How to Find Industrial Land and Incentives for a Business in Andhra Pradesh (2026 Guide)

Start with APIIC, not a broker’s plot list. Use the APIIC LandBank to identify possible parks and plots, then obtain written confirmation from the relevant zonal office. File an allotment application through the Single Desk Portal integrated with APIIC under the current regulations. In parallel, classify your project and check the applicable industrial, MSME or sector policy; the Andhra Pradesh Industrial Development Policy 4.0 does not make incentives automatic because its benefits are extended through separate operational guidelines.

This sequence protects your capital: first prove that the site can legally and practically support the facility, then confirm the land’s commercial terms, and only then put an incentive estimate into your financial model. The guidance below reflects official material available through 13 October 2026. Plot status, fees, guidelines and notices can change, so verify them again before paying an application fee, earnest money deposit (EMD) or land consideration.

What you are actually applying for

Industrial land and an industrial incentive are separate decisions. APIIC (Andhra Pradesh Industrial Infrastructure Corporation) administers industrial estates and its land-allotment process. The state’s Industries and Commerce Department sets policy incentives, while operational guidelines and project approvals determine whether a particular enterprise can claim them. A Single Desk filing may connect several approvals, but it does not turn a land listing into a confirmed allotment or make a policy benefit payable.

  • Land discovery: APIIC’s LandBank is the official starting point for searching parks, districts, sectors and vacancy status.
  • Land confirmation: the zonal office must confirm the exact plot, extent, status, permitted use, infrastructure and charges.
  • Allotment: an online application is filed through the Single Desk Portal integrated with APIIC, using the current category-specific requirements.
  • Incentives: eligibility depends on the project, enterprise size, sector, investment, jobs, location, timing and the operational guideline that governs the benefit.

Do not describe a portal result as “available,” “reserved” or “ready for construction” until APIIC confirms it in writing.

Step 1: Define the project before searching for a plot

A plot search is useful only when you know what the facility must do. Prepare a short project brief before opening the map. The same brief will later support the land application and incentive assessment.

Record the physical and operating requirements

  • Business activity, products and the sector classification you expect to use.
  • Required land area, built-up area, setbacks, expansion area and preferred plot shape.
  • Production capacity, operating shifts, storage, truck movements and parking.
  • Power load, water demand, wastewater or effluent treatment, drainage and solid-waste handling.
  • Pollution category and the consents or environmental approvals likely to be required.
  • Preferred districts, industrial corridors, ports, railheads, highways, suppliers and workforce.
  • Construction and commissioning milestones, including when the site must be handed over.

Set the financial and eligibility baseline

Estimate fixed capital investment, working capital, promoter contribution, debt requirement and the maximum land-and-site-development budget. Count planned direct employment and identify whether the applicant is a micro, small or medium enterprise. These figures influence both plot suitability and the policy route. Do not use an incentive percentage until you have defined what the policy treats as eligible investment and which expenditure dates are allowed.

Make a document folder now

Keep the proposed entity’s constitutional documents, promoter details, tax registrations where available, project report, site layout, means-of-finance evidence, implementation schedule and environmental or utility notes in one folder. The exact checklist, fee and EMD depend on the applicant category and the current APIIC process; use the live instructions rather than an old checklist.

Step 2: Search APIIC’s LandBank without mistaking it for an offer

Open the APIIC LandBank search and filter by district, industrial park, sector and vacancy status. Review the map and the plot record for extent and location, then save the plot number and the date you checked it. Inventory is live and can change. APIIC expressly treats the data as indicative and directs applicants to confirm with the respective zonal office before commitment.

Use a repeatable search process

  1. Filter to the districts and parks that meet your logistics and workforce requirements.
  2. Filter by the closest sector or activity classification, but keep a wider search if your activity could fit more than one category.
  3. Record every candidate plot’s number, area, status, park infrastructure and any displayed remarks.
  4. Compare at least two or three parks before contacting APIIC; a lower land price can be offset by power, water, road or treatment costs.
  5. Take a dated screenshot or export of the result for your records, while treating it only as a lead.

APIIC’s homepage currently carries an online-application notice for plots at Nakkapalli Bulk Drug Park. That notice demonstrates a current allotment opportunity for that park; it is not evidence that every APIIC park has open plots. Check the APIIC homepage and the relevant notice before relying on a special window.

Step 3: Obtain written confirmation from the zonal office

Contact the APIIC zonal office responsible for each shortlisted park. Ask for a written response or official communication that identifies the plot and the terms that will govern your application. A phone indication is not enough for a land purchase or a large debt commitment.

Questions to send in one clear request

Subject What to confirm
Identity and status Plot number, exact extent, survey reference, current availability, allotment category and whether another application, reservation or encumbrance affects it.
Permitted use Whether your proposed activity is permitted in the park and plot, and whether a change of use or additional approval is needed.
Commercial terms Land price or lease consideration, processing charges, EMD, payment milestones, taxes, annual maintenance charges, lease or transfer conditions and consequences of default.
Physical handover Road access, plot demarcation, possession condition, drainage, water, power capacity, common effluent arrangements and the party responsible for connection costs.
Development constraints Setbacks, floor-area or coverage limits, environmental restrictions, underground services, flood or access issues and construction deadlines.
Process Correct application category, documents, approving authority, current notice, portal link and the official contact for clarifications.

