Start with your location, not a promise of a nationwide grant. In the United States, down-payment and first-time-homebuyer help is administered through different state, county, city and local organizations. Use HUD’s state homebuying resources first, then verify programs with your state housing finance agency, local housing department, public housing authority and a HUD-participating housing counselor. Before applying, read the current written guidelines: assistance may be a grant, a repayable loan or a forgivable second mortgage, and eligibility, funding and repayment rules are local and program-specific.
Where to look first
1. Use HUD’s state homebuying resources
HUD’s buying-a-home resources direct consumers to homebuying programs organized by state. HUD also explains that state and local governments offer programs that can help with a down payment. Treat this as a directory to the agencies that administer assistance, not as a single federal application or universal benefit.

Open your state’s entry and note the administering agency, program name, official application page and any stated funding deadline. Save the page and the program guidelines as a PDF or printout; web pages can change while you are comparing a home loan.
2. Find your state housing finance agency or housing division
Search your state government site for the housing finance agency, housing division or community-development department. Useful search terms include “first-time homebuyer,” “down-payment assistance,” “closing-cost assistance,” “homebuyer education” and “homeownership programs.” State agencies commonly publish income limits, purchase-price caps, approved property types, participating lenders and application instructions.

Confirm that a program is active. A page describing a past funding round, a waitlist or an exhausted allocation is not an available benefit. Ask the agency whether funds are currently being reserved, whether the program has a first-come deadline and whether the rules differ by county or targeted neighborhood.
3. Check your city and county housing offices
Search for the housing, community-development or neighborhood-services department in the city or county where you intend to buy. Local governments may administer their own assistance or refer buyers to a regional program. Ask whether applications are open, whether funds remain, which properties qualify and whether a participating lender is required.
Also check a local public housing authority. Housing authorities sometimes know about homeownership initiatives or locally funded programs even when they do not administer the money themselves. Confirm any referral with the official program administrator before submitting financial documents.

Community action agencies and housing nonprofits can be useful leads, particularly when they provide homebuyer education or work under a public grant. Use them to identify possible programs, then verify the administering organization, current funding and written terms through an official government or program source. Do not send a Social Security number, bank statement or fee to an organization until you have confirmed its legal identity and role.

Get individualized help from a HUD housing counselor
HUD’s housing-counseling directory lets you search by ZIP code or state and select buying-a-home services. You can also call HUD at 800-569-4287. A participating counselor can review your budget, credit, cash reserves, prospective loan and local options, then help you understand an application or closing document.
Agencies do not all provide every counseling type. When you call, ask whether the agency offers pre-purchase counseling, homebuyer education and down-payment-program assistance, and whether there is a fee. A counselor can explain options but cannot guarantee that a particular program will accept your application or still have money.
Build a location-specific search before you contact programs
Have the following information ready so an agency can tell you whether a program is worth pursuing:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- The state, county and city where you will buy, plus the property address if you have one.
- Whether you have owned a home before and how the program defines “first-time buyer.” Some programs use a period without ownership rather than a lifetime rule.
- Household size and the income of every person the program counts. Limits can vary by household size and location.
- Estimated purchase price, property type and whether you will occupy the home as your primary residence.
- Your available cash, expected down payment, closing-cost need, credit profile and preferred loan type.
- Whether you have completed, or can complete, required homebuyer education or counseling.
Do not assume that a program uses the same definition of income, household or first-time buyer as another program. Ask for the current guideline or eligibility worksheet and identify which documents the administrator uses to calculate each item.

