How to Evaluate an Automotive Software Engineering Partner

By TheFinanceBase Team 10 min read

The defensible way to choose an automotive software engineering partner is to evaluate the exact vehicle-program responsibilities you will outsource, enforce safety and cybersecurity gates, inspect objective work-product evidence, run the same representative technical exercise for every finalist, and document a weighted award decision. A certificate or attractive bid is only useful when its scope matches your ECU, software, markets, lifecycle obligations, and risk.

This method also protects the vehicle manufacturer’s accountability. UNECE Regulation No. 155 requires the manufacturer to identify and manage supplier-related cybersecurity risks, while UNECE Regulation No. 156 treats software-update management as a separate compliance concern. Your contract can allocate work, but it cannot transfer those regulatory responsibilities.

As an Amazon Associate I earn from qualifying purchases.

Start with the vehicle-program scope, not the supplier shortlist

Comparing suppliers before defining the work produces misleadingly broad claims such as “we are ISO 26262 compliant” or “we have Automotive SPICE capability.” Write a one-page acquisition brief that makes the proposed engagement concrete enough to test.

Name the product and boundaries

  • Vehicle line, platform, model years, target markets and approval regions.
  • ECU, domain controller or vehicle service involved, including its interfaces and dependencies.
  • Software layers in scope: bootloader, operating system, middleware, application, calibration, diagnostics, cloud connection and update client where applicable.
  • Customer-owned components, partner-developed components and maintained off-the-shelf components. The VDA acquisition model treats these as different use cases, with different evidence and responsibility boundaries.
  • Toolchain, repositories, build infrastructure, coding standards, continuous-integration environment and test benches.

State the safety and cybersecurity assumptions

Record the item’s safety classification and expected Automotive Safety Integrity Level (ASIL), known safety mechanisms, freedom-from-interference assumptions and required verification independence. Separately record the cybersecurity assumptions: trust boundaries, connectivity, protected assets, expected threat model, key-management responsibilities and dependencies on the manufacturer’s cybersecurity-management system (CSMS).

Define lifecycle ownership

Specify whether the partner owns requirements engineering, architecture, implementation, integration, verification, validation, release evidence, production support, field monitoring or software updates. Include the work products you expect to receive, such as requirements, architecture descriptions, traceability, test results, safety analyses, threat analyses, release notes and defect records. Distinguish engineering services from components the partner supplies and from responsibilities retained by the manufacturer.

Make compliance gates pass/fail before scoring commercial offers

Use must-pass gates to prevent a low price or polished presentation from compensating for a missing capability. A gate should be tied to the proposed scope and supported by evidence, not a logo or generic statement.

Functional-safety gate

Require relevant ISO 26262 experience for the same type of item and responsibility. Ask for the roles the candidate performed, the ASIL levels involved, the safety activities it owned and the evidence it produced. Confirm experience with hazard analysis and risk assessment, safety-requirement allocation, safety mechanisms, freedom from interference, verification independence and contributions to a safety case.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cybersecurity-lifecycle gate

Require demonstrated competence with ISO/SAE 21434:2021. The standard, published in August 2021, defines cybersecurity engineering requirements across the road-vehicle E/E lifecycle: development, production, operation, maintenance and decommissioning. The candidate should be able to show how it performs threat analysis and risk assessment (TARA), derives cybersecurity goals, creates a security concept, validates controls and manages vulnerabilities after release.

Process-assessment gate

Request the scope and rating evidence from a recent Automotive SPICE assessment. The assessment must cover the system and software processes relevant to the proposed work. Automotive SPICE for Cybersecurity version 2.0 guidance from the VDA Quality Management Center (2024) supplements Automotive SPICE 4.0; a cybersecurity assessment presupposes an Automotive SPICE assessment covering at least the recommended system and software scope.

Do not accept a maturity badge without the assessment scope, process ratings, assessor identity, date and corrective-action plan. An Automotive SPICE rating describes the assessed processes, not product security or technical excellence outside that scope.

Security and information-control gate

Check secure-development practice, vulnerability handling, data residency, intellectual-property protection, access control, open-source governance and subcontractor controls. Require a named accountable engineering leader and a credible plan for production and update support.

Resilience gate

Confirm that the proposed team can remain available through integration, production issue response and updates. Require named key personnel, backup coverage, succession arrangements, location information and disclosure of material subcontracting. A supplier that cannot explain who will respond to a field vulnerability is not ready for a safety- or security-relevant program.

Issue one common RFQ and make every assumption visible

Send every candidate the same scope, interface descriptions, constraints, milestones, required work products, acceptance criteria and commercial template. Automotive SPICE for Cybersecurity ACQ.2 calls for defined supplier criteria, candidate evaluation, an RFQ and agreed commitments with corrective-action plans. A common RFQ is what makes responses comparable.

Require a responsibility matrix

Ask candidates to identify the manufacturer, partner and downstream-supplier owner for every activity and hand-off. Include requirements baselining, architecture decisions, TARA, safety analysis, coding, code review, integration, verification, release approval, vulnerability triage, incident escalation, update packaging and field feedback. Any blank or “to be agreed later” item should become a negotiation issue before award.

