The most reliable way to find a proposed data center or related power project is to trace the parcel through official local land-use records, then connect that record to state utility and federal infrastructure filings. A map or project tracker can reveal a lead, but it cannot by itself prove that a project is approved, funded, or under construction.
Start with the parcel and the government office that controls it. Search planning and zoning files by address, parcel number, applicant, developer, project name, and case number. Then check utility proceedings for large-load, interconnection, transmission, tariff, and substation work. Use federal datasets for context, and verify every status, route, and deadline in the latest controlling record.

What counts as “planned” infrastructure?
“Planned” can describe several very different points in a project’s life. A company may have announced a site, submitted a rezoning request, filed a site plan, requested electric service, received land-use approval, started construction, or already begun operating. Those stages do not have the same legal or practical meaning.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches| Stage | What you may find | What it does not prove |
|---|---|---|
| Rumored or announced | News coverage, a company statement, land option information, or a tracker entry | That an application exists or the site will be built |
| Filed | A planning case, zoning request, permit application, utility docket, or interconnection request | Approval, financing, or a construction start |
| Under review | Staff reports, technical comments, hearings, environmental review, or utility filings | That the reviewing body will approve it |
| Approved | A final land-use decision, permit, certificate, or other authorization | That construction has begun or that every separate permit is complete |
| Under construction | Building permits, inspection records, construction notices, or site activity | That the facility is operating or will open on a stated date |
| Operating | Operating permits, utility records, or generation data | That later expansions or related transmission work are approved |
Local law determines the exact stages and their legal effects. Keep the official case or docket number with every note so that announcements, permits, hearings, and decisions stay connected to the same project.

Step 1: Pin down the parcel and jurisdiction
A nearby city name is not enough. A site may sit in a municipality, an unincorporated part of a county, or an area where a special planning authority controls development. The parcel determines which office keeps the land-use record.
Use the official parcel or assessor map
- Open the county assessor, property appraiser, or official GIS parcel map.
- Search the street address, intersection, owner, or parcel identification number.
- Record the parcel number exactly as displayed. Preserve leading zeros, hyphens, and suffixes.
- Note the municipality, unincorporated county area, zoning district, and any overlay or special district.
- Identify the planning, zoning, building, and environmental offices that serve that jurisdiction.
Parcel boundaries can differ from a project’s proposed footprint. A data center may occupy several parcels, while a transmission line or substation can cross many owners and jurisdictions. Save every parcel number and proposed route segment you encounter.
Why jurisdiction matters
The office with authority may not be the office whose name appears in a news story. A county may handle an unincorporated site even when the mailing address uses a nearby city. A city planning commission may review a parcel inside city limits, while a county board handles a neighboring parcel. Confirm the controlling authority before relying on a deadline or hearing notice.

Step 2: Search local planning and zoning records
Local land-use files are often the first official place a data-center proposal appears. Search the planning department’s application portal, zoning-case database, planning commission and zoning-board agendas, staff reports, site plans, conditional-use requests, rezoning cases, hearing notices, and meeting minutes.
Search more than the words “data center”
Developers frequently use a project name, a limited-liability company, or a neutral application description. Run separate searches for:
- The street address and every parcel number.
- The developer, owner, applicant, engineering firm, and shell-company name.
- The project’s announced name, subdivision name, or industrial park.
- “Data center,” “server farm,” “cloud facility,” “technology campus,” or “industrial computing.”
- “Rezoning,” “conditional use,” “special exception,” “site plan,” “development agreement,” and “building permit.”
- “Large load,” “interconnection,” “substation,” “transmission line,” and “public hearing” when power work is part of the proposal.
Search the site’s address and parcel identifier even when a project name produces no result. Then search the applicant and case number across the agency’s agenda and document systems. Older portals may store attachments in a separate meeting archive.
Read the record, not just the agenda title
An agenda entry can be only a one-line description. Open the staff report, exhibits, site plan, traffic or environmental materials, conditions of approval, and minutes. Look for the proposed building area, number of buildings, cooling equipment, generators, fuel storage, water demand, access roads, setbacks, noise conditions, and the parcels included. These details help distinguish a data center from a generic warehouse or industrial filing.

