A small remaining mortgage does not automatically mean you can borrow a large amount for improvements. Usable equity starts with your home’s current value minus the mortgage balance, then lenders apply their own loan-to-value, credit, income, debt and property rules. Before choosing a product, price the work, estimate the home’s value, and compare keeping your existing first mortgage with adding a second lien, borrowing without home collateral, using a Title I improvement loan, or refinancing into renovation financing.
For a defined project, a home-equity loan may provide a fixed lump sum; a HELOC can fund work in stages but usually has a variable rate and a higher-payment phase after the draw period. If equity is limited, investigate FHA Title I and public repair assistance. FHA 203(k) and Fannie Mae HomeStyle Renovation can combine a refinance with eligible work, but replacing a favorable first mortgage may cost more than preserving it.

For example, a home worth $350,000 with a $35,000 mortgage balance has an estimated $315,000 in equity before considering any other liens. That figure is not a promise that a lender will advance $315,000. A lender may limit the combined loan-to-value ratio, require an appraisal, review your credit and income, count existing debts, and assess whether the property and proposed work meet its rules.
Value can also change between your estimate and the lender’s appraisal. A lender may reduce or stop further HELOC access if property values fall or your financial circumstances change. Treat online estimates as a planning aid, not an approval.
A second mortgage leaves the original first mortgage in place but adds another payment secured by the home. A refinance replaces the existing first mortgage with a new one; the new balance, interest rate, term and closing costs can affect every month of repayment. The right comparison is therefore not “Which product advertises the lowest rate?” but “Which financing structure pays for this project at an acceptable total cost without creating a payment or collateral risk I cannot carry?”

HUD’s homeowner guidance puts the equity issue plainly: “If the equity in your home is limited, the answer may be an FHA Title I Property Improvement Loan.” That is an option to investigate, not a guarantee of approval or a universal best choice.
Begin with the project, not the loan advertisement
- Define the work. Separate urgent repairs, code or safety items, maintenance and optional upgrades. Obtain written contractor scopes and bids where contractors will do the work. HUD advises understanding the total job cost and repayment requirements before committing.
- Estimate the amount and timing. Note the deposit, progress payments and final payment dates. A project completed in phases may fit a reusable line better than a single lump sum; a known contract price may fit a lump-sum loan.
- Estimate current value and existing debt. Include the first-mortgage payoff and any other liens. Ask prospective lenders how they calculate combined loan-to-value and whether an appraisal is required.
- Check affordability at the actual payment. Request the payment during any introductory or draw period and the payment after repayment begins. Include taxes, insurance, existing mortgage payments and realistic project costs in your budget.
- Protect a favorable first-mortgage rate. Get quotes for a second lien and for any refinance option before assuming that the large amount of equity makes refinancing worthwhile.
Do not borrow the maximum simply because a lender offers it. A written project budget, a clear draw schedule and a payment you can maintain after the work is complete are more useful than a headline borrowing limit.
Compare the available financing routes
| Option | How money is provided | When it can fit | Main issues to check |
|---|---|---|---|
| Home-equity loan | One lump sum secured by home equity; terms vary and the rate is often fixed. | A defined project with a reasonably known budget. | Upfront fees, total repayment, payment size and the possibility of foreclosure after missed payments. |
| HELOC | Reusable credit secured by home equity during a draw period; rates are usually variable. | Staged, uncertain or multi-phase work. | Variable payments, fees, minimum draws or balances, a frozen line, and a potentially much higher payment after the draw period. |
| Personal loan or personal line of credit | Credit based primarily on borrower qualifications rather than home collateral. | Smaller projects or a homeowner who will not pledge the home. | Current offers, APR, fees, term, payment and whether the amount is enough for the work. |
| FHA Title I property-improvement loan | HUD-insured financing supplied through participating lenders for eligible improvements. | Possible alternative when available equity is limited. | Current lender participation, project rules, rate, fees, amount, term and repayment requirements. |
| FHA 203(k) | A mortgage for a purchase or refinance that combines the mortgage with rehabilitation funds; renovation money is escrowed and released as work is completed. | A homeowner willing to refinance whose project fits FHA requirements. | Standard versus Limited rules, contractor and property requirements, administration, closing costs and current program guidance. |
| Fannie Mae HomeStyle Renovation | A conventional purchase or limited cash-out refinance that finances eligible, permanently affixed improvements. | A borrower and property that satisfy conventional underwriting and renovation rules. | Lender availability, appraisal and transaction calculations, eligible work and the 15-month completion requirement. |
| State or local assistance | Public or community grants and loans, subject to local program rules. | Eligible owners in a funded location or qualifying group. | Location, income or audience eligibility, application windows, inspections and limited funding. |
Compare every written offer on APR and total dollars repaid, upfront and annual fees, fixed or variable pricing, payment changes, collateral, funding speed, contractor restrictions and the effect on your existing mortgage. No single option is automatically cheapest or safest.