Separate price from total commercial risk

Request transparent assumptions: staffing, location, working hours, tool and laboratory dependencies, travel, subcontracting, licensing, change-control rules and treatment of rework. Compare the price model only after checking whether all candidates included the same deliverables and lifecycle obligations. A low bid that excludes security monitoring, regression testing or update support is not cheaper; it has moved cost and risk into later phases.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect objective evidence instead of relying on claims

Give each candidate a controlled evidence request with the same redaction rules. Sensitive customer information can be anonymized, but the artifacts must remain detailed enough to show how work is performed.

Process and management evidence

  • Recent Automotive SPICE assessment summary, including scope, process ratings, assessor identity, assessment date and open corrective actions.
  • Cybersecurity-management-system evidence, information-security-management-system evidence and quality-system evidence relevant to the engagement.
  • Defined development, review, configuration-management, change-management and defect-management procedures.
  • Evidence of previous acquisition work and the supplier criteria used in comparable programs.

Technical work products

  • Anonymized requirements, architecture, interface specifications, traceability and change records.
  • TARA, cybersecurity goals, security concept, cybersecurity validation and post-development monitoring examples.
  • Hazard analysis and risk assessment, safety requirements, safety-mechanism design, verification plans and safety-case contributions.
  • Code-review records, automated-test results, integration reports, release checklists and representative defect records.
  • Build and test-environment descriptions showing how artifacts are reproducible and controlled.

Vulnerability and incident evidence

Ask for the vulnerability-intake channel, triage criteria, severity handling, patch-development process, customer notification rules, incident-response roles and evidence of regression testing. Confirm how the partner coordinates with the manufacturer’s CSMS and with downstream suppliers. ISO/SAE 21434 covers operation and maintenance as well as development, so a partner that stops at delivery is not demonstrating the complete lifecycle.

Reference evidence

Request references for comparable vehicle programs. Record the customer’s role, the partner’s exact scope, dates, ASIL or cybersecurity responsibility where shareable, production status and measurable outcomes such as accepted releases, resolved escalations or successful transitions. Speak with a technical owner, not only a sales contact, and ask what the partner did when requirements changed or a field defect appeared.

Run a representative technical exercise

Shortlisted partners should solve the same bounded problem rather than present a generic capability deck. Use a feature or change that resembles the real program without disclosing confidential production material.

Define the exercise packet

  • Feature or change request with acceptance criteria.
  • Existing architecture constraints and interface description.
  • One safety assumption and one cybersecurity assumption.
  • Integration boundary, toolchain constraints and release deadline.
  • Required outputs: refined requirements, architecture decision, implementation approach, verification strategy, risk register and release plan.

Score the artifacts and the review

Evaluate requirements quality, architecture reasoning, traceability, coding approach, automated tests, integration strategy, defect handling and risk communication. Require the team to walk through its assumptions and unresolved questions. Inspect actual artifacts rather than accepting slides. A strong response identifies missing information, proposes controlled decisions and shows how evidence will be maintained; a weak response promises compliance without explaining the work.

Test change and failure behavior

Introduce a controlled requirement change or a discovered defect during the exercise. Observe whether the team updates impact analysis, requirements, architecture, tests, release evidence and customer communication. This reveals whether its process works under pressure and whether safety, cybersecurity and delivery decisions remain connected.

Assess functional safety as a responsibility split

ISO 26262 and ISO/SAE 21434 are complementary, not interchangeable. Functional-safety and cybersecurity activities need explicit interfaces so that a security control does not undermine a safety mechanism and a safety assumption does not leave an attack path unmanaged.

Questions to ask

  • Which party performs hazard analysis and risk assessment, and who approves the resulting safety goals?
  • How are safety requirements allocated across hardware, software, external services and operating processes?
  • How does the partner demonstrate freedom from interference and manage shared resources?
  • Which verification activities require independence, and who supplies the independent reviewer?
  • How are safety anomalies, software changes and cybersecurity findings assessed for impact on the safety case?
  • What evidence will the partner deliver for the manufacturer’s safety argument and release decision?

Match the requested evidence to the item’s ASIL and to the partner’s actual responsibility. Do not infer capability from experience on a lower-integrity component or from a certificate whose scope does not include the proposed work.

Assess cybersecurity against the manufacturer’s R155 obligations

UNECE Regulation No. 155 states that “the vehicle manufacturer shall identify and manage, for the vehicle type being approved, supplier-related risks.” The manufacturer therefore needs visibility into supplier methods, interfaces and residual risk even when engineering work is outsourced.

Best Value

  • Comfortable Non-Slip Grip:The ergonomic pen barrel has a soft rubberized coating for a comfortable, non-slip grip, so you won't get fatigued even after long hours of writing.

Examine the cybersecurity process

  • TARA method, asset identification, attack-path reasoning and risk treatment.
  • Cybersecurity goals, claims, security concept and allocation to components and interfaces.
  • Secure coding, review, build protection, access control and configuration management.
  • Cybersecurity validation, penetration or robustness activities where applicable, and defect disposition.
  • Vulnerability intake, monitoring, triage, patching, notification and incident escalation after release.

