How to Find the Latest GST Notifications and Council Decisions

Use the official GST Council website to find announcements, recommendations, FAQs, meeting agendas and minutes. Then use the Central Board of Indirect Taxes and Customs (CBIC) Tax Information Portal to find the published GST notification or circular, read its effective-date clause and check amendments. A Council press release is not, by itself, the operative legal instrument.

Start with the GST Council’s official announcements

The GST Council is the right starting point when you want to know what was discussed or recommended at a Council meeting. Its pages communicate meeting outcomes; they are not a substitute for locating the later government notification or circular that gives a measure its legal text and effective date.

As an Amazon Associate I earn from qualifying purchases.

Use the “What’s New” page for the newest material

Open the GST Council website and select the What’s New section. Look for the most recent dated press release, along with any associated frequently asked questions (FAQs). In the listing reviewed for this guide, the newest item was a press release and FAQs for the 57th GST Council meeting dated 8 October 2026. That date belongs to the listing observed at the time; check the live page when you need a current result.

Open the individual release rather than relying on the headline. Record:

  • the meeting number;
  • the meeting date;
  • the subject or recommendation that matches your issue;
  • any FAQ that explains the recommendation; and
  • references to a future notification, circular or other implementation step.

Use the Council release to understand what the Council announced or recommended. Do not describe a recommendation as an effective tax-rule change until you have found and read the corresponding published instrument.

Search the dated press-release archive for older decisions

If the item is not on the current listing, open the GST Council’s Archive Press Release page. The archive allows you to scan entries by date and description. It records the 57th-meeting release dated 08-10-2026 as well as earlier recommendations.

Search the archive using the subject wording you saw in a news report, a broad description of the tax issue, or the meeting date. When several releases look similar, compare their dates and meeting numbers before opening the document. Save the exact title and date in your notes so that you can distinguish a later clarification from the original recommendation.

Use the meetings index for agendas and minutes

The GST Council’s meetings index serves a different purpose from the What’s New page and the press-release archive. It is the place to look for meeting dates, agendas and minutes.

Use the index when you need to answer questions such as:

  • Which meeting considered the issue?
  • Was the item on the agenda for a particular meeting?
  • Where are the minutes or other meeting records?
  • Did a later meeting revisit or modify the subject?

Open the relevant meeting record and note its date and links. The index provides context and sequence; it does not replace the CBIC search for the final notification or circular text.

Move to CBIC for the published GST instrument

After identifying the Council decision, go to the CBIC Tax Information Portal. Choose GST so that the search is separated from CBIC material for other tax areas. The GST section separates several document types, including Acts, Rules, Forms, Notifications, Circulars, Instructions/Guidelines and Orders.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose “Notifications” or “Circulars”

Select Notifications when you are looking for the formal notification that changes or implements a GST provision. Select Circulars when you are looking for administrative clarification or instructions addressed to field formations and taxpayers. If the Council release refers to both, inspect each relevant document.

Search by the topic, the notification or circular number, or wording from the Council release. Open the actual document in the results rather than relying on a search-result summary. The document itself is where you can check its number, date, subject, operative language and any referenced amendments.

Use “Latest Updates (Notifications & Circulars)” for a broad scan

The CBIC portal provides a Latest Updates (Notifications & Circulars) route. It displays dates alongside current GST notification and circular entries, making it useful when you know an item was published recently but do not yet know its number.

A latest-updates list is a discovery tool, not the final verification step. Open the dated entry and read the document. Record the document number and date, then check whether the text says when it takes effect.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the two source types separate

A reliable search notes the Council record and the CBIC instrument in separate fields. This prevents a common error: treating a press release as if it were already an enforceable notification.

Council recommendations and meeting announcements Primary route: What’s New and archived press releases Not the main route for Council announcements
Meeting dates, agendas and minutes Primary route: meetings index Not the meeting-record index
Notification and circular text Useful for related context and Council material Primary route: GST notifications, circulars and latest updates
Verification Check meeting number, date and announcement Check document number, date, text, effective date and amendment information

Label your notes, for example, Council announcement/recommendation and CBIC notification/circular. If you share an update with a client, colleague or tax adviser, identify which record supports each statement.

Step-by-step workflow for finding a current decision

  1. Define the issue. Write down the product, service, rate, exemption, procedure or compliance question in the same words used by the person who raised it. Also note the relevant tax period or filing event.
  2. Open the GST Council What’s New page. Start with the newest dated press release and any linked FAQ. Record the meeting number and meeting date.
  3. Read the release in full. Identify whether the language describes a recommendation, a decision, a clarification or another type of announcement. Capture references to later notifications or circulars.
  4. Check the archive if necessary. Search the Council press-release archive by description and date to find an older release, an earlier recommendation or a later clarification.
  5. Check the meetings index. Locate the meeting record and review the agenda and minutes links when you need to establish chronology or understand the context.
  6. Open the CBIC Tax Information Portal. Select GST, then choose Notifications or Circulars. Use Latest Updates (Notifications & Circulars) when you need a date-based scan.
  7. Search the CBIC records. Try the topic, a distinctive phrase from the Council release, or the document number if one is mentioned. Open the underlying document.
  8. Read the instrument’s identifying details. Record its number, date, subject, effective-date clause and any amendment, corrigendum or supersession reference.
  9. Compare the records. Confirm that the CBIC document actually addresses the Council recommendation you found. Similar words in a title are not enough; compare the operative paragraphs.
  10. Save a dated evidence trail. Keep the Council release or FAQ, the meeting record when relevant, and the CBIC document together. Note the date you accessed each page because online listings can change.

