The most important interpretive step is separating an award summary from its transactions: a transaction is one action under an award, while the summary describes the award as a whole. Read every dollar figure with its field name—especially federal_action_obligation and total_obligated_amount—and keep obligations separate from outlays.
What you can find on USAspending.gov
USAspending.gov is the federal spending transparency site for examining award information. For contract research, it can show who received an award, which agency issued it, how much was obligated, what the government bought, how the contract was competed, and the actions recorded over time. You can search broadly with keywords or narrow the result set with structured filters.
As an Amazon Associate I earn from qualifying purchases.
The site contains more than one kind of federal award. Contracts purchase products or services for the government. Financial assistance includes grants, loans, and other assistance instruments. Both categories identify recipients, but their classification fields differ. Contract records use fields such as North American Industry Classification System (NAICS) codes and Product and Service Codes (PSC); assistance records use Assistance Listings information.
Before searching, define the question you are trying to answer. “How much did an agency pay this company?” may require transaction-level obligations or outlays. “What is the total value of this contract?” may require the award summary and its cumulative amount. “Which businesses received construction contracts in a state?” requires filters for award type, recipient location, agency, NAICS or PSC, and time period. A precise question prevents you from combining incompatible totals later.

Understand the two main record levels
USAspending presents an award at different levels. The distinction determines what one row means and which amounts can be compared.
| Record level | What it describes | When to use it | What a row represents |
|---|---|---|---|
| Prime award summary | The overall contract or other prime award, including identifying details and cumulative information | Understanding the award’s scope, recipient, agency, period, and overall obligated amount | One award summary |
| Prime award transaction | An individual action recorded under a prime award, such as an initial award, modification, or incremental funding action | Tracing changes, additions, deobligations, and activity over time | One transaction within a prime award summary |
| Subaward | A downstream award reported by a prime recipient to another organization or entity | Studying money passed through by a prime recipient rather than the original federal contract | One reported subaward record |
The prime transaction file is not a second list of separate contracts. Each row is an action within a prime award summary. Adding transaction rows can therefore produce a useful action total, but it should not be mistaken for a count of awards or compared directly with a summary row without checking the definitions and signs of the amounts.
Start with Advanced Search
Advanced Search is the practical starting point when you need a filtered answer or a downloadable extract. You can begin with a keyword, but structured filters are safer when the question involves a particular recipient, agency, period, or contract type.
- Open Advanced Search. Choose the search area for awards and spending rather than relying on a general web search.
- Set the record view. Decide whether you need prime awards, prime transactions, or subawards. Make this choice before interpreting the result count.
- Enter the broadest reliable identifier. Use a recipient name, award ID, agency, or keyword. An exact award ID is best when you already know the contract.
- Set the time period. Use the fiscal or calendar dates that match your question, and record which period you selected for later analysis.
- Add contract-specific filters. Narrow by award type, award amount, NAICS, PSC, pricing type, set-aside type, or extent competed as appropriate.
- Review the result definitions. Confirm that the page is showing contracts, the intended record level, and the amount or date fields you mean to analyze.
- Download the result when analysis must continue outside the site. Save the search criteria with the file so another person can reproduce the selection.
Keyword searches
Keywords are useful for discovery when you do not yet know an award ID or the agency’s exact naming convention. Search terms can return agencies, recipients, awards, and descriptions, so inspect the result fields before drawing a conclusion. A company name may match several legal entities, while a product term may appear in many unrelated descriptions.
Recipient and award-ID searches
A recipient filter is appropriate for a portfolio view, but verify the legal recipient name and any separately listed subsidiaries or divisions. An award ID is more specific: use it when you need the history of one known contract. If an identifier returns no result, check punctuation, prefixes, and whether you selected prime awards, transactions, or subawards.
Agency and period filters
Agency filters help distinguish the department that awarded a contract from other federal entities. Time filters limit the records to the period you care about, but they do not necessarily change the award’s lifetime totals shown in a summary. For a fiscal-year spending question, use transactions or period-specific spending fields and retain the fiscal-year selection in your notes.