Request copies or references for the park layout, allotment terms and any infrastructure commitment that materially affects your feasibility calculation. If the written answer conflicts with a portal label, use the official zonal-office confirmation and ask APIIC to resolve the discrepancy before paying.

Step 4: Apply through the current APIIC process

The APIIC Policies and Procedures page and the APIIC Land Allotment Regulations 2023 (G.O. Ms. No. 67) are the controlling starting points for the filing route. The regulations state that an entrepreneur seeking land in an APIIC-developed or possessed estate submits an online application through the Single Desk Portal integrated with APIIC.

Stages described in the regulations

  1. Prepare and submit: select the correct applicant or project category, upload the required documents and pay the applicable processing fee.
  2. Earnest money: provide the EMD and other financial information required for that category. Do not assume one universal amount.
  3. Scrutiny and evaluation: APIIC examines the application and places it before the relevant committee or authority.
  4. Approval and allotment: follow the allotment communication, conditions and payment schedule issued for the approved plot.
  5. Payment and handover: complete the required payments and formalities before delivery or handing over of the site.

The regulation process sets a 21-day target for evaluation and submission to the relevant committee in the described stage. That is a process target, not a promise that the complete allotment, utility connections, construction approvals or operating facility will be finished within 21 days. Category-specific requirements and any current notice control the practical route. APIIC also provides a readable executive presentation of the 2023 regulations; cross-check it against the regulation text.

Keep the submission acknowledgement, payment receipts, uploaded files, queries and every approval communication. If the portal returns an error or a document is rejected, record the error reference and use the official APIIC or Single Desk support channel rather than submitting duplicate applications that could create conflicting records.

How to compare shortlisted industrial sites

The cheapest quoted land is rarely the cheapest operating site. Score each confirmed candidate against the same criteria and include one-time and recurring costs.

Comparison axis Questions for your worksheet
Location and access How far are highways, ports, rail, customers, suppliers and suitable workers? Are truck routes usable year-round?
Plot suitability Does the area, shape, slope, zoning and permitted activity fit the layout? Is there room for statutory setbacks and expansion?
Infrastructure What power capacity, water source, roads, drainage, broadband, fire systems and effluent facilities exist now, and what must you fund?
Commercial exposure What are land consideration, taxes, processing charges, maintenance, connection charges, construction obligations and payment milestones?
Allotment certainty Is the status confirmed in writing? Which authority approves it, and what conditions could cancel or delay handover?
Incentive fit Does the location and project meet the relevant enterprise, sector, investment, employment, procurement and environmental tests?
Cash-flow timing Is a benefit an upfront concession, a reimbursement after spending or a later claim? How long can your business fund the gap?

Calculate total site cost, not just land price

Your model should separate land consideration, stamp duty and conversion charges, registration or documentation costs, site grading, boundary works, internal roads, utility connections, water and effluent systems, finance costs, maintenance and taxes. Add a contingency for infrastructure that is described as planned rather than commissioned. A reimbursement received later should not be netted against the initial cash requirement.

Check legal and physical risk before committing

  • Match the written plot identity to the park plan and a physical survey.
  • Confirm access rights and whether roads and utilities are legally committed or merely proposed.
  • Check permitted activity and environmental constraints with the competent authorities.
  • Verify possession, encumbrance information and handover conditions through the official allotment documents and your professional legal review.
  • Make the purchase or lease conditional on the approvals and infrastructure that your project cannot operate without.

Find the policy route that matches your project

Review the live APIIC Policies index rather than assuming that the general industrial policy is the only option. The index lists the New Industrial Development Policy (4.0), MSME & Entrepreneur Development Policy (4.0), Food Processing Policy (4.0), private industrial parks policy and sector-specific policies. Electronics, textiles, information technology, clean energy, food processing and other activities can have different definitions, thresholds or benefits.

What the 2024–29 industrial policy says

The Andhra Pradesh Industrial Development Policy (4.0) 2024–29 was issued by the Industries & Commerce Department as G.O. Ms. No. 68 dated 26 October 2024. The policy has a five-year term from notification or until a new policy is announced. Its controlling statement is: “The Incentives mentioned in the policy will be extended to Industries as per the operational guidelines to be notified separately.” Read the official policy order together with the current guidelines.

This means a policy table is not an approval, a sanction letter or proof that a claim can be filed today. The West Godavari district government’s industries summary is useful for orientation and reproduces several figures, but it is not a substitute for the policy order or a current project-specific eligibility decision. Its statement that guidelines for four summarized policies had not been released was dated October 2024; it cannot be treated as the status in October 2026.

