while a district may include several communities.

Write down the district’s exact name before searching. Add the state to every query. This prevents results for a similarly named district in another county or state from being mixed into your notes.

School budgets commonly use a fiscal or budget year, while property-tax records use a tax year. Those calendars may not start or end on the same date. A document labeled for one school fiscal year can therefore appear beside a levy record labeled for a different tax year. Record the year exactly as the document states it rather than converting it yourself.

2. Search the district’s own website first
District sites usually provide the most useful context: the complete budget book, explanatory notes, board agendas, hearing notices, and the final action. Look under Finance, Business Services, Budget, Board of Education, Board Documents, and Public Notices. A search box may index PDFs even when the navigation menu does not.
Use the district name and state with one of these terms and add the relevant year:
- “adopted budget”
- “proposed budget”
- “budget hearing”
- “board agenda” or “board minutes”
- “financial forecast”
- “multi-year financial plan”
- “tax levy”
- “budget adoption”
Open the document itself, not just a search-result snippet. Check its cover page, footnotes, and revision date. A budget notice may show a hearing date and selected totals without containing the detailed expenditure plan.

For each PDF or web page, note the URL or file name, publication or revision date, year covered, document status, and the meeting or agency that issued it. Keeping those fields together makes it easier to spot when an older proposal has been replaced by a later filing.
3. Use the state education agency when the district site is incomplete
State education departments often host district budget forms, submitted documents, fiscal profiles, or links to local filings. Search the agency site for the district’s formal name plus “budget,” “finance,” “fiscal profile,” or “district filings.” State terminology may differ from the district’s wording.
For example, the Kansas State Department of Education publishes budget instructions and certification forms for unified school districts. Its 2025–2026 instructions describe a notice and hearing, board adoption, and county-clerk certification, with forms for the budget summary, tax to be levied, assessed valuation, and mill rates. Those procedures describe Kansas for that budget year; they are not a nationwide filing calendar.
If you find a state-hosted copy and a district-hosted copy, compare their submission or revision dates. The state filing may be the certified version, while the district page may still display a preliminary workbook.
4. Check state and county tax authorities for levy and rate records
Levy information is often filed outside the school district website. Search the state tax or local-government budget portal and the county assessor, treasurer, or clerk. Use the district’s legal name and county, then look for fields such as certified levy, proposed levy, tax rate, taxing unit, hearing date, and adoption date.

Indiana’s public lookup as an example
Indiana’s Department of Local Government Finance and Indiana Business Research Center lookup displays county and taxing-unit records. A school entry can show a certified levy, proposed budget, proposed levy, hearing date, adoption date, and a linked budget notice. Fiscal-year schools are listed under a separate Fiscal Schools tab. The portal links corrected submissions and advises users to check again after a public hearing because figures can change.
Use this workflow in Indiana:
- Select the county and the school taxing unit.
- Check whether the entry is under the regular school list or the Fiscal Schools tab.
- Record proposed and certified values separately.
- Open the notice and meeting links to confirm hearing and adoption dates.
- Look for a corrected submission before citing a number.
Other states use different portals and labels, but the same verification principle applies: identify the taxing unit, status, year, and latest filing.
5. Understand what each document proves
| Document or figure | What it tells you | What it does not prove by itself |
|---|---|---|
| Proposed budget | A plan for a coming fiscal or budget year released for public review before board action. | That the board adopted the same amounts. |
| Adopted budget | The financial plan approved by the governing board. | That no later amendment or correction exists. |
| Forecast or financial plan | A projection of future revenues, expenditures, enrollment, or fund balances. | That the projection is a legal appropriation or a guaranteed result. |
| Proposed levy | A requested tax amount or rate presented before final action. | That the amount was certified or collected. |
| Certified levy | The levy recorded by the responsible government authority after the applicable process. | That it represents the same category as a rate or levy in another state. |
| Budget notice or hearing record | Public notice of estimates, dates, and the opportunity to comment. | The complete explanatory budget or final board decision. |
Find the board’s adoption agenda or minutes and the final signed, certified, or amended document whenever possible. State filing procedures differ: Kansas describes notice, hearing, adoption, and county-clerk certification, while Oregon describes budget adoption and tax-imposition documents submitted to county and education agencies.
6. Find a forecast without confusing it with the budget
Search the district’s finance and board pages for “forecast,” “projection,” “multi-year,” “financial plan,” “five-year,” or “fund balance.” A forecast may be a standalone report, a presentation attached to a board agenda, or a set of schedules inside the budget book.
There is no single national forecast label, and official state materials do not establish that every district must publish a separate multi-year forecast. If the district site has no projection, contact the business office and ask whether a forecast or multi-year projection exists and where residents can view it. Ask what assumptions drive the projection, such as enrollment, staffing, state aid, debt payments, or one-time grants.
Read the forecast as a projection
Separate projected values from adopted appropriations and actual year-end results. A forecast can show a possible deficit or surplus without authorizing spending. Check whether the document presents a single scenario or several scenarios and whether the balance is an ending fund balance, a reserve target, or unrestricted cash. Do not compare a forecast total with a levy unless both refer to the same year and measure.
7. Interpret “levy” and “tax rate” correctly
“Levy” can mean a tax amount, a rate, or a category of taxes, depending on state law. Before comparing two figures, identify the unit (dollars, dollars per $100 of assessed value, mills, or another rate), the taxing unit, and the component included.

