Compare holdings and allocation categories at matching reporting dates, read the manager’s explanation and any material-change disclosure, then assess performance, turnover, expenses and concentration together. A new security or a different position weight does not, by itself, prove that the fund has changed strategy or that the move will last.
This is an educational framework, not a recommendation to buy, sell or hold a particular fund. Because no fund, share class or comparison dates are specified here, the method below shows how to perform the review without assuming which securities changed.

Start by identifying exactly what you are comparing
Before interpreting a portfolio change, confirm that every document refers to the same legal fund and share class. Record the fund’s full name, ticker, share-class designation and the account in which you own or are considering it. A single fund can issue several classes with different expense structures and performance results.
Match the report type and period end
Determine whether each document is an annual or semiannual shareholder report and write down its reporting-period end date. Compare an annual report with the preceding annual report, or a semiannual report with the preceding semiannual report, unless you have a specific reason to use another interval. A portfolio snapshot dated June 30 should not be treated as directly comparable with one dated December 31 without recognizing the six-month difference.

Annual and semiannual reports are dated snapshots, not continuous records of every trade. A position that appears in one report and not the next may have been bought and sold between reporting dates. Use the fund’s official document library and SEC EDGAR filings to verify the fund, class and period before drawing conclusions.
Keep the denominator visible
Allocation percentages can be calculated using net assets, total investments or total exposure. Those bases are not interchangeable. A derivatives position, cash balance or borrowing can make “percentage of net assets” look different from “percentage of total investments.” Copy the denominator stated in the report beside every percentage you record.
Write down the fund’s mandate before judging any trade
Read the current prospectus and the shareholder report before looking for a favorable or unfavorable story in the holdings. Capture the objective, principal strategies, principal risks, eligible asset types, geographic scope and any concentration or allocation limits. Your first question is not “Did the manager buy the right stock?” It is “Does the resulting portfolio still fit the mandate investors were promised?”

Infrastructure has no universal portfolio definition
Funds use the word infrastructure differently. One fund may emphasize regulated electric and water utilities; another may focus on transport assets, communications networks or energy pipelines. In its 2025 report, Cohen & Steers Infrastructure Fund describes an 80% policy and includes utilities, pipelines, toll roads, airports, railroads, ports, telecommunications and other infrastructure companies in its definition. That policy belongs to that fund; it is not a universal industry definition.
Translate the prospectus into a short checklist. Note whether the fund must invest a stated percentage in infrastructure-related companies, whether it can hold cash or non-infrastructure securities, whether foreign issuers are permitted, and whether it may use preferred shares, bonds, real-estate securities, derivatives or other instruments. A holding can be permissible even when it does not resemble a physical bridge, road or power plant, provided it fits the disclosed policy.
Distinguish a policy threshold from a portfolio target
A policy such as “at least 80%” sets a boundary, not a promise that the fund will hold exactly 80% every day. Read the definitions and exceptions in the prospectus. The report may calculate the threshold using a particular asset or exposure measure, and temporary defensive positions may be allowed. Do not label a fund noncompliant merely because a snapshot is below a number until you understand the stated measurement rules.
Build a like-for-like portfolio comparison
Create a two-column worksheet for the latest and prior comparable reporting dates. Add a third column for the change in percentage points, not just the relative percentage change. For example, an allocation moving from 10% to 15% is a five-percentage-point increase and a 50% relative increase; those describe different things.

| Comparison axis | What to record at each date | Question to answer |
|---|---|---|
| Sector or industry | Utilities, transport, energy infrastructure, communications and other categories exactly as reported | Which economic exposures increased or decreased? |
| Geography | Country or region weights and the report’s classification method | Did currency, political or regulatory exposure shift? |
| Security type | Common stock, preferred stock, bonds, real-estate securities, cash and derivatives where disclosed | Did the portfolio’s risk or income characteristics change? |
| Largest positions | Top holdings, their weights and the number of positions listed | Is the fund more concentrated or more diversified? |
| Number of holdings | Total securities or holdings count using the report’s definition | Did diversification change, and is the count comparable? |
| Exposure basis | Net assets, total investments or total exposure | Are the percentages measured on the same basis? |
Preserve the report’s category labels rather than forcing every fund into a standard sector taxonomy. If one report groups communications and utilities differently from the next, explain the classification change instead of treating it as an economic trade.
Measure concentration, not only the number of holdings
A fund can add holdings while becoming more concentrated if its largest positions grow faster than the rest. Record the weight of the top five or ten positions when available, the largest single position and the share of assets in each major category. Then inspect whether one country, regulated utility, pipeline operator, airport or communications segment dominates the result.
Concentration can increase expected sensitivity to one regulator, interest-rate environment, commodity price, construction cycle or weather pattern. It is not automatically wrong; it is a risk that must be consistent with your tolerance and the fund’s stated approach.
Separate an ordinary position change from a mandate change
Portfolio managers can alter individual weights while remaining within the same objective and principal strategies. A mandate change is a separate question that requires reading the prospectus and the report’s material-change section.

