Evaluate infrastructure over the service life of the asset, not the first year of revenue or construction cost. Define the service the investment must deliver, compare new construction with rehabilitation and demand-management options, model every lifecycle cost through decommissioning, value social and environmental effects, test climate and operational shocks, and then verify results against actual performance. A project can have a modest financial return yet create strong public value—or show an attractive early return while imposing unaffordable maintenance, resilience and fiscal liabilities later.
What a long-term infrastructure evaluation must answer
A sound appraisal answers five linked questions:
- Need: What capacity, reliability, safety, access or equity outcome is required, and by when?
- Options: Is a new asset the best response, or would maintenance, rehabilitation, upgrades, demand management, shared use or deferral meet the need more efficiently?
- Lifecycle value: What will the asset cost to finance, operate, maintain, renew, adapt and retire?
- Risk: How could climate hazards, cyber incidents, supply interruptions, construction delays or demand changes affect costs and service?
- Accountability: Who owns the assumptions, budgets for future work, monitors outcomes and acts when performance diverges from the appraisal?
OECD lifecycle guidance treats infrastructure management as a continuum from planning and construction through operation, maintenance and end-of-life. It emphasizes asset condition, performance, long-term costs and climate resilience rather than a one-time capital decision. The same principle applies to a public agency, utility, pension investor or private infrastructure fund: the relevant return is the value of dependable service over the asset’s life after all costs and risks are recognized.

1. Define the service need before choosing a project
Write measurable service outcomes
Start with the service, not a preferred engineering solution. Specify the required capacity, hours of availability, response time, safety level, quality standard, geographic coverage and acceptable outage frequency. Include who must receive the service and whether affordability or access targets apply to particular communities. A transport project, for example, may be intended to reduce travel time, improve reliability, connect underserved areas or keep freight moving during disruption; those are different outcomes that can lead to different designs.

Build a genuine alternatives case
At minimum, compare:
- New construction at the proposed scale and at credible smaller scales.
- Rehabilitation or replacement of existing assets.
- Targeted upgrades, maintenance catch-up or technology changes.
- Demand management, pricing, conservation or operational changes that reduce required capacity.
- Shared use, network integration or purchasing service from another provider.
- Deferring the investment while maintaining the existing asset.
- A “do-nothing” or minimum-intervention case, with its deterioration and failure consequences made explicit.
OECD guidance on ex-ante appraisal calls for clear goals, assessment of social, environmental and economic impacts, examination of alternatives and efficient use of existing capital stocks. An alternative is not a straw man: each option needs a realistic service specification, schedule, cost profile and risk treatment.

Set the appraisal boundary
Define the physical and economic system affected by the decision. A single bridge, pipeline or data facility may change flows across an entire network. Include upstream and downstream assets, complementary investments, displaced services and users who bear costs without receiving direct revenue. State the base year, geographic scope, analysis horizon and whether the comparison is incremental against the existing system or against a no-investment baseline.
2. Model the full lifecycle cost
Whole-life cost is more than the construction budget. OECD recommendations call for measuring and disclosing total cost over the asset’s entire life and testing affordability against present and future budget constraints. Build a time-phased model so that each cost appears in the year it is expected, with assumptions that can be changed and audited.
| Cost category | What to include | Questions to document |
|---|---|---|
| Development and land | Planning, surveys, permitting, land acquisition, relocation and enabling works | Which costs occur before approval, and are escalation or compensation obligations included? |
| Construction and commissioning | Works, equipment, design, supervision, testing, commissioning and owner’s costs | What quantities, prices, contingencies and schedule assumptions support the estimate? |
| Financing and fiscal costs | Interest during construction, debt service, guarantees, availability payments and fees | Which costs are borne by users, taxpayers, customers or investors? |
| Operations | Staff, energy, materials, insurance, administration, software and regulatory compliance | How will energy prices, labor needs and utilization change over time? |
| Routine maintenance | Inspection, preventive work, cleaning, vegetation control, patching and minor repairs | What maintenance standard is required to preserve the promised service? |
| Major renewals | Component replacement, resurfacing, refurbishment, overhaul and technology refreshes | What is each component’s expected life, lead time and replacement cost? |
| Adaptation and resilience | Flood protection, heat upgrades, redundancy, backup power, cyber controls and redesign | Will adaptation be cheaper during construction or through later retrofits? |
| Decommissioning and remediation | Closure, demolition, waste handling, site restoration and contractual termination | Who is legally responsible, and when does the liability arise? |
| Residual value | Remaining service value, salvage, land value or transfer value at the horizon | Is the residual value supported by a defensible condition and market assumption? |
Separate price effects from real resource use
Choose a price basis—real prices in a stated base year or nominal prices including inflation—and keep it consistent with the discount rate. Show taxes, subsidies, transfers and financing flows separately. A transfer between government entities may affect a budget but not represent a net social resource cost; a tax can still matter for affordability and cash flow. Do not hide these choices inside a single “total cost” number.