Understand what “assistance” actually means
The label down-payment assistance describes a purpose, not a single product. Read the promissory note, deed restriction or other agreement to find out whether the benefit must be repaid and when.
| Form of help | How it generally works | Questions to ask before accepting |
|---|---|---|
| Grant | Funds are provided for an eligible purchase and may not require repayment if all program conditions are met. | Is repayment triggered by a sale, refinance, move-out or violation? Is there a required occupancy period? |
| Deferred or soft-second loan | A subordinate mortgage may defer payments and interest until a stated event or maturity date. | When is the balance due? Does interest accrue? What happens if you refinance or transfer title? |
| Forgivable loan | The balance can be reduced or eliminated over a forgiveness schedule if you satisfy occupancy and other conditions. | How much is forgiven each year or month, and what balance is due if you leave early? |
| Repayable second mortgage | A separate lien supplies cash for the down payment or closing costs and must be repaid under its note. | What are the interest rate, payment, maturity date, fees and payoff rules? |
HUD training materials use a sample program with income and property requirements, education, a participating lender and a soft-second-mortgage structure. That 2022 example illustrates terms a program might use; it is not a current offer or a national rule. Only the administrator’s current documents establish your obligations.
Check the first mortgage as part of the package
Some assistance programs require you to use a participating lender or a specified first-mortgage product. A larger assistance amount can be outweighed by a higher interest rate, points, lender fees or less favorable loan terms. Ask for a complete loan estimate and compare the first mortgage and assistance together.
- Confirm the approved lender list and whether the lender must reserve assistance before you make an offer.
- Compare interest rate, annual percentage rate, origination charges, discount points and other lender fees.
- Ask whether the assistance changes the first mortgage’s rate, mortgage insurance, underwriting or cash-to-close calculation.
- Find out whether the program permits a different loan type, such as a conventional, FHA, VA or other eligible product.
- Request the combined monthly payment and the amount due if the assistance is repaid at sale, refinance or maturity.
Follow this verification process
- Record the exact program and administrator. Write down the official name, website, phone number and the date you checked the information. A lender, counselor or nonprofit may use a nickname that differs from the legal program name.
- Confirm geography. Ask whether the property must be in a particular city, county, census area or targeted neighborhood. A buyer who lives in an eligible place may not qualify if the home is outside the boundary.
- Confirm current funding. Ask whether funds are available now, whether reservations are required and what happens if money runs out before closing. Get the answer in writing when possible.
- Read every eligibility test. Check first-time-buyer status, household income, household size, credit or minimum buyer contribution, purchase-price limit and any asset rules. Ask which year’s income and which household members are counted.
- Check the property and occupancy rules. Verify whether the home may be a single-family residence, condominium, cooperative or one- to four-unit property; whether repairs are allowed; and whether you must occupy it as your primary residence.
- Complete required education or counseling. Some programs require a class or counseling session before application, while others require completion before closing. For HOME-assisted homebuyers, HUD states that housing counseling is required; your specific program may impose additional steps.
- Review the assistance documents. Identify the lien position, interest, fees, payment schedule, forgiveness period, sale and refinance triggers, occupancy requirements and closing deadline. Have a counselor or qualified real-estate attorney explain language you do not understand.
- Coordinate lender and administrator deadlines. Make sure the lender submits the reservation or package on time, the assistance is approved before closing and the final amount appears correctly on the closing disclosure.
Compare programs with one worksheet
When two or more programs appear available, compare the complete transaction rather than the advertised assistance amount.