Texas: maintenance-and-operations and debt service
The Texas Education Agency describes a district property-tax rate as a maintenance-and-operations (M&O) rate and, where applicable, an interest-and-sinking (I&S) rate. I&S supports debt financing for district facilities. Texas publishes adopted-rate spreadsheets for tax years 2006 through 2025 and property-tax final spreadsheets for recent tax years. Verify the current tax year before quoting a rate, and do not treat the M&O and I&S figures as one undifferentiated number.

Oregon: several levy categories
Oregon Department of Revenue education-district certification materials separate permanent-rate, local-option operating, local-option capital-project, and bonded-indebtedness categories. A district can therefore have multiple levy lines serving different purposes. Compare like categories only, and check whether a document reports a rate, a dollar amount, or both.
Kansas: levy, valuation, and mill rate are separate fields
Kansas’s 2025–2026 unified-school-district instructions distinguish the amount of tax to be levied, assessed valuation, and mill rates. A change in assessed valuation can affect a rate even when the levy amount changes differently. Keep those fields separate in your notes.
8. Verify a number before comparing documents
Use this checklist whenever you place two budgets, forecasts, or levy records side by side:
- Same legal entity: The district or taxing unit name matches exactly.
- Same period: Both documents cover the same fiscal, budget, or tax year.
- Same status: Both are proposed, adopted, amended, certified, or actual—or you clearly label the difference.
- Same measure: You are comparing total expenditures with total expenditures, revenue with revenue, levy amount with levy amount, or a specific rate component with the same component.
- Same scope: Debt service, bonds, local-option taxes, operating funds, and special funds are either included in both figures or separated.
- Latest filing: You checked for a correction, amendment, or later submission.
- Same units: Dollars, thousands of dollars, mills, and percentage rates are not mixed.
Write the qualification beside every number in your spreadsheet or notes. For example: “proposed levy, tax year 2026,” “adopted expenditure budget, fiscal year 2025–2026,” or “certified levy after correction.”
9. What to do when records conflict or are missing
The district page shows a proposal but no final budget
Search board minutes and agendas for “adoption,” “final budget,” or “budget resolution.” Then check the state education or local-government portal for a certified filing. A hearing notice is evidence that a process occurred, not proof of the final amount.
The state portal and district PDF show different amounts
Compare revision dates, status labels, and categories. The district may have posted an earlier proposal, while the state portal contains a corrected submission. If both appear current, ask the district business office which document is controlling and request the adoption or certification record.
You cannot find a forecast
Ask the business office specifically for a “financial forecast,” “multi-year projection,” or “long-range financial plan.” Mention the years you need and ask whether the projection is included in a board presentation rather than posted as a separate file. If no public forecast exists, do not infer one from the adopted budget.
The levy is listed under an unfamiliar name
Search the state’s definitions or form instructions for the category. Terms such as M&O, I&S, permanent rate, local-option operating, capital-project, and bonded indebtedness describe different purposes in the state examples above. Confirm the category before comparing it with another district’s figure.