Map annual operating and renewal obligations against projected revenues, user charges, grants, debt limits and competing commitments. 3. Value benefits beyond direct revenue
Revenue is only one benefit stream. Depending on the project and the evidence available, quantify or describe:

Use monetization only where methods and evidence are credible. Where a benefit cannot be responsibly priced, report a quantitative service indicator or a qualitative assessment with confidence limits instead of assigning an arbitrary dollar value.
Capture network and system effects
OECD guidance states that infrastructure cost-benefit analysis should cover the full system because links between segments and actors create knock-on effects. A resilient substation, interchange or data link may protect services elsewhere; conversely, a weak adjacent component can erase the value of a new asset. Map dependencies such as electricity, telecommunications, transport, water, fuel, staffing and digital control systems. Include benefits or costs that arise outside the project sponsor’s accounting boundary.

4. Choose and disclose the discounting approach
Discounting converts costs and benefits in different years into present values. For a project lasting 30 years, the rate and timing assumptions can materially change the ranking. The U.S. Government Accountability Office notes that “higher discount rates tend to favor short-term projects and lower rates favor long-term projects.” That is a reason to disclose the rate and test alternatives, not to select a low rate simply to produce a favorable result.
Disclose the complete convention
Every appraisal should state:
- The discount rate or rates, whether nominal or real, and the authority or rationale behind them.
- The start date for discounting and the treatment of construction-period costs.
- The analysis horizon and whether benefits continue beyond it.
- The price base and inflation treatment.
- How taxes, subsidies, transfers, financing costs and risk premiums are handled.
- The residual value method and whether decommissioning is included.
For a public economic appraisal, a social discount rate may differ from the financing rate used for a private investor’s cash-flow model. Present both where the decision has public and commercial dimensions, and explain why they answer different questions.
Run sensitivity and switching tests
Recalculate net present value and the benefit-cost ratio using alternative discount rates, construction dates, demand paths, operating costs, renewal dates and residual values. Add a switching analysis: identify the value of a key assumption at which the preferred option changes from acceptable to unacceptable. Show results in a table or chart rather than relying on a single point estimate. For uncertain long-lived benefits, report the effect of receiving them five or ten years later than planned.

5. Stress-test resilience, climate and interdependencies
Resilience is the ability to maintain or rapidly restore service when conditions depart from the design case. Assess hazards relevant to the location and asset—such as flood, drought, wildfire, heat, storms, seismic events, sea-level rise, cyberattack, pandemic restrictions or supply disruption—along with cascading failures and interdependencies.

Construct a range of plausible hazard and demand scenarios, including high-impact, low-probability events. For each, estimate the probability or frequency where defensible, the duration of service loss, direct damage, emergency response, lost revenue, wider economic effects and recovery time. The OECD/ITF guidance states that standard cost-benefit analysis was not designed with resilience in mind and recommends embedding high-impact, low-probability events in appraisal.
Compare resilience measures on avoided loss
For each design or adaptation measure, compare its extra capital and maintenance cost with avoided damage, avoided downtime, preserved safety and faster recovery. Consider passive measures—elevation, drainage, physical separation and redundancy—as well as operational measures such as spare parts, backup power, manual controls, mutual-aid agreements and cyber recovery. Record the trigger for future adaptation, who monitors it and how much lead time is required. A measure that is cheap to add during construction may be prohibitively expensive after the asset is in service.
Account for residual and correlated risk
Do not treat hazards as independent when a single event can affect several assets or suppliers at once. Test regional power loss, simultaneous flooding of multiple facilities, common software vulnerabilities and shortages of specialized labor or materials. Include the possibility that repair crews, insurance coverage or replacement components are unavailable precisely when they are most needed.
6. Examine fiscal, delivery and governance risk
Assign risks to the party able to manage them
List construction cost, schedule, demand, operating performance, refinancing, regulatory, force-majeure and residual-value risks. For each, state the probability range, financial consequence, mitigation, contract allocation and ultimate bearer. A risk transferred on paper may return to the public balance sheet through a guarantee, renegotiation or emergency support; model that contingent liability.