| Comparison area | What to record | Why it matters |
|---|---|---|
| Net value and form | Dollar amount, eligible uses and whether it is a grant, deferred loan, forgivable loan or repayable second mortgage. | A benefit that must be repaid may provide less long-term value than a smaller benefit with limited obligations. |
| Cost and repayment | Interest, fees, repayment date, sale/refinance/occupancy triggers and forgiveness schedule. | These terms determine future cash needs and whether moving or refinancing could create a large payoff. |
| Eligibility | Income and household-size limits, first-time-buyer definition, buyer contribution, credit rules and purchase-price cap. | A program is useful only if your household and transaction qualify under its current rules. |
| Property and occupancy | Location boundary, property type, condition requirements and primary-residence period. | A qualifying borrower can still be rejected for an ineligible home or occupancy plan. |
| First mortgage | Participating-lender restriction, eligible loan type, rate, points, lender fees and mortgage insurance. | The assistance and first loan form one package; compare total cost and monthly payment. |
| Timing and certainty | Open funding, application window, reservation process, education deadline and required closing date. | A program with uncertain funds may not fit a purchase contract with a short closing timeline. |
Do not confuse FHA financing with down-payment assistance
HUD says eligible FHA financing can allow a down payment as low as 3.5% on one- to four-unit properties. That is a feature of an insured mortgage, not a grant or automatic cash benefit. You still need to qualify for the FHA loan and meet the property, underwriting and mortgage-insurance requirements. A local assistance program may be used with FHA financing only if that program’s rules and the lender permit it.
Questions to ask each administrator or lender
- Is this program accepting applications today, and how much funding remains?
- What is the exact definition of a first-time buyer?
- Which household members and income sources are counted?
- What is the maximum purchase price, and does it vary by location or household size?
- Must I contribute a minimum amount of my own funds?
- Which properties and loan types are eligible?
- Must I use a participating lender, and where is the approved list?
- When must education or counseling be completed?
- Is the assistance a grant, deferred loan, forgivable loan or repayable second mortgage?
- What balance is due if I sell, refinance, stop occupying the home or transfer ownership?
- What fees, interest and recording costs apply?
- How long does approval and funding take, and what could delay closing?
Common problems and how to handle them
The program page is old or funds are gone
Call the administrator and ask for the current funding status and the next application window. Do not rely on a search result, social-media post or lender advertisement that does not show a current program document.
Your lender says it does not participate
Ask the program for its approved-lender list and whether you can switch lenders without losing a reservation. Compare the replacement lender’s complete loan estimate, not just its interest rate or assistance amount.
Recommended Free Tools
You are unsure whether you count as a first-time buyer
Request the program’s written definition. Some rules address recent ownership, inherited property, ownership by a spouse or a prior home that was not occupied as a primary residence. The administrator, not a generic online definition, makes the final determination.

The assistance has a lien or repayment clause
Ask for the note and security instrument before signing. Mark every event that accelerates repayment and calculate how the balance could affect a future sale or refinance. A HUD-participating counselor or real-estate attorney can help you interpret the documents.
You receive a request for an upfront fee or sensitive data
Verify the organization through the government agency named in the program guidelines. Confirm the official phone number independently, and do not wire money or send identity documents to an unverified contact. Legitimate counseling or application fees, if any, should be disclosed in writing.
A practical timeline from search to closing
Before home shopping
- Identify your state, county and city programs and check whether funding is open.
- Use HUD’s counselor directory or 800-569-4287 for a buying-a-home counseling referral.
- Gather income, asset, debt and tax documents and complete any required education.
- Ask participating lenders for preapproval and a loan estimate that includes assistance.
After you identify a property
- Confirm the address, property type, price and occupancy plan meet program rules.
- Have the lender and administrator verify the assistance amount and reservation deadline.
- Read the assistance note, lien documents and forgiveness or repayment schedule before you commit.
Before signing the closing documents
- Check that the approved assistance appears on the closing disclosure and reduces cash to close as promised.
- Verify the first-mortgage rate, points, lender fees, mortgage insurance and monthly payment.
- Keep copies of the guidelines, approval, closing disclosure and assistance documents.
What cannot be determined without your location
There is no single national award amount, program count or universal income threshold that applies to every buyer. Availability, eligibility, property rules, lender requirements and repayment conditions vary by state and locality and can change as funding is committed. The current official program guidelines for the place where you will buy are the controlling source.
Bottom line
Find assistance by working outward from your address: HUD’s state homebuying resources, your state housing finance agency, the city or county housing office, local public housing authorities, community organizations and a HUD-participating counselor. Then judge each option by its written eligibility, funding status, first-mortgage cost and repayment obligations. “Assistance” is not automatically free money, and the best choice is the package you can qualify for and afford through the full life of the loan.
