GSTR-1 and GSTR-3B are separate forms: GSTR-1 reports outward supplies, while GSTR-3B is a separate return used to report the period’s summary and tax liability. The exact tiles, due date and filing options shown after you select your financial year and tax period are the live reference for your registration.
The sequence below covers the standard online workflow. It does not replace professional advice for unusual transactions, special registrations, disputed liabilities or corrections involving earlier periods.

1. Confirm which GST return you need
Do not start by assuming that every GST-registered person files the same forms. The applicable return depends on your registration type, tax scheme, business activity and filing frequency. Use the GST Portal’s Services > Returns > Returns Dashboard, select the financial year and return period, and read the return tiles made available for your registration.
GSTR-1: the outward-supplies statement
GSTR-1 is the monthly or quarterly statement of outward supplies of goods and services. The GST Portal describes it as a statement furnished by applicable normal and casual registered taxpayers making outward supplies. It is not the same document as GSTR-3B.

- Taxpayers under the composition scheme.
- Non-resident foreign taxpayers.
- Online information and database access or retrieval service providers covered by the specified category.
- Input service distributors (ISDs).
- Tax deducted at source (TDS) deductors.
- E-commerce operators that collect tax at source (TCS).
These exclusions do not by themselves tell you every return obligation for those registrations. Open the dashboard for the period and, where the treatment is unclear, obtain advice from a qualified GST professional.
GSTR-3B: a separate return tile
GSTR-3B is a distinct return. It should not be described as the outward-supplies statement. The GST Portal displays it as a separate dashboard tile, with filing requirements that can differ from the GSTR-1 requirement.

The portal’s nil-return instructions apply only when, for the period, there are no outward supplies, no inward supplies of goods or services, and no tax liability. A business with purchases, sales or any tax payable should not select a nil option merely because its net tax appears low or because no payment is expected after set-off.

2. Check the filing frequency and the live due date
The standard dates stated in the GST Portal FAQ for GSTR-1 are a starting point, not a guaranteed deadline for every period. Monthly filers generally have the 11th of the succeeding month; quarterly filers generally have the 13th after the quarter ends. Government notifications can extend either date.
| GSTR-1 route | Period covered | General date in the GST Portal FAQ | What to verify |
|---|---|---|---|
| Monthly | One tax month | 11th of the succeeding month | Whether an extension or a registration-specific instruction changes the date shown on the dashboard |
| Quarterly | Three-month tax quarter | 13th after the quarter ends | Whether your registration is eligible for or has opted for quarterly filing and whether a notification changes the date |
After logging in, select the relevant financial year and tax period before relying on a date. The returns dashboard is the practical source for the deadline associated with the return tile you are about to file. Do not carry a date from one month, quarter, state, scheme or taxpayer category to another without checking the selected period.
3. Gather the records before entering GSTR-1
Prepare the records for the exact period first. A clean data file makes it easier to detect a wrong recipient GSTIN, duplicate invoice, incorrect place of supply or omitted amendment before the summary is generated.

- Invoice-level details for supplies made to registered recipients.
- Specified inter-state supplies to unregistered recipients, including the details required for the applicable value and place-of-supply reporting.
- Credit notes and debit notes, including amendments to documents already reported.
- Exports and deemed exports.
- State-level summaries for supplies to unregistered recipients where invoice-level reporting is not required.
- Advances received and the adjustments made against those advances.
- Amendments to previously submitted invoices or other reported records.
- Nil-rated, exempt and non-GST supplies.
- HSN or SAC summaries for the supplies covered by the return.
- Specified supplies made through e-commerce arrangements.
Checks to perform on the source records
- Match each registered customer’s GSTIN to the customer master and the invoice record.
- Separate taxable, nil-rated, exempt and non-GST supplies rather than combining them in a single total.
- Check whether an advance, credit note, debit note or amendment belongs to the selected tax period.
- Review export and deemed-export documentation before entering the corresponding values.
- Reconcile the HSN or SAC summary with the invoice-level data and the accounting records.
- Keep a copy of the source register used for upload or online entry so that the submitted summary can be traced back to the underlying documents.
4. Choose a preparation method for GSTR-1
The GST Portal documentation describes three preparation routes. The official material does not endorse a particular software vendor, so compare any third-party service on its current support, security, pricing and data-handling terms before using it.