Annual reports must briefly describe material changes, if any, to the fund’s name, objective, fees, principal strategies, principal risks or adviser. Semiannual reports may also include those disclosures. Read this section independently from the holdings table because a strategy or adviser change may be important even when the top positions look familiar.
Also note operational or performance-relevant changes such as a new benchmark, a change in portfolio management arrangements, altered use of derivatives or a revised description of eligible securities. A new holding alone is not evidence that any of these occurred; the fund’s disclosure must establish the change.
Use a three-part classification
- Routine implementation: The fund’s objective, policies, risks and adviser are unchanged, and the new weights fit the existing mandate. Examples include trimming an appreciated position, replacing one issuer with another in the same category or rebalancing after market movements.
- Potentially meaningful tilt: Sector, geography, security type or concentration shifts materially, but the disclosures still describe the same broad strategy. Treat this as a change in risk exposure that warrants monitoring, not automatically as a new strategy.
- Stated mandate change: The fund discloses a change to its name, objective, fees, principal strategies, principal risks or adviser. Reassess whether the fund still belongs in your portfolio before relying on historical comparisons.
Read the manager’s explanation alongside results
The management discussion should explain which holdings, sectors or market conditions affected results during the reporting period. Read that narrative next to the holdings comparison. If a transport allocation rose and the discussion attributes performance to passenger volumes, infrastructure spending or interest rates, you can test whether the stated explanation is consistent with the reported exposures.

Use multiple performance periods
Record the share class’s returns over the periods shown in the report—typically one, five and ten years when available—and compare them with an appropriate broad-market index. A narrower infrastructure or sector index can add context when the fund is clearly sector-focused, but it should not replace a broad benchmark for understanding opportunity cost.
Make sure the benchmark, return dates and fee treatment are comparable. A pre-expense index return is not directly equivalent to an investor’s after-expense share-class return. Also check whether the fund’s geographic scope differs from the benchmark’s.
The SEC Office of Investor Education and Advocacy stated in its January 19, 2024 investor bulletin: “Just because a fund had one good year does not mean that positive investment returns will continue.” Past performance is not a good predictor of future performance. A strong year can coincide with a temporary rate, commodity or regulatory tailwind rather than a durable improvement in the portfolio.
Check attribution for consistency
Ask four questions of the manager’s discussion:
- Were the biggest contributors and detractors among the fund’s largest positions?
- Did sector and country allocation help or hurt relative to the stated benchmark?
- Does the explanation identify risks that remain present in the new portfolio?
- Did the manager describe a temporary market event or a lasting change in business fundamentals?
If the report does not provide enough attribution to answer these questions, record the limitation rather than inferring skill from the total return.
Interpret turnover as a cost and tax clue
Turnover measures how frequently a fund buys and sells investments. A high rate can indicate higher transaction costs and may produce more taxable distributions in a taxable account. It is not a score for manager quality and has no universal “good” level.
The SEC-filed 2025 report for Cohen & Steers Infrastructure Fund, Inc. lists a 21% portfolio turnover rate for the year ended December 31, 2025. That is a dated statistic for that specific fund and year, not an industry average, recommendation or comparison threshold. The report defines the rate using the lesser of purchases or sales divided by average monthly securities owned, excluding securities with maturities of one year or less at acquisition.
Put turnover in context
Compare the rate with the fund’s own prior years when the same definition is used. Then ask whether the change in turnover aligns with the portfolio story: a manager making a large strategic repositioning may trade more than one running a stable, concentrated approach. Transaction costs are not fully captured by the expense ratio, so a low stated expense figure does not eliminate the economic effect of frequent trading.

