The reliable way to determine your Public Service Loan Forgiveness (PSLF) eligibility is to check three records together: your loan type and status in StudentAid.gov My Aid, your employer in the official PSLF Employer Search, and your certified employment and payment history in the PSLF Help Tool. In general, you need non-defaulted Direct Loans, full-time work for a qualifying employer, an eligible repayment plan, and 120 qualifying monthly payments. A job title or the fact that a loan is federal is not enough; the account-specific records control.
The four tests you must pass
PSLF is assessed across your loans, your employer, your work status, and your payments. Federal Student Aid’s current PSLF guidance describes the program as requiring all of these elements, not just public-service employment.

| Test | What must generally be true | Where to verify it |
|---|---|---|
| Loan | The loan is a non-defaulted Direct Loan. FFEL and Perkins loans are not directly eligible; private education loans do not qualify. | StudentAid.gov My Aid and your loan details |
| Employer | Your employer, rather than your job title, is a qualifying government organization or eligible nonprofit. | PSLF Employer Search by employer identification number (EIN) |
| Employment | You work full time for the qualifying employer during the period for which you want credit. | PSLF Help Tool employment certification |
| Payments | You make 120 qualifying monthly payments under the applicable repayment and employment rules. The payments do not have to be consecutive. | My Aid PSLF/TEPSLF progress and payment history |
The official overview is Federal Student Aid’s PSLF page. Use it with your account records because eligibility can differ between two loans held by the same borrower.

Step 1: Identify every loan and its status in My Aid
Start with the debt itself, not your occupation. Sign in to StudentAid.gov, open My Aid, and expand each federal loan. Record the exact loan program name, current status, and any disbursement information shown. Do not infer eligibility from the year you borrowed, the school you attended, or the fact that the servicer is a federal-loan servicer.

Loan types that qualify directly
Only loans in the Direct Loan Program that are not in default are directly eligible for PSLF. A Direct Subsidized Loan, Direct Unsubsidized Loan, Direct PLUS Loan, or Direct Consolidation Loan can therefore be in the eligible program, but the account still must satisfy the repayment, employment, and payment-count requirements.
Loans that need a different action
- FFEL loans: They are not directly eligible. A borrower may be able to consolidate them into a Direct Consolidation Loan, subject to the consequences described below.
- Perkins loans: They are not directly eligible and may require consolidation into a Direct Consolidation Loan to become eligible.
- Private education loans: They do not qualify for PSLF and cannot be made eligible by using the federal PSLF tools.
- Defaulted federal loans: A loan in default is not eligible while it remains in that status. Resolve the default under current federal guidance before treating the loan as PSLF-eligible.
If My Aid shows several loans, evaluate each one separately. One Direct Loan can have qualifying credit while another loan is ineligible or has a different payment history. Make a list with the loan name, program, status, outstanding balance, and payment-count information so that a later consolidation or repayment decision is based on the actual accounts.
Step 2: Check whether your employer qualifies
PSLF uses the employer’s legal identity, not the public-service character of your duties. Federal Student Aid states: “Qualifying employment for PSLF is about your employer, not your job title.” A teacher, nurse, researcher, caseworker, or administrator does not qualify merely because the work serves the public; the organization employing that person must meet the program’s rules.
Recommended Free Tools
Use the official Employer Search
- Find your employer’s correct legal name and EIN on a pay statement, tax document, human-resources record, or payroll office.
- Open the PSLF Help Tool and Employer Search.
- Search using the EIN, not only a familiar trade name or department name. Large organizations can have more than one legal entity.
- Check that the result matches the entity that actually pays you. A similarly named organization is not a substitute.
- Keep the result and the employer details you used for your records, then proceed to employment certification.
Government employers and many qualifying nonprofit organizations can qualify. A government contractor, however, is not itself a government employer simply because it performs government work. If the contractor is your employer, search that contractor’s EIN and rely on the determination for that legal entity.
Why an employer search is not the whole decision
An employer result does not replace certification of the dates you worked, your full-time status, or the authorized official’s confirmation. It is a way to test the employer component before you spend years pursuing payment credit. If your employer has changed names, merged, or uses a separate payroll entity, resolve that identity issue before submitting a form.