Contract filters that change the result
Contract-focused questions often require more than a recipient and date. The following filters have different purposes and should not be treated as interchangeable.

| Award type | The contract instrument or category | Limit results to contracts instead of assistance or other award types |
| Award amount | Records within a specified amount range | Find awards above a threshold or build a size distribution |
| NAICS | The industry classification associated with the contract | Study spending in construction, information technology, health care, or another industry |
| PSC | The product or service purchased | Separate a service category from an industry classification |
| Type of contract pricing | The pricing arrangement recorded for the contract | Analyze fixed-price, cost-reimbursement, or other pricing categories where reported |
| Type of set-aside | The socioeconomic or other set-aside designation | Identify awards reserved for a particular eligible business category |
| Extent competed | How the procurement was competed | Compare competed, limited-competition, and noncompetitive records |
NAICS and PSC answer different questions. NAICS describes an industry classification; PSC describes what the government bought. Use both when you need to distinguish the supplier’s business sector from the purchased product or service.
Prime awards, transactions, and subawards: choose deliberately
Prime award summaries
Use a prime award summary for a high-level description: recipient, awarding agency, award dates, contract characteristics, and cumulative amounts. It is the right level for a list of contracts held by a recipient or a review of an award’s overall status.
Prime transactions
Use transactions to see the sequence of recorded actions. Modifications, incremental funding, deobligations, and other changes can appear as separate rows. Transaction amounts may be positive or negative, so calculate a net change only after checking the field definition and the sign. A transaction’s action obligation is not the same thing as the award’s cumulative obligated amount.
Subawards
Subaward records describe money reported by a prime recipient to a downstream entity. They are not substitutes for prime contract records. If your question is who received the federal award directly, select prime awards or prime transactions. If your question is where a prime recipient passed funds, select subawards and interpret the reporting relationship accordingly.
Download data for analysis
USAspending offers several retrieval approaches. Choose based on the size of the question, the record level required, and whether a person or a program will consume the data.

| Method | Best for | Characteristics | Trade-off |
|---|---|---|---|
| Advanced Search or Custom Award Data download | A narrowly filtered question | Generates an on-demand file from your selected criteria | Processing can take time, especially for broad selections |
| Prepared full-fiscal-year files | Broad transaction coverage for an entire fiscal year | Prebuilt archive files intended for large-scale analysis | Less convenient when you need a small custom slice |
| API retrieval | Repeatable, programmatic work | Structured responses for computer parsing, including award detail and contract-download endpoints | Requires coding, request handling, and your own data validation |
| On-screen website view | Human-readable inspection of a few records | Interactive browsing and filtering | Not ideal for reproducible bulk analysis |
On-demand custom downloads
For a focused question, apply the filters in Advanced Search and request a Custom Award Data file. The file is generated from the criteria you selected, so retain the search settings, date range, and record view with the download. If processing is pending, wait for the file rather than assuming the displayed search results are the complete extract.
Full-fiscal-year archives
Prepared fiscal-year files are useful when you need broad transaction coverage rather than a small filtered set. They can support repeatable year-over-year work, but you still need to filter for award type, agency, recipient, or contract classification after downloading. Make sure the fiscal year in the archive matches the period in your question.
API access
The API is designed for structured data that software can parse. Its endpoint index includes an operation for details about a specific award and an operation that returns a zipped file containing contract data. Consult the current API tutorial and endpoint documentation for request parameters, response formats, and any access requirements. Treat API responses as data inputs: preserve the raw response, record the request parameters, and validate totals before publishing an analysis.
How to read contract spending amounts
Field names matter more than the position of a number on the screen. For contract spending, USAspending identifies federal_action_obligation and total_obligated_amount as spending amount fields, but they describe different levels of activity.
Federal action obligation
federal_action_obligation is associated with the individual action recorded in a transaction. It answers a question such as, “What obligation was recorded by this action?” A modification that adds funding can have a positive action obligation; a deobligation can reduce the total.
Total obligated amount
total_obligated_amount represents the award’s cumulative obligated amount at the award level. It answers a different question: “How much has been obligated on the award as represented by this record?” Do not label an action obligation as the contract’s total, and do not add an award-level cumulative amount to transaction amounts.

Practical comparison rule
- Use transaction fields to analyze individual actions or changes during a selected period.
- Use award-summary fields to describe the cumulative award context.
- When comparing the two, state the record level and field name alongside the dollar figure.
- Check for negative actions and corrections before calculating a net total.
Obligations and outlays are not the same
An obligation is a legal commitment recorded by the government. An outlay is a payment or expenditure reported against that commitment. A contract can have obligations recorded before the corresponding cash outlays occur, so the two measures should not be substituted for one another.