In a taxable account, review realized gains and distributions in the shareholder report and tax documents. Turnover can contribute to distributions, but the tax result also depends on which securities were sold, their holding periods and the investor’s tax situation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Review expenses, share classes and implementation risks
Separate reported expenses from current prospectus estimates
The shareholder-report expense table reflects actual expenses over the report period. The prospectus expense section provides current estimates and may reflect fee waivers or reimbursements that can change. Use the report to understand what investors actually paid during that period and the current prospectus to understand the ongoing stated schedule.
Shareholder-report expense tables do not include sales charges or commissions paid to intermediaries. Check the fee schedule for your specific share class and account platform, including any transaction fee, load or distribution-related charge that applies to you.
Account for leverage and derivatives
Read the notes and risk disclosures for borrowing, preferred securities, futures, options, swaps or other derivatives. These instruments can alter economic exposure beyond the visible value of common-stock holdings and can magnify losses, financing costs or counterparty risk. Compare the report’s stated results with the exposures it says were used during the period; do not assume that a simple holdings list captures all risks.
Verify the adviser and service providers
Confirm whether the investment adviser, sub-adviser, portfolio managers or other key service providers changed. An adviser change can affect process, fees, risk controls and continuity even if the portfolio has not yet turned over substantially.
A repeatable review procedure
- Collect the documents. Download the current prospectus, latest annual report, latest semiannual report, prior comparable report, holdings schedules and any material-change notice from the fund’s official site or SEC EDGAR.
- Confirm identity. Match the legal fund name, ticker, share class and reporting-period end date to your account or research target.
- Summarize the mandate. Write the objective, policy thresholds, eligible assets, geographic scope, concentration rules, principal risks and permitted defensive or derivative positions.
- Enter the portfolio data. Record sector, geography, security type, largest positions, number of holdings and the stated denominator for both dates.
- Calculate changes. Express allocation movements in percentage points and flag additions, exits and large weight changes. Note whether the report’s classification method changed.
- Assess concentration. Compare the largest positions and major category weights. Identify any new dependence on one issuer, country, regulator, commodity or interest-rate environment.
- Read disclosures for mandate changes. Check the material-change section, prospectus amendments, adviser information, fees, strategies and risks.
- Read performance commentary. Link the manager’s explanation to the actual contributors, detractors, sectors and market conditions shown for the period.
- Review performance context. Compare multiple periods with a suitable broad index and, where useful, a relevant sector index. Keep the share class and fee treatment consistent.
- Check turnover and taxes. Record the turnover rate, its definition and the account’s taxable or tax-advantaged status. Look for realized gains and distributions.
- Check implementation costs and exposures. Review current share-class expenses, sales charges, commissions, leverage, derivatives and financing terms.
- Write a qualified conclusion. State whether the changes appear consistent with the mandate, what risks increased or decreased, what remains uncertain and which disclosures you will monitor next period.
Common interpretation mistakes
Treating one new holding as a strategy change
One purchase may replace another issuer, express a short-term view or reflect a corporate action. Require evidence from the objective, policy or material-change disclosure before calling it a mandate change.
Recommended Free Tools
Comparing mismatched dates or classes
A December annual report for one share class cannot be cleanly compared with a June semiannual report for another. Mismatches can create apparent changes that are really timing or fee differences.

Ignoring the measurement basis
Percentages based on net assets, total investments and total exposure can produce different conclusions. Record the denominator every time.
Using turnover as a manager score
Turnover describes trading activity. It does not reveal whether trades added value, and a lower rate is not automatically better.
Projecting one year indefinitely
Infrastructure-sensitive assets can respond to interest rates, regulation, commodity prices, traffic, utility demand and construction cycles. A single favorable or unfavorable year cannot establish a durable trend.
Assuming the report contains every risk
Holdings tables may omit derivatives detail, financing arrangements or operational exposures that appear in notes and prospectus risk factors. Read the complete disclosures before making a risk judgment.
How to reach a defensible conclusion
End your review with four separate findings rather than one buy-or-sell label:
- Mandate fit: The observed portfolio does or does not appear consistent with the disclosed objective and policies, subject to the report’s definitions and measurement basis.
- Exposure change: Sector, geographic, security-type and concentration risks increased, decreased or remained broadly stable.
- Implementation impact: Turnover, expenses, taxes, leverage and derivatives create identified cost or risk consequences for your share class and account.
- Evidence quality: The conclusion is supported by matching dated reports, or specific information is unavailable and requires monitoring in the next filing.
Use current fund documents because holdings, policies, fees and performance are time-sensitive. The SEC disclosure framework described above applies to U.S.-registered mutual funds and ETFs; investors in other jurisdictions should consult the applicable regulator and the fund’s local documents.