Record the filing date, hearing date, decision, appeal period, and any conditions. A recommendation by staff or a planning commission is not the same as a final approval by the body with legal authority.
Step 3: Follow construction, environmental, and development approvals
A land-use case rarely tells the whole story. Search for building permits, grading and stormwater permits, air or water permits, tree-removal approvals, development agreements, road permits, and other local commitments. A data-center filing may use a company name or parcel number instead of the words “data center.”
Build a project record
- Copy the official case or permit number.
- Save the latest version of the site plan and all approval conditions.
- Note which permits are issued, pending, expired, withdrawn, or appealed.
- Check whether permits cover the whole campus or only an initial phase.
- Look for expiration dates, pre-construction conditions, and required inspections.
Separate approvals can move at different speeds. A zoning approval may allow a use while building, environmental, or utility approvals remain unresolved. Conversely, a utility filing can advance while local land-use permission is still pending.
Step 4: Search state utility and service-commission records
Large facilities often require new or upgraded electric service. State public utility or service commissions, regulated utilities, and regional grid organizations may publish the related filings. Search each applicable site for the utility name, developer, project name, and parcel or county.
Useful utility search terms
- Large-load request or large-load customer.
- Interconnection, transmission service, or distribution upgrade.
- Substation, feeder, switching station, or line extension.
- Tariff, special contract, service agreement, or economic-development rate.
- Integrated resource plan, load forecast, or generation procurement.
- Certificate, construction authorization, right-of-way, or public meeting.
Utility materials may reveal the scale and timing of a proposed load even when the local planning file is difficult to find. They can also identify a separate substation, transmission line, or generation project serving the site. Do not treat the utility record as proof that a data center has been approved: a docket may concern a feasibility study, a proposed tariff, or a different customer.
Capture the docket trail
- Write down the docket number and the agency or utility issuing it.
- Read the initiating filing and the newest orders, amendments, and status reports.
- Identify the applicant, customer, utility, service location, requested load, and proposed in-service date.
- Check whether the filing is confidential in part, withdrawn, suspended, or conditional.
- Follow hearing notices and comment deadlines shown in the current docket.
Use the docket number for every later search. Names can change; the docket number is the stable key that connects filings and decisions.
Step 5: Check transmission-siting records
Most transmission-siting authority resides with states. The Federal Energy Regulatory Commission (FERC) has a limited federal role in specified circumstances involving National Interest Electric Transmission Corridors. Whether a particular line falls within federal jurisdiction depends on the project and the governing law.

How to use FERC records
FERC’s eLibrary provides public project materials by docket number. A transmission proceeding may include a notice, pre-filing material, environmental review, route information, and opportunities for public participation. Search by the utility, developer, project name, and docket number, then read the newest filing rather than relying on an older project description.
If the line is being reviewed by a state agency, search that agency’s siting docket and hearing calendar as well. A federal record may describe an interstate or federally regulated element while the state record controls a separate route, facility, or permit.
Step 6: Use federal datasets for context
Federal data can help confirm whether a power facility exists or identify transmission lines, but it has important limits for neighborhood-level searches.
Power plants: EIA-860 and EIA-860M
The U.S. Energy Information Administration’s EIA-860 annual survey covers U.S. power plants with a capacity of at least 1 megawatt. EIA-860M provides monthly updates. These datasets can help you check generation facilities associated with a project or compare a filing with reported plant information.
They are not a complete list of every proposed data center, every planned substation, or every local distribution upgrade. A proposed facility may not appear until it reaches the reporting criteria and the relevant reporting cycle.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Transmission lines: HIFLD
EIA points readers to the Homeland Infrastructure Foundation-Level Data (HIFLD) for transmission-line data. Use that information to understand the broad route and nearby network, then confirm the current project in state, utility, or FERC records.
Substations are a specific data gap
EIA’s official FAQ states: “EIA and HIFLD do not publish the location of electric substations.” For a substation, rely on local planning filings, utility maps and applications, state utility proceedings, environmental documents, and public meeting materials. Treat a map that appears to show a substation as a lead until an authoritative record identifies the facility and parcel.

