If your Indian income-tax refund has not reached your bank account, first check the return’s processing and refund status on the Income Tax e-Filing portal. If the return is processed but the refund remains unresolved, file a grievance with CPC-ITR in the Refund category. If the portal specifically shows refund failed, use Services > Refund Reissue instead. These are different remedies, so the status shown for your assessment year determines what to do next.
Start with the refund status, not a grievance
A grievance is useful when the tax department has not resolved a processing or refund issue. It is not the first step for every delayed payment. The portal may already show that the return is still processing, that a communication requires your response, or that the bank transfer failed and needs reissue.

Sign in to the Income Tax e-Filing portal and follow this path:
- Open e-File.
- Select Income Tax Returns.
- Choose View Filed Returns.
- Find the relevant assessment year.
- Select View Details.
Review the return lifecycle and the refund-status entry. Use the assessment year attached to the return, not merely the calendar year in which you filed it. The details page is the official starting point for deciding whether you need to wait, answer a communication, file a grievance, or request a reissue.

Understand the normal processing window
The Income Tax Department’s Refund Status User Manual states that refund processing starts only after the return has been e-verified. Its exact wording is: “Refund processing by the tax department starts only after the return is e-verified by the taxpayer.” If you have not completed e-verification, processing has not begun under that procedure.
The same manual gives four to five weeks as the usual time for a refund to be credited after processing. That is an operational estimate, not a statutory deadline or a guarantee that applies to every taxpayer. Bank validation, return discrepancies, departmental communications and other case-specific issues can extend the timeline.
Check for an intimation or discrepancy
If four to five weeks have passed without the credit, inspect the return details for an intimation about discrepancies. Also search the email address registered with the department for a notification. A message may explain why the claimed refund differs from the amount determined, why processing is pending, or what action is required.
Do not file a grievance simply because the expected amount differs from the amount claimed. First read the intimation and compare it with your filed return, tax-credit information and bank details. A grievance is appropriate when the processing or refund issue remains unresolved after you have checked the department’s communication.
Choose the correct remedy: grievance or refund reissue
| Portal status or problem | Correct route | What the route addresses |
|---|---|---|
| The return or refund is unresolved, delayed, or appears stuck after the usual processing period | CPC-ITR department, Refund category, through the grievance facility | A request for the Centralized Processing Centre to examine a processing or refund issue |
| The portal says the refund payment failed | Services > Refund Reissue | A new payment attempt after correcting or selecting a valid bank account |
| You received an intimation or discrepancy notice | Follow the action described in that communication | Resolution of the specific mismatch or adjustment identified by the department |
Do not use a grievance as a substitute for Refund Reissue when the system has already recorded a failed payment. Conversely, do not submit a reissue request when the return is still under processing; there is no failed payment to reissue at that stage.
How to file a CPC-ITR refund grievance after checking status
Use the post-login grievance facility when possible
The Income Tax Department’s Submit Grievances User Manual recommends the post-login route when it is available because your account and return context can be associated with the request.
- Sign in to the Income Tax e-Filing portal.
- Open the portal’s Grievance facility.
- Choose the department CPC-ITR.
- Select the category Refund.
- Choose the assessment year and return details requested by the form.
- Describe the problem clearly: state when you filed and e-verified the return, what the status page shows, the refund amount expected, and what communication or error you have already checked.
- Review the contact details and submit the grievance.
- Save the acknowledgement number displayed after submission.
Use factual, checkable information rather than a general statement such as “my refund is late.” A useful description identifies the assessment year, e-verification status, the date the usual four-to-five-week period elapsed, the exact status label, and any discrepancy or bank message shown on the portal. Do not include your full bank account number, password, one-time password or other unnecessary sensitive data in the narrative.

How to track a grievance
Tracking after you sign in
After logging in, open Grievances > View Grievance Status. Select or enter the acknowledgement details requested by the portal to see the current status and any response.
Tracking without logging in
The department’s grievance instructions also describe a pre-login tracking route. Use the grievance-status option, enter the acknowledgement number and the mobile number used when the grievance was submitted, and complete the verification requested by the portal. The mobile number must match the one recorded with the grievance.
A status update is not necessarily a refund-credit confirmation. Read the department’s response and then check the return details and bank account again. If the response says the payment failed, move to Refund Reissue; if it identifies a return discrepancy, follow that communication.