Coverage also changes over time. USAspending states that all agencies were required to submit award outlay data monthly beginning in fiscal year 2022. Earlier outlay data may be incomplete because reporting was optional before the applicable start dates. If you analyze pre-fiscal-year-2022 outlays, describe the coverage limitation and avoid presenting missing or partial reporting as evidence that no payments occurred.
For an obligation question, use the obligation field and transaction level that match the question. For an actual-payment question, use outlay data, identify the reporting period, and include the fiscal-year caveat where earlier coverage may be incomplete.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Contracts versus financial assistance
The site’s data model distinguishes contract spending from financial assistance. Both can include recipient information, but the subject matter and classification systems differ.
| Characteristic | Contract records | Financial assistance records |
|---|---|---|
| Purpose | Government purchase of products or services | Provision of assistance such as grants or loans |
| Classification examples | NAICS and Product and Service Codes | Assistance Listings information |
| Common mistake | Counting each transaction as a separate contract | Applying contract classification filters to assistance records |
| Shared information | Recipient and other award-identifying information | |
If a search returns a mixture of contracts and assistance, reset the award-type filter before interpreting totals. A recipient’s total federal funding can combine both categories, but a contract-spending analysis should exclude assistance unless the question explicitly covers both.

- Define the unit of analysis. Decide whether the final output will count awards, sum transaction actions, or describe cumulative award obligations.
- Choose prime records. Select prime awards for the portfolio and prime transactions for the action history. Do not mix subawards into the same total.
- Filter the scope. Set the awarding agency, fiscal-year period, contract award type, and the relevant NAICS or PSC code.
- Add procurement characteristics if needed. Apply pricing type, set-aside, and extent-competed filters only when those dimensions answer the question.
- Inspect a small sample. Open several records and confirm recipient identity, award IDs, dates, and the displayed amount fields.
- Download the data. Use an on-demand extract for the filtered set, a prepared fiscal-year file for broad coverage, or the API for a repeatable pipeline.
- Separate calculations. Keep transaction action obligations, award-level cumulative obligations, and outlays in separate columns and analyses.
- Document coverage. Record the retrieval date, fiscal-year range, filters, record level, and the outlay reporting caveat if payments are part of the result.
Common mistakes and how to correct them
Calling every transaction a contract
Symptom: A transaction download appears to contain thousands of “contracts.” Correction: Treat each row as an action within a prime award. Count unique award IDs for an award count, and use transaction rows for action-level analysis.
Comparing unlike amounts
Symptom: An action amount is compared with a contract’s cumulative total as though both cover the same period. Correction: Label the record level and field name, then compare transaction actions with other transactions or award summaries with other summaries.
Adding cumulative totals
Symptom: Summing total_obligated_amount across repeated transaction-linked records produces an inflated result. Correction: Use the transaction action obligation for a sum of actions, or deduplicate and use one appropriate award-summary record for an award-level total.
Treating outlays as obligations
Symptom: A report describes an obligation figure as money already paid. Correction: Use outlay fields for payments and state the reporting period and coverage. Use obligation fields for legal commitments.
Ignoring reporting completeness
Symptom: Earlier years show fewer outlays and are interpreted as lower payment activity. Correction: Note that monthly outlay reporting became mandatory for all agencies beginning in fiscal year 2022; earlier data may be incomplete.
Using the wrong award category
Symptom: Grants or other assistance appear in a contract result. Correction: Filter the award type to contracts and verify that the record contains contract classifications such as NAICS or PSC.
Choosing a file that is too broad
Symptom: A full archive is difficult to process for a question about one recipient. Correction: Use Advanced Search or a Custom Award Data download for a narrow extract. Reserve prepared full-fiscal-year files for broad coverage.

Pick the symptom - the matching free tool is one click away.
Quality checks before you use a result
- Confirm the selected award type is contract, not assistance.
- Confirm whether the rows are prime awards, prime transactions, or subawards.
- Check that the recipient is the intended legal entity.
- Verify the awarding agency and date range.
- Record the NAICS and PSC filters separately; they are different classifications.
- Keep
federal_action_obligation,total_obligated_amount, and outlay fields in distinct columns. - Look for negative actions, corrections, and duplicate award-level values before summing.
- Preserve the download criteria or API request so another analyst can reproduce the result.
- Qualify earlier outlay comparisons because reporting was not universally mandatory before fiscal year 2022.
Which access method should you choose?
Use the website when a person needs to inspect a handful of records or refine a search interactively. Use a filtered on-demand download when the question has clear criteria and the result should be reviewed in a spreadsheet or statistical package. Use a prepared full-fiscal-year file when you need wide transaction coverage. Use the API when the same query will run repeatedly, when software must combine the data with other systems, or when you need a specific award-detail response.
The method does not change the meaning of the records. Whether the data arrive through the interface, a download, or an API response, identify the award level, field definition, period, and coverage before calculating or reporting a number.
Quick Recap