| Route | How data is prepared | Best suited to | Important control |
|---|---|---|---|
| Online entry | Enter or edit records directly in the GST Portal tables | Returns with a manageable number of documents or targeted corrections | Save and review each table before generating the summary |
| Returns Offline Tool | Prepare data in the official utility, create the required upload file and upload it to the portal | Larger invoice sets that are easier to assemble in a spreadsheet-like workflow | Validate the file and resolve upload errors before accepting the generated summary |
| ASP application through a GSP | Prepare data in a third-party application connected through a GST Suvidha Provider | Businesses with an established accounting or return-preparation workflow | Confirm the provider’s current authorization, access controls and export or backup options |
Regardless of the route, the legal filing is completed through the GST Portal process with the authorized signatory. Uploading data or saving a draft is not the same as filing the return.
5. File GSTR-1 online: step-by-step
- Sign in and open the dashboard. Log in to the GST Portal, open Services > Returns > Returns Dashboard, choose the financial year and tax period, and select the GSTR-1 tile shown for your registration.
- Select the preparation mode. Choose online preparation, or use the portal’s upload workflow after preparing a file with the Returns Offline Tool or an ASP application through a GSP.
- Enter or upload the outward-supply records. Complete the tables relevant to your transactions: registered-recipient invoices, applicable inter-state unregistered supplies, notes, exports, deemed exports, advances, amendments, exempt or nil-rated supplies, HSN/SAC summaries and specified e-commerce supplies.
- Validate the data. Correct rejected rows, invalid GSTINs, duplicate documents, format errors and table mismatches. Do not treat a successful upload as proof that the commercial information is correct.
- Generate the summary. Use the portal command to generate the table-wise summary after the entries or upload are complete. Inspect values, document counts, taxable amounts and tax amounts against your source records.
- Review the filing status. The manual describes the status moving from Not filed to Ready to file when preparation is complete. If the status does not change, read the portal’s validation message and clear the stated error instead of proceeding on an unverified draft.
- Preview and confirm. Download or open the generated summary and check that all relevant tables are populated, amendments are attributed to the correct original documents, and the period is the one you intended to file.
- Select the authorized signatory. Choose the authorized signatory displayed for the registration and confirm that the person has the required signing method available.
- File with DSC or EVC. Complete the filing using a Digital Signature Certificate (DSC) or Electronic Verification Code (EVC), as applicable to the registration and signatory. A saved draft, preview or upload is not a filed return.
- Save the confirmation. After successful filing, retain the filed return or acknowledgement available from the portal. The GST Portal also states that an email and SMS notification is sent after filing; keep those notifications with your return records.
6. File the separate GSTR-3B return
After dealing with GSTR-1, open the separate GSTR-3B tile for the same financial year and tax period. The GST Portal FAQ states that GSTR-3B for a period cannot be filed unless GSTR-1 for that same period has been filed. The portal also describes restrictions where earlier returns remain unfiled, so an older-period blocker may need to be resolved before the current return can be submitted.
Nil GSTR-3B procedure
The published manual specifically covers a nil GSTR-3B. Use it only when there are no outward supplies, no inward supplies of goods or services and no tax liability for the period.
- Log in to the GST Portal.
- Go to Services > Returns > Returns Dashboard.
- Select the financial year and return period.
- Open the GSTR-3B tile and choose the online preparation option.
- Confirm the nil-return declaration only if the three nil conditions are all true.
- Preview the return and check the selected period and declaration.
- File using DSC or EVC, as applicable.
- Download the filed return and retain the filing confirmation.
The cited manual is a nil-return walkthrough, not a complete screen-by-screen guide to every non-nil GSTR-3B calculation. For a non-nil return, use the figures generated from your reconciled records and the current portal instructions, and obtain professional advice where tax treatment, reversals, place of supply or adjustments are uncertain.

7. Pay GST online with a challan
When your records show an amount that must be paid, create a GST challan and complete the payment through the authorized bank’s net-banking flow. The challan is a payment instruction; it does not substitute for filing the return.
- Open the payment or challan function. From the GST Portal, start a new GST challan for the registration and period for which the payment is intended.
- Choose the major head. Allocate the amount to the correct major head: IGST, CGST, SGST or cess. Use the head that matches the liability being paid.
- Choose the minor head. Select the relevant purpose, such as tax, interest, penalty, fees or another available category. A wrong minor head can make reconciliation and later correction more difficult, so check the nature of the amount before generating the challan.
- Select electronic payment. Choose the e-payment or net-banking option and select an authorized bank offered by the portal.
- Complete the bank transaction. Continue to the bank page, authenticate through the bank’s net-banking process and wait for the bank and portal confirmation. Do not close the payment window while the transaction is still processing.
- Verify the ledger credit. The GST Portal states that a successful net-banking payment is credited to the Electronic Cash Ledger, identified as GST PMT-05. Confirm the successful status and the credited amount before relying on the payment to discharge a liability.
What the challan does not decide
The portal workflow does not determine a personalized tax calculation from the information in this guide. The amount, applicable head, interest and any adjustment depend on your invoices, returns, credits, eligible set-offs and circumstances. Reconcile the amount to your return records before creating the challan, and ask a qualified adviser about an unusual payment or a correction to a previously selected head.
8. Reconcile the filing and payment evidence
Immediately after filing and payment, create a period file containing the documents that prove what was submitted and paid.

9. Common mistakes and practical fixes
Assuming GSTR-1 and GSTR-3B are interchangeable
They are not. GSTR-1 is the outward-supplies statement; GSTR-3B is a separate return tile. Open and complete the return required for the selected period instead of treating one filing as a substitute for the other.
Using the standard date without checking the period
The 11th and 13th dates are general GSTR-1 rules published in the FAQ, subject to government extensions. Check the date displayed after selecting your period and filing frequency.
Marking a return nil because no payment is expected
A nil GSTR-3B requires no outward supplies, no inward supplies and no tax liability. A return with transactions or liability is not nil merely because credits reduce the amount payable.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Submitting a draft without signing
Online entry, an offline upload, a generated summary and a preview are preparation stages. Filing is completed only after the authorized signatory uses DSC or EVC and the portal confirms submission.
Selecting the wrong challan head
Review both the major head and the minor head before generating the challan. They must correspond to the liability’s tax type and purpose, such as tax, interest, penalty or fees.
Ignoring an earlier-return blocker
The GST Portal describes sequencing and restrictions involving unfiled earlier returns. Read the dashboard message, identify the earlier period causing the restriction and resolve it through the portal or with professional assistance before attempting the current filing again.