Keeping the first mortgage: home-equity loans and HELOCs
Home-equity loan: one advance for a defined scope
A home-equity loan generally delivers a lump sum. That can make the payment predictable when the project price is known, and a fixed rate is common, although the specific terms vary by lender. Because the loan is secured by the home, failure to repay can lead to foreclosure. A second-lien payment comes in addition to your existing first-mortgage payment.
Ask for the amount financed, interest rate, APR, term, origination or appraisal charges, any prepayment conditions and the total of scheduled payments. If the contractor’s price is uncertain, borrowing the entire estimate up front can leave you paying interest on unused money; if the estimate is too low, a second application may be costly or unavailable.
HELOC: flexible draws with variable-rate exposure
A HELOC establishes a credit limit against home equity. During the draw period you can generally take money as needed, repay it and draw again, subject to the agreement. Lenders may charge annual, transaction or other fees and may impose minimum draws or minimum balances.
Most HELOCs have variable rates, so the payment can rise even when you have not borrowed more. When the draw period ends, new borrowing stops and repayment begins. The required payment can be substantially higher because you are repaying principal rather than merely making a smaller interest payment; in some arrangements, the full balance may become due. Ask the lender to illustrate payments at several plausible rates and at the start of repayment.
A lender can reduce or freeze access when property values decline or your financial situation changes. You may therefore need another source of cash if a project runs over budget. CFPB warns: “If you fall behind or can’t repay the loan on schedule, you could lose your home.”

How a second lien affects a later refinance
If you later want to refinance your first mortgage, the HELOC lender may need to approve the new loan’s priority. It can refuse, leaving you to pay off the HELOC or abandon the refinance. Ask about this before opening a line, especially if you expect to move or refinance soon.

Unsecured borrowing when protecting the home matters most
A personal loan or personal line of credit is based on your borrower qualifications rather than a lien on the home. That can be worth comparing for a smaller repair, for work that does not satisfy a renovation program, or when foreclosure risk is unacceptable. The trade-off is that the lender may charge a different rate or offer a smaller amount than a secured product.
Get current quotes from several legitimate lenders and compare APR, origination fees, late charges, term, monthly payment and total repayment. Do not assume an unsecured loan is cheaper because it has no mortgage lien, or that a secured loan is cheaper because the balance is backed by substantial equity. The only reliable comparison is the written offer for your situation.
FHA Title I when equity is limited
HUD describes an FHA Title I Property Improvement Loan as a possible route when home equity is limited. HUD homeowner material says the loan can pay for materials and labor for contractor work, and materials only for a do-it-yourself job. It also advises borrowers to understand the loan terms, repayment requirements and total project cost before signing.
Title I financing is provided through lenders; participation, underwriting and available terms can change. HUD’s general program information says the borrower and any co-maker or co-signer should be solvent, an acceptable credit risk and reasonably able to make the payments. Confirm the current requirements with a HUD-approved Title I lender rather than relying on an old amount, rate or eligibility statement.
Ask the lender:
- Is this property and this type of work eligible?
- What amount and term are available, and how are contractor payments handled?
- What are the rate, APR, fees and total repayment?
- Is collateral required, and what happens after a missed payment?
- What inspections, permits, receipts or completion documents are required?
Refinance-based renovation mortgages
FHA 203(k)
FHA 203(k) insurance can cover a purchase or refinance plus rehabilitation. Part of the mortgage pays the seller or the existing mortgage, while the renovation funds are placed in an escrow account and released as work is completed. HUD distinguishes Standard 203(k) for major rehabilitation from Limited 203(k) for less extensive repairs.
This structure can help when a project is too large or too integrated for a separate second lien, but it replaces the existing first mortgage. Compare the new rate and term with the rate you would lose, mortgage insurance and closing costs, appraisal and inspection requirements, contractor administration, and the timing of escrow releases.