Step 3: Confirm full-time qualifying employment and certify it
PSLF requires full-time employment for a qualifying employer during the months for which you want credit. The Help Tool captures the employer and work details and routes the certification for an authorized employer official’s signature or electronic approval.
- Open the PSLF Help Tool and begin an employment-certification request.
- Enter the employer’s legal information and EIN exactly as it appears in the employer search.
- Enter your employment start and end dates, or indicate that you are still employed, and provide the requested full-time information.
- Submit the request to an authorized official designated by the employer, such as the office that verifies employment.
- Save the submitted form and confirmation. Repeat certification when you change employers and periodically for continuing employment so your payment record reflects the periods you actually worked.
Do not wait until you believe you have made 120 payments to document every employment period. A payment can count only when the employment and other conditions for that month are established. Certifying earlier exposes mismatched dates or employer identities while payroll records are easier to obtain.

The 120-payment target is not simply 120 debits from a bank account. Each month must meet the applicable repayment-plan, timing, amount, loan-status, and qualifying-employment rules. Federal Student Aid’s guidance says, “You must make a total of 120 qualifying monthly payments to qualify for PSLF.” The payments do not need to be consecutive, so a period without qualifying payments does not automatically erase earlier qualifying credit.
Check the plan attached to each loan
In My Aid, identify the repayment plan shown for every loan. Then compare that plan and your disbursement history with the current PSLF rules before changing plans. A plan that is suitable for one loan or one disbursement history may not produce the same result for another.
There is an important 2026 timing distinction. Federal Student Aid’s current guidance separates borrowers whose loans were disbursed before July 1, 2026, from borrowers with any loan disbursed on or after July 1, 2026. The latter group has additional Repayment Assistance Plan rules. Because the applicable rule depends on your own disbursement history and current plan, read the current official guidance for your account before making a repayment change; do not assume that a plan name or an earlier payment strategy remains valid for a newer loan.

Review the conditions attached to a month
- The payment must be made under the repayment-plan rules that apply to your loan and disbursement date.
- The payment must be made on time and for the amount required under the applicable rules.
- You must have qualifying full-time employment for that month.
- The loan must be an eligible, non-defaulted Direct Loan when the credit is earned.
If any of these elements is uncertain, check the payment-level details in My Aid and submit or update employment certification rather than estimating the count yourself.
Step 5: Read your PSLF payment count and history
After signing in to StudentAid.gov, open My Aid and locate the PSLF/TEPSLF progress and payment-history information. Review the count for each loan, not only a combined total. The record should show which periods have been credited and which payments or months have not been accepted.
What to compare against your own records
- Loan number and loan type
- Dates of qualifying employment certifications
- Employer name and EIN used on each certification
- Payment dates and amounts
- Repayment-plan status for the months in question
- Any periods of deferment, forbearance, delinquency, or default shown in the account
A missing count does not by itself prove that a month is permanently lost. It may mean that employment has not been certified, the account has not been updated, or the month failed one of the qualifying conditions. Use the Help Tool to submit the missing certification and then recheck the official history after processing.
After you reach 120 qualifying payments
Once the account shows 120 qualifying monthly payments and the other requirements are met, request forgiveness using the PSLF form. Continue making required payments while the request is processed unless your account is placed in forbearance. The official progress record and formal review, rather than a personal spreadsheet, determine whether the discharge is approved.
If you have FFEL or Perkins loans: evaluate consolidation carefully
Consolidating an FFEL or Perkins loan into a Direct Consolidation Loan can make the resulting loan eligible for PSLF, but consolidation changes the loan and can change how payment credit is calculated. It is not a harmless administrative switch and should not be done solely because a general article says consolidation is required.