When the status page explicitly records a refund failure, use the separate reissue service:
- Sign in to the Income Tax e-Filing portal.
- Open Services.
- Select Refund Reissue.
- Choose the relevant return record.
- Select an eligible bank account for the new payment attempt.
- Complete the verification steps shown by the portal.
The Refund Reissue User Manual says that an unvalidated selected bank account can be pre-validated online. Complete that validation before submitting if the portal requires it. Select the account you actually want credited and check its details carefully; choosing an incorrect or unusable account can lead to another failed attempt.
Bank checks before submitting a reissue
The department’s refund manual lists several possible causes of a scheduled refund failing to credit. Treat these as checks, not as a diagnosis of your individual case:
- The bank account has not been pre-validated on the e-Filing portal.
- The account holder’s name does not match the PAN details.
- The IFSC is invalid.
- The account is closed.
- The PAN is inoperative because the required Aadhaar linkage is missing.
Correct the relevant bank or PAN issue first, then return to Services > Refund Reissue. A grievance can explain an unresolved failure, but it does not replace the account-selection and verification steps required for a new payment attempt.

Can you file a grievance without e-verifying the grievance?
Yes. The department’s grievance FAQ says grievance filing does not require e-verification. It also says both registered and unregistered users can file grievances.
Rank #3
Registered users
A registered user can sign in and use the post-login grievance facility. The portal can then associate the request with the taxpayer’s account and return information.
Unregistered users
An unregistered user can use the portal’s grievance option without first creating a full e-Filing account. The department’s manual describes OTP verification of the contact details supplied during submission. Use a mobile number and email address that you can access while filing, because the acknowledgement and subsequent verification depend on those details.
This rule concerns the grievance itself. It does not remove the separate requirement that the income-tax return must be e-verified before refund processing begins.

What to write in the grievance description
A concise chronology helps the CPC-ITR team identify the case:
- Assessment year and return acknowledgement details.
- Date on which the return was filed.
- Date and method of e-verification, if completed.
- Refund amount claimed and, if shown, refund amount determined.
- Current wording of the return lifecycle or refund status.
- Date you checked the status and whether the usual four-to-five-week period had passed.
- Whether you received an intimation or email notification, and what it said.
- Any failed-payment message or bank-account validation issue.
- The outcome you are requesting, such as an explanation of the pending processing or instructions for correcting a failed payment.
Keep the description limited to the assessment year in question. If you have several years with separate problems, submit or manage each case according to the portal’s available records so that the department can match the issue correctly.
Common situations and the next action
The return is not e-verified
Refund processing has not started under the department’s stated procedure. Complete the available e-verification process for the return, then allow the status to update before treating the case as a delayed refund.
The return is e-verified but still processing
Check for a discrepancy intimation and email notification. If the usual four-to-five-week credit estimate has passed and no explanation resolves the delay, file a CPC-ITR grievance in the Refund category.

The refund amount was adjusted
Read the intimation before raising a complaint. The amount determined by the department may differ from the amount claimed because of an adjustment or mismatch. Your grievance should identify the specific adjustment you believe remains unresolved rather than simply repeating the original claim.

The portal says refund failed
Do not wait for a general delay grievance to fix a failed transfer. Check account validation, name and PAN matching, IFSC, account status and PAN operability, then submit Refund Reissue.
The portal or OTP does not work
Confirm that you are using the mobile number recorded for the grievance or account, retry after checking the portal’s required fields, and retain any error wording. If the difficulty is a portal access problem rather than a tax interpretation issue, use the department’s current help-desk details after verifying them on its live Contact Us page.
When to contact the e-Filing help desk
The Income Tax Department’s Contact Us page lists e-Filing and CPC help-desk numbers 1800 103 0025 and 1800 419 0025, with service hours shown as Monday through Friday, 08:00–20:00. Telephone numbers and hours can change, so confirm the current details on the live Contact Us page before calling.