The controlling guidance and lender underwriting determine what is available for your transaction.

Fannie Mae HomeStyle Renovation
HomeStyle Renovation is a conventional mortgage option for a purchase or a limited cash-out refinance. Fannie Mae’s product matrix requires eligible renovation work to be permanently affixed and states that the work must be completed within 15 months. Lender approval and special eligibility requirements apply.
A lender fact sheet describes financing of up to 75% of the as-completed appraised value, subject to transaction-specific calculations. That is not an unconditional entitlement: the appraisal, loan-to-value calculation, borrower underwriting, property type and project rules still control. Ask for the exact amount the lender will permit and how overruns or incomplete work are handled.
When refinancing can be sensible
Refinancing deserves a close look only after you calculate the new loan’s total cost and the value of preserving your current mortgage. It may fit when the project is substantial, the existing mortgage rate is not especially favorable, the new payment is affordable and the program’s project rules are workable. A second lien or unsecured loan may be preferable when your existing first-mortgage rate is attractive and the project can be financed without replacing it.

A practical decision sequence
- Calculate the need. Document the project scope, bids, permits and payment schedule.
- Estimate equity and affordability. Use the value-minus-debt formula, then ask lenders how they will verify value and calculate the combined loan-to-value ratio.
- Protect the current mortgage. If its rate and remaining term are favorable, obtain second-lien and unsecured quotes before considering a refinance.
- Match the cash flow to the project. Choose a lump sum for a known cost, a HELOC for staged draws only if you can handle variable rates and the repayment-phase payment, or an unsecured product when home collateral is unacceptable.
- Investigate Title I if equity is insufficient. Confirm a participating lender, current eligibility, project rules, fees and repayment terms.
- Model a refinance. For 203(k) or HomeStyle, compare the replacement mortgage with the first mortgage you would surrender, including closing costs, insurance, appraisal and administration.
- Check assistance. Search official state, local, tribal, veteran and rural resources before signing a loan.
- Compare written offers. Put APR, total dollars repaid, payment schedule, fees, collateral, funding timing and project restrictions in one worksheet.
- Verify the contractor and contract. Confirm licensing and permits where required, define milestones, and avoid paying the entire project price before documented completion.
Documents and questions to prepare
Lenders and assistance agencies may ask for identification, income and employment records, tax or benefit documentation, existing mortgage and lien information, property insurance, an appraisal, contractor bids, plans, permits and proof of ownership or occupancy. A complete package can reduce delays, but requirements differ.
Before accepting an offer, ask:
- What is the exact amount available, and when can funds be accessed?
- Is the rate fixed, variable or subject to a future adjustment? What is the payment at each stage?
- What fees are charged at application, closing, annually, per draw or at payoff?
- What happens if the appraisal is lower than expected or the project costs more?
- Can the lender freeze access, require a minimum draw or demand a balloon payoff?
- Does the loan create a lien, and how would it affect a future sale or refinance?
- Which contractors, permits, inspections and materials are eligible?
- What are the consequences of late payment or incomplete work?
Common mistakes and how to avoid them
Confusing equity with borrowing capacity
Correct the mistake by treating equity as an estimate and requesting the lender’s actual combined-loan-to-value and underwriting requirements.
Comparing rates without total cost
A lower advertised rate can be offset by origination charges, annual fees, closing costs, mortgage insurance or a longer term. Compare APR and total scheduled dollars, not rate alone.
Ignoring the end of a HELOC draw period
Obtain a written payment illustration for the repayment phase and for higher-rate scenarios before drawing. Keep a reserve for cost overruns rather than assuming the line will remain available.
Replacing a favorable first mortgage automatically
Calculate the cost of losing the current rate and restarting a longer term. A second lien may preserve the first mortgage, although it adds another secured payment.
Assuming a program’s old limit still applies
Renovation programs change. Verify current FHA 203(k) limits and HomeStyle requirements with the controlling handbook and participating lender.
Waiting for assistance without a backup
Confirm funding and deadlines with the agency. If a repair is urgent, plan a safe interim solution rather than taking on a loan based on an unapproved application.