How to verify that a notification answers your question

Check the document number and date

The number and publication date identify the instrument. Use them when searching for amendments or when asking a professional to review the rule. Do not rely only on a portal’s “latest” position, because a later document may amend, replace or clarify an earlier one.

Read the subject and operative paragraphs

The subject line helps you identify the document, but the operative paragraphs determine what it does. Read the clauses that prescribe a rate, condition, exemption, procedure, form, authority or other requirement. Confirm that the wording covers your transaction or filing situation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Find the effective-date language

A Council announcement can precede the legal instrument. Even after a notification is published, its operative clause may specify a future date or a date tied to another event. Quote or record that clause in your working notes. Do not infer an effective date solely from the Council meeting date, the press-release date or the date shown in a search listing.

Look for amendment and corrigendum references

Read the document’s references to amendments, corrigenda or substitutions. An amendment-history page on the CBIC portal can help you identify related records. Compare the original and later text when the provision affects a return, invoice, payment or other compliance action.

Understand the portal’s currentness limitation

CBIC states: The content on this portal is being continuously updated and expanded in a phased-manner. Treat that statement as a reason to verify the actual dated instrument, not as proof that a particular notification is absent.

What to do when the Council release and CBIC search do not match

The Council announced a recommendation, but no notification appears

Record the item as a Council recommendation or announcement. Do not state that the change is operative. Continue checking the CBIC GST Notifications and Circulars sections for the published instrument and review the effective-date language once it appears.

A CBIC result appears, but the topic is only similar

Open the document and compare its subject, definitions, conditions and operative clauses with the Council release. A result that shares a keyword may concern a different tax period or issue. If the match is uncertain, keep the records separate and describe the uncertainty rather than merging them.

The latest-updates list has a date but the document is hard to identify

Use the entry’s title and date as search terms in the CBIC GST Notifications or Circulars section. If a number is visible, search by that number. Once you open a document, save its full title and number so that a later amendment can be traced.

An older document has been amended

Use the amendment-history information exposed by CBIC, then read the amending instrument and the resulting text. Check whether the amendment changes the effective date, conditions or scope. Keep both the original and amending records in your file.

How the 57th-meeting listing fits into the process

Next, use the meetings index if you need the agenda or minutes. Then search the CBIC Tax Information Portal under GST Notifications and Circulars, including the latest-updates route, for the document that implements the particular recommendation. The 8 October date identifies the Council record; it does not establish the publication date or effective date of a later CBIC instrument.

Scope: central GST versus State implementation

This workflow covers the official Union-level GST Council and CBIC routes. It does not inventory every State tax department’s notification page. If your question concerns a State-specific instrument, local implementation, a State Gazette or a procedure administered by a State authority, also check the relevant State government’s official tax department or Gazette publication.

Keep any State document separate from the Council and CBIC records. The Council meeting record may explain the recommendation, while the applicable State publication may contain the local text or implementation detail you must follow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common mistakes to avoid

  • Stopping at a news summary. A summary can omit conditions, dates or later amendments. Open the official Council record and the CBIC instrument.
  • Calling a recommendation a rule. Use “Council recommendation” or “Council announcement” until a published instrument supports the legal conclusion.
  • Using only the latest-updates list. The list helps you discover documents; the full notification or circular supplies the operative wording.
  • Ignoring the effective-date clause. Publication, announcement and effectiveness can be different dates.
  • Missing amendments or corrigenda. Read the document’s references and use CBIC amendment-history information where available.
  • Confusing meeting records with legal text. Agendas and minutes establish context and sequence; they are not the CBIC notification or circular.
  • Assuming a missing search result proves non-publication. CBIC says portal content is being expanded in phases. Recheck the live pages and confirm through the relevant authority when the issue is material.
  • Mixing central and State sources. Identify the authority that issued the document and check the applicable State publication when the issue is local.

A practical record-keeping template

For each GST issue, keep a short evidence table in your tax file:

Field What to record
Council record What’s New or archive title, meeting number and meeting date
Meeting context Agenda or minutes link identified through the meetings index, when relevant
CBIC instrument Notification or circular title, number and publication date
Operative rule The paragraph or condition that addresses your transaction or filing
Effective date The date stated in the instrument’s effective-date clause
Amendments Any amendment, corrigendum or supersession reference and its date
Access check The date you opened each official page or document

This separation makes it clear whether a note reports what the Council recommended or what CBIC actually published.

Bottom line

Find the announcement first on the GST Council’s What’s New page or dated press-release archive, use the meetings index for agendas and minutes, and then verify implementation in CBIC’s GST Notifications or Circulars section. Read the full instrument, its effective-date clause and amendment references before treating a Council decision as an applicable tax rule.