Published incentive figures—and the limits on using them

The following figures are reproduced by the West Godavari District Administration from the 2024 policy. They are policy terms, not a promise that your project qualifies. Confirm the matching clause, caps, exclusions, eligible investment base, claim procedure and current operational guideline before including any amount in a funding plan.

Incentive category Published term Important qualification
Investment subsidy 12% of fixed capital investment for listed sub-large and large categories; an additional 5% for specified groups in the sub-large category; 15% for listed mega and ultra-mega categories. Category definitions, specified groups, caps and eligible investment must be confirmed.
Employment creation 10%, 9% or 8% of fixed capital investment for the listed employment-to-investment ratio bands; no subsidy below a ratio of 1. The ratio and qualifying employment evidence determine the applicable band.
Net SGST 100% reimbursement for five years in the listed sub-large and large categories. Confirm eligible transactions, commencement date, claim cycle and exclusions.
Power cost ₹1 per unit reimbursement for two years in the listed sub-large category. Check the qualifying consumption, period, cap and claim documentation.
Stamp duty and land conversion 100% reimbursement of stamp duty and 100% of land-conversion charges as listed. Confirm the transaction, timing and whether the charge is eligible under the applicable guideline.

Do not add these percentages together as if they were one guaranteed grant. Some benefits may have separate bases, limits, sequencing rules or non-combination provisions. The same project can also be assessed under a sector or MSME policy with different conditions.

How to establish eligibility before borrowing

Ask the Industries Department, APIIC or the authority named in the current guideline for a written, project-specific answer. Preserve the response with your financial records.

Questions the written answer should resolve

  • Which enterprise and project category applies, and what investment threshold defines it?
  • What counts as fixed capital investment, and which land, building, plant or utility costs are excluded?
  • What is the eligible commencement date and claim window?
  • What employment level, local procurement or energy and decarbonisation evidence is required?
  • Which sector policy controls if more than one policy appears relevant?
  • Can benefits be combined, and which government orders prevent double benefits?
  • What invoices, tax records, bank statements, certificates and inspection reports must be filed?
  • Is payment made in advance, reimbursed after expenditure or released periodically?
  • What continuing production, employment, tax, location or lock-in conditions apply?

Model the project in two cases: base case, with no incentive until formally approved and received; and supported case, using only the amount and timing confirmed in writing. This prevents a delayed reimbursement from causing a debt-service or construction shortfall.

Legacy and targeted concessions need extra caution

District pages and older APIIC or MSME references may describe concessions for SC, ST, BC or women entrepreneurs, or benefits under an earlier policy. Such references can be useful leads but should not be generalized into a universal 2024–29 entitlement. Check the current policy, the applicant definition, the date of the project and the operational guideline that is actually in force. The AP MSME ONE portal can help locate government MSME scheme information, but the relevant department’s current order controls your claim.

A practical decision and cash-flow checklist

  1. Write the project brief, investment estimate, jobs plan, utility needs and implementation schedule.
  2. Classify the enterprise and identify general, MSME and sector policy routes.
  3. Search APIIC LandBank and shortlist parks; save plot details and the search date.
  4. Ask the zonal office to confirm plot identity, availability, permitted use, infrastructure, charges and handover conditions.
  5. Inspect the site and validate access, utilities, environmental constraints and expansion room.
  6. Read the current APIIC procedures and G.O. Ms. No. 67 requirements for your category.
  7. Prepare the Single Desk application, documents, processing fee and EMD without assuming a universal amount.
  8. Track scrutiny, committee consideration, approval, payment and handover communications.
  9. Obtain written incentive eligibility and guideline confirmation before counting any benefit.
  10. Build a no-incentive cash-flow case and a separately timed reimbursement case; proceed only if the project survives the first case.

Common mistakes and how to fix them

Treating a map marker as a reserved plot

Fix: obtain written zonal-office confirmation and a current allotment communication.

Using a percentage without checking its base

Fix: identify whether the benefit applies to fixed capital investment, net SGST, power consumption or a specified charge, then apply the stated cap and period.

Assuming the 21-day target is an end-to-end project timetable

Fix: use it only as the regulation’s evaluation-stage target and separately schedule approvals, payment, handover, construction and utilities.

Borrowing against an unapproved reimbursement

Fix: fund land and construction from the base case and treat any reimbursement as upside until the authority confirms eligibility, claim evidence and payment timing.

Relying on a 2024 summary for a 2026 claim

Fix: open the current APIIC policy and operational-guideline links, check later government orders and obtain a dated written answer.

Ignoring infrastructure and permitted-use constraints

Fix: make utility capacity, effluent arrangements, access and permitted activity explicit conditions in your site comparison and allotment review.

When a site is financially ready to proceed

A candidate is ready for a serious commitment only when five items line up: APIIC has confirmed the plot and terms; the activity is permitted; utilities and environmental obligations are costed; the allotment application route and payment schedule are understood; and your base-case funding works without an unapproved incentive. The incentive case can then improve returns, but it should not be the condition that makes an otherwise unaffordable site appear viable.