10. Use targeted searches and follow the document trail
Literal searches can uncover records that a district menu hides. Try “How do I find my school district’s adopted budget?”, “Where can I see my school district’s tax levy?”, “school district name budget forecast [year],” “school district name proposed levy public hearing,” “school district name board budget adoption minutes,” and “state name school district finance budget documents.” Put the district name and state in quotation marks when results are too broad.
When a result leads to a notice, follow every linked attachment. A notice may point to a budget book; the budget book may identify the board meeting; the minutes may link to a signed resolution; and the state or county portal may hold the certified tax filing. Save each link because government document systems sometimes replace PDFs without changing the page address.
11. Questions to ask the district business office
If records are incomplete, ask precise questions rather than requesting “the budget” generally:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- What is the final adopted budget for the fiscal or budget year I need?
- Was the budget amended after adoption, and where is the latest amendment?
- What is the district’s proposed and certified levy for the tax year?
- Which portions are operating, debt service, bond, capital-project, or local-option taxes?
- Does the district maintain a multi-year forecast, and what years and assumptions does it cover?
- Which document controls when the district website and state or county portal show different figures?
Ask for the public URL or filing name and the relevant board adoption or certification date. The goal is to identify an existing public record, not to have staff calculate a new figure.
12. A repeatable worksheet for residents
Copy this set of fields into a note or spreadsheet for each document:
- District’s formal name and county.
- State and taxing-unit identifier, if the portal provides one.
- Document title and issuing agency.
- Fiscal, budget, or tax year.
- Status: proposed, adopted, amended, certified, or actual.
- Measure and unit: expenditure, revenue, levy dollars, rate, mill rate, or tax component.
- Operating, debt-service, bond, or local-option category.
- Publication, meeting, adoption, certification, and revision dates shown on the record.
- Link or file location for the document.
- Questions remaining for the district business office or tax authority.
Once these fields are complete, you can explain exactly what a figure represents and why two official records may differ without treating one as an error.
13. The limits of national comparisons
Indiana, Texas, Kansas, and Oregon illustrate why a single nationwide search rule does not exist. Their portals use different labels, calendars, rate components, forms, and filing sequences. Indiana distinguishes proposed and certified values and flags corrected submissions; Texas separates M&O and I&S rates; Kansas separates levy, assessed valuation, and mill-rate fields; Oregon lists several education-district levy categories.

Frequently Asked Questions
Is a proposed school budget the final budget?
No. It is a plan released before board action and can change after the hearing. Confirm the adoption agenda or minutes and locate the final signed, certified, or amended document.
Where can I find a school district tax levy if it is not on the district website?
Check the state tax or local-government budget portal and the county assessor, treasurer, or clerk. Search by the district’s formal legal name and county, and look for proposed and certified levy fields.
What is the difference between a levy and a tax rate?
A levy may mean a tax amount, a rate, or a category of taxes, depending on state law. Record the unit and component: dollars, mills, a percentage rate, operating taxes, debt service, bonds, or local-option taxes.
Free tools Windows power users keep installed
One-click scans. No signup required.
Does every school district publish a multi-year forecast?
No uniform national publication requirement or label is established. Search for forecast, projection, multi-year financial plan, or long-range plan; if none is posted, ask the business office where a public projection can be viewed.
Why do a district PDF and a state portal show different numbers?
They may represent different statuses, years, categories, or revision dates. A state filing may be corrected or certified while the district page still shows an earlier proposal. Compare the metadata and request the controlling adoption or certification record.
How do I know whether a levy includes school construction debt?
Read the state’s category definitions and the document’s component labels. Texas identifies interest-and-sinking (I&S) for debt financing; Oregon separately lists bonded-indebtedness and capital-project categories. Do not combine those with operating lines without confirmation.
Can I compare a Texas rate with an Oregon levy?
Not without matching the measure, unit, year, taxing unit, and category. Texas reports M&O and I&S rates, while Oregon certification materials separate several levy categories and may show rates, dollar amounts, or both.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
What should I save when I find an official record?
Save the URL or file name, issuing agency, year, status, measure and units, publication or revision date, meeting or certification date, and any correction or amendment notice.
The Bottom Line
Begin with the district’s official finance and board pages, then confirm missing or final figures through the state education agency and state or county tax authority. Before comparing numbers, match the legal taxing unit, fiscal or tax year, status, measure, units, and levy category. Verify board adoption, certification, amendments, and corrected submissions so a proposal or outdated filing is not mistaken for the final record.