Challenge optimistic estimates
Use independent cost and demand reviews for major projects. Compare the estimate with reference classes or completed projects where suitable, and document how optimism bias, scope growth, land delays, permitting and utility relocation are treated. Separate base estimates from contingency and show what contingency covers. Do not count an uncommitted grant, a future tariff increase or an unapproved land-use change as certain funding.
Review the delivery model
Assess procurement route, contract incentives, interface risk, construction staging, labor and material availability, and the owner’s ability to supervise performance. A design that is technically efficient may be difficult to operate with existing staff or incompatible with neighboring systems. Include interoperability standards, data ownership, cybersecurity responsibilities and handover requirements in the appraisal.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Compare viable projects with a common decision framework
Once each option has passed basic feasibility and legal checks, compare them on a consistent set of measures. A project with the highest benefit-cost ratio is not automatically the best choice if it creates unaffordable annual commitments, severe downside risk or inequitable access.
| Comparison axis | What to examine |
|---|---|
| Economic value | Whole-life net present value, benefit-cost ratio and the assumptions driving each result |
| Service performance | Capacity, reliability, outage frequency, quality, safety and ability to meet future demand |
| Operating burden | Staffing, energy, routine maintenance, major renewals and technical complexity |
| Resilience | Hazard exposure, recovery time, redundancy, adaptation options and correlated failures |
| Uncertainty | Downside exposure, scenario spread, switching values and quality of underlying evidence |
| Affordability | Annual cash requirements, debt service, tariff impact, subsidies and contingent liabilities |
| Distribution and environment | Who benefits or bears harm, emissions, land, biodiversity, health and access effects |
| Delivery and risk allocation | Schedule, procurement, interfaces, contractability and capacity of the sponsor |
| Network fit | Interoperability, dependencies, bottlenecks and spillovers across the wider system |
| Evidence quality | Data age, measurement method, independent review and confidence in forecasts |
Use a weighted multi-criteria score only after publishing the weights and showing the unweighted results. A score can make trade-offs visible, but it should not conceal a project’s negative net present value, an unfinanced renewal obligation or a legally required safety improvement.

Published results can illustrate the potential value of long-term infrastructure, but they are not universal forecasts. In a 2019 World Bank analysis of 3,000 scenarios for strengthening infrastructure assets, the benefit-cost ratio exceeded 1 in 96% of scenarios, exceeded 2 in 77% and exceeded 4 in half. The same analysis found net present value above $2 trillion in 75% of scenarios and $4.2 trillion in half. Those are scenario results for the assets and assumptions studied, not expected returns for every project or investor.

An OECD 2021 example from a German transport plan allocated EUR 141.6 billion of EUR 269.6 billion to structural maintenance, compared with EUR 98.3 billion for upgrading and new construction. The figures demonstrate how a national plan can prioritize preserving existing assets; they do not establish a universal maintenance-to-construction ratio.
When citing a benchmark, identify its country, date, asset class, scenario design and whether it measures economic benefits, fiscal cash flow or investor return. Never transfer a public-sector benefit-cost ratio directly into a private investment forecast without adjusting the boundary, risks and revenue rights.
9. Establish lifecycle governance after approval
Appraisal is not finished when funding is authorized. OECD recommendations describe sound infrastructure governance over the life cycle as a factor in long-term cost-effectiveness, accountability, transparency and integrity. Put that principle into operating rules:
- Assign ownership: Name accountable owners for the asset register, cost model, condition data, risk register, maintenance plan and service targets.
- Set measurable baselines: Record condition, capacity, reliability, outage duration, safety incidents, operating cost and user outcomes before opening.
- Ring-fence lifecycle funding: Link preventive maintenance and renewal budgets to the asset’s deterioration and component lives, not only to annual political cycles.
- Publish assumptions: Keep the appraisal, sensitivity cases, contracts, performance reports and changes to forecasts accessible to decision-makers and affected stakeholders.
- Monitor leading indicators: Track inspection findings, backlog, energy use, near misses, demand, climate thresholds and supplier health before failures occur.
- Trigger adaptation: Define the observation or hazard level that activates a retrofit, operating change, capacity expansion or emergency plan.
- Perform ex-post evaluation: Compare actual cost, schedule, service, distributional outcomes and resilience with the original case, explain variances and feed the lessons into the next appraisal.
Operational and maintenance costs should be assessed from the earliest investment stage. The OECD Recommendation on Effective Public Investment Across Levels of Government states: “Long-term operational and maintenance costs should be clearly assessed from the early stages of the investment decision.” Treat that as a governance requirement, not a late-stage spreadsheet exercise.
Practical questions to ask before committing capital
- What specific service failure or capacity gap does this investment solve, and what evidence measures it?
- Why is new construction better than maintenance, rehabilitation, demand management or shared use?
- Which component will require the first major renewal, and is that cost funded?
- What happens to users and the wider network if demand is lower, higher or delayed?
- Which climate, cyber or operational event causes the largest unplanned loss, and how quickly can service recover?
- Who pays for overruns, outages, refinancing and decommissioning if the base case fails?
- Which discount rate, horizon, price basis and residual-value assumptions change the decision?
- What evidence is independently reviewed, and what remains uncertain?
- Which performance metric will cause the owner to change course after approval?
Bottom line
The durable investment is the option that delivers the required service at an acceptable whole-life cost and risk—not necessarily the one with the fastest payback or largest headline return. A defensible decision makes alternatives visible, funds maintenance and renewal, values system-wide and distributional effects, tests severe but plausible disruptions, discloses discounting and uncertainty, and keeps the appraisal alive through monitoring and ex-post review.