Practical checklist before you submit
- Correct assessment year selected.
- Return filing and e-verification status checked.
- View Filed Returns > View Details reviewed.
- Department intimation and registered email checked.
- Status classified as unresolved processing/refund or failed payment.
- CPC-ITR > Refund selected for a grievance, or Services > Refund Reissue selected for a failed payment.
- Bank account validation, name/PAN match, IFSC, account closure and PAN operability checked where relevant.
- Acknowledgement number saved immediately after filing.
- Mobile number used for submission retained for pre-login tracking.
What a grievance can and cannot do
A CPC-ITR Refund grievance gives the department a traceable request to examine an unresolved processing or refund issue. It creates an acknowledgement and a status channel; it does not itself approve a refund, override an adjustment, or guarantee a payment date.
Refund Reissue is narrower: it is for a payment the system has already marked as failed and requires a valid, verified bank-account selection. Choosing the remedy from the status shown for your return prevents a reissue request from being filed too early or a grievance from being used where a failed transfer needs correction.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use the status and response together
Keep the original status page and every later response in the same record. A return can move from processing to a determined refund, and a scheduled payment can then be recorded as failed. The correct action can therefore change over time. Recheck View Filed Returns > View Details after completing an action instead of relying on an earlier screenshot.

An explanation of a discrepancy calls for the steps in the intimation. A failed-payment confirmation calls for bank checks and Refund Reissue. Only a payment confirmation, followed by the appropriate bank-account check, addresses whether the money has actually arrived.

How to avoid preventable delays
Use one assessment year per grievance description, copy the status wording accurately, and submit from a connection and device where you can receive the OTP. Before choosing a bank account for reissue, verify the account holder name against the PAN record, the current IFSC and whether the account remains open. A pre-validation step is not optional when the portal requires it.
Do not send passwords, OTPs or complete account credentials to a person claiming to “speed up” the refund. The official process provides a portal status, an acknowledgement number and a defined reissue service; no commercial service can guarantee that the department will accelerate or approve a payment.
Escalation sequence at a glance

Frequently Asked Questions
How long should an Indian income-tax refund normally take?
The Income Tax Department’s refund manual gives four to five weeks as the usual time for credit after processing. It is an estimate, not a statutory deadline or guarantee. Processing starts only after the return is e-verified.
Which department and category should I choose for a delayed refund?
Choose the CPC-ITR department and the Refund category in the grievance facility. Check the return status and communications first.
Should I file a grievance if the portal says refund failed?
Use Services > Refund Reissue for a payment explicitly marked failed. Check bank validation, name and PAN matching, IFSC, account status and PAN operability before submitting.
Can an unregistered user submit a grievance?
Yes. The department says registered and unregistered users can file grievances, and grievance filing does not require e-verification. The unregistered route uses OTP verification of submitted contact details.
How do I track my grievance without signing in?
Use the portal’s pre-login grievance-status option, enter the acknowledgement number and the mobile number used when submitting the grievance, and complete the requested verification.
What information belongs in the grievance description?
Include the assessment year, return and e-verification dates, current status wording, refund claimed or determined, communications checked, any failure message, and the specific explanation or action you are requesting. Do not include passwords or OTPs.
Why can a scheduled refund fail to reach my account?
The department lists possible causes including an unvalidated account, name mismatch with PAN, invalid IFSC, a closed account, or an inoperative PAN caused by missing Aadhaar linkage. These are checks, not a diagnosis of every case.
What if the portal or OTP is not working?
Check the required fields and use the mobile number recorded for the grievance. Retain the exact error and verify the current e-Filing and CPC help-desk numbers and hours on the Department’s live Contact Us page.
The Bottom Line
Check e-File > Income Tax Returns > View Filed Returns > View Details first. Confirm e-verification, read any intimation and allow for the Department’s usual four-to-five-week estimate. Use CPC-ITR > Refund for an unresolved processing issue; use Services > Refund Reissue only when the portal records a failed payment. Save the acknowledgement number, track the case, and verify bank and PAN details before any reissue.
