How to Find and Remove Flock Safety Cameras on Your Property

By TheFinanceBase Team 10 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you spot a suspected Flock Safety camera near your home, do not climb a pole, cut a cable, move the unit, or take it down immediately. First document its location from a lawful vantage point, establish whether the mounting site is your parcel, an easement, shared property, or a public right-of-way, and identify the landowner or agency that authorized it. Then request identification, a siting review, deactivation, or removal through that responsible party. Flock says it leases its cameras and coordinates physical removal with its customer agency; its customer terms also prohibit customers from removing or tampering with Flock hardware. Whether you personally may remove equipment depends on your state law, property rights, contracts, and the facts at that site.

This guide explains a safe process for the United States. It is general information, not a determination that any particular installation is lawful or unlawful.

What you can—and cannot—tell from the camera itself

Flock describes its automated license plate reader (ALPR) cameras as systems that search for vehicle characteristics and license-plate information. Flock says its cameras do not use facial recognition. Those statements describe the product category, not the configuration or ownership of the unit you saw. A similar-looking camera could belong to a different company, a private business, a homeowners association, or a government department.

Mounting direction is not proof of what data a device collects, and a camera pointed toward your driveway is not proof that it is physically on your land. Treat the device as “suspected Flock equipment” until the local customer, site owner, or Flock confirms it. Flock’s privacy and civil-liberties descriptions are available at Flock Safety’s Trust Center.

Step 1: Record the facts without trespassing

Create a dated record before contacting anyone. You are trying to preserve evidence about location and condition, not investigate neighbors or access restricted systems.

  1. Stand where you are allowed to be. Use your property, a public sidewalk, or another place where you have permission. Do not enter a neighbor’s parcel, climb a utility pole, open a locked cabinet, or cross a fence to get a closer view.
  2. Photograph the surroundings. Take wide images showing the pole, curb, driveway, fence, road, and nearby signs, plus closer images that can be captured safely. Do not touch or reposition the device.
  3. Write down the exact position. Note the street address or nearest intersection, which side of the road it is on, the pole or structure holding it, and the date and time. A simple sketch or phone map pin can help.
  4. Look for identifying information. Record visible labels, serial numbers, agency logos, pole-ownership markings, permit notices, and contact numbers. Do not assume an unlabeled unit is a Flock camera.
  5. Preserve the original files. Keep unedited photographs and a copy of your notes. If you later submit images, retain the originals and the date you sent them.

This documentation is practical preparation; Flock does not publish a universal visual checklist that conclusively identifies every camera installation.

Step 2: Determine where the hardware is installed

The first legal and practical question is not who dislikes the camera. It is who controls the place where the hardware is mounted. A boundary map, deed, survey, easement, or public-right-of-way map may be more useful than the camera’s viewing angle.

Possible location Likely first contact What to ask
Your owned parcel You, your property manager, or your attorney; also the installer or customer agency Who placed it, what consent or easement authorizes it, and what process applies to review or removal
Neighbor’s private parcel That landowner or manager Whether the owner authorized the equipment and which agency or vendor controls it
Homeowners association or neighborhood common area HOA or neighborhood association manager or board Board approval, governing-document restrictions, maintenance responsibility, and the agency using the camera
Business or apartment property Owner, landlord, property manager, or security manager Ownership, tenant notices, permits, and the person authorized to request changes
Public right-of-way or city-owned street furniture Transportation or public-works department, city or county, and the local law-enforcement customer Right-of-way permission, installation approval, deployment policy, and a review or removal channel
Easement or utility corridor Record owner, easement holder, utility, and the customer agency Which document grants access and who may authorize equipment there

Flock’s FAQ says most neighborhood installations are on private or semi-private land and separately notes that a city-owned street installation requires transportation-department permission. That general description does not establish the status of your particular pole or parcel. Check the site-specific records instead. See Flock’s FAQ.

Step 3: Identify the responsible customer or owner

For a public deployment, contact the local law-enforcement agency, city, county, or other public body that may have purchased the service. For a private deployment, start with the landowner, HOA, business, or property manager. Ask for the public-records, records-management, transportation, or risk-management office if a front desk cannot answer.

Flock’s media FAQ says it does not provide individual deployment specifics and identifies the customer agency as the best source for local deployment information. Use that local agency for questions about the camera’s location, purpose, retention policy, access rules, and approval. The FAQ is at Flock’s Press Center.

For product-support questions, Flock lists [email protected] and 866-901-1781 on its FAQ. Support can help identify a product concern, but the local customer or landowner is generally the party that can authorize a site change.

Questions to put in writing

  • Is this device part of a Flock deployment, or does another owner control it?
  • Who owns the camera, pole, power connection, and communications equipment?
  • Who authorized installation at this exact location, and on what parcel or right-of-way?
  • Are there permits, easements, HOA approvals, or written landowner consents?
  • Which agency is the customer and which office handles siting or privacy complaints?
  • What are the purpose, retention period, access rules, and audit or oversight procedures?
  • How can I request inspection, repositioning, deactivation, or physical removal?

Ask for the answer and the name of the responsible office by email or letter. A written record reduces confusion when several entities share responsibility.

Step 4: Make a specific review or removal request

A request is more effective when it identifies a verifiable site and a defined remedy. Explain whether you are asking for information, a boundary review, temporary deactivation, relocation, or permanent removal. Attach only photographs taken lawfully and avoid including unrelated personal information.

Suggested message

You can adapt this wording:

Subject: Request to identify and review camera at [location]

Please confirm whether the camera at [specific location] is part of your deployment. I observed it on [date and time] from [lawful vantage point]. Please identify the property or right-of-way where the mounting point sits, the entity that authorized installation, and the office responsible for complaints. I request a written review of the siting and applicable permit, easement, consent, and retention policies. If the installation lacks required authority or is not needed at this location, please explain the process and timetable for authorized deactivation, relocation, or removal. Please preserve records relating to this request and identify the person handling it.