Clarify ownership of the cybersecurity case

Document who owns the cybersecurity case, who maintains evidence, who coordinates downstream suppliers and who informs the manufacturer’s CSMS of a material vulnerability. Require notification timeframes and escalation paths in the agreement. A partner may perform analysis and remediation, but the manufacturer still needs the information to demonstrate supplier-risk management.

Include software updates and long-term operations in the award

UNECE Regulation No. 156 makes software-update management a distinct vehicle compliance concern. ISO/SAE 21434 also continues through operation, maintenance and decommissioning. Treat post-release work as part of the engineering scope, not as an optional support package.

Contract for the operational work

  • Production issue response and severity-based service levels.
  • Vulnerability notification, triage, patch development and release support.
  • Regression testing, update packaging, rollback or recovery planning and release evidence.
  • Field-feedback analysis, telemetry or diagnostic-data handling where applicable.
  • Obsolescence management, replacement planning and knowledge transfer.

Ask how the partner will support both routine updates and urgent security fixes without losing traceability to requirements, tests and approvals. Confirm which tools, environments and personnel remain available after the initial development team is released.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare finalists on explicit, risk-weighted axes

After the must-pass gates, use a weighted matrix. Give safety and cybersecurity greater influence when the function, connectivity or market obligations create higher risk. Record why each weight applies and retain the evidence behind every score.

Axis Evidence to score
Domain delivery Comparable vehicle, ECU, platform and market experience.
Safety ISO 26262 roles, ASIL evidence, safety-case contribution and verification practice.
Cybersecurity ISO/SAE 21434 and TARA practice, R155 interfaces and vulnerability response.
Process Automotive SPICE scope, ratings, artifacts and corrective actions.
Technical fit Architecture, toolchain, integration, continuous integration and test automation.
Lifecycle Production support, updates, incident response and obsolescence handling.
Team resilience Named staff, succession, location and subcontractor controls.
Commercial fit Transparent assumptions, price model, schedule and change control.
Governance Intellectual property, audit, data, open-source, acceptance, exit and transition terms.

Keep a decision record

For each score, store the cited artifact, interview note, reference feedback and unresolved risk. Record any exception to a gate, the accountable approver, compensating control and deadline. The award memo should explain why the selected partner best fits this vehicle program, not why it has the strongest generic marketing language.

Contract for control, evidence and exit

The statement of work should make ownership and access enforceable. At minimum, address:

  • Ownership and delivery of requirements, source code, models, test assets, build environments, scripts and compliance evidence.
  • Audit access to relevant facilities, records, tools and subcontractors.
  • Approval rights for subcontractors and notification of staffing or location changes.
  • Vulnerability notification, incident response, patch obligations and cooperation with the manufacturer’s CSMS.
  • Data handling, residency, access logging, encryption, retention and destruction.
  • Open-source disclosure, license compliance and approval of new dependencies.
  • Acceptance criteria, corrective-action plans, change control and treatment of rework.
  • Service levels for production support, updates and critical incidents.
  • Transition assistance, source and artifact handover, knowledge transfer and termination support.

UNECE R155 accountability remains with the manufacturer, so contract language should create visibility and control rather than suggest that compliance has been outsourced.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Red flags that should stop or reset the evaluation

  • A certificate is offered without its assessment scope, date, ratings or corrective actions.
  • The proposed team cannot distinguish ISO 26262 responsibilities from ISO/SAE 21434 responsibilities.
  • TARA, safety analysis or vulnerability handling is described only in sales slides.
  • The candidate refuses to identify accountable engineering leadership or key subcontractors.
  • References cover unrelated domains, prototypes or low-integrity components while the proposal claims broad automotive expertise.
  • The price excludes production support, software updates, regression testing or evidence maintenance without clearly stating those exclusions.
  • The supplier cannot explain how a field vulnerability reaches the manufacturer’s CSMS or how an urgent patch is validated.
  • The contract leaves ownership of source, models, test assets or build environments unresolved.
  • The supplier promises regulatory approval based solely on a certificate.

A practical award sequence

  1. Write and approve the one-page scope, responsibility boundaries, safety assumptions, cybersecurity assumptions and lifecycle obligations.
  2. Define pass/fail gates and the evidence required for each gate.
  3. Issue the same RFQ, technical exercise and evidence request to every candidate.
  4. Screen gates before spending time on detailed commercial scoring.
  5. Review artifacts with safety, cybersecurity, software, quality, procurement and legal representatives.
  6. Run the representative exercise and controlled change or defect scenario.
  7. Check comparable references with technical stakeholders.
  8. Score finalists on the explicit axes and document the evidence, weights, exceptions and residual risks.
  9. Negotiate commitments, corrective-action plans, acceptance criteria, lifecycle services and exit terms.
  10. Approve the award only when the selected partner’s responsibilities, evidence access and escalation paths are ready for the program’s next milestone.

The result is a procurement decision that can be defended to engineering, quality, security, finance and auditors: the partner was selected for demonstrated capability against the actual vehicle program, with risks assigned, evidence retained and post-release obligations made explicit.