Questions to answer before consolidating
| Question | Why it matters |
|---|---|
| Which loans are already Direct, and which are FFEL or Perkins? | Only the resulting Direct Loan can be directly eligible; consolidating an already eligible loan may alter its payment record. |
| Are any loans in default? | Default status affects eligibility and the steps needed before qualifying credit can be earned. |
| How many qualifying payments does each included loan have? | Loans can have different histories, so a single assumed count can be misleading. |
| What repayment plan will apply after consolidation? | Plan eligibility is tied to the loan and, for newer disbursements, to the date-sensitive 2026 rules. |
| Have all qualifying employment periods been certified? | Certification before consolidation creates a record of employment that applied to the loans before they were combined. |
Payment-count treatment after September 1, 2024
For consolidations after September 1, 2024, Federal Student Aid describes a weighted-average payment-count rule for the loans included in the new consolidation. The result depends on the individual loans and their qualifying credit; it is not a promise that every loan will retain its highest count. The official PSLF questions and answers recommend certifying qualifying employment applicable to the loans before consolidation and checking the effect on your own account. Obtain current account-specific guidance before submitting a consolidation application.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare multiple loans or a possible consolidation
When you have several loans, build a side-by-side record rather than deciding from your occupation or total balance. These are the comparisons that directly affect PSLF:
| Comparison | Record for every loan | Decision significance |
|---|---|---|
| Program and status | Direct, FFEL, Perkins, or private; current status and default indicator | Shows whether the loan is directly eligible or needs a different path. |
| Payment credit | PSLF/TEPSLF count and uncertified periods | Reveals whether consolidation could change the credit you have already earned. |
| Employment record | Employer, EIN, and certified start and end dates | Connects payments to full-time work for an eligible employer. |
| Repayment plan | Current plan and any planned change | Determines whether future months can qualify under the rules tied to your disbursement dates. |
| Disbursement dates | Whether any loan was disbursed on or after July 1, 2026 | Flags the additional Repayment Assistance Plan rules in current guidance. |
Use the table to frame questions for Federal Student Aid or your servicer. Do not treat a projected count or a generic consolidation estimate as a final PSLF determination.
Common mistakes and the practical fix
“My job is in public service, so I qualify.”
Why it fails: The employer, not the job title, controls the employer test. Fix: Search the employer’s EIN and certify the actual employing entity through the Help Tool.
“All federal student loans qualify.”
Why it fails: FFEL, Perkins, private loans, and loans in default do not meet the direct eligibility rule. Fix: Read each loan’s program and status in My Aid and evaluate consolidation only after checking its payment-count consequences.

“I made 120 payments, so forgiveness is automatic.”
Why it fails: The target is 120 qualifying monthly payments, and each month must satisfy the plan, timing, amount, loan, and employment conditions. Fix: Review the official payment history, certify employment, and submit the PSLF form after the account reflects the required credit.
“A missed or nonconsecutive month resets everything.”
Why it fails: Qualifying payments do not have to be consecutive. Fix: Identify which months qualify and continue building credit when the requirements are met.
“A contractor is the same as a government employer.”
Why it fails: A government contractor is not itself a government employer. Fix: Search the contractor’s legal employer and confirm that organization’s status.
“I can consolidate first and sort out employment records later.”
Why it fails: Consolidation can change payment-credit calculations, and pre-consolidation employment records may be difficult to reconstruct. Fix: Certify qualifying employment for the included loans before consolidation and review the weighted-average rule that applies after September 1, 2024.
“The rules I used last year automatically apply to a new loan.”
Why it fails: Current guidance distinguishes loans disbursed before July 1, 2026, from borrowers with any loan disbursed on or after that date. Fix: Check the official guidance for your disbursement history and current repayment plan before changing anything.
A complete PSLF eligibility check you can repeat
- Sign in to StudentAid.gov and open My Aid.
- List every loan’s program, status, default indicator, disbursement information, repayment plan, and PSLF payment count.
- Exclude private education loans from the PSLF analysis and flag FFEL, Perkins, or defaulted loans for separate action.
- Find the legal employer and EIN for each period of employment.
- Run each employer through the official Employer Search.
- Use the PSLF Help Tool to certify full-time employment, with an authorized employer official confirming the information.
- Compare each loan’s repayment plan and disbursement dates with current PSLF guidance, including the July 1, 2026 distinction.
- Review payment history against your employment-certification dates and your own payment records.
- If considering consolidation, compare payment credit before and after the proposed consolidation and read the weighted-average rule for post-September 1, 2024 consolidations.
- After the account reflects 120 qualifying payments and all other requirements are satisfied, submit the PSLF form and follow the account’s processing instructions.
For the official workflow, use Federal Student Aid’s guide to managing PSLF progress, the PSLF Help Tool, and your My Aid records. Those account-specific tools and the formal review are authoritative when a general explanation and your loan history appear to conflict.