If you believe the device is on your parcel, include a survey or deed excerpt only if necessary and redact unrelated account numbers. Do not threaten staff, admit to touching the equipment, or assert that a crime occurred unless you have facts supporting that statement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How authorized deactivation and removal work

Flock’s stated offboarding process is controlled by the customer agreement. Flock says it leases its cameras and manages installation, maintenance, and removal. Its press materials state that ending an agreement disables platform access, that cameras can be remotely deactivated earlier when the agency requests it, and that Flock works with the agency to schedule physical removal. Read the company’s description at the Flock Safety Press Center.

That means “remove” can involve separate actions:

  • Access shutdown: the customer’s account or platform access is disabled.
  • Remote deactivation: the camera stops operating when the customer requests that action.
  • Physical removal: an authorized crew takes the hardware down and addresses power, mounting, and communications connections.

Ask which action is being taken, the expected date, and who will verify completion. A camera that is no longer transmitting may still physically remain on a pole, so request confirmation of both status and hardware removal if that is your goal.

Why self-help removal is risky

Flock’s current online Terms and Conditions state: “Customer is not permitted to remove, reposition, re-install, tamper with, alter, adjust, or otherwise take possession or control of Flock Hardware.” This is a contractual restriction written for Flock customers. It is not, by itself, a statute that automatically governs every passerby or every property dispute. Read the terms at Flock’s Terms and Conditions.

Even where you own the land, taking equipment without clarifying ownership can create allegations of trespass to chattels, property damage, theft, interference with a contract, or unauthorized access to a power or communications system. Cutting power can also create safety hazards and affect equipment unrelated to the camera. Do not disable, move, dismantle, or retain the hardware until the responsible owner and applicable law are clear.

What the Maine statute does—and does not—allow

Maine illustrates why location matters. Title 33, section 2001, addresses unattended outdoor equipment that records images or data on another person’s private property without written landowner consent or a warrant. Under the statute’s conditions, a landowner or the landowner’s representative may remove or disable equipment placed on the landowner’s private property in violation of that section. The codified text cited here is current through October 1, 2025; read the complete statute at the Maine Legislature’s PDF.

The Maine provision is not a nationwide rule and does not automatically apply to a camera on a public right-of-way, an HOA parcel, a neighbor’s land, or property where written consent or a warrant exists. Its definitions, exceptions, and proof requirements matter. If you are in Maine and believe the statutory conditions are met, preserve photographs and property records and obtain advice from a Maine attorney or the relevant law-enforcement authority before touching the device.

If the owner or agency refuses your request

A refusal does not establish that the camera is lawful, and a disagreement does not authorize you to remove it. Escalate in an orderly way:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Request the decision in writing. Ask the agency to identify the approving authority, property status, permit or easement, purpose, retention policy, and appeal or complaint process.
  2. Use the correct public channel. Depending on the deployment, that may be a public-records request, city transportation office, county procurement office, police civilian-oversight body, privacy officer, or HOA dispute process. Follow the jurisdiction’s form, fee, and response rules.
  3. Notify the actual landowner. If the agency is not the owner of the mounting site, send the documented request to the parcel owner or manager as well.
  4. Get local legal advice for boundary or consent disputes. A real-estate, land-use, privacy, or civil-litigation attorney can evaluate trespass, easement, nuisance, constitutional, and state-specific issues that a general internet answer cannot resolve.
  5. Call emergency services only for an immediate hazard. A loose pole, exposed wire, blocked roadway, or other physical danger is different from a disagreement about surveillance. Report a genuine safety hazard to the appropriate emergency or public-works channel without handling the equipment.

Privacy questions worth asking

Removal is not the only possible remedy. A deployment may be authorized yet still raise questions about notice, retention, access, sharing, or oversight. Ask the customer agency:

  • What vehicle or plate data are collected at this location?
  • How long are records retained, and when are they automatically deleted?
  • Which employees or agencies may search the data?
  • Under what policy or legal process may data be shared outside the customer agency?
  • Is there an audit log, complaint process, or independent oversight body?
  • Can the agency explain why this location was selected and whether a less intrusive site was considered?

Flock’s product and privacy statements can explain the company’s stated system features, but the local customer’s policy controls how a particular deployment is operated. Request the customer’s written policy rather than relying on a generic product description.

A practical decision tree

What you know Next action Do not do
You only suspect the device is a Flock camera Photograph it lawfully and ask the site owner or local agency to identify it Claim a confirmed Flock deployment based only on appearance
The camera is on public land Contact transportation/public works and the customer agency about permission and siting Remove it from a sidewalk, roadway, or public pole
The camera is on HOA or business property Ask the association or property manager for authorization and its review process Enter restricted property or interfere with shared infrastructure
The mounting point appears to be your parcel Verify the boundary, preserve evidence, and seek written clarification or local legal advice Assume ownership of the hardware follows ownership of the soil
The owner agrees it should come down Obtain a written removal plan and let the owner, agency, or Flock coordinate the crew Take possession of the equipment yourself
The owner denies the request Use records, oversight, property, or legal channels appropriate to your jurisdiction Cut power, block the camera, or damage the mount

Bottom line

Find the camera’s exact site and responsible customer before seeking removal. Document it from a lawful location, verify the parcel or right-of-way, ask the landowner or agency for written deployment details, and request authorized deactivation or physical removal. Flock’s own materials describe a customer-controlled process for deactivation and removal, while its terms restrict customer tampering. Only a jurisdiction-specific rule—such as Maine’s narrowly worded private-property statute—can change the analysis, so obtain local advice before touching equipment that may not belong to you.