Step 7: Use trackers and maps as discovery tools
Public project trackers can make it easier to discover a developer, county, project name, or source document. Their inventories and geographic coverage may be incomplete, and their status labels may not match the controlling agency’s legal status. A tracker result is not a national census and is not proof that construction will occur.
Verify every tracker result
- Copy the tracker’s project name, applicant, county, address, parcel, and stated status.
- Search those terms in the local planning and utility systems.
- Find the official case or docket number.
- Check the latest filing date, decision, hearing notice, and comment deadline.
- Compare the proposed footprint or route with the official map and parcel records.
- Record discrepancies instead of silently choosing the more optimistic status.
If you cannot find an underlying official record, describe the item as an unverified lead, not an approved project.
How to compare multiple projects or records
When several names appear near the same location, create a comparison sheet. The goal is to determine whether the records describe one project at different stages or separate facilities.
| Field | What to record |
|---|---|
| Issuing authority and record type | Planning case, zoning decision, building permit, utility docket, FERC filing, state transmission case, or tracker entry |
| Location | Exact parcel numbers, address, municipality or county, and proposed transmission route |
| Parties | Applicant, developer, property owner, utility, engineering firm, and any shell-company name |
| Project identity | Every public name, phase name, campus name, and case or docket number |
| Status | Rumored, filed, under review, approved, under construction, or operating |
| Dates | Filing, hearing, decision, appeal, permit expiration, and proposed service or in-service dates |
| Related work | Power, environmental, water, road, generator, substation, or transmission approvals |
| Public participation | Open comment period, hearing date, appeal window, and instructions for submitting comments |
Keep the source and date beside each entry. A newer utility filing may refer to a revised load or route, while an older planning document may still show the original proposal.
What a utility filing does—and does not—tell you
A utility docket can show that someone requested service, studied an interconnection, proposed a tariff, or planned network upgrades. It may provide useful clues about the requested load, timing, and facilities. It does not automatically establish that the data center has local land-use approval, a building permit, financing, or authorization to operate.
Likewise, a transmission approval does not automatically approve the customer facility. Keep the land-use, customer-service, generation, and transmission records separate until an official document connects them.
How to track a proposal over time
Projects change names, parcels, phases, and target dates. Set up a simple log with the case or docket number as the primary identifier.

Do not infer cancellation from silence. A case may be continued, withdrawn and refiled under a new applicant, or moved to a different agency system. Search the parcel and developer again if the original case disappears.
Common failure modes and fixes
Searching only a city name
Problem: You contact the wrong planning office or miss an unincorporated-county filing.
Fix: Confirm the parcel, municipality, county status, zoning district, and controlling authority first.
Searching only “data center”
Problem: The application uses a company name, industrial-park name, or generic development description.
Fix: Search address, parcel, applicant, owner, project name, case number, and related land-use terms.

Assuming a tracker is complete
Problem: You treat an inventory as a national count or definitive status list.
Fix: Use the tracker to find leads, then verify the underlying official record and its date.
Assuming a utility docket is a construction permit
Problem: A power-service request is reported as an approved data center.
Fix: Locate the separate local land-use, building, environmental, and operating approvals.
Relying on a map for a substation
Problem: A map appears to show a substation but lacks an authoritative facility record.
Fix: Confirm it in utility, local, state, or environmental filings; EIA and HIFLD do not publish substation locations.
Reading an old status
Problem: An archived announcement or agenda is treated as current.
Fix: Check the newest order, amendment, minutes, permit, or hearing notice and record the date.
